PROJECT OBJECTIVES:

Strengthening the administrative, monitoring and enforcement capacities and capabilities at regional and local level in

implementing the environmental acquis, with a specific regard on industrial waste management related legislation, in the

framework of an integrated waste cycle management process.

PROJECT PURPOSE To consolidate the capacity of the REPA Galati and

related LEPAs of the South East region in the implementation and enforcement of the environmental legislation, as well as the

cooperation with NEG and environmental Stakeholders at regional level, in compliance with tasks established by the law for their day-to-day

responsibilities and functions, so that to contribute to improve performances of Romanian environmental system in relation with

commitments of Chapter 22.In addition, to support the specific activities of

REPA Galati in building up a Focal Point on industrial waste in the framework of an integrated waste cycle management process, in connection with NEPA and REPA Bacau Twinning (focused on

urban waste).

MANDATORY RESULTS

1. Institutional capacities of REPA Galati strengthened in the South East region context, as well as the related LEPAs, in the framework of their new legal status through:– the development of the capacity to promote and to manage

institutional networks at different levels

– the enhancement of communications and cooperation with the Stakeholders at regional level and within the whole environmental system

– an adequate staff training as to perform all daily and specific activities of the project

2. All REPA Galati and related LEPAs’ of South East region staff , involved in permitting and monitoring, trained so that they improve their capacity to perform daily activities in the fields of project related to their competencies established by law, and the cooperation with NEGs’ staff involved in inspectioning developed by enhancement of techniques/ methodology, in relation with its competencies

Environmental Reporting Methodology set up and developed by enhancement of environmental data flows and compliance control instruments, as well as Regional Environmental Plans reviewed, updated or drafted in compliance with EU framework or with the Regional Development Plan and the National Sector Plan for Environment

- planning and management of ecological networks

Workshop organized with participation of REPA Galati, REPA Bacau, NEPA, TA, NEG, National Health Authority, National Statistic Institute, ADR, Harbours Authorities, Chambers of Commerce and other Stakeholders individuated Working Document on Focal Point activities drafted

BENCHMARKS- Working Programme of National Waste Observatory sessions, coordinated by a Steering Committee, organized - Daily common work together with targeted Workgroups carried out and specific Working Documents elaborated - Sector Technical Reports on Waste and material flows of the selected industrial branches drafted, including integrated product policy instruments, environmental agreements (both IPPC and no-IPPC targeting installations and SME)- Guidelines on industrial waste of the selected branches drafted - Scheme for inventory report on waste flows concerning selected industrial branches drafted- Regulatory scheme on certification of waste service enterprises drafted- Model rules and contract schemes between services enterprises and waste generators / industry drafted

Component 4: Waste Activities 4.3 Training Actions to support the specific activities of Focal Point on industrial waste

BENCHMARKS- Training on the job and training days for about 75 people from REPA, LEPAs, NEPA, NEG staff- on Public Register on Waste, Waste inventories, Waste Statistics, Databases and related exchange of data flows, Guidelines on industrial waste, Regulatory schemes and model contracts, environmental agreements for waste, Methodology for industrial waste reporting, Monitoring/Control and Inspections systems of waste producers and plants, cleansing interventions in contaminated areas by industrial waste and related characterization planning - Training by Study visit for 10 people from REPA/LEPAs/NEPA organized into ARPA Liguria for direct exchange of experiences about best practices on waste management and specific disposals/ services for harbours and technical staff trained on waste disposal and services (as landfill certified on the basis of ISO 14000 and EMAS registered management, Genova’s harbour and shipyards waste, waste services enterprises, waste analysis)- Training by Study visit for 10 people from REPA/LEPAs/NEPA organized into ARPA Sicilia on cleansing interventions in polluted areas by industrial waste and technical staff trained on characterization planning and related technical interventions for cleansing and remediation in Siracusa petrochemical area polluted by hydrocarbons and technique/methodologies for waste analysis - Study Visit Reports drafted by participants- Polluter pays principle widely understood at decentralized level- Appropriate skills related to Focal Point activities achieved for training of personnel from other environmental institutions- Information disseminated by website

BENCHMARKS - N. 100 participants representative of the whole Romanian environmental system involved (NEPA/other REPAs/LEPAs/NEG and other Stakeholders) as well as Local Authorities, ADR, Chambers of Commerce, etc. and specific environmental information disseminated- Focal Point and activities/results presented by a Report of National Waste Observatory including technical documentation and Guidelines, further recommendations for improvements in the specific sector, distributed, discussed and evaluated- Website content updated, exchange of documentation materials promoted- Relationship with the whole environmental system, at different level, developed
