Cadet Support Unit (Pacific) as soon as possible.

179/14 – CHANGE OF COMMAND AND APPOINTMENTS

In accordance with Queen’s Regulations and Orders for the Canadian Cadet Organizations (QR

Cadets) article 2.27, the following officers have been appointed Commanding Officer, or have

had their tenure extended:

a. Captain J. Lapshinoff will be appointed CO of 1867 RCACC, effective 25 Nov

14, for a three year term ending 24 Nov 17;

b. Captain C. Hamilton was appointed CO of 2947 RCACC, effective 30 Oct 14, for

a three year term ending 29 Oct 17; and

c. Acting Major L. Taylor was appointed CO of 3300 RCACC, effective 30 Oct 14,

182/14 – RELIABILITY STATUS UPDATES

Reliability Status (RS) is valid for a period of 10 years and must be updated prior to the expiry of

183/14 – REMEMBRANCE DAY MESSAGE FROM RADM TRUELOVE

1. As Regional Commander, I am aware of the importance of Cadets participation in

Remembrance Day activities including poppy sales. I would like to expand upon the national

direction provided by the Chief of Reserves and Cadets earlier this week as it pertains to this

activity in the Pacific Region.

2. Pacific Region direction is that poppy sales are supervised and officially sanctioned

activities, conducted in uniform and authorized to proceed. I expect all CCO local leadership

and partners to exercise due diligence as follows:

a. conduct a site assessment prior to organizing poppy sales, specifically:

(1) preferably sales indoors (i.e. in malls) or proximity of store fronts

protected from direct vehicle access,

(2) do not authorize “street corner” sites, and

(3) liaise with CCO partners and advise local authorities regarding intentions

and timings;

b. all cadets are to meet at the LHQ and under supervision be driven to/from the

activity site;

c. adult supervision at all times (CIC/COATS, League Representatives, Legion

member, etc.);

f. uniform protocol as per Chief of Reserves and Cadets direction (provided below);

g. ensure Cadets work in pairs (or larger groups) at all times; and

h. remain vigilant.

3. For Remembrance Day ceremonies in communities where the Cadet Corps/Squadron is

the only uniformed presence, Corps/Squadron Commanding Officers are required to contact their

local police department to communicate the details of the event and to request assistance in

ensuring the security of the event.

4. The following Chief of Reserves and Cadets uniform protocol is to be followed:

a. Cadets, JCR and military personnel can wear their uniforms to and from home to

Cadet/JCR activities and during all supervised events;

b. while in uniform, Cadets, JCR and military personnel will not stop to partake in

other unrelated activities; and

c. Cadets, JCR and military personnel shall not wear their uniforms for other than

officially sanctioned activities

5. Foremost in all Cadet activities is the safety and security of our youth. No Cadet should

be asked to participate in any activity if they, the CCO leadership, or their parents are

uncomfortable or feel unsafe.

184/14 – COMPLETION OF CF 742 EMERGENCY CONTACT(S) NOTIFICATION

AND DND 2587 NEXT OF KIN IDENTIFICATION FORMS

1. As detailed in ref A, the CAF use distinct Emergency Contact(s) Notification (ECN) and

Next of Kin (NOK) forms so as to meet the requirements of modern family relationships while

respecting the expressed wishes of the CAF member.

2. The ECN form is a record of the names and coordinates of those persons who the CAF

member would want notified in the event of their demise, very serious illness/injury, or if they

are reported missing. It also addresses the emergency roles and expectations of the person to be

notified. The NOK form serves to identify the immediate family and other persons who the CAF

member considers closest to him or her. It also focuses on the support that the CAF offers to the

NOK.

3. All CAF members must complete their ECN and NOK forms accurately and submit

updates when there are changes to their ECN or NOK. The proper and timely completion and

updating of both are critical, particularly for the NOK form. These precautions will ensure that

the travel expenses of NOK to attend specific events marking a CAF member’s serious illness,

injury or death are paid for or reimbursed by the Department. These expenses are established as

benefits at refs B and C.

4. How to complete the ECN and NOK correctly and in a timely manner is explained on the

reverse side of each form. Failure to accurately complete the NOK form has resulted in non-

reimbursement of benefits (travel expenses) to CAF members as well as to their immediate

family and those persons closest to them.

5. It is the responsibility of CAF members to complete the ECN and NOK forms and submit

them the RCSU (Pac) for processing.

