Appendix C – Online User Survey Findings
1 Overview An online survey was sent to 85 user groups identified by Council. Some 33 completed surveys were submitted. The survey addressed the key service areas identified in the brief. The survey instrument is provided in Attachment 1.
Response to the survey All user groups including sporting clubs / organisations, schools and other associated groups, as supplied by Council, were notified via email on three separate occasions, with the time of closure extended twice during this period to increase the response rate. In addition, telephone contact was made to a selected group of users promoting the online survey and its time of closure.
Of the 33 responses only 13 identified the club or organisation represented, spanning seven sports and 16 associations. No schools responded to the survey.
Unfortunately, no identified responses to the online survey were received from user groups of the following sports:
• Rugby league • Flying disc • Touch football • Hockey
In addition, the following associations were also not identified respondents:

1.1 Sportsground usage findings
Of the responses received, ELS Hall Park and Marsfield Park were the two most utilised sportsgrounds (14% and 11% respectively), with the majority of sportsgrounds identified as being used predominantly for both club competition (38%) and combined club competition/training (39%).
More than half of the respondents (55%) identified that their demand for sportsgrounds is likely to increase over the next five years, with the predominant need being for competition grounds for use by both juniors and seniors.

Gap analysis: Sportsground information, allocation and conditions of use The perceived importance of the aspects of service and how well this is provided were recorded and given a weighted score. (The highest importance or provision rated excellent were scored highest, and a response that the service was not important or has extremely poor provision scored lowest).
A mean of each service rating was then derived for both importance and provision, and the difference between these means was calculated to determine the service gap. This gap determines the difference between the service expected and that delivered.
As shown below, ‘being sent a clear Occupancy Agreement / Permit for use promptly’ and ‘ Ryde residents or sporting clubs being given priority to hire sportsgrounds’ were the key aspects showing the greatest difference in mean scores, and therefore greatest gap between perceived importance and Council’s service provision.
‘Wet-‐weather information and alternative sportsground arrangements’ was the aspect identified as being of greatest importance, with ‘completing a ground booking application online’ receiving the lowest perceived provision score.

1.8 Other comments
A number of further overall comments / issues were provided by respondents, which are outlined below.
Need to repair nets every year to ensure standard of practise nets surface

The emphasis should be on an even use share distribution, not to exclude minority sports, as there are always followers to all codes. Whilst accepting the predominance of some codes, this should not be at the expense of others.
Sometimes grounds are closed for the weekend on a Friday and not reopened when possible for play on Sunday's. Grounds should be checked and reopened where appropriate despite the need to close grounds for Saturday games.
Like to see the Ryde Advisory Meeting to revert back to the old system of the Ryde Sports Council where we had all relevant divisions present instead a bunch of Councillors.
As below plus, you will find plenty of comments and potential area's of concern in the questionnaire. We are still keen to pursue options for the allocation of Baseball suitable lighting for the Waterloo Ground and see this as an important future trend for sports and flexibility that they can offer. With limited grounds and personal time of members, nighttime recreation / options will be necessary. Happy to discuss this further directly.
With the new development in Gladesville, Putney & Meadowbank we need a plan for lighting for training and facilities for all sports and rec.
A skate / bike park is required in the area.
The Council seems unable to enforce rules regarding illegal use by unregistered soccer associations where players where studded shoes and damage the surface of the ground. Damage to fixed equipment by soccer players using discuss cages as goals is also occurring.
Graffiti penalties must be magnified 200 times to act as a deterrent. Jail them. There is no place in our society for these fools.

playing fields was recently carried out on the 1 July 2011.
In summary, referring to the comparative data below, the fields assessed were amongst the most intensively used fields under City of Ryde management. The average hours /week usage is 37 hours compared with the average for all fields of 24.5 hours. Similarly total player numbers on these fields averages 15,645 compared with the average over all fields of 12,737. Therefore it is not surprising to see key performance criteria – colour, ground cover and traction, measured at the low end or below the acceptable range on most fields.
There have been numerous attempts worldwide to develop a way to calculate a playing field carrying capacity. An effective hours of use formula has been provided by the Sports Turf Institute in Queensland. It aims to standardise the usage hours with the formula

One unit of play is the equivalent of one hour play with 20 players on a 7,500sq.m. Field. A
A = type of sport with soccer, rugby and league having a higher rating than AFL,
B = age of participants with under 15’s and over 35’s considered to impose half the impact of competitive adult players,
C = level of competition with senior imposing greater impact than social play for example.
This can be used to provide more comparable usage hours between fields. Having said this, practical experience tells us that playing fields utilised by a range of ages for training and competition in soccer and rugby / league will begin to show significant deterioration of the playing surface when usage exceeds 20 hours per week. In winter the early signs of wear will become evident above 7 hours per week. Irreparable damage begins when usage exceeds 25 hours per week. The turf species and its quality going into winter will effect the point at which irreparable damage is done. The results for Ryde support this, Morrison Bay has the lowest usage hours at 22hrs/week and significantly better

colour, surface hardness, traction and ground cover than Westminster, the other kikuyu field, which has 41.5 hrs/week usage. Interestingly Marsfield is also a kikuyu based field but had been rested for I believe 3 weeks before the assessment date. This field had generated a high infestation by Poa annua which helped provide for a better colour, traction and ground cover result. The couch based fields, Meadowbank and Ryde 1, produced relatively higher ground cover and traction results than the kikuyu based fields. This is expected because couchgrassproduces a rhizome network which is more resistant to wear than kikuyu. While Meadowbank and Ryde appearance was poor the rhizome structure was present and holding the surface together. Having said this Meadowbank 2 has ground cover and traction readings below the accepted limits, especially in goal mouths, because it is the most heavily used of the fields tested at 51.5hrs/week. Ryde 1 has ground cover and traction readings just within the accepted range but its usage is less at 40.5hrs/week.
Extrapolating from the assessment data I would expect that a number of fields will have exceeded their carrying capacity in mid July. Based purely on the data they would be:
Christie1&2, Eastwood Upper and Lower, ELS 1, 2 & 3, Magdala 1, Meadowbank 2, 3, 4, 7 & 8, Monash, Morrison Bay 2, 3 &4, North Ryde, Ryde 1 & 3 and Westminster.
Regular weekly winter usage above 20-25 hrs/week on kikuyu fields and above 30-35hrs/week on couch fields will lead to irreparable damage i.e. ground coverage below 90% will necessitate a need for significant returfing and topdressing in spring. The range accounts for turf strength into winter and climatic conditions / wet weather play during winter.

