ARTICLE I — Name

The name of this organization shall be the Rotaract Club of

ARTICLE II — Purpose and Goals

The purpose of Rotaract is to provide an opportunity for young men

and women to enhance the knowledge and

skills that will assist them in personal development, to address the physi-

cal and social needs of their communities,

and to promote better relations between all people worldwide through a

framework of friendship and service.

Goals The goals of Rotaract are:

1. To develop professional and leadership skills;

2. To emphasize respect for the rights of others, and to promote ethical

standards and the dignity of all useful occupations;

3. To provide opportunities for young people to address the needs and

concerns of the community and our world;

4. To provide opportunities for working in cooperation with sponsoring

Rotary clubs;

5. To motivate young people for eventual membership in Rotary.

ARTICLE III — Sponsorship

1. The sponsor of this Rotaract club is the Rotary Club of which, through

a committee of its Rotarians, the number of which shall be determined

by the club, shall provide guidance and have supportive responsibility

for this Rotaract club. The continued well-being of this club shall de-

pend on the continued active personal participation of the sponsoring

Rotary club.

2. The basis of organization shall be young men and women residing,

employed, or studying anywhere in the vicinity of the sponsoring Ro-

tary club. Where a university or other institution of higher education is

located within the vicinity of the sponsoring Rotary club, the student

body of each institution may also be a basis of organization. This club

is not a part of, and neither this club nor its members have any rights or

privileges with respect to, the sponsoring Rotary club.

3. This club is a non-political, non-sectarian organization.

4. In the event that the sponsoring Rotary club is terminated, the gover-

nor of the Rotary district will seek to install another sponsoring Rotary

club; if one cannot be found within 180 days, the Rotaract club will be

terminated.

ARTICLE IV - Membership : Rotary Club Sponsor Membership Quali-

fications

1. The membership of this club shall consist of young men and women of

good character and leadership potential between the ages of 18 and

30.* It is recommended, but not mandated, that there be a minimum of

15 char-ter members when chartering a new club.

2. The method of electing members of this club shall be determined by

this club in consultation with the sponsoring Rotary club. The method

of electing new members of universitybased** Rotaract clubs shall have

the approval of the appropriate authorities.

3. Each member of this Rotaract club shall attend at least 60% of the

club’s regularly scheduled meetings annually, provided that absence

from a regularly scheduled meeting of the club may be made up as

follows: any member absent from a regular meeting of this club may

make up such absence by attendance at a regular meet-ing of any

other Rotaract club or any Rotary club on any day of the two weeks

immediately preceding or fol-lowing the day of the absence, or atten-

dance and participation in a club service project or a club-sponsored

community event or meeting authorized by the board.

4. All Rotary Foundation scholars, who are within the age guidelines

adopted by the board for the Rotaract program, shall be eligible for

guest Rotaract club membership during the period of their study in

another country.

5. Membership shall automatically terminate (a) upon failure to meet at-

tendance requirements unless excused by the board of directors of

this club for good and sufficient reason or (b) by termination of the club

or (c) on 30 June of the Rotaract year in which the member becomes

30 years old.

6. Membership may be terminated (a) upon failure to continue to meet

the qualifications for membership, or (b) for cause, as determined by115 116

ARTICLE V — Meetings

1. The club shall meet not less than twice per month, as provided in the

by-laws, at a time and place suited to the convenience of the mem-

bers.

2. The board of directors shall meet as provided in the bylaws.

3. Rotary International recommends each sponsoring Rotary club to des-

ignate one or more members of its club to attend the meeting(s) of its

Rotaract club(s) at least once a month.

4. Meetings of the club and of the board of directors may be can called

during holiday or vacation periods at the discretion of the board of

directors. The board may cancel a regular meeting if it falls on a legal

holiday or in case of the death of a club member, an epidemic, a disas-

ter affecting the whole community, or an armed con-flict in the com-

munity that endangers the lives of the club members. The board may

cancel not more than four regular meetings in a year for causes not

otherwise specified herein provided that this club does not fail to meet

for more than three consecutive meetings.

5. Minutes of the meetings of the club and board of directors shall be

provided to the chairman of the sponsor Rotary club’s Rotaract com-

mittee within two weeks after each meeting is held.