185/14 – CADET TRAINING CENTRE EMPLOYMENT 2015 FOR MEMBERS OF THE

COATS, STAFF CADET ADVANCED TRAINING, AND CIVILIAN INSTRUCTORS

1. Applications for 2015 summer employment are now being solicited. Staff Cadets,

members of the COATS and (potential) Civilian Instructors are invited to apply for positions at a

Cadet Training Centre (CTC). Specific CTC positions are attached at Annexes A through D.

Personnel may apply for a CTC outside of their element, however, priority may be made for the

member’s elemental CTC. It is important to note that members of COATS will have priority for

filling CTC Reserve Service. Civilian Instructors may be provided with an offer of employment

once all COATS applications have been exhausted. Members of the COATS and (potential)

Civilian Instructors may apply for partial employment (normally a minimum of two weeks).

2. All adult staff must have an approved Police Record Check (PRC)/Vulnerable Sector

Screening (VSS), a favourable Reliability Screening, and a medical category with no significant

medical employment limitations. All documents shall be current prior to the Reserve Service

and not to expire during 2015 CTC employment. Applicants not meeting these requirements

may not be afforded an Offer of Reserve Service. Depending on an individual’s previous

service, members of the Supp Res may also be required to be screened by the CAF Recruiting

Centre and transferred to COATS. Additionally, a Prior Learning Assessment, found at ref A,

may be required prior to an Offer of Reserve Service.

3. Staff Cadet Advanced Training prerequisites are found at ref B. Potential Staff Cadets

are to apply using the participation application process in FORTRESS. All Staff Cadet CTC

2015 applications and selections will be made using FORTRESS. Paper forms will not be

accepted. Participation application must be entered into FORTRESS no later than 30 January

2015.

4. Members of the COATS and (potential) Civilian Instructors are to apply for CTC 2015

by submitting a completed Cdt #112 (available in the File Repository). The form Cdt #112 shall

reach the applicable SO3 CTC listed in paragraph 6 below, no later than 5 December 2014. Late

applicants shall be disadvantaged and may result in the member not being considered for

employment during the initial selection process.

5. RCSU (Pac) will notify all applicants by e-mail when their applications have been

received.

1. Qualified CIC Officers are invited to apply for employment as Escort Officers for

Advanced Training/Exchanges and as staff for the Basic Parachutist Course to be conducted

during the 2015 summer training period.

2. The following positions are available:

a. British Cadet Rifle Team (BCRT) Coordinator (Rank: Capt, no shooting

experience required);

b. OC Maple Leaf England (MLE);

c. 2IC MLE;

d. OC Outward Bound Wales (OBW);

e. 2IC OBW;

f. OC Outward Bound Scotland (OBS);

g. 2IC OBS;

h. OC Army Cadet Exchange (ACE), countries TBC;

i. 2IC ACE, countries TBC;

j. OC Para (should have previous experience as 2IC/Admin O Para);

k. 2IC Para/Admin O, (must be ready to take over as OC Para the following

summer);

l. Escort Officer Para (should have previous experience as OC Para and must be

prepared to take the course);

m. RCAC National Rifle Team (NRT) OC;

n. RCAC NRT Trg O (Head Coach); and

o. RCAC NRT Coach.

3. Officers must meet the following criteria:

a. Basic Parachutist personnel:

(1) be MOS 00232-02,

(2) hold the rank of Captain or be eligible to be employed as a Captain

WSE,

(3) meet the fitness requirements applicable to the course for which

they seek employment (see para 9 below),

(4) be actively involved at the cadet corps level during the current training

year (paid establishment or volunteer),

(5) have demonstrated superior skills in the planning and conduct of Army

cadet training activities,

(6) be physically, medically and dentally fit,

(7) be functional in English, bilingual preferred,

(8) have a valid First Aid qualification – Standard level with CPR (clearly

indicated at the time of application), and

(9) be recommended by the Cadet Corps CO and RCSU CO;

* Please note that only the escort officer will partake in the Basic Parachutist Course.

b. Escort Officers for International Exchanges:

