RULES AND REGULATIONSOFTHE JAMAICA SKEET CLUB

REVISED AND AMENDED3rd DECEMBER 2007

1. NAME:The Club shall be called The Jamaica Skeet Club.

2. OBJECTS:The club is formed to promote and encourage Skeet, Trap, Sporting Clays and all other forms of clay target shooting in Jamaica.

3. MEMBERSHIP:a) The membership of the Club shall consist of the following classes:

i) Life Members: Members in addition to existing Life Members (including Honorary Life Members.) who have been subscribing Full Members for not less than twenty years and have held office or rendered distinguished service to the Club shall be eligible to become Life Members with all the rights and privileges of Full Members without payment of any assessment or subscription. A Life Member may be elected only at an Annual General Meeting.

ii) Full Members: Subscribing members over the age of twenty one years who are entitled to all the rights and privileges of the Club.

iii) Junior Members: Subscribing Members under the age of twenty one years who are entitled to all the rights and privileges of the Club except for the right to vote.

iv) Honorary Members: The Managing Committee shall be empowered to invite persons to become Honorary Members of the Club for such period as the Committee may deem fit. Such members shall not be liable to dues or assessments and shall not have the right to vote.

v) Associate Members: Subscribing members who shall be entitled to all the rights and privileges of Full Members, save and except that they shall not be entitled (i) to be elected as an Officer or a member of the Managing Committee of the Club; or (ii) to purchase the Clubs ammunition at such reduced prices as shall be available to Full Members from time to time.

b) Admission of Members: No person shall be admitted a member of the Club except by the Managing Committee.

c) Limitation of Membership: The Club may from time to time limit the classes of membership and the number of members in each class by resolution moved and seconded at a General Meeting of the Club and carried by a vote of at least two-thirds of the Full Members present and voting PROVIDED HOWEVER that Junior Members applying for Full Membership shall be eligible to be elected as such notwithstanding any limitation of the number of members in that class.

d) Elections:i) All applications for Membership shall be made in writing to the Managing Committee on the form approved by the said Managing Committee and accompanied by such fee as may be decided by the Managing Committee from time to time.

ii) Such application shall be proposed by any Life Member or Full Member in good standing and shall be seconded by any Life Member or Full Member in good standing and the completed form shall be forwarded to the Secretary who shall immediately cause same to be posted on the Clubs Notice Board at least fourteen (14) days before the meeting at which the application is to be considered.

iii) Any member who knows of any reason why any applicant should receive favourable consideration for membership should advise the Secretary in writing prior to the Committee Meeting at which such application is to be heard.

iv) The mode of election by the Managing Committee for all classes of members in these rules shall be by secret ballot. At the ballot a two-thirds majority shall be required to carry the vote, provided however, that not less than two-thirds of the members of the Managing Committee present shall vote.

v) Each applicant shall be notified in writing by the Secretary of the outcome of his application and if his application shall be successful, he shall be provided with a copy of these rules. No applicant who has been refused admission as a member by virtue of Rule 3 (d) (iv) of these Rules shall be eligible to re-apply until after the expiration of three calendar years from the date of refusal.

4. OFFICERS:The Officers of the Club shall consist of a President, Vice President, Club Captain, Skeet/Trap Captain, Sporting Clay Captain, Secretary and Treasurer who shall be elected at the Annual General Meeting by majority vote of Full and Life Members present and voting. The method of voting shall be by secret ballot. No member shall be eligible to serve as an Officer on the Managing Committee in the same capacity for more than four (4) consecutive years unless sanctioned at the Annual General Meeting by a majority vote of Full and Life Members present and voting. Only Life Members and Full members should be eligible to be elected as Officers of the Club.

5. DUTIES OF OFFICERS:President: The President is the Senior Executive of the Club and shall preside at all meetings at which he is present. In his absence, the Vice President shall preside, and his absence, the Club Captain shall preside. In the absence of all these Officers, the Secretary shall open the meeting and the members shall elect a Chairman who shall have and exercise all powers of the President at such meeting. The presiding officer shall have an original and casting vote.

