President’s Message Hello Rosewood,

By all indications it looks like we are in for a beautiful summer!

There is a lot of activities happening or set to begin in Rosewood:

Landscaping, vegetable and flower gardens

Fences and driveways

New housing, big and small

Elementary schools are well underway for the schedule 2017 completion

Construction on the commercial development on the far east side of Rosewood is ramping up. It won’t be too long before Costco and other stores are built.

Construction of Highway 16 and Boychuk Drive Interchange

Correction of weir deficiencies in Hyde Park Naturalized Area

With all of the above and more on the go, please be courteous to your neighbours and do not dump waste on what appears to be empty lots without the permission of the land owners. Let’s also be safe with our vehicles; driving at safe speeds and parking away from driveways and corners to provide safe sight lines for pedestrians and drivers.

Your Community Association is looking for experienced Program and Sports Coordinators. If you or someone you know residing in Rosewood would like to be part of our Team please email us or stop by our next meeting. Everyone is welcome to attend board meetings!

The Program Coordinator position is time consuming yet very satisfying

when you can lead the development of a successful program enjoyed by the

participants. The Sports Coordinator will be responsible for starting programs

from the ground up.

We are looking forward to seeing many of you at our 3rd Annual Family Fun

Day in Hyde Park!

Outdoor Summer Fun Summer Playground Program

The City of Saskatoon operates FREE a total of 45 weekday and 16 weekend play programs at various playground locations throughout Saskatoon during July and August.

Play Program Leaders plan and supervise activities for children ages 2 to 12 years, while the adjoining Paddling Pools and Spray Pads offer kid-sized opportunity to cool off and beat the heat. Drop in for free waterplay, sports, crafts, games, music and much more!

Summer Skateboard Program

A chance for kids to come out and practice boarding and learn new tricks FREE from skilled skateboard leaders.

Bring your deck or use our equipment. Skateboard leaders travel to the various sites to provide instruction for beginner to intermediate skateboarders.

Summer Groups/Activities

Stroller Walking Group

This is a fairly new group for Rosewood Community Association and

we are hoping some new moms and experienced moms will join us to

get some fresh air and exercise while socializing. Meet at the Bridge in

Hyde Park to start.

Walking Group

This is a fairly new group for Rosewood Community Association. We

are planning to do a 45 minute to 60 minute walk every week to get

some fresh air and exercise. This is a great way to get out, meet new

people in our neighborhood and get familiar with our community and

those surrounding it. Meet at the bridge in Hyde Park to start.

Summer Safety Outdoor Fire Pits What should I use as a fire pit? Fires must be contained within a non-combustible fire box

that is constructed of a material such as; cement, brick or metal and be covered with a heavy gauge metal screen.

Fire boxes cannot exceed 0.61 cubic metres.

Where should I put my outdoor fire? At least three (3) metres from any combustible materials (ie. fence, deck,

building) . What am I allowed to burn? Only cut, seasoned wood or charcoal.

What am I not allowed to burn in the City? Rubbish, tree branches, garden refuse. Any material that is classified as a dangerous good.

Any material that will create dense black smoke when burned.

Any material that will create a foul odour when burned.

Manure, livestock or animal carcasses.

Can I leave a fire pit to burning unattended? Fires are not to be left unattended at any time and require responsible

supervision at all times.

Always have a source of water nearby to extinguish fires once you are done.

Do not leave a fire to burn out on its own unsupervised.

When are outdoor fires not permitted? When weather conditions are conducive to creating a running fire or allowing

the smoke from the fire to be a nuisance to another person (smoke drift).

If smoke from an outdoor fire causes an unreasonable interference with the use and enjoyment of another person’s property, the fire is to be extinguished immediately.

The use of fire pits are regulated by Fire and Protective Services Bylaw No. 7990. To report a fire or fire pit concern or if you have questions call 306-975-3030.

Barbecues A reminder to keep your barbecue unit a safe distance from all combustible materials when lit and to never leave a lit barbecue unattended. Remember to check your barbecue regularly to ensure it is in good operating condition and never use a barbecue indoors.

Fireworks Fireworks are permitted on private property: from dusk to 11:00 p.m. on Victoria Day, Canada Day and Labour Day.

If you are under 18, don’t use fireworks without adult supervision.

