ABS RULES FOR BUILDING AND CLASSING STEEL VESSELS . 2006 1 RULES FOR BUILDING AND CLASSING STEEL VESSELS 2006 NOTICE NO. 1 – January 2006 The following Rule Changes become EFFECTIVE AS OF 1 JANUARY 2006. (See http://www.eagle.org/rules/downloads.html for the consolidated version of the 2006 Steel Vessel Rules, with all Notices and Corrigenda incorporated.) Notes - The date in the parentheses means the date that the Rule becomes effective for new construction based on the contract date for construction, unless otherwise noted. (See 1-1-4/3.3.) COMMENTARY For the 2006 edition, the ABS Rules for Building and Classing Steel Vessels – Part 4: Vessel Systems and Machinery were revised to facilitate the requirements of IACS Unified Requirements (UR) M66 and M67, amongst other revisions. The following relevant new ABS requirements were to be implemented on 1 January 2006 based on the above IACS Unified Requirements: 1) 4-2-1/A3 Type Testing Procedure for Crankcase Explosion Relief Valves 2) 4-2-1/A4 Type Testing Procedure for Crankcase Oil Mist Detection/Monitoring and Alarm Arrangements However, IACS has withdrawn the UR M66 and M67 for further revisions and it is expected that uniform implementation date for the updated URs will be now 1 January 2007 (instead of original implementation date of 1 January 2006). Accordingly, the above requirements (4-2-1/A3 and 4-2-1/A4) are withdrawn from the 2006 Rules edition by this Rule Change Notice. Furthermore, the additional new requirements 4-2-1/7.1.2vii) and 4-2-1/7.2.1 of the 2006 Rules edition, which make references to the withdrawn 4-2-1/A3 and 4-2-1/A4 respectively, are also withdrawn.

NOTICE NO. 1 – January 2006

The following Rule Changes become EFFECTIVE AS OF 1 JANUARY 2006.

COMMENTARY

For the 2006 edition, the ABS Rules for Building and Classing Steel Vessels – Part 4: Vessel Systems and Machinery were revised to facilitate the requirements of IACS Unified Requirements (UR) M66 and M67, amongst other revisions.

The following relevant new ABS requirements were to be implemented on 1 January 2006 based on the above IACS Unified Requirements:

1) 4-2-1/A3 Type Testing Procedure for Crankcase Explosion Relief Valves

2) 4-2-1/A4 Type Testing Procedure for Crankcase Oil Mist Detection/Monitoring and Alarm Arrangements

However, IACS has withdrawn the UR M66 and M67 for further revisions and it is expected that uniform implementation date for the updated URs will be now 1 January 2007 (instead of original implementation date of 1 January 2006).

Accordingly, the above requirements (4-2-1/A3 and 4-2-1/A4) are withdrawn from the 2006 Rules edition by this Rule Change Notice.

7.2.1 General (1 January 2006) Where crankcase oil mist detection/monitoring arrangements are fitted to engines, they are to be of an approved type.