(1) be MOS 00232-02,

(2) hold the rank of Captain or be eligible to be employed as a Captain WSE,

(3) in normal circumstances, and on the basis of performance, must be

available for employment for two years, the first year as 2IC, and the

second year as OC of the same course,

(4) achieve the physical fitness level required for the exchange (see para 9),

(5) be physically, medically and dentally fit,

(6) must be active with a Cadet Corps or an Expedition Site,

(7) be functional in English, bilingual preferred,

(8) have valid first aid certification – Standard level with CPR (clearly

indicated at the time of application), and

(9) have performed the duties of Platoon Commander at a summer CTC or

Star level officer at a cadet corps; and

c. Escort Officers for RCAC NRT:

(1) be MOS 00232-02,

(2) hold the rank of Major or be eligible to be employed as a Major WSE for

the OC position,

(3) hold the rank of Captain or be eligible to be employed as a Captain WSE

for the Trg O position,

(4) normally, be a Lt or 2Lt for the Coach position,

(5) achieve the physical fitness level required for the exchange (see para 9),

(6) be physically, medically and dentally fit,

(7) must be active with a Cadet Corps or an Expedition Site,

(8) be functional in English, bilingual preferred,

(9) have valid first aid certification – Standard level with CPR (clearly

indicated at the time of application), and

(10) have performed the duties of Platoon Commander, Company 2ic or

company commander at a summer CTC.

4. The following qualifications, knowledge, skills and experience are desirable in a CIC

officer who applies for an international exchange position and must be clearly indicated on the

application:

a. interest in travelling abroad (preferably the applicant has travelled overseas in the

past);

b. an interest, experience or qualifications in adventure activities, such as mount-

climbing, canoeing, rock-climbing, kayaking, orienteering, parachuting, SCUBA

diving, hiking, rappelling, spelunking, mountain biking, etc;

c. Cadet Corps CO and/or CSTC experience as Company OC or 2IC, or Course

Officer;

d. experience at expedition sites, in organizing marksmanship or biathlon

competitions or in other regional activities; and

e. relevant professional experience, civilian employment that include leadership

responsibilities, crisis management responsibilities, and/or youth supervision

and/or training or any relevant civilian experience (volunteer work, training, etc).

6. Selected personnel for overseas training will be required to perform duties during the

May/June 2015 preparation phase:

a. contacting their selected cadets to ensure they have received joining instructions;

b. ensuring their cadets are completing required preparations (passports, visas,

maintaining physical fitness, etc.);

c. obtaining a copy of the cadet’s passport;

d. answering queries from cadets and parents; and

e. keeping the National Coordinator appraised of progress and problems.

7. Personnel will be reimbursed for actual costs for long distance charges (original invoices

required) and will be paid for 2 days per officer for these duties (this does not apply to the RCAC

NRT and Basic Para staff).

8. All officers applying will submit the following documents:

a. Staff Employment Request for Exchanges, Parachutist and Expeditions Form.

This form is available in the File Repository (Pacific > Forms > Misc Forms).

This form incorporates the information required for screening/selection, as well as

space to indicate the fitness results and Para fitness evaluations which require

certification by an evaluator;

b. the officer’s two (2) most recent CTC performance evaluation reports (PERs);

c. a copy of a valid passport (if available);

d. a copy of the officer’s military and civilian qualifications (preferably an MPRR

e. an up-to-date civilian resume.

7. The completed application form, with Regional approval, must arrive at D Cdts & JCR

NLT 15 Jan 15. Therefore, applications should arrive at RCSU (Pac) by 4 Jan 15 in order to

allow for sufficient time to be processed and forwarded. Selections will be completed by 31 Jan

15. Officers selected will be informed via their respective RCSU by 15 Feb 15

8. The physical fitness standards (CATO 14-18) which must be met by applicants are as

follows:

a. MLE, OBW, OBS, ACE and RCAC NRT: Bronze Incentive Level (16 years old)

on the Cadet Fitness Assessment Incentive Program. Priority will be given to

candidates who can achieve a higher level; and

b. Para: 1.6 km run in 7:30; 31 consecutive sit-ups; and 7 chin-ups. Officers must

achieve the prescribed standard before even being selected.

9. The Incentive Level/Para test results must be clearly indicated on the application and

certified by an evaluator on the application form.

NOTE: Officers selected for employment will be required to undergo physical fitness

testing on arrival at the CTC to confirm that the required standards of physical fitness

OFFICERS

1. The following International Air Cadet Exchange (IACE) destinations will require CIC

(Air) Officers as an Escort Officer (EO) for 2015:

a. For the IACE portion that takes place in Canada:

(1) Host Escort Officer (1 or 2 EOs), and

(2) NCR Visit Coordinator (1 EO); and

b. For the IACE portion that takes place outside Canada:

(1) Australia (1 EO),

(2) Turkey (1 EO),

(3) South Korea (1 EO), and

(4) United Kingdom (1 EOs).

