Cong alleges misuse of CDF STATE TIMES NEWS KATRA: Dr. Preeti Sharma, Faculty in School of Biotechnology, Shri Mata Vaishno Devi University (SMVDU), Katra, attended the 'First BioCARe Conclave' organised by the Dept. of Biotechnology (DBT), Govt. of India, at NIPGR (National Institute of Plant Genomic Research), New Delhi. The theme of the conclave was 'Women Scientist Achieving Great Heights', organised on 8th March 2019 on International Women's Day. The Biotechnology Career Advancement and Re-orien- tation (BioCARe) received grant for women scientists that was awarded by the DBT, Govt. of India, for con- ducting advanced research and for providing fellowship to the awardees. The grant is highly com- petitive, and only 20 per cent of the applicants have been selected, and Dr. Sharma was one of them from Jammu & Kashmir. She studied lactic acid bacte- ria having health benefits from 'Kalarei', the famous fermented milk food product of the Jammu region. The conclave brought all the grantees on one platform for the exchange of ideas and showcasing their research works. The event was addressed by the Chief Guest, Dr. Renu Swarup, Secretary, Dept. of Biotechnology, Ministry of Science and Technology, GoI, who also interacted and con- gratulated all the BioCARe awardees for their achieve- ments and motivated them for pursuing research. Prof.Javed Musarrat ,Vice Chancellor of The University conveyed his gratitude towards JKEDI for holding Boot camp at University campus. Prof. Mussarat congratulated the Innovation cell of the University for fostering the environment of innova- tions and entrepreneur- ship. The programme started with a brief wel- come address by Farkhanda Ana, Convenor, Innovation Cell BGSBU. She highlighted the need for the promotion of inno- vation and entrepreneur- ship in the educational institutions to address the issues of unemployability and to develop solutions to the existing problems with- in the ecosystem leading to a sustainable environment. Prof. Iqbal Parwez, Dean Academic Affairs, BGSBU presided the function and mentioned the need of innovation towards build- ing a progressive nation. First phase of orientation prog held for Poonch Haj pilgrims STATE TIMES NEWS POONCH: The first phase of orientation cum training of Haj pilgrims was organised on Wednesday at Municipal Committee hall. District Development Commissioner Rahul Yadav, Additional District Development Commissioner Malikzada Sheraz ul Haq were present on the occasion besides trainers and Haj pilgrims. The Haj trainer gave orientation cum training to a total of 235 Haj pilgrims. During the session Haj trainers shared their experience and provided knowledge of the basic proce- dures of boarding and lodging during the holy pilgrimage. Haj pilgrims were told about the immigration and boarding proce- dure. DDC while speaking on the occasion congratulated the Haj Pilgrims and gave his best wishes for their holy pilgrim- age. He further advised them to follow the basic precautions. He also said that they are also representing their country while going to Haj. STATE TIMES NEWS DODA: District Development Commissioner Doda Dr. Sagar D. Doifode on Wednesday chaired a meeting and reviewed the progress work under various flagship schemes and devel- opmental programmes of Rural Development Department. The DDC in detail took a firsthand review of the progress made under current financial year 2018-19 relating to rural development pro- grammes and other CSS schemes, developmen- tal activities. During the meeting various issues particular- ly sanctions made under PMAY (G), SBM (G), MGNREGA,FTO Generation,PD genera- tion,Geo tagging,Awass +,Completion of lan- guishing projects, convergence of MGNREGA with other schemes and sectors also came up for discussion. While addressing the meeting the DDC urged upon all concerned officers, agencies to achieve the given out targets of all sectors cent percent before the expiry of current financial year of 2018-19. He said rural devel- opment is mandated to uplift the living condi- tions of poor and under privileged communities. DDC urged upon the BDOs/Panchayat sec- retaries to demonstrate their desire and com- mitment in implementing all the schemes/flag- ship programmes envisaged under the sanc- tioned plan in letter and spirit. The DDC expressed displeasure over poor performances observed under some key sectors like PMAY (G), SBM and Physical completion of the previous works on Mis. He said these schemes if implemented sincerely and with commitment can change the developmental sce- nario of the rural and remote areas. DDC said all BDOs shall routinely visit their concerned areas,sit in their respective jurisdictions office, in addition they will also coordinate with line departments for ensuring the overall develop- ment of the Block/panchayats in order to make their presence felt at the Grass root level also. DDC further directed to the concerned offi- cials,that before the next review meeting all the above mentioned parameters must be achieved in totality. Moreover DDC Doda also informed the meeting about the MCC which has been put into place after the announcement of upcoming lok sabha elections 2019,with the direction's that it must be implemented at grassroot level in letter and spirit. The meeting was also attended by CPO, Parshotam Kumar, ACD, D.S.Bhau, DPO, Idrees Ahmed lone, AD Planning RDD, BDO's and Programme officers. DDC reviews work in Rural Development sector STATE TIMES NEWS POONCH: Army organised multifarious events for the students and youth to com- memorate 'No Smoking Day' on Wednesday at Government Middle School, Chhatral, Youth Centre, Kulali, Government Primary School, Sangiot, Keri, Sethna and Government Middle School, Basoni in Poonch and Rajouri Districts. The aim of the events were to sensitise the students, youth and villagers regarding the ill effects of smoking. Youth take up habit of smoking initially as a passion but later on they get addicted thereby harming their health. On the occasion, a variety of activities to include motivational lectures, videos and interactions were organised to sensitise the students about how deadly the habit is and is raising a serious concern in the modern society. Statutory warning on cigarette packets have got a limited influence on the users. Smoking causes diseases that are not only grave in nature but also affect vital body organs like brain, lungs and heart. The audience appreciated the efforts of the Army in organising such activities which generates awareness and a feeling of goodwill amongst the civil population, espe- cially the youth. The same was exposed byJagatter Singh (WorkingPresident, Block CongressCommittee Khour), BachanLal (Sarpanch Halqa UpperNaryana), Raju Singh (Ex-Sarpanch Halqa Naryana)and Balwan Singh.

