THE SITE/ EXISTING BUILDINGSTHE SITE Description: The location of the car park extension is the area of the former Howels building, adjacent to the site entrance off Denmark Road and shown on Norder drawing reference 6799 100 D and is within the boundaries of an operational brewery. EXISTING BUILDINGS ON/ADJACENT TO THE SITE Description: The area of the former Howels building is located adjacent to the stores building to which access must be maintained at all times. EXISTING MAINS AND SERVICES Drawings: (Information shown is indicative only): available for inspection by appointment during normal office hours at: Royal Brewery, Manchester. HEALTH AND SAFETY FILE Availability for inspection: The Health and Safety File for the site/ building may be seen by appointment during normal office hours at: Royal Brewery, Manchester. ACCESS TO THE SITE Description: Access to the Brewery Site will be via the main security gatehouse on Denmark Road Limitations: Refer to site rules see Appendix 4. The names of all contractors staff and operatives, and those of sub-contractors, must be supplied to the Employer ahead of their attendance to site. Failure to do so will result in the individual(s) being denied access on that day. Shift Change: No access to, or egress from, site will be allowed during shift change which occur between 6.45am and 7.15am and 6.45pm and 7.15pm. PARKING Restrictions on parking of the Contractors and employees' vehicles: Contractors vehicles will be allowed to park within the site any other specifically designated areas. Contractors employees vehicles will not be allowed on site. USE OF THE SITE General: Do not use the site for any purpose other than carrying out the Works. SURROUNDING LAND/ BUILDING USES General: Adjacent or nearby uses or activities are as follows: Residential it should be noted that the site is bounded by public footpaths and residential properties on the east and south sides. Special protective measures may be required to prevent damage to existing properties and to prevent any injury to persons caused by the Works. HEALTH AND SAFETY HAZARDS General: The nature and condition of the site cannot be fully and certainly ascertained before it is opened up. DEFINITIONS Meaning: Terms, derived terms and synonyms used in the preliminaries/ general conditions and specification are as stated therein or in the appropriate British Standard or British Standard glossary. COMMUNICATION Definition: Includes advise, inform, submit, give notice, instruct, agree, confirm, seek or obtain information, consent or instructions, or make arrangements. Format: In writing to the person named in clause A10/140 unless specified otherwise. Response: Do not proceed until response has been received. PRODUCTS Definition: Materials, both manufactured and naturally occurring, and goods, including components, equipment and accessories, intended for the permanent incorporation in the Works. Includes: Goods, plant, materials, site materials and things for incorporation into the Works. SITE EQUIPMENT Definition: All appliances or things of whatsoever nature required in or about the construction for completion of the Works but not materials or other things intended to form or forming part of the Permanent Works. SUBMIT PROPOSALS Meaning: Submit information in response to specified requirements. TERMS USED IN SPECIFICATION Remove: Disconnect, dismantle as necessary and take out the designated products or work and associated accessories, fixings, supports, linings and bedding materials. Dispose of unwanted materials. Excludes taking out and disposing of associated pipework, wiring, ductwork or other services. A32 MANAGEMENT OF THE WORKS GENERALLY110 SITE SUPERVISION The Contractor shall provide full and adequate supervision and site administration during the progress of the Works and shall provide a competent and authorised Site Manager, approved by the Employer or his Representative (which approval may be withdrawn at any time) for the duration of the Contract. Such authorised Manager shall be present to supervise the Works and must be able to receive and act upon (on behalf of the Contractor) all instructions, directions or orders issued by the Employer or his Representative. The Site Manager will be required to have a mobile phone for the duration of the work to enable the Employer or his Representative to contact him. SAFE CONTRACTOR SCHEME Registration: Before starting work, register the site and pay the appropriate fee: Submit with tender details of Safe Contractor registration. TRAFFIC MANAGEMENT The Contractor will provide a traffic management plan for submission to the Local Authority (if required) detailing the number of vehicle movements per day in and out of the site and the type of vehicles and loads involved throughout the project. This should be prepared prior to the date of possession and should be amended throughout the contract accordingly. This information should be copied to Site Security including any amendments post contract. INSURANCE Documentary evidence: Before starting work on site submit details, and/ or policies and receipts for the insurances required by the Conditions of Contract. PROGRAMME/ PROGRESS210 PROGRAMME Master programme: When requested and before starting work on site, submit in an approved form a master programme for the Works, which must include details of: - Planning and mobilization by the Contractor. - Earliest and latest start and finish dates for each activity and identification of all critical activities. - Work by or on behalf of the Employer and concurrent with the Contract (see section A50). The nature and scope of which, the relationship with preceding and following work and any relevant limitations are suitably defined in the Contract Documents. Exclusions: Where and to the extent that the programme implications for work which is not so defined are impossible to assess, the Contractor should exclude it and confirm this when submitting the programme. EXECUTION HAZARDS The Contractor is to take all necessary precautions when carrying out work on existing drainage, storage areas and other areas where chemicals have been present. SECURITY Protection: Safeguard the site, the Works, products, materials, and any existing buildings affected by the Works from damage and theft. Access: Take all reasonable precautions to prevent unauthorized access to the site, the Works and adjoining property. STABILITY Responsibility: Maintain the stability and structural integrity of the Works and adjacent structures during the Contract. Scope: This Pre-construction Health & Safety Information relates to the proposed extension and refurbishment of the existing car park at Heineken (UK) Manchester Brewery The operations are expected to take more than 30 days therefore the project is NOTIFIABLE TO THE HSE. Therefore Parts 1, 2, 3, 4 and 5 of the Construction (Design & Management) Regulations 2007 apply. Copy of the notification Form F10 sent to the HSE is appended to this document. All parties should be aware that CDM2007 is supported by an Approved Code of Practice (ACoP) HSC Ref L144 - Managing Health & Safety in Construction. Refer to Appendix C for Summary of Duties under the Regulations. Client Information: Under CDM 2007 Regulation 10, the Client is required to provide information to Designers and Contractors to enable them to fulfil their duties in furtherance of the project. This Pre-construction H&S Information together with Addenda and information included in other tender documentation has been prepared in fulfilment of such requirement. Client Arrangements: Under CDM2007 Reg 9 the Client needs to be satisfied that arrangements are in place to ensure that the project is properly managed at all stages. Information included herein constitutes record of the Client Arrangements. This Pre-construction Health & Safety Information has been compiled by Norder Design Associates Ltd as CDM Co-ordinator on the basis of information provided by the Client and Design Team. It is intended to assist the Principal Contractor in development of the initial Construction Health & Safety Plan which must be prepared on the basis of CDM 2007 Regulations 22 & 23 and Appendix 3 of the CDM 2007 ACoP. Before works may be authorised to commence, the Client must be satisfied that the Principal Contractor has prepared the initial Construction Health & Safety Plan in compliance with CDM 2007 Regulation 23. To assist with this, the CDM Co-ordinator will advise the Client. During construction, the Principal Contractor must implement health and safety management of the works in line with procedures and arrangements included in the Plan. Welfare: Similarly, under CDM2007 Regulation 16, at commencement of construction, the Client must be satisfied that the Principal Contractor has made adequate provision for Site welfare in compliance with CDM2007 Reg 22 and Schedule 2 including the need for arrangements to be reviewed during progress of construction. To assist with this, the CDM Coordinator will advise the Client.Principal Contractor to provide copy of the Construction H&S Plan to Norder Design Associates for appraisal at least two weeks prior to commencement of construction.

