ROWAN COUNTY FAIR PREMIUM BOOK

Location: The Rowan County Agricultural and Industrial Fair’s permanent grounds are located between Interstate 85 and Old Concord Road; on Julian Road, three miles south of Salisbury.

Public Service: The Rowan County Fair Grounds provides First Aid Stations and Restrooms.All conveniently located.

Information Bureau: An Information Bureau is maintained at the main office. We will be happy to have you use this service, we will cheerfully help you with reliable information.

Admission to Grounds: o The General Admission fee is $6.00, and children standing under 36” are – FREE; with the

EXCEPTION of School Days. (Tuesday and Wednesday)o Tuesday & Wednesday: all school children in Rowan County with Special School Ticket

are admitted for $1. On Tuesday ONLY, free entry for students with two (2) cans of food. Students must have a Special School Ticket with Food.

o MONDAY: Monte Car-Load Night – Up to Seven (7) people per car load, for $45.00 per car, and receiveAdmission & Unlimited Ride Armbands for those 7 riders. (Everyone MUST be in the same car.)

Opening and Closing: o The Rowan County Agricultural and Industrial Fair will formally open on Friday, September 20th,, at

5:00 pm, and will close on Saturday, September 28th, at 11:30 pm.o Exhibit Building will be Open daily from 4:00 pm, Closing at 10:00 pm.o Rides operate from 5:30 – 10:00 pm, Monday – Thursday And till 11:00pm on Friday and Saturday

And till 10:00 pm on Sunday o Ride will begin at 1:00pm on Saturday & Sunday.o Livestock Building will Open at 4:00 pm

Rules Governing ENTRIES and EXHIBITS: The following rules and regulations become a part of the contract of each exhibitor, license, concessionaire, and all other persons having contractual relations with Rowan County Fair. Special Rules take precedence over general Rules if there is a conflict. 1.) The management of the Rowan County Fair Agricultural and Industrial Fair reserves the right to rule on any questions not covered by these rules. 2.) Disregard of any rule or misrepresentation by exhibitors or concessionaires forfeits all premiums, rights, and privileges, without recourse. 3.) The Management will use diligence to insure the safety of the livestock and articles entered for exhibition after their arrival on the grounds. Under no circumstances will Rowan County Agricultural and Industrial Fair be responsible for loss, injury, theft or damage by fire, lightning, wind, or any other agency, to livestock or articles on exhibit or display. 4.) Exhibitors must place all exhibits under the Department Directors in charge. 5.) Promiscuous advertising is strictly prohibited. Exhibitors may advertise and distribute from their place of exhibit only. The distribution of advertising matter that conflicts in any manner with a concession sold by the management is prohibited. No posting or tacking signs on buildings or concessions is allowed.

6.) Peddling, hawking, or selling of any kind will be allowed in the buildings or on the grounds. Except by special license. No begging will be allowed on the grounds. 7.)DRUNKENESS, quarreling, or the use of profane or obscene language will NOT be allowed on the grounds. 8.) The Fair will use every possible means to protect property, BUT WILL NOT BE RESPONSIBLE FOR CARS OR PARTS OF CARS, OR ARTICLES LEFT IN CARS. 9.) No article for exhibit or animal will be entitled to space until proper entry has been made. Once an article has been entered for a premium it cannot be removed until Sunday, September 29th, from 2:00 till 4:00 pm, without permission from the Fair Manager or Department Director or designated person. Without such permission, exhibitor forfeits all claims to premiums. 10.) No booth will be entered until it is completed. 11.) Each Department is under the special charge of the Department Director. Each Director will oversee the arrangements of exhibits and have control of space assigned to them. All Department Directors are instructed to receive for judging one item per category. Directors will receive all exhibits, take personal charge of them, and deliver the articles on presentation of entry exhibit ticket stubs at the close of the Fair. 12.) All Judges will be instructed to DISQUALIFY articles entered under the wrong class or entry category.

ENTRIES and AWARDS:

1.) Competition open to Rowan County Residents ONLY. 2.) Reservation of booths and stalls must be made two (2) weeks before opening day of the Fair. Space is allotted in the order the applications are received. 3.) Reservation for booths, stalls, or pens must be made directly to the Manager or Director of the Fair. 4.)ENTRY FORMS MUST BE RECEIVED, ONLINE or at the Cooperative Extension Office – Agricultural Center, 2727 Old Concord Road, Salisbury – or IN PERSON, or BY MAIL, NO LATER THAN 5:00 pm on Friday, September 6th. Entry Forms MUST be submitted and received before articles are brought to the Exhibit Hall or Fairgrounds. NO entry taken at any time at the FAIR, unless approved in the Office of the Directors. If records are altered and do not conform to those entries on file, payment of premium will be withheld. 5). Exhibit Hall will be open from 6:00 to 8:30 pm, on Thursday, September 19th. Exhibitors must first pick-up their item exhibit tickets from the Exhibit Office no later than 8:00pm, upon arrival at the Exhibit Hall. Attach the appropriate item exhibit ticket to entry, then present the item to the appropriate Department Director before 8:30pm. Each Department Director will return the item exhibit ticket stub to the exhibitor. Please return these stubs on Sunday, September 29th, between 2:00 & 4:00pm when picking up entries. Exhibit Hall will be closed to the public during judging on Friday, September 20th, beginning at 9:00 am. 6.) All articles and livestock must be delivered to the grounds. No charge for transportation, express, freight, or drayage shall be paid by the Fair. 7.) Cattle may be exhibited from outside Rowan County. 8.) No unworthy animal or exhibit will be awarded a premium. 9.) Awards placed by single judge system. 10.) When there is no competition in any class or exhibit in any department, no premium will be awarded, unless in the opinion of the judges and directors the exhibit is sufficiently meritorious.