"An old block had to bedemolished and recon-structed, for which ex-MLAChhamb Krishan LalBhagat had given 20 Lakhrupees from the CDF. Butit is a matter of concernthat old material is beingused in the reconstruction.

Old bricks are being usedfor masonry of the wallsand to hide the theft, wallsare being plastered beforepouring of the slab. Thefoundation (plinth) also isnot proper and only boul-ders (recovered afterdemolishing the old build-ing) are there in it" theysaid.

A complaint was filed withBDO Khour, who is also theconcerned authority, but noaction was taken. Anothercomplaint was filed withSDM Khour, who also has-n't initiated any inquiry yet.

"We want DeputyCommissioner Jammu toimmediately intervene andinitiate an inquiry. Thefuture of innocent studentsis being played with. DCJammu should immediatelylook into the matter him-self" they said.

POONCH: The first phase of orientation cum training of Hajpilgrims was organised on Wednesday at MunicipalCommittee hall.

District Development Commissioner Rahul Yadav,Additional District Development Commissioner MalikzadaSheraz ul Haq were present on the occasion besides trainersand Haj pilgrims.

The Haj trainer gave orientation cum training to a total of235 Haj pilgrims. During the session Haj trainers sharedtheir experience and provided knowledge of the basic proce-dures of boarding and lodging during the holy pilgrimage. Hajpilgrims were told about the immigration and boarding proce-dure. DDC while speaking on the occasion congratulated theHaj Pilgrims and gave his best wishes for their holy pilgrim-age. He further advised them to follow the basic precautions.He also said that they are also representing their countrywhile going to Haj. ADDC Malikzada Sheraz ul Haq congrat-ulated the Haj pilgrims and advised them to follow the tipsgiven in the booklet provided to them.

STATE TIMES NEWSDODA: District Development CommissionerDoda Dr. Sagar D. Doifode on Wednesdaychaired a meeting and reviewed the progresswork under various flagship schemes and devel-opmental programmes of Rural DevelopmentDepartment.

The DDC in detail took a firsthand review ofthe progress made under current financial year2018-19 relating to rural development pro-grammes and other CSS schemes, developmen-tal activities.

During the meeting various issues particular-ly sanctions made under PMAY (G), SBM (G),MGNREGA,FTO Generation,PD genera-tion,Geo tagging,Awass +,Completion of lan-guishing projects, convergence of MGNREGAwith other schemes and sectors also came upfor discussion. While addressing the meetingthe DDC urged upon all concerned officers,agencies to achieve the given out targets of allsectors cent percent before the expiry of currentfinancial year of 2018-19. He said rural devel-opment is mandated to uplift the living condi-tions of poor and under privileged communities.

DDC urged upon the BDOs/Panchayat sec-retaries to demonstrate their desire and com-mitment in implementing all the schemes/flag-

ship programmes envisaged under the sanc-tioned plan in letter and spirit.

The DDC expressed displeasure over poorperformances observed under some key sectorslike PMAY (G), SBM and Physical completionof the previous works on Mis. He said theseschemes if implemented sincerely and withcommitment can change the developmental sce-nario of the rural and remote areas. DDC saidall BDOs shall routinely visit their concernedareas,sit in their respective jurisdictions office,in addition they will also coordinate with linedepartments for ensuring the overall develop-ment of the Block/panchayats in order to maketheir presence felt at the Grass root level also.

DDC further directed to the concerned offi-cials,that before the next review meeting all theabove mentioned parameters must be achievedin totality. Moreover DDC Doda also informedthe meeting about the MCC which has been putinto place after the announcement of upcominglok sabha elections 2019,with the direction'sthat it must be implemented at grassroot levelin letter and spirit.

The meeting was also attended by CPO,Parshotam Kumar, ACD, D.S.Bhau, DPO,Idrees Ahmed lone, AD Planning RDD, BDO'sand Programme officers.

STATE TIMES NEWSPOONCH: Army organised multifariousevents for the students and youth to com-memorate 'No Smoking Day' on Wednesdayat Government Middle School, Chhatral,Youth Centre, Kulali, Government PrimarySchool, Sangiot, Keri, Sethna andGovernment Middle School, Basoni inPoonch and Rajouri Districts. The aim ofthe events were to sensitise the students,youth and villagers regarding the ill effectsof smoking. Youth take up habit of smokinginitially as a passion but later on they getaddicted thereby harming their health.

On the occasion, a variety of activities to

include motivational lectures, videos andinteractions were organised to sensitise thestudents about how deadly the habit is andis raising a serious concern in the modernsociety. Statutory warning on cigarettepackets have got a limited influence on theusers.

Smoking causes diseases that are not onlygrave in nature but also affect vital bodyorgans like brain, lungs and heart.

The audience appreciated the efforts ofthe Army in organising such activitieswhich generates awareness and a feeling ofgoodwill amongst the civil population, espe-cially the youth.