Workplace The Brewery will be used as a place of work in connection with management, supervision, cleaning and maintenance of the facility. All parties to be aware that the requirements of the Workplace (Health Safety & Welfare) Regulations 1992 must be taken into account in design and construction of the project. This will apply particularly in respect of end use and in connection with access for cleaning and maintenance. Existing Records & Plans An Existing Building O&M Manual is not available for this project Ground Investigation: A ground investigation is appended to this document. CLIENTS CONSIDERATIONS & MANAGEMENT ARRANGEMENTS Planning & Management of Construction: Safety Goals: The safety goals for this project are to protect the health, safety and welfare of people working on the project and others who may be affected by their activities. This is particularly so to ensure the health and safety of all staff and visitors to the site. Arrangements: These will be implemented through systematic health and safety management of the project from concept to completion including the planning, design, construction, installation, maintenance and future construction / alteration. The over-riding concept will be to identify and eliminate hazards where possible and to reduce and control any residual risks. To date Heineken (UK) as Client has appointed CDM duty holder parties as identified in the initial F10. Refer to Appendix A for copy. It is the intention that the contractor will undertake the role of Principal Contractor subject to satisfactory response in respect of competence and resources under CDM2007 Reg 4 and CDM2007 ACoP Appendix 4. Refer to Appendix B for further information. Communication & Liaison: CDM duty holder names and contact details are included on the initial F10. All parties to be aware of the need for communication in seeking to achieve co-operation and coordination in compliance with CDM2007 Regs 5 & 6. The CDM-C will facilitate procurement / distribution of information in liaison with the Client, Design Team and Principal Contractor. The Client Heineken (UK) Ltd Meetings: During the course of the project, regular Progress Meetings will be held. An item in respect of health and safety / CDM will be included on the agenda for each Meeting.

