Section II describes the operating environment. SectionIII shows the reports the Colleges are to receive and Section IVoutline the administrative and housekeeping reports of the CollegeBibliocentre. INTRODUCTION
This booklet is the second in'the College Bibliocentre's Sys tem ReportSeries. The "College Bibliocentre Acquisition and Accounting System Des-cription Manual (SRS 1 1970)" was the first and in it the functions of theBibliocentre and the proposed computer system were outlined.
The Acquisition and Accounting System has now been programmed,tested and is currently running in parallel with the manual operations. Im-plementation is la' ing place in planned stages so as to ensure a smoothtakeover and to enable staff to familiarize themselves with a number ofdifferent approaches to their work. As would be expected, the workload hasincreased considerably, but it is to be hoped that the extra effort will payoff in terms of maximum effectiveness of the operating system.
The ultimate purpose of this manual is to illustrate the reports that theCommunity Colleges will be receiving, to describe their content and to nro-vide the means for interpreting the information. SECTION I Computer System Summary
1,1 Acquisition Sub-System
Colleges send their orders to the Bibliocentre on multi-part OrderRequisition Slips which are then visually checked for accuracy and onwhich other relevant data, such as supplier code, are added. One copyof the Order Slip is sent immediately to the appropriate supplier. An-other copy is remitted to the Keypunching Department and every 2 or 3days the punched orders are processed and added to the main OrderFile. Two listings are produced from the new orders, one by ordo-number and tile other by Author.
The Acquisition sub-system also processes "blanket orders". Theseare orc rs requested simultaneously by two or more colleges as aresult of examining the material on display at the Bibliocentre.
Colleges may also receive material either as a gift or through directpurchase. Such items can be sent to the Bibi iocentre for binding, cata-loguing and processing. To ensure complete control of these items theyare included in the system, the data being keypunched at the time ofreceipt. (in the case of books, photocopies of the title pages can be sentto the Bibliocentre for the supply of catalogue cards and spine labels).
1.2 Receipt and Shipment Sub-system
When an item is received from the supplier or shipped to the collegea transaction card is keypunched which updates the main Order Filewith receiving and shipping data. The system is flexible in that:
(a) each order number represents an individual title, but volume or partnumbers added to the order number can identifyeach volume or partuniquely. Thus, muitivolume works may be received without priorknowledge that the original order was indeed a multi-volume work,by the addition of the volume or part number on the receiving trans-action card.
(b) a series of books may be ordered on one order number. Individualtitles in the series may be received separately, and are assigned an"ID discriminator", or identification code. This code is one digit,and uniquely identifies each title in the series, as the volume numberuniquely identifies each volume in a multi-volume work.

Within this same sub-system it is also possible to change the status ofan order, whether or not the item has been received.
1.3 Re-orders and Supplier Follow-up Sub-system
Agent/publ isher file records are created, corrected or deleted. Previousorders are re-directed to a different supplier when the original cannotfurnish the requested item.
Follow-ups are automatically printed bycalculatingthe time lag betweenthe date of order and the date of the computer run. An additional factorconsidered here is the location of the supplier since it will obviouslytake longer to obtain a book from, say, Europe than from Canada. Inaddition to the Supplier Follow-ups, the system also keeps track ofitems received at the Bibliocentre by way of a special reminder report.
1.4 .-Nccounts Payable Sub-system
Details of all items received from a supplier are accumulated and com-pared with the supplier's invoice to produce the Supplier ReconciliationSummary. Essentially, the report will pinpoint inaccuracies either atthe Bibliocentre's or the supplier's end and ensure that payment is notmade for books listed on the invoice but not received.
1.5 Invoicing Sub-system
When items are shipped to the colleges, invoices are produced. Onecopy is placed inside the box and acts as the packing slip while anothercopy is mailed as the official invoice. At present, two colleges haveavailed themselves of a further service kind that is That ihe !Flibliocentreis providing them with the basic input to their Circulation Systems inthe form of tape records of items shippedto them. Each record consistsof such data as author, title, accession number and L .0 . Call Number.
1.6 Order Status and Inventory Sub-system
Two reports are printed. The Inventory Report constitutes a summaryof all items in stock with their related dollar value. For auditing pur-poses, an itemized report is produced in supplier sequence.
The Order Status Report is printed in Order Number sequence and inAuthor sequence for use at the Bibliocentre. In addition, each collegereceives a copy of their orders in Ayipor sequence by College campus.

