Purpose
To ensure a standardised approach to recruiting, periodic skills evaluation, training and development of Engen Bulk Truck Operators and to indicate what requirements are needed for 3rd Party contract drivers to operate at the Engen depots because 3rd Party contract drivers are recruited by their own companies.
Safety It is of utmost importance to note that it is not required of anyone to endanger anybody’s life or property in the daily execution of duties.

Responsibility
Plant Managers to ensure that all concerned are made aware of this procedure and understand their roles and responsibilities.
Objectives
To standardise on methods for the recruitment, induction, training and development of all Engen employed Bulk Truck Operators.
To ensure that no essential detail is overlooked during the initial period of employment.
To record an induction, training and development programme in the SAP HR system.
To ensure that:
All BTOs employed by Engen are well trained and made aware that safety is our number one priority.
Engen permanent BTOs (18,1s) are trained continually to renew all expired training documents.
BTO’s comply with all RSA statutory regulations
BTOs are taught to ‘get things right the first time’ and to ‘re-check before commencing’ with any work
Instruction
1. Every opportunity must be utilised to develop the skills of all Engen BTO’s for mutual benefit. It is therefore,
imperative that training should not be regarded as the responsibility of the BTO Instructor only – depot management must be actively involved in the planning, implementation and monitoring of the training and development process.
2. In line with Engen’s Learning and Development policy and ground rules, the Depot Manager must ensure that an Individual Development Plan is drawn up (with input from the local BTO Instructor) and recorded in the SAP HR system, for each BTO based at the depot under his/her control.
In the majority of cases, newly appointed BTO’s are required to work productively as quickly as possible, which inevitably results in “training on the job” It is however essential that the IDP is implemented with minimal delay. With regard to IBD countries and to the extent that this standing instruction applies to those countries, should there be any queries with regard to implementation thereof, this should be directed to

the Fuel Marketing and Operations Manager IBD in the case of operational issues, or to the Manager Human Resources, IBD in the case of HR issues.
3. A BTO who is not signed off by the BTO Instructor must not be allowed to drive a Dangerous Goods vehicle. There must be no compromising on safety or legal issues.
Section A: Recruitment
1. Provision of Relief to fill vacant BTO Positions
As soon as a vacancy occurs, the position must be filled immediately by one of the area relief BTO’s.
Depot Managers must therefore immediately advise their DM (or RM in the case of IBD) as soon as they are aware that a vacancy will occur so that the DM (or RM) can arrange for a relief to “fill the gap”
The BTO Instructor’s manager must be advised of the vacancy to enable arrangement for the screening of prospective replacement BTO’s by the BTO Instructor prior to their employment.
2. Advertising of vacancy
The recruitment of replacement/additional BTO’s is the responsibility of the relevant Depot Manager. Wherever possible, BTO’s should be recruited in the area of the depot where the vacancy exists by:
Placing an appropriate advertisement in the local press
Publicising the vacancy by “word of mouth” and on notice board.
Enlisting the assistance of the Regional HR Recruitment Co-ordinator (or MHR in the case of IBD)
3. Initial Screening of Prospective BTO’s
The initial screening of prospective BTO’s is the responsibility of the Depot Manager. The initial screening process will follow the procedure as detailed in Annexure A: BTO Screening (page 16).
On applying for a position of a BTO, the applicant is required to complete Engen’s standard “Application for Employment” form. Based upon the information on the application form, the Depot Manager may decide on further processing or not.
Note:
In terms of Regulation 117 of the National Road Traffic Act, 1996, a person under the age of 25 years will not be issued with the requisite Professional Driving Permit, Category “D”.