ARTICLE VI — Officers and Directors : Bimonthly Meetings

1. The officers of this club shall be a president, vice-president, secretary,

treasurer and such additional officer(s) as may be provided in the by-

laws.

2. The governing body of this club shall be a board of directors com-

posed of the president, immediate past president, vice-president, sec-

retary, treasurer, and additional directors whose number shall be de-

termined by this club, all to be elected from among the members in

good standing. All decisions, policies, and actions of the board and of

the club shall be subject to the provisions of this constitution and policy

established by Rotary International and its members. If university-based,

this club shall be subject to the same regulations and policies estab-

lished by the appropriate authorities for all student organizations and

extracurricular activities of the university. The board of directors shall

have general control over all officers and committees and may, for

good cause, declare any office vacant. It shall constitute a board of

appeals from the rulings of all officers and actions of all committees.

3. Elections of officers and directors shall be held annually prior to 1 March

by methods compatible with local customs and procedures, but in no

case shall more than simple majority of the members present and in

good standing be required for elections. All Rotaract club presidents

and district representatives who reach the age of 30 during the term of

office may serve one additional year as immediate past president or

immediate past district representative, to provide continuity in leader-

ship. The term of office of all officers and directors shall be one year.

No provisions shall be made for a term of of-fice shorter than one year

except with the permission of the sponsoring Rotary club.

4. All incoming Rotaract club officers, directors, and committee chairmen

shall be provided with leadership training from the district Rotaract com-

mittee* in conjunction with the RI district Rotaract committee.**

ARTICLE VII — Activities and Projects : Governing Body

1. Within the limits prescribed in Section 1 of Article III, this club shall be

responsible for planning, organizing, financing, and conducting its own

activities and shall itself supply money, manpower, and creative imagina-

tion necessary thereto, except in the case of joint projects or activities

undertaken in cooperation with other organizations, such responsibility

shall be shared with such other organization(s).

2. This club shall undertake among its activities at least two major ser-

vice projects annually, one to serve the community and the other to

promote international understanding, and each shall involve all or most

of the mem-bers of the club.

3. This club shall provide for a professional development program for its

members.

4. It is the responsibility of the club to raise the funds necessary to carry

out its program. It shall not solicit or accept more than occasional or

incidental financial assistance from the sponsoring Rotary club, nor

shall it make

ARTICLE VIII — Committees

1. There shall be provided in the bylaws of this club the following stand-

ing committees; club service, international service, community ser-

vice, professional development, finance, and such other standing com-

mittees as may be deemed necessary or convenient for the adminis-

tration of the club.

2. The president, with the approval of the board, may appoint such spe-

cial committees as he/she may deem necessary, citing their duties at

the time of appointment. All such special committees shall lapse upon

the completion of their duties, upon discharge by the appointing presi-

dent, or with the end of his/her term of office, whichever occurs first.

ARTICLE IX — Fees 5 Committees Fees Constitution

Every member of the club, by acceptance of membership, thereby

accepts the principles of Rotaract as expressed in its purpose and

goals and agrees to comply with the constitution and bylaws of this

club, and on these conditions alone is entitled to the privileges of the

club. No member shall be absolved from the observance of the consti-

tution and bylaws on the plea that a copy of them has not been re-

ceived.

ARTICLE XI — Standard By-Laws

The club shall adopt the “Standard Rotaract Club By-Laws,” together

with such amendments as are not inconsistent with this constitution

and which may be deemed necessary or convenient for the govern-

ment of the club, pro-vided that such amendments

are adopted in accordance with the amendment procedure pre-

scribed in the “Standard Rotaract Club ByLaws.”

ARTICLE XII — Rotaract Emblem Standard By-Laws

1. The Rotaract emblem shall be preserved for the exclusive use and

benefit of Rotaract club members. Each member of this club shall be

entitled to wear or otherwise display the Rotaract emblem in a digni-

fied and appropriate manner during the period of membership. Such

entitlement shall be relinquished upon termination of membership or

termination of this club.

2. When displayed by individual club members, the emblem may be used

without further information. When the emblem is used to represent a

club, the name of the club should appear with the emblem.

