1 Introduction
1.1 Background Since March 1990, the Commission has set a goal of making all TTC service and facilities
accessible. To date 31 of 69 stations across the network have been made accessible with
the Easier Access Program. By 2025, TTC expects to have all stations accessible, including
Woodbine. Funding for the program is included in TTC’s 5-year capital program which was
approved by City Council on December 8, 2009.
The Easier Access Project at Woodbine Station will include three new elevators, sliding
doors, accessible fare gate and new signage. To minimize disruption in the community, this
work will be coordinated with other required upgrades at the station including, repaving of
the bus loop.
Construction is expected to begin in late 2014 and be completed in 2017.
1.2 Consultation Process On December 2, 2013, the community was invited to the first open house where TTC presented
the preliminary plans for the project, including the preliminary schedule, construction impacts
and adjustment to bus operations (See Appendix-Presentation Panels)

The event was promoted as follows:
November 13, 2013 - 4100 Event Notices were distributed via Canada Post to an area
bound by Dundas Ave W., Kingsway , Leland Ave and Mimico Creek
October 18, 2013 – Event Notice posted on the TTC project website - www.ttc.ca
November 28, 2013 - Colour ad placed in the south and central editions of the Etobicoke
Guardian
Event promoted through the councillor office
Personal visits to property owners immediately adjacent to the site
Meeting with the Chair of the Kingsway BIA sharing details of the project and
encouraging their members to attend the event

2.0 Summary of all Questions and Comments The following is a high-level summary of the feedback received at the meeting. Comments were
recorded by TTC staff who were available throughout the evening to answer questions from
participants.
2.1 Temporary loss of Public Parking
Businesses were concerned about the temporary loss of 34 parking spots at the adjacent
Toronto Parking Authority (TPA) lot. The parking spots will be restored following
construction.
o TTC advised that these spots will be used for the contractor’s staging as well as
for the excavation. Two elevators between the concourse level and the platform
are located immediately below the parking lot. Representatives from TPA were
available to address questions.
Residents who use the short term parking lot behind Shoppers Drugmart were pleased
to learn that these spots would not be impacted by construction.
Parking in this area is critical for business owners, particularly those west of Royal York
Road where there are limited public spots.
2.2 Station Priorities for the Easier Access Program What were the criteria for establishing priority stations for the Easier Access Program?
o A number of factors were considered in consultation with TTC’s Advisory
Committee on Accessible Transit (ACAT) including, ridership levels, proportion of
ridership by seniors and disabled people, geographic location and transfers
between transportation modes.
Resident requested that TTC place Old Mill station, higher on the priority list, given the
number of seniors in the area.
2.3 Operational Challenges during Construction Will the sidewalk at the northwest corner of Royal York and Bloor be able to
accommodate the onslaught of passengers when TTC installs the temporary bus stop?
Passengers who would normally get off at the station will be getting off at this location
while the loop is closed for approximately 20 months.
o TTC has reviewed this and determined that the sidewalk is sufficiently wide to
accommodate transit riders. A temporary shelter is being explored at this
location.
Participants commented that, interlining the buses (running continuous service) along
Royal York while the loop is being resurfaced was “ingenious”. Riders who travel
through the station on the Royal York Bus will not be required to transfer at the station.
Routes 48 and 73 north bound will be seamless, as will the 15 and 76 southbound.

Request for four temporary bus shelters in front of the station.
o TTC advised that there is limited space for bus shelter however anyone waiting
for a bus at the station entrance can seek shelter within the station.
o TTC will explore the possibility of a temporary shelter at the northwest corner of
Royal York Road and Bloor Street to accommodate southbound-transit users.

Q. What are the work hours during construction?
A. TTC indicated that
o the contractor was bound by City of Toronto by-laws
o Work is permitted between 7 am and 7pm during the week and on Saturdays
from 9 am to 7 pm.
2.4 Design and Construction
Q. Will TTC consider installing public washrooms at the station?
A. Public washrooms are available at terminal stations. There are no plans to install
washrooms at Royal York Station.
Q. What are TTC’s plans to handle the extra volume of passengers when Humbertown
Plaza and the buildings north of Humbertown are developed? Are there plans to expand
the station to accommodate the added density? Plans for multi-story building are
currently before the OMB.
A. TTC has neither plans nor space to expand the station, other than widening the north
driveway to provide additional bus layover space. The bus terminal and the station have
sufficient capacity to absorb the added density from the Humbertown site.
Q. Will there be disabled parking spots when the TPA lot is restored?
A. TTC will work with TPA to add two disabled parking spots. The spots will be located as
close as possible to the station entrance.
Q. Can the acoustic fence at the north end of the TPA parking lot be taller to avoid people
throwing debris onto private property?
A. TTC will work with the neighbour and TPA to explore this further
Q. Is there a public art component for this Station?
A. Public art for this project is still under review
2.5 Additional Comments
Access to the drop-off lane on Royal York is hampered by taxis that park very close to
this lane making it difficult to make a turn. Can taxis be set further back in order to

provide easier access to anyone wishing to use the drop off lane? Will this be rectified as
part of the bus loop repaving?
o The bus loop repaving will not impact this area but the concern has been relayed
onto the City of Toronto Transportation Division for consideration, as this falls
within their purview.
2.6 Non Project related Questions and Comments
Comments:
Some residents were concerned about maintenance around the parking lot and
scattered debris. These issues were noted by TPA staff that were present.
3.0 Next Steps
Construction is scheduled to begin in late 2014. TTC will continue to meet with residents and
stakeholders to keep them abreast of developments on the project. A second public open house
will be arranged in 2014, prior to construction to share more details on the schedule and
staging of the project.
