Property has approvals for a nine lot, single family, cluster plan subject to public water and public sewer. There is an existing 10 inch water line with capacity along both road frontages and the Township water authority called for an internal loop connection of the two existing water lines. There is a nearby gas line. The sewer system – as envisioned in the approved design – requires a pump station, a long force main and a connection with a distant manhole. The Township required a fairly extensive internal trail system as part of the plan approval. The approved plan also included too much new internal road to allow the site to be profitable. There is a sight line issue on Rose Hill Road which can be cured by “shaving” the opposite dirt bank somewhat. These factors render the existing subdivision un-marketable based on present cost estimates. There is an existing small house on the property which is obsolete and holds no value. Discussions with the Township manager revealed that aborting the cluster plan, using on-site sewer systems with public water, modifying the designed trail system and decreasing the number of lots might be acceptable to the Township. Included in the PIP is a six lot sketch plan which cures most of the above mentioned issues. Soils appear to be able to support in ground, on-site sewer systems. A review of the comparable new construction within the school district shows that larger lots will allow larger homes and higher home sales price than the clustered plan. The present Owner, with cooperation with his Bank, has listed the property at $450,000 – well below his existing cost in the project.