11.) The following colors will be used for designated awards: Champion Royal Purple Reserve Champion Lavender First Premium Blue Second Premium Red Third Premium White Fourth Premium Pink Fifth Premium Yellow Honorable Mention Green

(Approximately $30,000.00 in premiums are offered.)

EXHIBITS: 1.) Only ONE entry per person per category. 2.) Each item entered, can only be entered ONCE. 3.) Only antiques (No previous Year Winners) can be entered in subsequent years.

4.) All entries must be numbered & recorded by Department and Class &corresponding tags placed on exhibits.

5.) No person shall be allowed to see the entries or have access to the entry book, until after judging. 6.) Exhibitors must deliver any articles or livestock to the Fairgrounds, and to the proper care of the latter. 7.) Fair management has the right to discard any items that are unsightly & will not be returned to theexhibitor.

RELEASE: 1.) All general exhibits will be released Sunday, September 29th, from 2:00 – 4:00 pm.

2.) All exhibits are under the direct supervision of the department directors. And are on exhibit as a part of the Fair’s attractions. It is agreed by the exhibitors in making their entries that they will comply with the rules of Rowan County Agricultural and Industrial Fair. The department directors must see that all exhibits are in place until time for removal as designed above.

3.) The Fair exhibits are secured until 4:00 pm on the Sunday following the close of the Fair. 4.) Entries and Premium Checks not picked up by Sunday, September 29th, 4:00 pm will become the property of Rowan County Agricultural and Industrial Fair.

PROTESTS and APPEALS:

1.)Protests must be made in writing and filed with the Manager by noon of the day, following the award, accompanied by a protest fee of $10.00, which will not be returned by the Rowan County Agricultural and Industrial Fair, if protest is not sustained. 2.) All protests will be considered at an appropriate time by the management of the Fair, and all parties interested will be notified. 3.)The Rowan County Agricultural and Industrial Fair had adopted the rules of the International Association of Fairs and Expositions governing appeals.

PASSES:

All passes must bear the name of person, and he or she must sign their name in ink. Passes are issued only to exhibitor who must be in constant attendance to their exhibits, or as a courtesy for some service rendered the Fair for which we are unable to pay. All passes must be punched or taken at gate, and are not transferable. Passes are the property of the Fair and abuse will cause rebuke.

PATRONS: Patrons are requested to report any discourtesies from any gateman or employee, also to make any constructive criticism or helpful suggestions toward improving any part or department of the Fair. If for any reason there is a misunderstanding about admission at gates, on passes or otherwise, please pay the regular admission asked, take a receipt, and come directly to the Manager’s Office. This will save you time and avoid unnecessary blocking of traffic at the gates.

INSTRUCTIONS to DEPARTMENT DIRECTORS:

1.) Department Directors are POSITIVELY forbidden to make suggestions or interfere with judges in any way whatsoever. 2.) The Department Director in charge shall attend the Judges when making the examination in his or her respective Department, and furnish them with any desired information. Premiums will not be paid to individuals having exhibits where it is proven that they accompanied the Judges when awarding the premiums. As the awards are made, the Director will attach the ribbon indicating the award and record information.

JUDGES: 1.) Decision of Judges is final and no appeal will be considered except in cases of protest/appeal in writing, with strong evidence of fraud or violation of the rules of the Fair, which may be filed with the Management. (See Protest and Appeals guidelines.) 2.) Reports must be signed by each Judge in his own handwriting, but Judges may not award premiums to articles not in the regular Premium List. 3.) With the permission of the Department Director, Judges may have entries re-classed which have been wrongly entered.

RULES:

The rules and regulations become a part of the contract of each exhibitor. The Management of the Fair reserves the right to rule on all questions not covered by these rules.

Does the exhibit booth teach or show visitors how to carry out this idea?COMMUNICATION: Does your booth idea, hold the attention of the visitor and communicate the idea clearly. Can you follow the idea clearly, easily and interestingly? Does your booth tell a story and pass the idea onto your visitors?CREATIVITY: Your booth and message should be easily understood. Does this exhibit booth make you want to stop, look and pay attention? Is your message clear and easily understood?DESIGN: Is the space in your booth well used? Is it crowed and confusing, have you used color and signage to make everything stand out? Are your items in proportion to each other? Only one booth may be submitted for judging per group. Space is available on first come first-serve basis. Exhibits should not exceed 8ft in height, 10ft in length or width, and 8ft deep.Exhibits not in place by 7 p.m. on Thursday, September 19th, will lose their booth space.No advertising materials or literature may be displayed in exhibit. Cover brand names of product and use generic labeling where applicable.Booths cannot be an advertisement for a group or a business and must be structured on an educational topic. A) AGE LIMITS: Senior Division - Must be 15 years as of the date of the contest.Junior Division - Ages 9 - 14 years may enter.

B) ENTRY:1.) FFA - Each Chapter in Rowan County will select two representatives, ONE Senior and ONE Junior.2.) 4-H and Independent - If over 4 non-FFA drivers enter either division, the junior or senior;

elimination will be held before the first contest.3.) Any previous FIRST Place Winners (both Junior & Senior groups) cannot comepte again in that age group.

However: First Place Winner in Junior, can compete in the Senior Division when they are of age.4.) All Contestants must compete a "Tractor Safety Course" at one of the High Schools.