ARTICLE XIII — Duration : Rotaract Emblem Duration of Club

This club shall exist so long as it continues to function in accordance

with the provisions of this constitution and policy relating to Rotaract

established by Rotary International, or until it is terminated (a) by this

club upon it own determination and action, (b) by the sponsoring Ro-

tary club upon withdrawal of its sponsorship, after consultation with the

district governor and district Rotaract representative, or (c) by Rotary

International for failure to function in accordance with this constitution

or for other cause. Upon termination of this club, all rights and privi-

leges relating to the Rotaract name and emblem shall be relinquished

by the club and by its members individually and collectively. The

Rotaract club shall relinquish all financial assets to the sponsoring Rotary

club.

ARTICLE XIV — Administration

1. Each sponsoring Rotary club upon organization of a new Rotaract club

shall be required to pay an RI Rotaract organization fee equivalent to

US$50 with the “Rotaract Club Organization List.”

2. Any fees, dues, or assessments on the membership of the club shall

be nominal and shall only be for the purpose of meeting the adminis-

trative costs of the club. Funds for activities and projects undertaken

by the club shall be raised apart from such fees, dues, or assessments

and shall be placed into a separate account. A

thorough audit by a qualified person shall be made once each year of

all the club’s financial transactions.

ARTICLE X — Acceptance of Constitution and By-Laws Amendment

The constitution ay be amended only by the Board of Directors of Ro-

tary International and all amendments to the “Standard Rotaract Club

Constitution” adopted by the Board of Directors of Rotary International

shall automatically amend the Constitution. General solicitation from

Rotary clubs other than its sponsoring Rotary club or from other Rotaract

clubs; nor shall it solicit financial assistance from individuals, businesses,

or organizations in the community without giving something of value in

return. All funds raised for service projects must be expended for that

purpose.

AMENDMENTS TO THE STANDARD ROTARACT CONSTITUTION

The third meeting of the 2003-04 RI Board of Directors was held at

One Rotary Center in Evanston, Illinois, USA, from 23-28 February

2004. At this meeting, the Board reviewed reports from 16 committees

and recorded 78 decisions.

The Board made the following amendments to the Standard Rotary

Club Constitution:

1. Rotaract clubs now have 180 days to find a new sponsoring Rotary

club if their sponsoring club is terminated by Rotary International.

2. A sponsoring Rotary club may now determined how many Relations

should serve on its Rotaract Committee.

3. Rotaractors are no longer required to request permission to attend a

meeting of a Rotary club.

4. Rotaractors are now permitted to make up a missed club meeting by

participating in a club service project or club-sponsored community

event.

Rotaract clubs, districts, and multidistrict information organizations are

encouraged to produce regionally appropriate promotional materials.

The Board also encourages Rotaract clubs to participate in twin-club

relationships.

ARTICLE I —Elections

1. Election for the offices of president, vice-president, secretary, treasurer,

and directors shall be held annually prior to 1 March. A Rotaract club year is

the same as a Rotary club year. Those elected shall take office on 1 July.

2. Nominations of officers shall be made in writing. Candidates shall be voted

upon at the regular meeting following the meeting at which nominations are

made. Voting shall be by secret ballot. Those candidates receiving a major-

ity of the votes of the members present and in good standing shall be elected.

3. In addition to president, vice-president, secretary, and treasurer there shall

be elected directors.

ARTICLE II — Duties of Officers

1. President. The president shall preside at all regular and special meetings of

the club and the board of directors. He shall, with the approval of the board,

appoint all standing and special committees and, in the event of a vacancy

in the board of directors, shall, with the approval of the board, fill such va-

cancy by appointment until the next regular election of the club. He shall be

an ex officio member of all committees. He shall maintain communication

with the sponsor club and the district Rotaract representative to ensure they

are continually informed of all actions taken by the club.

2. Vice-President. The vice-president shall succeed to the office of president in

the event or removal of the latter for whatever cause, and, in the absence of

the president, shall preside at all meetings of the club and of the board.

3. Secretary. The secretary shall maintain all club records, He shall keep min-

utes of all the meetings of the club and board of directors, and provide copies

of such to the chairman of the sponsor Rotary club’s Rotaract committee.