Choose a wide, clear site away from overhead obstacles (for example 30 m (100 ft) x 30 m (100 ft) for firing Roman candles) with spectators standing at the perimeter.

Do not fire in windy conditions.

Read all instructions on the fireworks. Plan the order of firing before you begin.

Use a good firing base, such as pails, boxes filled with earth or sand. Bury fireworks half their length if they have no standing base, unless the

labelling on the fireworks directs otherwise. Set them at a 10 degree angle pointing away from people.

Never light fireworks in your hand or hold lighted fireworks in your hand, other than a sparkler.

Light carefully. Always light the fuse at its tip.

Keep water nearby. Dispose of used fireworks (including debris) in a pail of water or return to vendor.

Never try to relight fireworks that did not go off. Never try to fix fireworks that are defective. Wait at least 30 minutes before approaching such fireworks.

Keep fireworks in a cool, dry, ventilated place and in a locked container, away from children.

Feeding Raw Meat Diets To Your Pet

Top 10 Myths

Feeding raw meat based diets to your pet is becoming increasingly more popular; the employee at your local pet store may even have recommended you switch your pet to a raw diet, but this may have harmful consequences for you, your family, and your pet.

Myth 1: Their benefits are proven

FACT: There are NO scientific studies or science-based evidence to show the benefits of feeding a raw diet to your pet.

Myth 2: It’s an ancestral diet – this is what your pet would have eaten in the wild

FACT: Your dog is not a wolf, nor is your cat a lion. Pets have been domesticated over thousands of years; the average lifespan of a wolf in the wild is only a few years. What is optimal for feeding a wolf is NOT optimal for feeding your pet for their long healthy life with you.

Myth 3: Dogs and cats don’t get sick from eating raw meat diets

FACT: Harmful bacteria such as Salmonella, Clostridium, and Campylobacter are found in raw meat. Pets can become infected just like people can. Your pet can then shed this bacteria in their stool, and put people at risk. Young, elderly, or immunosuppressed people are at particular risk of infection from exposure to food or feces.

Myth 4: Raw food diets are human grade

FACT: Purchasing human-grade meat does NOT eliminate the risks involved with uncooked meats. Would you eat raw ground beef or raw chicken?

Myth 5: Freezing raw diets kills the harmful bacteria

FACT: Most bacteria found in raw meat easily survives freezing.

Myth 6: Raw bones are safe

FACT: Raw or cooked bones can fracture teeth, block/tear the esophagus, stomach, or intestine. They also can contain harmful bacteria.

Myth 7: Cooking destroys the enzymes needed for digestion

FACT: Natural enzymes contained in food are NOT required for digestion; all the enzymes necessary are already in your pet’s gastrointestinal tract.

Myth 8: Raw diets are grain-free because grains are only added to pet foods as fillers

FACT: Grains are healthy ingredients that are an important source of protein, vitamins, minerals, and other nutrients.

Myth 9: Most commercial pet foods contain by-products which are harmful

FACT: By-products are organ meats, and meats other than muscle. They do NOT include horn, hair, teeth, or hooves. By-products are an important source of vitamins and nutrients for a nutritionally balanced diet. Pet foods will list the ingredients separately (such as chicken liver heart, or kidney).

Myth 10: Raw diets are nutritionally balanced

FACT: Most homemade and even commercial raw diets have either nutrient excesses or deficiencies. Many diets are deficient in calcium even with the addition of egg shells, chicken necks, or bones. Imbalances in calcium phosphorous ratio can be extremely detrimental to growing puppies and kittens.

Rosewood Updates

Rosewood Elementary Schools Construction is well underway with the steel frame structure in place and windows are in giving a complete building envelope. Construction still seems to be on track for completion in September 2017.

Public meetings were held by the catholic (May 16, 2016) and public (May 17, 2016) schools to provide residents an opportunity to find out more about the schools, to see the plans for the schools, meet the principals and to ask questions.

St. Thérèse (of Lisieux) Catholic School

Don Remizowski was named as the principal. He is currently the principal at Georges Vanier Fine Arts Catholic School.

A website is currently being worked on for the school.

Rosewood Public School

Nicola Bishop-Yong was named as the principal.