1. D Cdts & JCR has authorised an advanced training opportunity for two cadets to

accompany the IACE foreign cadets group during their visit in Canada. Cadets from all regions

may apply for these two positions. All of the details for these two positions are contained in

CATO 54-25, paras 8 to 13.

2. The advanced training dates for summer 2015 are from Sunday, 19 July to Thursday, 6

August 2015 (19 days).

3. Candidates shall submit their application using participation application process in

FORTRESS. Paper forms will not be accepted. The applications must be entered in to

FORTRESS NLT 30 January 2015.

5. The selection of the two staff cadets will take place in the first week of March 2014 and

selection results shall be forwarded shortly thereafter. If there are any questions, please contact

190/14 – FORTRESS ANNUAL VERIFICATIONS

1. All corps/squadron staff must ensure that the Annual Validation Form, which is

generated through FORTRESS, is completed by all returning cadets not later than 30 Nov 14.

The Annual Validation Form must be completed prior to a cadet being able to submit a

Participation Application.

2. In addition, those returning cadets who require a Detailed Medical Verification must

complete a DND 2570, Detailed Health Questionnaire (DHQ) and submit that form to the

RCMLO. The following points are to be noted with regard to DHQs being submitted to the

RCMLO:

a. the due date for all DHQs for returning cadets is 30 Nov 14. Although the

RCMLO will continue to process late returns up to 31 Jan 15, it must be noted

that after that date, only DHQs for new enrolees or for current cadets reporting a

new medical condition will be accepted. This means that returning cadets who

require a DHQ and who do not submit one by 31 Jan 15 will not be eligible for

CSTC selection;

b. DHQs must be printed from FORTRESS so that the “tombstone” data is printed

onto the form – those that have handwritten information in sections 1 and 2 will

not be processed as they are too frequently incomplete or illegible;

c. DHQs must be signed by the parent/guardian and not the cadet. There are no

exceptions, regardless of the age of the cadet;

d. only the current version of the DHQ will be accepted;

e. photocopies, scanned or faxed versions of the DHQ will not be accepted;

f. if corps/squadron staff become aware of a new medical condition, a new DHQ

will be required; and

g. if possible, corps/squadron staff should provide a pre-addressed envelope with the

DHQ so parents/guardians may mail the DHQs directly to the RCMLO at:

3. The DHQ process is intended to protect cadets from participating in activities that may

not be compatible with their medical conditions and also to protect the corps/squadron staff as

well as the CCO from liability which may result from allowing a cadet to participate in an

activity that aggravates or worsens a medical condition. Participation limitations assigned to a

cadet through this process are to be respected during local training activities as well as CSTC

training.

191/14 – UPDATE ON CA RESTORED RANK IMPLEMENTATION

1. Ref message applies to all CAF Reg, Res, CIC officers, and honorary appointees who

wear the army uniform. The implementation of the restored army rank continues to progress.

2. On 19 Sep 14, all general officers put up their restored officer rank as part of army week.

3. On 7 Nov 14, all full colonels who wear an army uniform will put up their restored

officer rank prior to Remembrance Day. This also includes all Colonels-in-Chief, Colonels

Commandant, Honorary Colonels, and Colonels of the Regiment.

4. Tailoring of rank slip-ons and tunics continues to be the determining factor when the

remainder of officers from LCols to OCdts who wear the army uniform will be ready to put up

their restored rank. These officers are directed to expedite the tailoring of their DEU uniform

and the pick-up of their initial two high visibility CadPat rank slip-ons with unit identifier from

clothing stores.

5. Until ordered, LCols to OCdts are not authorized to wear the restored rank except on the

No 2 and No 2A mess dress uniforms where it is encouraged.

6. As a SitRep on the restoration of our soldiers NCM rank names: The legislative and its

systems work required for the formal restoration of our NCM rank names (Trooper, Gunner,

Bombardier, Sapper, Signaller, Fusilier, Rifleman, Guardsman, Colour Sergeant, Ensign,

Craftsman) and the implementation of the rank names Musician, Piper, Drummer, and Ranger

continues and will be announced when formalized.