4. Treasurer. The treasurer shall have custody of all club funds, maintaining all

necessary records and depositing all such funds in a bank approved by the

board of directors. He shall report on the club’s financial status at each

meeting of the club and shall hold all records available for inspection by any

club member. All disbursements shall be by check and with the signature of

two authorized officers.

ARTICLE III —Meetings

1. Meetings of the club shall be not less than twice a month, and meetings of

the board not less than once a month, at a time and place suited to the

convenience of the membership.

2. A majority of the members in good standing shall constitute a quorum at any

regular or special meeting of the club. Any four members of the board, one

of whom must be the president or vice-president, shall constitute a quorum

at any meeting of the board.

ARTICLE IV — Fees and Dues

1. The admission for the new members shall be . Annual dues shall be per

2. All fees and dues must be paid before a member will be considered in good

standing.

ARTICLE V — Committees

The president, with the approval of the board of directors, shall appoint the

following standing committees:

1. Club service. This committee shall be responsible for attendance, member-

ship, programs, fellowship, public relations, and such other matters as may

be deemed appropriate.

2. International service. This committee shall be charged with primary respon-

sibility for enhancing knowledge and understanding of worldwide needs,

problems, and opportunities and developing activities to give service for

promoting international understanding and goodwill toward all people.

3. Community service. This committee shall have responsibility for enhancing

knowledge and understanding of community needs, problems and opportu-

nities, and for formulating and developing appropriate activities for serving

the community (including the university community).

4. Professional development. This committee shall be responsible for develop-

ing a program designed to provide information about a wide cross-section

of businesses and professions and to stimulate awareness and acceptance

of high ethical standards in business and professional life.

5. Finance. This committee shall devise ways and means of financing any

and all club activities requiring funds, in cooperation with the appropriate

committee. The international service and community service committees

shall each have the duty of initiating and planning one major activity in its

field each year which shall involve all or most of the club membership.

ARTICLE VI — Amendments

1. These bylaws may be amended by majority vote of the members in good

standing at any regular or special meeting of the, club at which a quorum is

present, provided notice of intention to call such a vote is given at least

fourteen days earlier at a meeting of the club at which a quorum is present,

and provided such amendment is approved by the sponsoring Rotary club.

2. Nothing in these bylaws shall contravene any provision of this club’s con-

stitution. •

DRR yourself telling him where and when the meeting with him will

take place arrangements being made for him, the District Secretary

you want him to carry out during his visit and information for him to

find his way to the venue.

2. Inform the Zonal Representative & ADS of the Program & arrange-

ments and also seek their advise.

3. Be sure to send the “DRR’S, official visit form” to the DRR at least one

clear week ahead of his visit.

4. Inform your Parent Rotary Club about your DRR’s visit. For The Day.

transportation for mass immunization campaigns as well as support

for social mobilization, surveillance, and laboratories to help carry

out the final stages of global polio eradication. Rotarians have raised

funds that will amount to $ 700 million in support and provided hun-

dreds of thousands of volunteer hours. Rotary is a spearheading

partner with the World Health Organization, UNICEF, and U.S. Cen-

polio worldwide. As a result of their efforts, two billion children under

age five have received the polio vaccine, five million people who

might ‘otherwise be paralyzed are walking today, 500,000 new cases

declined by 99 percent worldwide.

RYLA provides opportunity for the youth to realize their talents and self

esteem. It builds up self confidence to lead the youth.

From the very inception RYLA has been a successful Rotary programme.

Nearly 10,000 youths are benefited every year around the world.

RYLA is very popular in India. Not only multidistrict, but international RYLAs

are also held in India. Rotary Club of Nilgiris West organised an interna-

tional RYLA atotacamund.

“International RYLA has made me confident man. Now I know how to face

an audience. See, am I stuttering and stammering before you?” Asded

Vikas Shah, a participant of International RYLA.. He was addressing a

Rotary club meeting on his experiences at the International RYLA..

The views expressed by participants as well as organizers were not differ-

ent earlier also.