In line with Petronas PTS and HR policy no candidate 55 (fifty-five) years and older can be considered and recruited as a Bulk Truck Operator.
4. Conducting Interviews
Depot Manager to “short list” applicants and arrange interviews. Refer to Annexure B (page 16) for interview guidelines. Prior to the interview, the applicant is to complete a simple test to enable assessment of his/her numeracy and literacy skill levels.
5. Driving Skills Profile
A “Driving Skills Profile” of the applicant is to be compiled by the BTO Instructor during a driving test of at least 1 hour’s duration in a bulk delivery vehicle. See Annexure C (page 17) for report format.
Please note: An applicant may not be employed unless the BTO Instructor confirms that applicant is suitable to drive a bulk delivery vehicle.
6. Medical Examination
After successful completion of the applicant’s skills assessments, the prospective BTO must be subjected to a medical examination as stipulated in the Drivers Health Policy on the Engen Intranet. The examination must be arranged through the Organisational Health Department. The medical practitioner at completion of the examination must issue a medical certificate –Annexure D –. This certificate is additional to the medical documents referred to in the BTO Health policy.
Please note: A firm offer of employment may only be made if the result of the medical examination is satisfactory.
All Engen BTO’s are required to carry their Medical and Training certificates when driving a dangerous goods vehicle. These certificates are valid for 12 months from date of issue, except when a BTO is required to undergo a medical examination on return to duty in terms of the BTO Health Policy.
Section b: Induction 1. Pre-Induction
To ensure effective induction of a new BTO, it is necessary that all elements of his/her induction programme be pre-planned and recorded in the employee’s Individual Development plan. The induction programme as detailed in the IDP, must be carried out under the guidance of the Depot Manager and the BTO Instructor.
Note: Only after completion of the induction process and confirmation by the BTO Instructor of the new BTO’s ability to do so, may he/she (the new BTO) be allowed to operate solo.

2. Induction process
Purpose:
To welcome the Trainee on joining the company by Depot Manager
To resolve any immediate personal problems
To present a general profile of the company
To apprise trainee of the Training and Development opportunities with special emphasis on the opportunity for the achievement of the National Certificate: Professional Driving. Refer to the BTO Training and Development Guidelines for more details.
To introduce the new employee to his/her immediate supervisor and to advise him/her that the normal line of communication is through that position.
See Annexure E (page 27) – BTO Training Programme.
Please note: On completion and agreement, Training Programme to be recorded on the Individual Training Plan in the SAP HR system.

1 Training of New BTO’s

On completion of formal training - which should cover all vehicle configurations used at the plant where the new BTO is based- by the BTO Instructor, a period of “on the job” familiarisation with an experienced BTO must be arranged by the depot Manager. The time needed for such familiarisation will be decided upon after consultation with the BTO Instructor.
After completion of the “on the job” familiarisation, the new BTO will undergo a skills assessment by the BTO Instructor as detailed in Annexure C. The assessment will cover all training given to date and the report will include necessary corrective action to be taken.
Note: A BTO may not be allowed to operate solo unless his/her ability to do so is confirmed in writing by the BTO Instructor.

2. Periodic Skills Assessment and Corrective Training of current BTO’s
It is imperative that periodic skills assessments of current BTO’s take place and appropriate corrective action taken in order to:
Counter the development of “bad” habits.
Apprise BTO’s of changes in legislation and driving techniques.
Familiarise BTO’s with new makes of delivery vehicles utilised.
Train BTO’s in the use of new and of changes in, truck and ancillary equipment technology.
Address anomalies identified during analysis of tachograph charts.
Prevent/reduce occurrences of accidents/incidents. Refer Standing Instruction 423 – Annexure B.
Plant Managers must plan and review the training and development of BTO’s based at their plant with the employee and the BTO Instructor at least annually. All agreed Business Events (training courses) must be recorded on an Individual Development Plan in the SAP HR system. During the planning stage, the BTO must be apprised of the opportunity to achieve the National Certificate: Professional Driving.
Refer to the BTO Training and Development guidelines for further details regarding the unit standards for the NCPD as well as other available business events.
Every BTO employed by Engen (including those on contract) must be subjected to an annual Skills assessment by the BTO Instructor in line with the requirements of Unit Standard DQ2 of the National Certificate: Professional Driving.

Identified training need of individual BTO.
3. Assessment Standards for existing Bulk Truck Operators.
If a BTO Instructor’s assessment of a BTO’s performance judges that the BTO should not drive until further training has been carried out and a satisfactory performance standard achieved, that BTO must be removed from driving immediately.
The Plant Manager together with the BTO and the Instructor, plan and document the necessary corrective action and agree on an acceptable performance standard. The BTO Instructor’s manager must be advised of the corrective action programme so that proper implementation can be arranged.
If the BTO cannot achieve the agreed performance standard, that BTO must be removed from driving duties.
Assessment System
The standard system used to determine a BTO’s performance level is based upon elements of the K53 system. Annexure C – BTO Driving Skills Profile – is to be used to assess the BTO’s driving skills. This assessment would normally take place during a delivery and the opportunity must be taken to assess other aspects of the BTO’s performance e.g. loading and Delivery procedures.
If a BTO commits any of the following errors/offences, he/she immediately fails the assessment and must be suspended from driving a bulk delivery vehicle for necessary corrective action and sign-off by the BTO Instructor.