193/14 – ELIGIBILITY TO JOIN THE CCO

Ref: CATO 13-01

1. There have been a number of questions asked to clarify the eligibility of foreign children,

asylum claimants, refugees and permanent residents to join the CCO, because CATO 13-01 does

not provide a clear answer. Following is a summary from D Cdts & JCR regarding these

situations.

2. WRT a foreign child staying in Canada with his/her parents, relatives, a host family or by

himself/herself, for example to visit, study or as part of an exchange programme, he/she may join

the CCO as long as:

a. he/she can show an official proof that he/she is authorized to reside in Canada, by

way of a visit or student visa or work permit issued by Citizenship and

Immigration Canada (CIC);

b. CIC has placed no restriction on the child joining a youth and/or military

organization;

c. he/she can show an official proof of medical coverage valid in Canada, whether

obtained in Canada or abroad;

d. he/she meets CCO eligibility requirements; and

e. his/her parents complete and sign all required forms and provide copies of all

required documents to join the CCO.

Note: Unless the child has reached the age of majority for the province where the

cadet corps/squadron is located, said forms must be completed and signed by the

child’s parents, even if they are not currently in Canada. Relatives and the host

family may not sign the forms on behalf of the child’s parents unless the latter

have granted them “parental authority”. If so, they will have to provide a copy of

the official document to that effect.

3. WRT an asylum claimant or refugee, he/she may join the CCO as long as:

a. he/she can show an official proof that he/she is authorized to reside in Canada, by

way of an asylum request or refugee certificate issued by CIC;

b. CIC has placed no restriction on the child joining a youth and/or military

organization;

c. he/she can show an official proof of medical coverage in Canada issued by a

Canadian federal or provincial government organization;

Note: Since medical coverage provided to asylum claimants and refugees expires

sooner than typical provincial coverage, a child’s membership in the CCO may

have to be cut short if the coverage is not renewed.

d. he/she meets CCO eligibility requirements; and

e. his/her parents complete and sign all required forms and provide copies of all

required documents to join the CCO, unless the child has reached the age of

majority in the province where the cadet corps/squadron is located.

4. WRT a permanent resident, he/she may join the CCO under the same conditions as a

Canadian citizen, even if his/her permanent resident card is expired, as long as:

a. CIC has placed no restriction on the child joining a youth and/or military

organization;

b. he/she can show an official proof of federal/provincial medical coverage in

Canada;

c. he/she meets CCO eligibility requirements; and

d. his/her parents complete and sign all required forms and provide copies of all

required documents to join the CCO, unless the child has reached the age of

majority in the province where the cadet corps/squadron is located.

5. In all cases described above, if a child is admitted in the CCO, the cadet corps/squadron

must record him/her in FORTRESS.

6. Even if a foreign child, asylum claimant, refugee or permanent resident is admitted in the

CCO, participation in some parts of the Cadet Program could be restricted. For example,

employment as a staff cadet will only be possible if:

a. the child has a social insurance number or, in the absence, a work permit issued

by CIC for that specific staff cadet employment period; and

b. CIC has placed no restriction on the child working with a youth organization

and/or for a military organization.

7. Another example involves travel abroad as part of a CCO international exchange

programme, a sea cadet ship deployment or an army cadet international expedition. In all cases,

when eligibility is in doubt, RCSUs should seek direction from D Cdts & JCR.

194/14 – RESERVISTS, CALL FOR NOMINATIONS FOR THE CFLC 11TH BIENNIAL

NATIONAL EMPLOYER SUPPORT AWARDS PROGRAM

1. All Reservists are strongly encouraged to nominate their employers or educational

institution for an award under the subject program. Since 1994, the Canadian Forces Liaison

Council (CFLC) has delivered the awards program on behalf of the CAF. The program

recognizes civilian employers and educators who display exceptional support for their reservist

employees and students for operations or training. Employers and educators across Canada have

directly supported Canada’s defence objectives, with a full acceptance of the significant impacts

to business operations or academic programming. Examples of such impact include:

rescheduling exams, extensions to assignments, loss of employee expertise, and transition and

training costs.

