“It is a State’s responsibility to authorize GNSS operations in its airspace…” (ICAO Doc 9849, 5.7.2.1)

“By approving GNSS operations, a State accepts responsibility to ensure that such operations can be completed safely. This is the case irrespective of whether the operations are based on a non-augmented satellite navigation system, aircraft-based augmentation system or an augmentation system provided by a service provider in another State.” (ICAO Doc 9849, 1.5.3)

Conclusions



• establish a regulatory approach a State shall follow to authorize

GNSS (GPS) under SES regulatory framework

“Note that SES service provision regulation cannot be applied

to GPS and that the impossibility to certify or exercise direct

safety oversight over GPS …” (SSC/10/36/9)

• EGNOS coverage extension (APV-I) towards the Eastern

European States

• improve/facilitate access to pan-European programmes in

support of PBN implementation
