Thepaperalsobrieflydiscussesthedifferentapproachestosolvetheseproblems.1.1WickedProblemsAwickedproblemisdefinedasaproblemthatisdifficulttosolvebecauseofitsnature.Itsnotlinear,hencemosttraditionalproblemsolvingmethodsandtechniquesdon’twork.Themoreyoutrytosolveit,themoreitgetscomplicated.Sometimes, itresultsinanewdefinitionfortheproblemitself.Itisdifficulttofindasolutionforsuchaproblembecausethereisnoclearobjectivetoachieveorissuetosolve.Trialanderrormethodsworkinmostofthesebecauseofthelackofprecisedefinitionoftheproblemitself.Theterm‘wickedproblem’wasfirstusedbyHorstRittelandMelvinWebberintheirpaper‘DilemmasinaGeneral TheoryofPlanning’in1973(RittelandWebber 1973).Theyusedthistermtodescribeauniquesetofproblemsthatwouldnotfitintothedefinition ofasimpleoracomplexproblemandwerenot“tameproblems”.Thedifferencebeingthewaytheproblemitselfisdefined. Asimpleproblemissimple, the problem is known and the solution is known. A complex problem is the one where you know theproblemandcanfindasolution.Ontheotherhand,awickedproblemisonewhereitisdifficulttofindasolutionbecausethereisnosetdefinitionoftheproblemitself.Theyareambiguousandverysocialinnature;involvealotofpeopleandisverylittleconsensusonhowtodefinetheproblem.Theyarecharacterizedasbeingsocietal,ill‐defined,theonesthatareneversolvedbutre‐solvedagainandagain(RittelandWebber1973).RittelandWebberdefinewickedproblemsbasedontencharacteristics(RittelandWebber1973)1.Thereisnodefinitiveformulationofawickedproblem2.Wickedproblemshavenostoppingrule3.Solutionstowickedproblemsarenottrue‐or‐false,butgood‐or‐bad4.Thereisnoimmediateandnoultimatetestofasolutiontoawickedproblem5.Everysolutiontoawickedproblemisa“one‐shotoperation”;becausethereisnoopportunitytolearnbytrial‐and‐error,everyattemptcountssignificantly6.Wickedproblemsdonothaveanenumerable(oranexhaustivelydescribable)setofpotentialsolutions,noristhereawell‐describedsetofpermissibleoperationsthatmaybeincorporatedintotheplan