The cost to repair a field that passes its carrying capacity limit , relevelling and returfing, is 25-50 times higher than some of the standard maintenance activities conducted during the growing season.
Ryde Council does not currently have specified budgets x playing field. Rather there are budget allocations which cover a number of fields and within that all maintenance activities for the site are contained, including waste, playgrounds, plumbing etc. It is therefore not possible to identify maintenance costs of each field or itemised improvements x field. However information supplied shows that $32,000 is spent across all sportsfields on “Spraying / Fertilising / Aeration”. This averages at $1,530 per ha. This would only allow for a single in house aeration and fertiliser application per year. In reality higher priority fields would receive more inputs while some fields may receive very little if any maintenance inputs.

The main inputs that will affect a fields carrying capacity are :•soil texture and drainage,• irrigation and•maintenance inputs – nutrition, amendments, weed and pest control, aeration, mowing frequency and quality.
2. Maintenance costs
The table above provides a guide to the levels of actual expenditure on sports fields in Sydney ranging 1st grade fields down. NRL and NSW Cup fields would have maintenance expenditure over $25,000pa. Clearly City of Ryde expenditure is at the bottom end of the scale and expectations of surface quality must be relative to this level of input. City of Ryde topdressing and returfing expenditure totals $100,000pa over 40ha, roughly $2,500 per ha. This is also a low amount, equating to 240sq.m. turfing and 30T topdressing per ha.
Clearly current funding to spraying, fertilising and aeration is inadequate. High priority fields require $5,000 – $7,000 per ha per year while mid priority fields should be allocated a minimum $2,000 – $3,000. This will provide a better summer surface and a stronger surface going into winter. This input level should reduce the expenditure on returfing and topdressing. As a priority, funds should preferably be spent on nutrition, aeration and weed/insect control than on topdressing and returfing because of their relative costs and return per ha. Increased expenditure will not however overcome excessive wear from usage above the carrying capacity hours described earlier. Additional inputs may increase carrying capacity hours by up to 5 hours per week.

Standard capital upgrades undertaken on Council sports fields are:
• automatic irrigation systems
• slit drainage systems
• relevelling / resurfacing
• reconstruction
Council would have costing for these types of upgrades and would most probably have a plan for future field improvements. Installation of an irrigation system requires there to be sufficient and ongoing available water and storage to provide enough water to sustain healthy turf growth over summer. Available water is essential before other field improvements can be considered. Installation of slit drainage into an existing field is often undertaken in association with installation or upgrade of an irrigation system. Clearly improving the soils drainage will mean the field can dry down more quickly which in turn will require additional water supply during dry conditions.
Relevelling and resurfacing is undertaken when fields are badly out of level and pose either safety risk or an unacceptable playing surface. These activities do not improve soil texture or drainage in the medium term. It is also important to note such improvements do not decrease the maintenance input requirements.
Reconstruction is rare because of the lower cost and success of resurfacing with slit drainage.
Capital improvement to a field should only be undertaken if the maintenance budget can be increased to extract the maximum benefit from the capital works. If a field continues to receive only $1,000 - $2,000pa maintenance inputs then the surface will degrade and the value of improvements is wasted.
Numerous sports field management options, key being spreading wear, are available but are secondary to improving maintenance inputs and reducing field usage to within the fields capacity limit.
A sample annual maintenance program is attached which will provide for a high quality Council sports field. This does not include aeration costs nor oversowing, for which a sample program is also supplied.

4. Conclusions and Recommendations
From the assessment of 5 sports fields and review of City of Ryde sports field usage and maintenance expenditure, it is apparent that Westminster (41.5 hrs usage /week) has the poorest turf quality, registering the lowest ground coverage and traction results of the 5 fields. Marsfield (31.5 hrs usage/week but rested) and Morrison Bay (22 hrs usage/week) have the best turf quality and coverage, registering the highest colour and traction results. The results correlate well with hours / week usage figures. Considering field condition, turf type, usage and maintenance expenditure I propose that the carrying capacity for kikuyu fields is 20-25 hrs/week and 30-35 hrs/week for couch fields. Usage above this results in irreparable damage necessitating returfing and topdressing. The cost per sq.m. of returfing and topdressing is very high compared with fertilising and aerating.
The fields receive approximately $1,500 per ha per year on fertiliser, aeration and weed/insect control. This is at the low end for sports field maintenance and does not provide the opportunity for a high quality surface in summer nor does it give the fields the opportunity to develop a strong mat of grass to withstand winter wear. Expenditure closer to $5,000 will provide a mid to high level of surface. This would be expected to increase carrying capacity by 5 hours per week. Some fields are receiving 40-50 hours usage which no amount of improved maintenance can support.
Capital upgrade plans would be in place however the value of such high expenditure is dependant on ongoing adequately funded maintenance expenditure and managing usage hours to stay within the fields carrying capacity. Redevelopment of a sports field incrementally improves the fields carrying capacity.
