When Marnie Tewksbury started CareChoice with her business partner Brigitte Rahhali nearly five years ago, she could not have imagined winning this sort of award. Back then, she was 29 and moved home to her parents’ place so she could put everything into the business. She grew up in Beaumaris and attended Star of the Sea College, then studied social work at Monash University. CareChoice provides in-home care for the elderly and for people with disabilities. Their aim is to help people live independently in their own homes. From there, they have grown to become a leader in the community care sector. Some clients need someone to help them shower and dress, others need part- time care, and some need full-time care. Of course, some people do need to be in a nursing home or a high-care facility, but that isn’t what most people want. It’s easy to understand the wish to stay at home for as long as possible and Marnie thinks with the right care, the majority of people can. When they started CareChoice she was working with clients, but now her role is mostly about management. When Marnie Tewksbury started CareChoice with her business partner Brigitte Rahhali nearly five years ago, she could not have imagined winning this sort of award.

Back then, she was 29 and moved home to her parents’ place so she could put everything into the business.

She grew up in Beaumaris and attended Star of the Sea College, then studied social work at Monash University.

CareChoice provides in-home care for the elderly and for people with disabilities. Their aim is to help people live independently in their own homes. From there, they have grown to become a leader in the community care sector.

Some clients need someone to help them shower and dress, others need part-time care, and some need full-time care.

• people overestimate the proportion of offenders who offend; and• people underestimate the proportion of offenders sentenced to prison

and the length of those prison sentences.

Research shows that people who have these misconceptions about crime are also likely to have punitive views about sentencing. By contrast, the more information people have about sentencing, the less likely they are to support harsher sentences.

He used an example of different ways of reporting crime that occurred in that morning’s press relating to youth crime and sentencing. He discussed the difference between the tabloid press’ report that focused on the rise of offences of violence, which formed a very small proportion of all offences, and the ‘broadsheet press’ report which focused on the very large amount of trivial crime that occupied the courts. Depending upon which newspaper report a person read, he or she could be worried and fearful about the level or crime or could be reassured that crime was not out of control and that young people were not a threat to civilized society.

He also mentioned a study of juries in Tasmania that showed that when informed of the sentence, 90 percent of jurors said that the judge’s sentence was (very or fairly) appropriate. This contrasted with other studies that showed that when people are asked abstract questions about the adequacy of sentences, the majority responds that sentences are too low.Professor Freiberg then discussed research that found that imprisonment was not a deterrent to crime, a result that runs counter to general beliefs about incarceration. He also outlined a Sentencing Advisory Council study of mandatory sentencing that found that it did not deter crime and often led to injustice.

Finally, he discussed the importance of accurate reporting of crime statistics and the need to seek effective solutions to crime based on knowledge of the causes of crime and the backgrounds of the people who tend to re-offend.

Professor Freiberg then answered questions from the floor relating to crime and sentencing generally.

President Tom presented Professor Freiberg with the Club tie, thanked him for his wonderful talk and closed the meeting.

Professor Arie Freiberg - Crime & Punishment

Professor Arie Freiberg spoke about law and order politics, in particular about the phenomenon of ‘penal populism’ or the practice of politicians tapping into, and using for their own purposes, what they believe to be the public’s generally punitive stancein relation to crime.

He noted that this strategy is not about reducing crime but winning office. It feeds on fear of violent crime and public perceptions that sentencing is too lenient. It tends to focus

on simplistic solutions that ignore the evidence about the nature and causes of crime and effective solutions.

He said that law and order politics results in public policy founded on emotion as rather than evidence. Emotion is often much more powerful than reason and may be easier to manipulate.

Professor Freiberg then discussed the recent debate about the decriminalization of drugs sparked off by a report from a number of eminent Australians who had been involved in drug law enforcement. They had concluded that the ‘war on drugs’ had been lost and never had prospects of success. Their suggestion that decriminalization, such as had occurred in Portugal, could be a more effective strategy than the present approaches, had received the predictable political response that such policies were neither possible nor desirable in Australia.