“The spark was there before the Rotary club got involved,” Norm contin-

ued, “but RYLA has helped fan the flames and get a real fire started.”

By way of epilogue, way back in 1962-63, the first Indian R.I. President

Nitish C. Laharry gave us the theme “Kindle the spark within.” Through

RYLA, Rotary is doing exactly the same. RYLA kindles the leadership spark

within in the youth.

ROTARY YOUTH LEADERSHIP AWARD (RYLA)

In 1959, the state government of Queensland, Australia, invited localRotarians to help plan a festival celebrating Queensland’s upcomingcentenary. Learning that Queen Elizabeth II was sending her cousin

Princess Alexandra, who was in her early 20s, to the celebration, Rotarians plannedactivities specifically for the princess’ age group.

The gundoo, an aboriginal word meaning “festival” or “fun together,” was a rousingsuccess. More than 300 men and women between the ages of 17 and 23 attended.Encouraged by the event’s popularity with the young attendees, Rotarians saw poten-tial to create a similar annual youth program. With little hesitation, Governor Art Brandof then-District 260 approved the project, and on 2 May 1960, RYLA was born.

RYLA’s origin dates back to 1959 and for the roots we reach Australia,

Australian Rotarians were hosting a group of youth from Queensland who

assembled to celebrate the state’s centenary. The Rotarians were impressed

at the talents of the youth and decided to give them boost. A series of

seminars, designed to promote leadership capabilities, were arranged. The

programme was an instant success and other Rotary Clubs, even from

other countries, emulated. R.I.Board accepted the programme for world-

wide implementation. The programme was called Rotary Youth Leader-

ship award (RYLA).

The purpose of RYLA according to Rotary Basic Library is to :

1. Further demonstrate Rotary’s respect and concern for youth;

2. Encourage and assist selected youth leaders and potential leaders in

methods of responsible and effective voluntary youth leadership by

providing them with a training experience;

3. Encourage continued and stronger leadership of youth by youth;

4. Publicly recognize the high qualities of many young people who are

rendering service to their communities as youth leaders.

RYLA is a district project. In 1996, however, R.I. decided to encourage

club-level RYLAs also to tap its full potential. A district committee helps

clubs to host RYLA and the participants (between 14 and 30 years of age)

are selected by the club which meet the expenses of their candidates.

Through the programme may vary locality to locality, mostly it is in seminar

or leadership camp format. In the RYLA camp training is imparted by ex-

perts in leadership skills, modern management techniques; public speaking

skills; community problems vis-a-vis social and moral responsibilities of youth

are discussed threadbare. Time permitting, the programme may include en-

tertainment items or even athletics. But fellowship is an essential ingredient.

In 1996, the R. I. Board of Directors adopted the following minimum

standards for the curriculum of every RYLA :-

“ Ethics of positive leadership;

“ Importance of communication skills in effective leadership;

“ Problem-solving and effective management;

“ What Rotary is and what it does for the local community;

“ Building self-confidence and self-esteem;

“ Elements of community and global citizenship.

The purpose of the Rotaract District Assembly is to provide training to the

incoming Rotaract club officers. The Rotaract District Assembly can beheld any time after club open elections are held. Normally, this is done

before the Rotary year in which the officers serve their term.

The meeting is planned and implemented by the District Rotaract Repre-

sentative and District Rotaract Chairman, and their respective commit-

tees. Participants at the Rotaract District Assembly include incomingRotaract club officers, directors and committee chairmen; current and in-

coming District Rotaract Representatives; the District Governor; District

Rotaract Committee (consisting of Rotarians); Rotaract district committee(consisting of Rotaractors); Rotary club Rotaract committee chairperson

and members; and Rotaract club advisors.

The conference should feature a mix of general sessions and small group

discussions designed to provide training to Rotaract club officers and com-

mittee chairpersons and to develop rapport between the Rotaract club lead-ership and the sponsoring Rotary club and district leadership. Individual

sessions should be planned to discuss the roles of the various club offic-

ers. General sessions might address Rotaract activities at the district levelas well as provide an opportunity for sharing ideas on service activities

and membership development and retention. The program should be de-

veloped jointly by the District Rotaract Representative and the DistrictRotaract Chairman and be approved by the District Governor.