Vice President: In the event of death, incapacity, resignation or inability of the President to carry out his duties for any reason, the Vice President shall perform all the duties of President until the President shall be able to resume his duties (if applicable) or until the next Annual General Meeting, whichever shall first occur.

Secretary: The Secretary shall take minutes of the proceedings at all meetings. He shall notify members of the Managing Committee in writing of all Committee Meetings at least five (5) days before the date of such meetings and in the case of Annual or Special General Meetings, he shall notify every member of the Club by Notice in writing at least fourteen (14) days before the date of such meeting. He shall have charge of the records and personal property of the Club, shall keep a roll of members, prepare the Annual Report of the Club and perform all other such duties commensurate with the office as the Managing Committee may decide.

Treasurer: The Treasurer shall have charge of the monies and shall transact the financial affairs of the Club as authorized by the Managing Committee. At each regular meeting of the Managing Committee he shall present a statement showing the financial position of the Club. He shall be responsible to prepare and present an audited financial statement to the Annual General Meeting.

Club Captain: The Club Captain shall have responsibility for the safekeeping and proper upkeep of the Clubs property and facilities (including the Clubhouse) and shall generally carry out the wishes and directions of the Managing Committee particular to the development and improvement of the Clubs objectives.

Skeet / Trap Captain: The Skeet / Trap Captain shall have responsibility for the implementation, development and monitoring of all Skeet / Trap shooting including tournaments, range days, course design, classification, etc.

Sporting Clays Captain: The Sporting Clays Captain shall have responsibility for the implementation, development and monitoring of all sporting clay shooting including tournaments, range days, course design, classification, etc.

6. MANAGEMENT:a) The entire management of the Club (except as otherwise provided by these rules) shall be exercised by a Managing Committee consisting of the officers named in Rule 4, and four (4) other members (not being an Honorary or Junior Member) to be elected at an Annual General Meeting who shall hold office until the next annual General Meeting.

b) The Managing Committee shall have the power to borrow such sums of money from time to time and on such terms as the members in a General Meeting shall decide for the purpose of improving the amenities of the Club, and to charge the Clubs Property for the repayment thereof. Provided however, that the Managing Committee shall be permitted to enter into short term financial arrangements from time to time to settle recurrent expenditure incurred for the benefit of the Club.

c) The Managing Committee shall have the right to impose a cess at such time as it may deem necessary to do so on all Full and Junior Members of the Club in the same proportion as subscriptions are payable under Rule 11. (b) of these Rules.

d) The Managing Committee may, in their discretion, remit the subscription or cess of any member.

e) The Managing Committee shall have the power to appoint / employ the following:

i) Sub Committees

ii) Managers

iii) Stock keepers

iv) Range Officers

v) Shoot Committee

vi) Any other positions they may deem fit

f) Members of the Managing Committee shall not be held personally responsible for any liabilities which they may incur in good faith on the Clubs behalf and in respect thereof, they shall be indemnified and held harmless by the Club.

7. MEETINGS:a) The Annual General Meeting of the Club shall be held on the last Tuesday in January of each year (except in the event of an Act of God or other emergencies) at such time and place as shall be determined by the Managing Committee for the following purposes:

i) To receive from the Committee a report and audited statement of accounts for the preceding year.

ii) To elect the Officers and Committee of Management for the ensuring year;

iii) To decide on any Resolution which may properly be brought before the meeting;

iv) To decide on subscriptions, entrance fee, and other dues for the ensuring year;

v) To appoint from among the Life Members and Full Members two (2) auditors who are not members of the Managing Committee for the purpose of auditing the accounts of the Club

vi) Any other business which may be properly considered at an Annual General Meeting.

b) A Special General Meeting shall be convened on the request of not less than five (5) members having the right to vote, addressed to the Secretary stating the object(s) for which such meeting is requested. The Secretary shall cause such Special General Meeting to be held within twenty one (21) days of the receipt of such request giving ten (10) days notice in writing to each member specifying the object of such meeting at which the agenda shall be confined the object(s) specified in such request.

c) The Managing Committee shall meet as and when necessary, but in any event, not less than once every two calendar months and a Special Committee Meeting shall be convened on the request in writing of not less than two of its members addressed to the Secretary.

d) The quorum at the Annual or any Special General Meeting shall be not less than fifteen (15) Life and / or Full Members.

e) The quorum at Committee Meetings shall be not less than six (6) members of the Managing Committee.