2. The 11th

Biennial Employer Support Awards will be conducted in three phases:

a. phase one – submission of nominations and awards selection. This phase will

occur from 31 Mar to 30 Nov 14. Following results of provincial and territorial

selection committees, the award recipients, their nominators, and the nominator’s

CO will be notified to make arrangements for their participation at provincial

awards ceremonies;

b. phase two – conduct of provincial and territorial awards ceremonies. This phase

will occur from 1 Feb to 31 Mar 15. Each province will host an awards ceremony

in a venue of distinction. Each ceremony will be an opportunity to bring CAF

leaders, public officials, and nominators together to collectively recognize award

recipients; and

c. phase three – conduct of the 11th

Biennial National Employer Support Awards

Ceremony in Ottawa in May 15. National award recipients and their respective

nominator will be invited to this prestigious event, where they will be feted by

DND officials and representatives of the CAF chain of command.

3. Awards selection criteria. The 2014 Employer Support Awards will be presented to

selected employers and educational institutions who have demonstrated support through a variety

of formal and informal arrangements. Some examples include: granting military leave for

training and ops, adopting and maintaining a progressive military leave policy, accommodating

revised work schedules for Reservist employee’s assignments and examinations. Employers

may be defined as company leaders, direct supervisors or team leaders.

4. Eligibility. All P Res, the Canadian Rangers, COATS and applicable Supp Res members

are strongly encouraged to nominate their civilian employers and educational institutions who

they feel meet the awards criteria.

5. Nomination deadline. While the deadline for the 2014 awards cycle is 30 Nov 14,

nominators are strongly encouraged to submit nominations as early as possible. Nominations

1. In accordance with refs A and B, staff from the Directorate of Cadets and Junior

Canadian Rangers (D Cdts & JCR) will be validating two Cadet Instructors Cadre (CIC) courses

in November 2014:

a. the CIC Occupational Training Course (OTC); and

b. the CIC Air Environmental Training Course (AETC).

2. There are 822 CIC Officers who completed the OTC and 421 officers who completed the

AETC during the validation periods. Each of these officers will receive an invitation to complete

a 10-minute Internet validation survey in their CCO email on 1 Nov 14. Note that only those

officers who completed one or both of these courses during the validation period will receive an

invitation. Supervisors will also be invited to complete their version of the survey and their

feedback is also essential. By analysing graduate and supervisor feedback, validation staff can

determine if training meets the requirements of the jobs CIC Officers perform on a daily basis

and subsequently recommend improvements to the training that is offered. Lists of graduates

and supervisors who will receive emails are attached for your reference.

3. Respondents will have until 30 Nov 14 to complete their surveys and it is critical to the

success of the validation objectives that the maximum number of responses is obtained. Thank

200/14 – TAILORING – CIC UNIFORMS

1. Tailoring of CIC uniforms at public expense is restricted to:

a. Tunic – sleeves shortened or lengthened, sew on rank braid, remove and replace

rank braid, wings, etc;

b. Trousers – waist let out or taken in, and legs lengthened or hemmed; and

c. Female Bowler – (Navy only) sew on and replace rank braid.

2. Any other alterations will be at personal expense.

3. Lower Mainland personnel will mail uniforms received from Logistik to Cadet Logistics

Support Centre Chilliwack, 5355 Korea Road, Chilliwack, BC V2R 5P2. The Log Support

Centre will make arrangements to have the tailoring done and the uniforms returned. If the

member is required to see the tailor, they will be contacted.

4. Interior and Northern personnel who only require rank adjustments will use the procedure

above. If alterations are required, they may be done locally as shown above and a CF52 Claim

submitted for reimbursement. Only the alterations shown above will be reimbursed.

5. Vancouver Island personnel will report to their respective support base clothing stores for

all tailoring.

201/14 – TRAINING STORES DAMAGE

It has been noted that a large number of training stores items drawn from the Log Support

Centres have been unnecessarily damaged as a result of personnel using “gun/duct tape” to mark

or identify the stores such as sleeping bags and ground sheets. Once the gun gape is removed, it

leaves a sticky residue which is extremely difficult and almost impossible to remove without

special and costly professional cleaning. Personnel are advised to immediately cease using

“gun/duct tape” as a method of identification or marking stores loaned from Log Support

Centres. Failure to comply may result in corps/squadrons being charged for the cost of special

cleaning and/or further action.

202/14 – CO’S CORNER

October was a challenging month for all of us as we managed through the tragedies that our

nation faced. As our leaders assessed the situation, we stood down for a brief period of time and

I know that this was very disruptive to the training programs that have been so carefully planned

by all of you. However, you were all extremely responsive in this critical moment and I thank

you for your attentiveness to the direction that was issued by Rear-Admiral Bennett. We are

now back to training, but we are certainly not back to “business as normal” as we continue to

receive direction and guidance from our leadership which is aimed at the very core of our

organization – keeping cadets safe as we provide them with all of the wonderful opportunities

that this program offers.

