RTI Actmandates that the authorities should maintain theirrecords duly catalogued, indexed and whereverpossible computerised and connected through anetwork all over the country. Nothing has been doneon this. 7. The mandate of RTI ActSection 4(1)(a): Every public authority shall(a) Maintain all its records duly catalogued andindexed in a manner and the form which facilitatesthe right to information under this Act and ensurethat all records that are appropriate to be computerisedare, within a reasonable time and subject to availabilityof resources, computerised and connected through anetwork all over the country on different systems sothat access to such records is facilitated; 8. The mandate of RTI ActSection 4(2) & 4(3)(3) For the purposes of sub-section (1), everyinformation shall be disseminated widely and in such formand manner which is easily accessible to the public.(4) All materials shall be disseminated taking intoconsideration the cost effectiveness, local language and themost effective method of communication in that local areaand the information should be easily accessible, to the extentpossible in electronic format with the Central PublicInformation Officer or State Public Information Officer, as thecase may be, available free or at such cost of the medium or theprint cost price as may be prescribed. 9. The system has; Total 9 characters + 1 hyphen + 5 digits afterthe hyphen 12. How Classification System works?The first two digits Numerals Identify the Ministry The next three digits Numerals Identify thesubject matter dealt by the ministry 13. How Classification System works? The next two Alpha-numerals Identify the State The last two Alpha-numerals Identify the District 14. How Classification System works? After the hyphen four digits Identify the year information obtained The last one digit after thehyphen Identify the type and status of information 15.
