1975 – 1979 Khmer Rouge regimes relation to LANDLAND:existing Khmer cadastre destroyedall private property eliminateddestroyed most of the infrastructurekilled most of the educated and academic people.
In 1998, the Khmer Rouge finally gave up all resistance
1998, the legitimate government gained control of all Cambodian territory for the first time in thirty years.
Although progress has been made, the re-establishment of the society, in particular the academic and engineering personnel isstill on-going challenging process.

Landmanagement – FIG Definition (1991)
Land management is the process of managing the use and development of land resources.
This implies:Improving the efficiency of land resource use to support the rapidly growing population in Developing CountriesProviding incentives for development including residential housing and infrastructuresProtecting the natural environmentProviding equitable and efficient access to land and real estatemarketsSupporting Government services through taxation and fees relatedto land and improvements
For that reason there is a definite need for professionals in surveying, land management, land administration in Cambodia

Higher education in Cambodia prior to LMAP program:1992 – Introduction of the Prek Leap Agriculture College (PLAC)1992 – 1997 offering a diploma on cadastre for about 200 studentsOnly 50% of all technical cadastral staff (400) has attended internal trainings or has graduated at the PLAC.15 with a Master’s Degree obtained from Universities in the former Soviet Union during the 1990’s.4 with another Master’s Degree from abroad1997-2000 the Ministry provided short-term trainings in close collaboration and support with the:
Cambodian Cadastral Project (CCP) implemented by FINNMAP Land Management Project (LMP) implemented by the GTZ.

Establishment of a new faculty:
2003 - The Ministry of Land Management, Urban Planning and Construction (MLMUPC)together with the Royal University of Agriculture (RUA) decided:
to set up a Bachelor program (4 years)and a short-term education (2 years) to obtain a Diploma.
December 2003 - MLMUPC and the RUA signed a MoUagreement to establish the new Faculty of Land Management and Land Administration (FLMLA) at the RUA in Phnom Penh supported by the LMAP-project.

Objective of the program:To qualify students by providing them a comprehensive understanding of land issues in general.To give them specialized training in land management, land administration or surveying To improve their career and provide Cambodia more urgently needed technical staff. To educate students to obtain the technical and scientific qualification, morality and practical ability in land management and administration To respond to the requirements of a sustainable development in the land sector from surveying over real estate business to conflict resolution strategies.

Enrolment eligibility:All graduates of national secondary (High school) education MLMUPC staff having at least three years practical experience in the field
B.Sc study course is divided into four years, 8 semesters A study year is divided to two semester, 4 blocks with 16 lecturing

FLMLA Development Procedure
Carried out steps of the improvement:Review of international recognized and accredited curricula on land management, land administration, surveying, land economic and land resources on differenteducational level. Draft a first model curriculum for a diploma and an associated bachelor and diploma program for ministry staff and adult education. Adapt this curriculum to the real situation in Cambodia and develop a second draft curriculum for a diploma and a bachelor program.Define selection criteria and training requirement for academic staff.

Steps for further improvement:Review of international recognized and accredited curricula on different educational level. Draft a first model curriculum for a diploma and revise the bachelor program.