Our attention has turned to Remembrance Day and this time of honouring those who have

sacrificed for our freedom. While we hold fast to the importance of this event, we must remain

vigilant. There has been direction issued about additional precautions that are to be taken for the

various events in which cadets will participate throughout the province on November 11th

and I

rely on each of you to ensure that these steps are being followed carefully. If you are in a small

community where your Cadet Corps or Squadron is the only uniformed presence at a

Remembrance Day ceremony, you must liaise with your local police force in advance to advise

them of the event and to request that they provide any assistance that is needed to ensure a safe

ceremony.

Related to this, our leaders have asked that we be cautious about our presence on social media.

Think about what you are posting and what the risk is. If you have photos of yourself in uniform

on social media, you are encouraged to remove these. If you are receiving unusual email or

friend requests, or other social media overtures of this type – report them and encourage your

families to do the same.

As we move forward, and time starts to pass since the incidents in St-Jean and Ottawa, we must

remain alert and vigilant. Cadet safety has always been our primary concern, and in light of

recent events, we must ensure that we are carefully and diligently following the directions that

have been issued to us. Wear your uniform with pride, but do so as you have been directed – to

and from official activities only and avoid any stops along the way. If something doesn’t seem

right – act. Contact the police if you need to. If you have concerns, at any time, please contact

your elemental SO2 or myself.

Let me close with again thanking each of you for your excellent leadership at the local level as

we faced this unprecedented series of events. I count on your professionalism as we work

through this situation and I am extremely pleased with how adaptable and responsive you have

all been. I will continue to provide information and direction as it comes available, mainly

STAFF POSITIONS AVAILABLE

Personnel employed at VCTC normally will involve extended work days and although rewarding,

working with youth can be both demanding and at times stressful. Personnel are required to be

physically, medically, and mentally fit for the tasks required and will only be employed within any

assigned Medical Employment Limitation (MEL). Personnel must be prepared to participate in a physical

fitness program throughout the summer. Persons employed directly in training positions may be expected

to lead cadets in activities that require a level of fitness equivalent to the Bronze Level or higher of the

Cadet Fitness Assessment & Incentive Program (CATO 14-18). Personnel from both Pacific and NW

Region may apply for any of the positions listed.

Officers and Staff Cadets who are assigned to a VCTC Slate position by the Regional Staffing Agency

will normally be employed at the rank assigned for that appointment. In accordance with the

Employment Agreement/Offer of Advanced Training, a staff member may be assigned to a different

position within VCTC at the direction of the Commanding Officer. CO VCTC will assign Training

Group Commanders, Admin/Log Officers and Training Officers as required providing the best balance of

experience and leadership for each training group.

Training Group Sergeant Majors are nominated by the Regions and selected based upon previous

employment, overall experience and performance and recommendations in previous PER.

Personnel applying for positions in the Expedition program (at minimum) must be able to meet the

Bronze level fitness of the CFAIP (Silver preferred). Officers are preferred to have specialist

qualifications in canoeing, mountain biking, abseil, and must have standard first aid (may be acquired at

CTC start up). Such Officers will be given priority for specialist training during spring 2015 courses.

Personnel applying for positions in Air Rifle Marksmanship Instructor and Basic Marksman must be

qualified and experienced in the specialty, and able to instruct course cadets. Current RSO certification is

required.

Staff Cadet Warrant Officers assigned to Instructor platoons will be utilized as the Platoon Warrant. In

that capacity, they will act as instructors/guides/mentors for Course Cadets who will fill the roles of

Section Commanders on a rotating basis.

Several Training General Duties/Staff Cadet Admin Clerk positions are available to cadets that do not

have a NSCE/NSE qualification. IAW CATO 13-28, the established rank for GD/Clk appointments is

MCpl. Based on performance, CO VACSTC may promote a cadet who is reassigned to an instructor

position to A/Sgt.

SCdts applying for Cadet WO positions in the Training Sp Cadres will normally have served as a Sgt in

that Cadre previously, or they must substantiate their related experience or expertise acquired elsewhere

in that specialty. Cadets who have successfully completed a 6 week advanced training course are

considered to have the equivalent experience of a SCdt Section Commander.