1.7 Budget Sub-system
Three reports are generated in the sub-system:
(a) The Statement of Commitment and Expenditure which showsthe fundscommitted (potential expenditures as represented by orders not yetreceived from the supplier nor shipped to the colleges) and actualexpenditures (actual net costs including charges for binding, jacket-ing, shipping, etc. for shipped items).
(b) The Analysis of Item Cost by Subject showing the average c.-ost of abook in a particular subject area and comparing it against the averagecost as it was six months previously.
(c) The Analysis (3." Item Cost by Media which, again, illustrates theaverage cost of different non-book media.
1.8 Management Information Sub-system
To assess the quality of service to the Bibliocentre, the report on Sup-plier Performance is produced showingthe average time between order-ing and receipt of items at the Bibliocentre. In addition, the amount ofdiscounts allowed is examined to indicate those suppliers who consist-ently offer the greatest savings.
The Bibliocentre will also survey their own activities by assessing thelength of time taken between receipt of material from the publisher andshipment to the colleges.

SECTION II - Operating Environment
2.1 Overview
The Acquisition and Accounting System is running atthe Education DataProcessing Branch of the Ontario Department of Education. The Branchis made up of several co-ordinated units. There are two systems andprogramming groups, a technical services group, a planning and re-search group and a field services liaison group in addition to the activi-ties of the computer operations and production control groups. Collect-ively, these groups are involved in a number of applications which, interms of variety, scope and size, can be matched by few E.D.P. institu-tions in Canada.
The Branch has a 360/50 (see diagram) operating under full OS andHASP II, release 18.6 MVT with Remote Job Entry from the OntarioInstitute for Studies in Education and Teleprocessing to the OntarioScience Centre.
In October 1971, EDPB is installing a new configuration, the new Sys-tem/370.
2.2 Software
The system is written in COBOL using a few Assembler language sub-routines.
2.3 Machine Requirements
The machine facilitier.; required for the Acquisition and AccountingSystem are:
IBM 360 model 50 computer, 100K bytes core storage3 tape drives1 2314 disk drive1 2540 card reader punch1 1403 printer
The amount of CPU utilization is less than 3 hours per month whileprinting.time varies between six and 10 hours per month.

3.1 Invoic;cs
Invoices are printed on a standardized form, having a width of 12 inchesand a depth of 8-1/2 inches. Two copies are sent to the college, one inthe box of material Shipped andtheother by mail. Items appear in authorarrangement wittiin College and Campus but not department.
The invoice can be divided into 3 areas.: headings, detail lines and totalI ines.
(a) Headings
Sold to name and address of college and campus.Ship to postal address of college, campus and section to
which the items are shipped.Invoice No. 5 digit control number to be quoted in any further
correspondence on shipped items.Date the date on which the invoice was printed which is
generally the date of shipment.CollegeCampus Code a 3-digit number, the first 2 representing college
and the last representing campus.Page No. reverts to 1 for every new invoice.
(b) Detail Lines
PurchaseOrder No. a 6-digit control number corresponding to the last
6 digits of the Requisition Order Number.Dept. Code - the department code appears only if it was provided
on the Order Requisition Slip.Quantity this represents the quantity shipped (not necessarily
the quantity ordered).Author/Title - the author appears first followed by the series title
and then the title. Each field is separated by an ob-lique stroke (solidus). If there is no series title, asis usually the case, the author is followed immedia-tely by the title. If the item is also identified byvolume, part and/or supplement, this information isprinted on the next line. In the event of a multi-
9volume work, each volume is printedout separately.-11- Often one set price is charged for the whole work

and not by volume, and here the set price is appliedto the first volume in the set and annotated by theword 'SET' followingthevolumenumber.Subsequentvolumes will show N/C (no charge) in the unit retailprice field.this field is not used for book material. For non-book media, a 3-digit code is printed. Refer to theAppendix for the code definition.
Unit RetailPrice - the retail cost of a single item.Total RetailPrice - the unit retail cost multiplied by the quantity shipped.Disc - discount allowed by the supplier.AdditionalCharges - the field consists of the additional charge code (as
defined at the bottom of the invoice) andthe amount.Net AmountDue - the total retail price less discount plus additional
charges.
(c) Total Lines
DeliveryCharges - a charge of 20 cents is made for each item (copy)
shipped. In the event of an extraordinary mailingcost such as bulky or heavy material, an extraamount is billed and zdded into the delivery charge.This extra amount is not shown as a separate item.
Invoice TotalCharges the sum of the net amount due anddelivery charges.

