Re-use of public information

• eGovernment ( public data used by authorities in smart public services)
• Non-commercial re-use (universities, research institutes …………… )
• Commercial re-use

The Information Market
• The same as other markets where companies sell products and services
• Owners want return on their investments
• For that you need a persistent profit
• Marketing and sales are very important

Collection & enhancement process
Dataset for packaging solutions
To day
• Difficult to get an overview of available public information
• PSI holders claim intellectual property rights Conditions restricts use of information.
• Difficult to understand the pricing process
• Re-dress mechanisms are timeconsuming
7
The market needs
• Access to re-usable raw data
• No competition with PSI Holders
• Less intellectual property rights connected to public data (=less restrictions for re-use)
• Fair pricing , preferable marginal cost pricing
Five stars PSI Countries • A special national regulation for PSI re-use
• A clear defintion of the public task
• A regulatory authority for supervision of the market
• Resourses to support re-use of PSI
• A simple, clear process for re-dress
Five star PSI Holder
• Information about assets on web page
• A person/unit responsible for contact
• Solutions for raw-data delivery
• Resources to support the re-users
• Pricing based upon marginal cost
Commercial re-use and open data
• Open data is essential for commercial re-use
• But the access to information is not regulated in the PSI Directive and differs from country-country
• It is very important to have licensies/agreements with PSI Holders to run our businesses
• Open standards are good but re-use conditions, pricing and support are equally important
• Regarding pricing we are ready to pay for the costs that we cause the authority (marginal cost)
Summary
• A cooperation between ”the open data movement” and the re-users can open up for more data to be re-used for different purposes
• We need a mutual understanding regarding our ”business-models”
• Education- is a key word for PSI Holders and Re-Users. Let us join in helping them with this.