Professor Freiberg observed far more harm is caused by alcohol than by hard or soft drugs, measured by deaths, injury, violence, including family violence, road traffic offences and health outcomes generally and suggested that prohibition is not the answer.

He then discussed the role of the media in driving punitive policies. He discussed some of the work carried out by the Sentencing Advisory Council, of which he is the Chair, that identified some of the common misconceptions about crime and justice:

• people think that crime, and particularly violent crime, is constantly increasing, even when this is not the case;

• people overestimate the proportion of crime that involves violence;

• Cameron Ward - Mentioned Bail Out

again and asked us to support the members of the Brighton Breakers

‘Repeat Offenders’ team. This team won the award for the most money donated last week.

• Linn Maskell from Brighton Beach mentioned the “Pride of Workmanship Award” that Dan Ward from the Pantry won was because of his assistance in fundraising for both our Clubs. Dan held a dinner at his Restaurant in aid of the Black Saturday bushfires which raised a lot of money and he also volunteered to work at the bushfires. Linn invited all to come along to Milanos on Tuesday 17 April to

see Dan get his award.

• Ron Sher reminded us about “Friendship Night” next meeting and encouraged us to bring a friend along to the meeting. The cost is a special $20 a head for guests.

• Stuart McIntyre mentioned the wonderful work some of our members have done in East Timor like the roofing that was put on school buildings in Flecha in central Timor. Those buildings are now fully operational. Stuart would welcome any new faces to make up a team to go to East Timor again in September. You don’t need building skills, just the skill to listen and follow orders. You will be away for 2 weeks.

• Pres Tom welcomed everyone to the meeting which was a combined meeting with our daughter Club, Brighton Beach. It was great to have President Dianne Semmel there and to see that so many of her members were also along for the meeting.

• Pres Tom extended an extra special welcome to our esteemed guest speaker Professor Arie Freiberg, Dean of the Monash Law School and a man with a most distinguished career in Law. It was a great pleasure and honour to have the Professor at our meeting.

• Tom mentioned that at their last Board Meeting, the board approved the following:

a) $35,000 to re-fit the Open Family Toyota Hiace Bus into a kitchen/food van to distribute healthy meals and nutritional advice to vulnerable young people in disadvantaged areas of Melbourne;

b) $10,500 additional funds for BAYCISS to make a total of $25,000 for this Rotary year;

c) $10,000 additional funds for Violence Free Families. Tom decided that we would vote on these donations next meeting

due to our special combined meeting.

• Tom also mentioned that Graeme Watson’s mother-in-law had turned 100 on 13 April and still lives at home.

• Jack Joel spoke about Fred Seoud owner of the Dendi Deli who had passed away recently who was a good friend of Brighton Rotary and helped raise $10,000 for the Bushfire appeal by catering for 100 people. The Deli also contributed to the last Bayside Art Show with their coffee machine on site.

“Geoff (McGeary) offered a trip around the world but I said no as Julie would have offered

2 trips around the world etc”- said Julian Goglia in reference to ‘dream’ raffle prizes.

“Topic is as old as the Bible and as new as this morning’s headlines”

- said Prof Arie Freiberg.“Do you know someone who drives

vicariously Jack?”- asked the Sergeant of PP Jack Joel referring to

a fine for errant driving.

14 Hackers turned up last Saturday with David Kearn having the low score of 37 and Mark Trafford & Mike Herman next best on 46. A “Hackers BBQ“ was also held at the Michael Williams Pavilion in Dendy Park last Saturday with Mark, Denis and Maureen Trafford and others making a great contribution. Tony Hawkins was drafted as chief cook and all agreed (even Ken Gallaher) that the steak was done to perfection. A very successful lunch. George Jerzyk won the pitching competition and David Lee was presented with his Venus Trophy. Presentation of the Hacker’s competitions will made this Thursday at Rotary with prize winners being Julian Goglia, Bill Howley, Ron Stark and Cameron Spence.