General sessions should be led by the District Rotaract Representative,with assistance from the District Rotaract Committee Chairperson. Group

sessions should be led by Rotaractors, with Rotarians assigned to each

group as resource specialists to supply any necessary information and guid-ance. This provides an excellent opportunity for Rotaractors to develop

their leadership skills. The Rotarians and Rotaractors on the District Rotaract

Committee and Rotaract district committee, respectively, should work to-gether to plan all aspects of the meeting. In addition to conducting the

meeting, the District Rotaract Representative should recommend

Rotaractors to serve as discussion group leaders and also help promoteattendance at the meeting. The expenses for all incoming Rotaract club

officers, directors and committee chairpersons are to be paid by the spon-

soring Rotary clubs, or where circumstances dictate, by a mutually agreed-upon financial arrangement involving the sponsoring Rotary clubs, Rotary

district and the Rotaract participants. The District Governor should approve

the final financial proposal for the Rotaract District Assembly. •

ROTARACT DISTRICT ASSEMBLY

A Rotaract District Conference gives Rotaractors throughout the district a chanceto congregate and celebrate the year’s successes. The conference also providesan important forum for exchanging information and ideas, evaluating completedprojects and planning new ones, and strengthening the spirit of teamwork andfriendship. Every Rotaractor in the district should be invited to the district confer-ence, as well as Rotarians on the District Rotaract Committee, Rotaract club advi-sors and the District Governor. The Rotaract District Conference can be held atthe end of May or in June and should be held at a central location that offers easyand economical access for Rotaractors throughout the district. Keep in mind thatit shouldn’t conflict with the Rotaract Pre-Convention Meeting.

All aspects of the meeting should be planned by the Rotaractors and Rotarians onthe district committees. The current and incoming District Rotaract Representa-tives should have primary responsibility for coordinating the meeting. The cost ofthe conference can be covered in various ways. Often, however, general Rotaractclub and district funds are used to cover meeting expenses, and Rotaractors pay aregistration fee that includes meals, entertainment and accommodations if themeeting runs longer than one day.

There are no set guidelines for program content, but it should be informative andenjoyable. Based on the interests of the district’s Rotaractors, the current andincoming District Rotaract Representatives, in consultation with the Rotaract dis-trict committee, should plan a program that motivates the participants and pro-motes the formation of district-wide friendships. The plenary sessions might fea-ture speakers from regional government agencies, businesses, or community or-ganizations whose knowledge and insights would be informative and inspirationalfor Rotaractors. If the conference focuses on a specific theme that the DistrictRotaract Representative has developed over the year (e.g., drug abuse preventionor literacy promotion), choose speakers who specialize in related fields. The ple-nary sessions also provide an opportunity to spotlight the talents of Rotaractorswho are musicians, dancers, or artists and to recognize individual Rotaractors orclubs that have provided outstanding service to their community during the year.This is also a good time to elect the District Rotaract Representative for the follow-ing year, thus allowing a full year for preparation and training for the office. Dis-cussion group sessions can follow any number of formats, including: service projectworkshops featuring panels of specialists; idea exchange assemblies; or groupdiscussions on specific district concerns, with group recommendations reportedon at an open forum during the general session.Generally, a Rotaract club is asked to host the meeting, which involves obtainingthe meeting place and organizing conference logistics. Contact your District RotaractRepresentative for the dates of these two meetings. For those districts with onlyone or two Rotaract clubs, these meetings are especially important and should notbe disregarded. However, if resources are limited, it may prove more productive tocoordinate the Rotaract District Assembly and/or Conference with the Rotary Dis-trict Assembly or Conference.

This gives Rotaractors direct contact with Rotarians in the district and a betterunderstanding of Rotary and increases Rotaract visibility among Rotarians. •

Rotaract Week, during the week of 13 March.

ous careers, or have Rotarians present their-most recent club projects.

Conduct a joint Rotary/Rotaract project to increase awareness of Rotaract in

disabled), or hold a fund-raiser for a local charity. Place ads in local TV, radio

and newspapers regarding successful Rotaract projects.