4. Delivery Route Risk Assessments
The Engen Delivery Route Plan (DRP) has been developed with the aim to:
Meet the requirements of appropriate regulations of the National Road Traffic Act
Serve as a training aid (guidance) for Engen Bulk Truck Operators (BTO)
Indicate hazards on the route as well as hazards that may be encountered on the customer premises All BTO’s are trained in the use of the DRP as part of the annual Conveyance of Dangerous Goods Training and are issued with a certificate by the BTO Instructors when declared competent.

Training in terms of DRP’s consists of:
Guidelines on interpretation of the map of the route to be used.
Guidelines on interpretation of line drawings of the site layout.
Interpretation of signs used on the DRP and their meanings.
Actions of the BTO when hazards are presented.
Completion of DRP feedback form & follow up of action taken. The DRP contains details of the route that the BTO must follow when delivering to a particular customer and highlights the possible hazards on that route that the BTO can encounter together with a line drawing of the site layout depicting the site entry, tank layout & exit details. BTO’s are issued with the DRP prior to starting the delivery by the Despatch Supervisor at the “trip briefing” stage. The BTO should read the DRP in order to familiarize him/herself with the route & hazards before commencing with the delivery. BTO’s are requested to note any additional hazards they may encounter and to note such hazards on the feedback report attached to the DRP. He/she is also encouraged to make recommendations that would, when implemented, alleviate operating on that particular route, thereby minimizing the risks of incidents. Such recommendations are to be discussed with the Depot management at the end of the trip. If a hazard e.g. Road construction, is deemed to be of long term duration, the DRP is amended, by the Despatch Supervisor, to an alternate route until the hazard has been removed, whereby the original route is then adhered to. The DRP instructs BTO’s to:
Advise dispatch when deviating from the detailed route.
Report all incidents.
Adapt driving techniques to suit prevailing conditions. Reviewing BTO performance

5. Recently performance is monitored by Drivecam where daily Drivecam alerts are received by depot managers, transport manager, transport compliance officers and transport supervisors and BTOs are coached according to the violations committed.

Unauthorised stops The outcome is expressed as a percentage and compared to a set benchmark of 95%. The BTOs who fail to meet 95% are couched by BTOI to get things right. Transportation of dangerous goods
In terms of the National Road Traffic Act, 1996 (Act No. 93 of 1996) (or such applicable legislation in other countries) every BTO must be trained in the transportation of dangerous goods in line with Regulation 280 of the Act. In terms of company policy it is required that such training be repeated annually and BTO’s shall, at all times when driving a bulk delivery vehicle, carry a “Training Certificate” as depicted in Annexure H, confirming receipt of the necessary training. The certificate, issued by the BTO Instructor, is valid for 12 months from date of issue.
It is the BTO’s responsibility to ensure that he/she is in possession of current, legal certification. Depot Management must ensure that all planned training must be recorded in the SAP HR system. Whilst the BTO Instructor will advise depot management of training due, it does not preclude depot management from keeping accurate training records and to ensure that BTO’s do not drive without valid documentation.
Note: Depot Management must keep record of BTO’s medical examination dates as BTO’s may not drive a dangerous goods vehicle without a valid Medical Certificate as depicted in Annexure D.
Quality control procedures
At certain installations, plant specific quality control procedures are in place. The Depot Manager is responsible for ensuring that the BTO’s are trained in these plant specific procedures. Plant Managers must brief BTO Instructors of these procedures so that the BTO Instructor can ensure application of same at customer sites during the course of normal training.
Contract bulk truck operators
All contract BTO’s employed for short or extended period, must be subjected to the same training and medical examination criteria pertaining to the transportation of dangerous goods:

BTO uniform and personal protective equipment

ANNEXURE A- INITIAL SCREENING PROCESS (PROSPECTIVE BTO’S)
1. Scrutinise Application for Employment to ensure that the applicant meets the required Engen Standards. 2. Driving licence
Valid Code EC licence free from endorsements or limitations and at least a Professional Driving Permit (Category G) in the correct “credit card” format. Please note that the driver of a Dangerous Goods vehicle will require a PrDP Category D (for Dangerous Goods).
Verify validity of licence.
In the case of IBDD, similar qualifications are necessary in the countries where Engen operates. 3. Driving experience
Two years’ experience driving articulated vehicles in the 30 – 50 tonne GVM class is considered suitable. Confirm driving experience.
4. Health policy