8. ACTING APPOINTMENTS:Save as provided under rule five (5) of these rules the Managing Committee may fill any casual vacancy arising in the composition of the Managing Committee in the event of death, resignation, absence from the island of any member thereof or from any other cause.

9. TRUSTEES:a) There shall be elected from among the Life and / or Full Members of the Club three (3) Trustees at an Annual General Meeting who shall each hold office until he shall retire, die or resign or be removed from office by two-thirds majority vote of members present and entitled to a vote at a General Meeting. All properties of the Club shall be vested in the Trustees from time to time.

b) In the event that the Managing Committee of the Club shall be prematurely dissolved at anytime by the resignation of all its members of for any other reasons, the Trustees shall immediately be notified by the person last holding the office of President and the Trustees shall within seven (7) days of receipt of such notice cause a special general meeting to be held for the sole purpose of electing a new managing committee. No other business may be conducted at such Special General Meeting. The Trustees shall give at least 10 days notice of such Special General Meeting to the members.

10. VOTING:Only Life Members and Full Members in good standing shall have the right to vote at any General Meeting of the Club or at and adjournment thereof and each such member shall have one (1) vote.

11. ENTRANCE FEES, SUBSCIPTION AND OTHER DUES:a) The Entrance fee shall be:

Full & Associate Members: To be decided from time to time at the Annual General Meeting or a Special General Meeting.

Junior Members: Shall not pay an entrance fee however, a Junior Member, on being elected a Full Member, shall pay a half of a Full Members Entrance Fee existing at the time of his election as a Full Member.

b) The Annual Subscription shall be:

Full Members: To be decided from time to time at the Annual General Meeting or a Special General Meeting.Associate Members: Three-fifths of a Full Members annual subscription.Junior Members: One Quarter of a Full Members annual subscription.

c) All subscriptions are due and payable on or before the 1st January.

d) In the event of any member being in arrears with his subscription or any monies due and owing to the Club for a period of sixty (60) days, he shall cease to enjoy the facilities and privileges of the Club, his name shall be posted on the Clubs Notice Board and a written final notice sent to such member. If his account is not settled within thirty (30) days of said notice, he shall automatically cease to be a member of the Club.

12. GUESTS:a) Any member shall be entitled to introduce a guest or guests to the Club providing such person has not been declined membership of or expelled from the Club. The member introducing the guest shall be responsible for the conduct of such guest who shall be subject to the Rules of the Club.

b) Guests of members will be required to pay a fee which will be determined by the Managing Committee from time to time and it shall be the responsibility of the member introducing such guest or guests to ensure that such fee is paid.

c) The Managing Committee shall be empowered to adopt rules from time to time governing the introduction and conduct of guests and may declare any day closed to guests.

13. CONDUCT:a) All members shall conduct themselves in a proper and considerate manner and shall be subject to obey the Rules and By-Laws of the Club.

b) Any member infringing any Rule or By-Law of the Club or any regulation of the Managing Committee or whose conduct in or out of the Club shall in the opinion of the Managing Committee be improper or harmful to the Club, shall be liable to expulsion, fine or suspension for any period within the discretion of the Managing Committee as to which the Committees ruling shall be final and binding. PROVIDING HOWEVER, that prior to the imposition of any sanction as aforesaid such member shall be entitled to be heard by the Committee. In the case of the imposition of a fine, his membership shall be suspended until such fine is paid.

c) The Managing Committee shall not be obliged to accept the resignation of any member against whom a complaint has been made in accordance with these Rules or against whom disciplinary action is pending by the Managing Committee.

d) It shall be a breach of these Rules for any Member to purchase the Clubs ammunition at the reduced price to which he or she is entitled, for the use by anyone who is not entitled to purchase the Clubs ammunition at such reduced price.