WHAT IS ROTARACT?” Rotaract is an international program of Rotary International for young

professionals ages 18 to 30 who want to make a difference.

” There are 163,000 members of some 7,088 Rotaract clubs in 151 coun-

tries.

” Rotaract clubs conduct meetings, usually every two weeks. Rotaractors

use their weekends for service projects, social events, and workshops.

” Rotaractors work hard, but they believe in having a good time. They

hold barbecues, car rallies, camping trips, dances, cultural events, and

more! You have the power to help people in your community and around

the globe. As a volunteer, you can make a difference.

ROTARACT ACTIVITIESCOMMUNITY SERVICE : Rotaractors carry out at least one community ser-

vice project per year, to improve the lives of people

around them. The Rotaract Club of Lubumbashi,

Democratic Republic of Congo, local Rotary clubs,

devised a project to immunize children with polio,

a crippling disease. The Rotaractors immunized

over 15,000 children in three months.

INTERNATIONAL SERVICE : Rotaractors learn more about other cultures by per-

forming at least one international service project

each year. The Rotaract Club at the United Na-

tions helped children at home and abroad by adopt-

ing an orphanage in Haiti and a soup kitchen in

East Harlem, New York, USA. Rotaractors helped

build a library for the Haitian orphans, stocked it

with 700 books, and raised funds for clothes and

toys. They also held events and outings for chil-

dren at the soup kitchen.

LEADERSHIP DEVELOPMENT: Rotaract builds leaders, and leaders build strong

clubs with effective programs. These leaders or-

ganize and promote their Rotaract clubs. The

Rotaract Club of Paraiso, in the southern Philip-

pines, created a health, literacy, and publicity

project for 300 residents of an impoverished com-

munity. The Rotaractors offered free medical and

dental exams, and counseling. They received na-

tional media coverage.

In 1963, a group of Interactorsclub of Secunderbad. Having expe-

rienced benefits and privileages of Interact membership and having en-

joyed the fellowship: they missed it, when their life in Interact was over.

These young stufent, having been actively involed in Interact activities,

felt the loss of those opportunities provided by such a movement.

Enthusiatic as they were, they decided to continue functioning as

a group on the lines of an Interact club. With this, intention, they formed a

university Service Club called “Universe” with the help of gudance of their

parent Rotarians and thus also continuing their association with the Rotary

club. Mean while, through the Rotary Club, they not only appealed to Ro-

tary International to institute and authorize the formation of an organiazation

in the lines of Interact for youth above 18 years of age, but also constatly

urged Rotarians to pursue the matter with R.I.

Thier effort and enthusiasm bore fruits, when in 1968, the Bord of

Directors of Rotary International intiated a plan, where by Rotary Clubs

throughout the world, apart from sponsoring Interact Clubs, were allowed

to also sponsor one or more clubs for young adults between the age of 18

and 28 as a project under thier avenueof Community Service. The Rotaract

Club of secunderabad was only the 5th Chartered Rotaract Club in the

world and the third outside U.S.A. through the invite of its charter mem-

bers, its contribution, so to say, to the youth of the world is a matter of pride

for any Indian, this pride is further enhanced and justified by the fact that

India, with is maximum number of Rotaract Clubs and Rotractors, is the

largest Rotaract Club in the world today. •

3. Duties:a) Pay all dues promptly.b) Attend atleast 60% of regular meetings of the club.c) Attend Project Meetings.

4. Rights:a) Wear the lapel pin, identity card, attend meetings of the other

clubs.b) Voice opinion regarding any matter related to the club of its activi-

ties.c) Inspectthe Financial Accounts of the Club, when presented as per

the Bylaws of the club.5. Moral Obligation :

a) Attend all meetings in time.b) Should not disturb the meeting by indulging in talks and com-

ments.c) Make the club aware of the knowledge you have about any activi-

ties that the club wishes to undertake.d) Assist in pre and post program work.e) Accept all members as friends.f) Should not protest a project just because it is not of his her interest.g) Should Share administrative work willingly and fullfil it.h) Should accept responsibilities that come along with the office or

chair or post.i) Should not blame any particular member for failure or new project,j) Participate positively in all the activities of club.k) Should not use any of the club’s resources or property for business
