The Cultural and Creative Cities Monitor 2019 shows how well 190 European cities in 30 countries perform across9 cultural policy dimensions, compared to their peers. Cities have been selected based on their demonstrable engagement in promoting culture and creativity, from about 1 000 cities in Eurostat’s Urban Audit. Therefore, the cities featured in the Monitor are already top performers.

Stockholm and Lund reach the best positions both at the national and European level on the Cultural and Creative Cities Index, ranking 3rd and 1st in their respective population groups. However, they demonstrate different strengths on the underlying dimensions of the Index.

Stockholm performs particularly well on ‘Cultural Vibrancy’, reaching 3rd place among those cities with 500 000 to 1 million inhabitants, thanks to its 3rd position on Cultural Participation & Attractiveness. Lund ranks 8th on Cultural Venues & Facilities, among cities with 50 000 to 250 000 inhabitants.
Stockholm offers a rich calendar of cultural events such as Stockholms kulturfestival, attracting just over one million visitors every year, Kulturnatt Stockholm and We Are Sthlm. Every summer Parkteatern organises free performing arts events across the city’s parks.
On ‘Creative Economy’, Lund takes the top spot among cities of similar population size, Malmö ranks 2nd among cities with 250 000 to 500 000 inhabitants, and Stockholm also comes 2nd in its population group. All three cities rank 2nd on Intellectual Property & Innovation, in their respective population groups.
Media Evolution City is a co-working space located in an old shipyard in Malmö. It houses a mix of creative professionals from cinema, architecture, advertising, marketing, journalism, apps development and design sectors.
On ‘Enabling Environment’, Stockholm and Lund demonstrate the most notable performance, coming 7th and 8th in their respective population groups. In particular, both cities as well as Malmö come 2nd on Quality of Governance compared to those with similar population, while Gothenburg is 1st on this same dimension among cities with 500 000 to 1 million inhabitants.
In 2013, Gothenburg launched a new culture plan with the aim of curbing segregation and promoting trust and understanding. The plan sets out a vision for the city’s future in the run up to its 400-year jubilee in 2021.