During this meeting time was spent gathering feedback on possible names for the new school. The Board of Education is expected to make a decision on the school name in the fall of 2016.

No decisions have been made regarding programming at the new school.

Road Construction

Boychuk Drive / Highway 16 Interchange

On May 26, 2016 a press conference was held announcing that the governments of Canada and Saskatchewan are contributing up to $14,730,392 and the City of Saskatoon is covering the remainder of the estimated $45,180,000 total project cost.

This interchange has been identified as a top transportation priority for the City. This project includes the construction of a new eastbound left-turn loop to replace the eastbound left turn lane on Highway 16 at Boychuk Drive, aimed at resolving safety and traffic flow issues at this busy intersection. The work will also involve the addition of accessible pedestrian and cyclist facilities which will make the area safer for cyclists and pedestrians.

Eight (8) applicant teams submitted proposals during the Request for Qualification (RFQ) stage and three (3) Teams were shortlisted. It is anticipated that these Teams will be sent a Request for Proposals (RFP) in June 2016. Once the City receives, reviews and evaluates these proposals, the work will be awarded to the successful consultant/contractor team and work will get underway.

Zimmerman Road / Highway 16 Interchange

Road and Services construction is well underway at Zimmerman Road. The roadway, intersection and traffic signals are being installed this summer.

This parcel of land east of Zimmerman Road was added to Rosewood in 2014. This employment area will consist of commercial and light industrial land uses such as Costco and other retailers. A foundation for a building was seen being installed in May 2016.

Roadway access to the Rosewood neighbourhood from Highway 16, was originally proposed via Rosewood Gate South, however that access point was removed in 2014 and will now be via Zimmerman Road.

Rosewood Updates

Parks

Hyde Park Naturalized Area Weir Repairs

Hyde Park (water control structure) weir repairs located near the bridge along the paved path have begun. Preparation and equipment staging began on May 17, 2016. It is anticipated that the repairs will take approximately three (3) weeks to complete, depending on weather, etc.

The weir is used to maintain consistent water levels in the wetland. This helps to promote robust wildlife habitat in the wetlands. The existing rocks will be replaced once a concrete weir has been constructed.

The pathway and bridge remain open, please be aware and watch for machinery and workers while in the area.

Swick Park

Swick Park construction along Rosewood Boulevard is almost finished. The basketball hoop and a few other minor items remain to be completed. If you are in or around the park area please be aware of the potential hazards during construction. Also, remember that it will still take some time for the grass and landscaping to fully establish.

Glen H. Penner Park

On the February 24, 2016 the City held a public meeting unveiling the Concept Plan to Rosewood residents. The intent was to gather further feedback prior to the detailed design plan being completed.

Many design components have been noted on the concept plan such as; softball field, soccer field, toboggan hill, rink, play area, future water feature. Keep in mind this a concept plan and is subject to change.

The City has advised that park construction is tentatively scheduled to begin sometime in 2016. Portions may be completed by the time the schools are open late in 2017, however this is subject to change.

Mackay Park and Struthers Park

Mackay Park is a linear park that will link Swick Park to Olson Lane West and the new elementary schools. Struthers Park consists of a linear and park section. The City has advised that a timeline for the construction of these parks has not been established.

Annual General Meeting (AGM)

The Rosewood Community Association AGM was held on April 14, 2016. Reports were read regarding 2015 activities, financial statements were reviewed and plans for 2016 were discussed. Board member positions were filled during this meeting.

A special thank you to the Representatives from the City of Saskatoon who attended and provided updates on construction, roadways, parks, safety and other items in regards to Rosewood. There was also an opportunity for residents to ask the questions, and voice their opinions.

The next AGM is set to take place in April 2017.