3.2 Order Status Report
The order status report, as its name implies, provides current inform-ation on the status of an order unti I the time it is shipped to the College.It will be printed in author sequence for each College Campus everytwo weeks on 15 x 11 inch sthndard paper.
The headings contain the printing date, nameof college and page number.
The text comprises the following information:
Author/TitleField
Order NumbersOrder Date
the first entry is the author's name followed by thetitle. Following the title, the series title is printed,preceded by a dollar sign to aid its identification. Ifthe work is identified by volume, part and/or supple-ment, this inform Mion is pr inted on the next line. Fornon-book material, a general statement on media isprovided.the order number on the original order form.this is the date when the order was added to thecomputer file and therefore is not the date of orderas entered on the order form. This is because theorder date is used to calculate when a follow-up isto be sent to a supplier.
No. of CopiesOrdered the number of copies originally requested by the
college.No. of CopiesReceived - the total number of copies received on this order.No. of CopiesShipped once an order has been shipped in full, no statement
of its status is shown in the report. However, Menmore than one copy is ordered, it is possible for themultiple copies to be separated during their processing so that part of the order is shipped prior tothe remainder. In this case, the number of copiesis printed.
Status Message underneath the order number, one or more statusmessages will appear, preceded by the number ofcopies to which the message applies, e.g.

Each message may also have the appendaae 'chasing'

Next to the status message, thestatus date is printed. This date refers to the lasttime that the action was initiated.The range of status messages is comprehensive.They are shown in Appendix 1 along with the timeinterval allowed before automatic follow-ups or re-orders are generated.

3.3 Budget Reports
3.3.1 Statement of Commitment and Expenditure
The report will be provided every two weeks. It is printed onstandard 11 x 15 inch paper and shows by college campus, thecommitments and expenditures for each department.
(a) Headings
The headings will show the college campus name. In addition, anexplanation is given as to the duration of the report, e.g. 'cumu-latively by month for the 6-month period ending December 1970'.
The first item shown is the department code. It is important thatthe code be shown on each order if this breakdown is required. Ifno code has been given, the department is designated 'library'.
The report is divided into two sections: a report for books and areport for non-book material. The commitments and expendituresare itemized curnulatively by month which means that the figuresfor August include those for July and, similarly, the figures forSeptember include those for July and August. The first monthshown in the report shows the financial status as of that monthsince the beginning of the fiscal year, April 1.
(b) Detail Lines
Actual Expenditure:
This is the net price (total retail priceless discounts and adjust-.ments) of the items shipped plus any additional charges (mailing,binding, etc.).
When an actual expenditure is recorded, the commitment figureis reduced by the estimated amount.
Amount Committed and Not Spent:
Funds are committed as soon asthe item is ordered. In all cases,an attempt is made tc estimate accurately the price in order topresent a true commitment figure. In cases where this is impos-sible, a cost of $10.00 is appliedwhich incorporates any additionalcharges.

Analysis of Item Cost by Sutject
The report is provided every six months in April and October andis to be printed on standa-1 11 x 15 inch paper. The aim is toprovide some means of fo::;asting book expenditure by shoiingthe average c of an ir within a given subject area. Fromtests, it has been calculala-d that books for exa,riple, in the finearts category, are almoa-. twice as expensive as those in the
sociology category, $14.58 as opposed to $7.60. It also should betreated with caution as no attempt has been made to differentiatebetween, say, paperback and hard cover. In addition, the samplemay not be sufficiently representative, meaning that any categorywith less than 200 orders wouldtendto be less reliable than thosewith more.

Note On Application of Code
When the prime medium is accompanied by a texi in print or an audio visualformat, the first code indicates the primary medium, the second the depend-ert medium.
A kit (016) is defined as 'containing a collection of materials in severalmedia or forms designed for use as a unit, none of which requires the useof playback or viewing equipment'.
A multi-media kit (029) 'is a collection ot materials in several media orforms, at least orie of which requires the uss. of playback or viewing equip-ment'. The applation of the multi-media kit code is further distinguishedin that the items are not necessarily interdependent on one another.
A laboratory kit is 'a coordinated group of materials designed to promotespecific learning experience and in which the learner destroys all or partof the kit in the process'.
