RTO Quality Performance Profiling
An RTO quality framework
THE DILEMMA!
A fork in the RTO road...
2 yrs after a successful audit why are:
o Some RTOs cruising on Happy Highway?
o Others are negotiating Standards Struggle St?
OBSERVATION
Business success relies on the 3 Ps…
Profitgrowth in student numberss, courses, locations
 Productfit-for-purpose – happy customers
Peopleskilled with EI – amazing service
What is your leadership priority?

‘ATTITUDE’ | RTO CULTURE
Carrot: Quality – Let’s be the best! All 3 Ps
Stick: Compliance – Lots of paperwork!
3P attitudes are often reflected in $ allocations:
• Profit focus – find more students!
• Product focus – development resources?
• People focus – role clarity?
COMPLIANCE Vs QUALITY
So what’s the difference?
Training is a regulated industry
• RTOs need to be registered with VET Regulator
• Other industries are regulated | licensed
 Food businesses – HACCP
 Pharmaceutical manufacturing – GMP
 Electricians, builders – licensed
• Businesses also seek ISO quality certification– Quality, Risk Management …

VET INDUSTRY REGULATION
VET QUALITY FRAMEWORK
• Standards for RTOs 2015 – 8 Stds, 59 Clauses
• AQF – learning outcomes; issuing certification
• Fit & Proper Persons – Std 7.1
• Financial Viability Risk Assessment – Std 7.2
• Data Provision Requirements – Std 7.5
It’s not easy!
VET TALKS QUALITY
• VET legislation - quality stds @ S231A C22(1A)
• ASQA - Corporate Plan 2015-19 objective:
Standards-based quality framework
- VFH Report 2015: ASQA ensures RTOsdeliver quality training and assessment
- Risk-based Regulatory Framework: managesrisks to the quality of VET outcomes
WHAT IS VET QUALITY?
No definition in Standards Glossary!
Review of QA in Victoria’s VET System 2015
Quality is the fact and perception that:
the qualification attained through VET has integrity
the student experience aligns to the student’s expectations

PURPOSE OF THE STANDARDS
• Set out the requirements that an organisation must meet in order to be an RTO;
• ensure that training products delivered by RTOsmeet the requirements of training packages or VET accredited courses, and have integrity for employment and further study;
• ensure RTOs operate ethically with due consideration of learners’ and enterprises’ needs.
OUR VET QUALITY DEFINITION!
Quality is the fact and perception that:
 the RTO has fulfilled all VET Quality Framework requirements;
 the qualification attained through VET has integrity (i.e., that learners have attained the expected competencies and can use these to support employment and further study);
the RTO has satisfied the needs and expectations of learners and stakeholders (i.e., staff, employers, industry, government and the community).

VET QUALITY – More work?
For a Quality business, we need:
 Requirements to measure quality against
 Systematic process-based approach
 Risk-based thinking – harm / detriment
 Documents – version controlled
 Staff – defined responsibilities
Quality cycle for processes, services, products:control, monitoring, review, improvement

NEW ASQA AUDIT MODEL
TYPES OF RTO EVIDENCE• Products Insurance policy
• Resources Facilities, equipment
• Systems Assessment
• Strategies Industry engagement
• Policies & procedures Complaints, appeals
• Services Education & support
• Performance Assessment tools
• Records Learner competency
• Registers Certification
ASQA’s KEY COMPLIANCE RISK
Primary risk for ASQA to manage is
an RTO certifying that a person has
competencies that do not reflect his/
her skills, knowledge and attitudes.

ASSESSMENT TOOLS
• ASQA industry and VET FEE-HELP (VFH) audits show that RTO non-compliance with the assessment-related Standards is significant.
• Planning and developing assessments is difficult, time-consuming and influenced by the Assessor.
• QPP uses a WAP procedure for designing ‘workplace’ functional assessments underpinned by industry consultation and quality control
• Workplace Assessment Plan (WAP) is useful for single units or clusters & all modes of delivery.
WORKPLACE ASSESSMENT PLAN
1. Prepare the assessment tree - mapping
2. Draft the assessment scenario - strategy
3. Consult with industry - practices
4. Develop assessment tools - ASQA Guide
5. Do a quality check - Principles, Rules etc.
Use tree map to assist Training Guide, LearnerGuide development