Interesting Facts About Saskatchewan… 1. Hymenopterans, such as ants, bees, and wasps are an economically and ecologically significant group of animals. Although these

insects are found throughout Saskatchewan, from the mixed-grass prairie in the south to the taiga shield in the north, their biology is poorly understood. Some of the major hymenopteran families in Saskatchewan include the Vespidae (the true wasp family, including yellow jackets), the Apidae (bumble-bees and the introduced honey bee), and the Formicidae (ants). Nearly 103,000 species of Hymenoptera have been identified globally. In Canada, 6,042 species have been identified, and another 10,637 species have been found but not yet described. The number of hymenopteran species in Saskatchewan is unknown, owing to an unfortunate lack of research on this important insect order. Ants and bees are insects; therefore they have three body parts: head, thorax, and abdomen. The head bears a pair of antennae, the eyes and chewing mouth parts. The thorax bears two pairs of wings and three pairs of legs. The abdomen may bear an appendage called an ovipositor. An ovipositor is a specialized elongated organ that deposits eggs and can also function as a sting. Hymenopterans undergo complete metamorphosis. An individual must go through larval and pupal stages before becoming an adult. Bees feed on pollen and nectar, whereas ants and wasps are omnivorous. They eat other insects, arachnids, seeds, and other pieces of vegetation.

2. Soo Line Railway - Founded in 1883 by Minneapolis millers, and known originally as the Minneapolis and then the Saint Paul & Sault Ste. Marie, the Soo Line railway derived its name from the pronunciation of “Sault.” The Soo Line was built to provide a shorter, cheaper route for western grain to the eastern seaboard; it was later expanded to Emerson, Manitoba. By 1894 the line was completed to North Portal, Estevan, Weyburn, and Moose Jaw. The Soo Line accelerated growth in southeast Saskatchewan and brought American settlers to the area. In 1961, it absorbed the Wisconsin Central and the Duluth, South Shore & Atlantic, creating the “new” Soo Line, with 8,000 miles (12,875 km) of track and 7,600 employees. The railway was restructured, so that by 2001 it had 3,200 miles (5,150 km) of track, about 3,000 employees, and was a wholly owned subsidiary of the CPR. The Soo Line has been known as the “little jewel” because of its profitability.

3. York boats were first made at York Factory by the Hudson’s Bay Company (HBC) for use in the fur trade. They were later made at inland HBC trading posts, and had a competitive advantage over canoes for transporting furs and supplies along the river systems and particularly on large lakes. By the 1790s they were used extensively. York boats were about 12 m long and almost 3 m across, and could carry over 2,500 kg; the crew consisted of up to ten people. A sail was used when wind conditions were favourable on the lakes. York boats were heavy, required log-rolling portages, and had a short life span due to the rough conditions on the rivers. The HBC hired Orkney Island boat builders to work in the posts where these boats were made. York boats were no longer in use after the early 1920s.

Park Access for Yard Work Did you know that you need permission if you need to access a park to complete work in your yard?

Homeowners/contractors are required to contact the City’s Parks Division at 306-975-3300 to arrange for an onsite meeting and also complete an online access permit.

Once written permission is given, the property owner/contractor is responsible for:

Repairing any damage to City property immediately, at the

property owner's/contractor’s expense;

Removing all litter/debris immediately after the project is

complete;

Any expense incurred by the City to repair damage;

Adhering to any restrictions set forth in the approval process,

including limitations for vehicle access when the turf is wet;

Accepting liability for any injury to the public, and for damages to

public property; and

Contacting the Community Services – Parks Division immediately

after the work is complete for an inspection and to close the

permit.

The City’s goal is to protect park spaces for the enjoyment of all users.

Street Sweeping Why is my street so dirty? A big part of why the roads in Rosewood are often covered with dirt and debris is due to ongoing construction in our neighbourhood which will likely continue for a few more years.

Since Rosewood is a community under development it does not fall under the City’s regular citywide neighbourhood street sweeping schedule. The City has created a map of Rosewood showing responsibility for roads/street sweeping in our area.

This year the City owned sections shown in blue are scheduled to be swept between June 20 - 23, 2016, between the hours of 7 am - 7 pm.

Please note that these dates may change due to rain, also due to delays in the residential schedule as developing areas have more debris and may take longer than anticipated to complete.

36 hours before scheduled sweeping, bright yellow ‘No Parking’ sandwich boards will be placed along roads to be swept.

Since the remaining sections in Rosewood are still the responsibility of the developers, they are not included in the above street sweeping schedule. The map shows who is responsible for which sections in Rosewood.

Developers need to obtain a Final Acceptance Certificate (FAC) which is awarded 2 years after the work section has been deemed substantially complete by the City in order to fall under civic responsibility.

Once handed over to the City the Public Works Division normal road maintenance activities to the current level of service will begin.