14. AMENDMENT OF RULES:Any member having any addition, alteration or amendment to propose to these Rules shall forward the same in writing to the Secretary at least thirty (30) clear days prior to the General Meeting at which he proposes to move such addition, alteration or amendment. The Secretary shall advise all the members of such proposal in writing at least fourteen (14) days prior to the date of the said General Meeting. No addition, alteration or amendment to the Rules shall be made unless the same shall be proposed at a duly constituted General Meeting of the Club and carried by a vote of at least two-thirds of the Full Members and Life Members present and voting.

15. NOTICE:For the purposes of these Rules, notice shall be deemed to have been received five (5) days after posting by pre-paid registered mail in any Post Office in Jamaica to the address of the member appearing in the records of the Club but this method shall not be exclusive and shall not preclude the giving of notice by personal delivery, telefax or other like method.

16. INTERPRETATION:Throughout these rules the following shall apply:

a) The masculine shall include the feminine and vice versa and the singular shall include the plural where the context so admits.

b) NSCA shall mean the National Sporting Clays Association.

c) NSSA shall mean the National Skeet Shooting Association.

d) ISU shall mean the International Shooting Union.

e) Sporting Clays shall include 5 Stand target shooting.

f) Shooting calendar year shall mean 1st January to 31st December.

g) Range shall mean any Skeet, Trap or Sporting Clay range approved by the Club.

17. BY LAWS, CLASSIFICATION AND RANGE REGULATIONS:The Managing Committee from time to time make, repeal and amend all By Laws, Classification and Range Regulations (not inconsistent with these rules) as they think expedient for the internal management and well being of the Club and for the conduct of competitions.

All By Laws, Classification and Range Regulations made by the Managing Committee under this rule shall be binding upon the members until repealed by the Managing Committee or set aside by a resolution of a General Meeting of the Club.

For the time being, the following shall be the By Laws, Classification and Range Regulations of the Club:

a) An identified Range Officer shall be in charge of the Range at all times that the Range is in use. The Officers name is to be posted at the Clubhouse and his duties shall include but not be limited to the following:

i) Ensure that the Rules, By Laws and Range Regulations, including Safety Regulations of the Club, are strictly adhered to:

ii) To ensure that all range fees and charges are collected and returned to the Club;

iii) Maintain proper records of guests;

iv) Decide the order in which all members and their guests (if any) shall shoot:

v) Exercise control over the sale, distribution and use of ammunition.

b) All instructions given by the Range Officer on duty must be complied with. Any member or guests guilty of any practice which in the opinion of the Range Officer is dangerous or contrary to these Rules, By Laws or Range Regulations, may be suspended from the Range for that session and / or reported to the Managing Committee for appropriate action.

c) A member not satisfied with the ruling of a Range Officer can appeal to the Managing Committee in writing within seven (7) days of the incident and the ruling of the Managing Committee shall be final and binding on such member.

d) Members shooting for competition shall take precedence over members practicing.

e) Ammunition and targets shall be sold only to members of the Club and for immediate use on the Clubs premises. The price shall be decided by the Managing Committee from time to time.

f) The Jamaica Skeet Club, N.S.S.A., and N.S.C.A. Safety Rules, including but not limited to the following, shall apply:

i) No alcohol shall be consumed by any shooter immediately before or during his shooting.

ii) All persons, spectators, shooters, referees and trap personnel shall wear eye and ear protection on the Range.

iii) All posted regulatory signs must be strictly adhered to.

iv) Except when shooting on the Range, all firearms shall have their breaches open.

v) No firearm shall be handled at the Club when loaded, except when engaged in shooting clay targets. A firearm shall be deemed to be loaded when the breach is closed.

vi) During the act of loading, it is the duty of the shooter to see that his firearm is kept pointing towards the range away from spectators or other shooters.

vii) All shooters shall obey the command cease fire or open breach by the Range Officer or any responsible person on the Range.

viii) No person shall point a firearm, loaded or unloaded, at any person or in any direction but down range, save and except for the purpose of gun fitting. No firing or loading shall take place except on a station and only while it is a shooters turn to shoot.

ix) In the case of a misfire, the firearm in question shall remain pointed towards the Range for a few seconds until it is considered safe to open the breach.

x) No pistol or rifle shooting shall be permitted on the Clubs properties.
