before and after social transfers/ state child allowance/ child raising allowance/ means-tested social

transfers/ disability indemnity;

Social transfers in reach by the household (types and amounts):

• by function – overall and individual social transfers (state child allowance/ child raising allowance/

disability indemnity/ heating allowance/ family support allowance for two-parent/ family support

allowance for single-parent/ minimum income guarantee);

• by characteristic - non/ means-tested

Retirement and survivor's pensions are counted as income before transfers and not as social transfers.

At-risk-of-poverty threshold (calculated after social transfer);

The impact of (means-tested) social transfers represents the reduction in the at-risk-of-poverty rate in

percentage (%) due to (means-tested) social transfers, calculated as the percentage difference between

the at-risk-of-poverty rate before and after (means-tested) social transfers.

Total number of resident population by level of activity limitation;

The indicator at-the-risk-of-poverty rate from EU-SILC is calculated without self-consumption

(consumption from own resources). Only FBS reports the data with or without self-consumption.

The distribution of HHs by the population density is not an available variable in EU-SILC, but can be

computed.

The sampling needs to be improved in order to ensure reliability of data on (means-tested) social

transfers’ beneficiaries, so that coverage is estimated accurately and data can be estimated based on

income quintiles.

The items regarding social transfers have to re-adjusted in order to potentially be in line with their

structure as currently delivered in the administrative system

looking at immunization records in the home, asking the child’s caretaker (recall) or both. The three main

household survey sources are the Expanded Programme on Immunization (EPI) cluster survey, the UNICEF

MICS & DHS use a probability-based sample (highly standardized methods) and are more extensive

The indicators and their breakdowns are not computed.

The local budgets are available for all UATs from the Ministry of Regional Development and Public

Administration (http://www.dpfbl.mdrap.ro/analize_bugete.html#). The amount reserved at UAT level for

participatory budgeting has to be obtained from the local administration. This can be solved by requiring

the local administration to include this information in the yearly report of their budgets.