Heineken Site Induction: All visitors or contractors must receive a Heineken site induction prior to entering The Manchester Brewery site. This induction is received at the man gate house and has a duration of approximately half of one hour. Car Park project Induction: The Principal Contractor will be responsible for managing the entry of all operatives and visitors including Heineken personnel in the work area and is to ensure that all contractors, operatives and visitors receive a project specific site induction. Security of the Site: Access to the working area will be strictly under the control of the Principal Contractor. Measures must be in place to prevent unauthorized access into the construction working area. Welfare Provisions: Principal Contractor to plan and manage in conjunction with the Client, Heineken (UK) Ltd, including need for temporary service provision for welfare accommodation and construction purposes. Welfare provisions to be in compliance with CDM 2007 Schedule 2. Project specific arrangement to be detailed in initial Construction Phase Health & Safety Plan. The Client has made free use to the Principal Contractor existing permanent welfare facilities on site. These consist of toilets, hand washing, tables and seating and a canteen. Please note these facilities will be SHARED with other contractors, Heineken (UK) personnel and respectful behaviour will be expected by all users. It is proposed that a dedicated Contractors compound is to be created local to the working area in part of the existing car parking area. Please note Smoking is only permitted in designated areas on the site First Aid: Simple first aid facilities are available at the Security Gate. However the Principal Contractor will be expected to provide his own first aid measures together with certified first aiders / appointed persons and have knowledge of local hospitals and A&E departments Site Hoardings: The Principal Contractor to ensure adequate means of exclusion of unauthorized personnel and provision of relevant warning, prohibition, mandatory and information signage. Management of Site Transport / Vehicle Movements: Access: It should be noted that the Brewery site is a live environment and will remain operational throughout the project. Construction operations will involve segregation of the working area, establishment of construction compound and pedestrian segregated access routes.

Traffic Management Arrangements: The Construction Phase Health & Safety Plan must document arrangements in respect of traffic management and need for segregation between pedestrians and vehicles in compliance with CDM 2007 Regulation 36 taking into account: Access / egress to adjacent properties. Staff car parking adjacent to the intended construction access route. Risks associated with movement of mobile plant / equipment / transport represent one of the greatest risks of fatality and injury in the construction industry and need to be carefully managed and precautions put into effect. Client Permit to Work Arrangements: Subject to risk assessment, the Principal Contractor to ensure that permit to work arrangements are put into effect as a relevant control measure. This is particularly so in respect of possible live services, confined space entry and hot works. Confined Space Access / working in trenches and excavations. The Principal Contractor, subject to risk assessment may consider it suitable to relax the entry requirements to excavations.. Should this be the case then suitable access requirements and measures to ensure appropriate working conditions are to be put in place by the Principal contractor. Fire Pre-cautions, Emergency Procedures & Means of Escape: Fire safety risk assessment and Fire Plan arrangements to be adopted in line with CDM2007 Regs 38 to 41 and Regulatory Reform (Fire Safety) Order 2005. Need to identify and maintain escape routes, provide fire warning, first aid fire fighting measures and hot work precautions. Information to be recorded as part of the Construction Health & Safety Plan documentation. All operations involving hot work must be subject to Hot Work precautions. In respect of Fire Exit routes from the existing buildings provision should be made and work sequenced to ensure all escape routes are adequate.

Drains The Brewery use aggressive caustic fluids as part of the cleaning process of the facility. Do not attempt to enter the drainage system without consulting the Client. When access to the drainage system is required gas monitoring should be undertaken to establish the drains are free from harmful gases such as methane or carbon dioxide. Appropriate PPE is to be worn and a suitable permit system is to be employed by the principal Contractor

Vehicle Traffic During the project works there will be extensive vehicle traffic in the area immediately outside the car park. Extreme caution is required when walking around the site.

5.5

Materials requiring particular precautions: The project includes generic construction materials which will be hazardous but no more hazardous than any competent contractor should be aware and capable of managing subject to procurement of product data and undertaking appropriate COSHH assessment. In all cases, operatives must be instructed as to necessary precautions, provided with appropriate PPE and supervised during use of materials.

Pre-construction H&S Information

The Principal Contractor must record and investigate all accidents/incidents that occur on site and report them to the Client. Any incidents that are classified within the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) or environmental incident must be reported to the appropriate enforcing authority. No-go Areas or other Authorisation Requirements for those involved in the Project The brewery site is a fully operational food manufacturing site and as such the Contractor's working operations must be confined to the agreed project areas. Contractors operatives must be carefully instructed in regard to this matter since no unauthorised access to adjoining production areas will be permitted. Communication and Liaison between Client and Others It is expected that the Principal Contractor shall liaise with the designated Heineken personnel to ensure that interfaces between the project works and all other Brewery operations are safely maintained at all times, and ensuring that disruption to production is minimised. It is anticipated that weekly informal meetings will be held on site to discuss progress of the works, any issues and safety matters at regular intervals.
