Words from the Founder & Managing DirectorISPL was established on 4 April 1995. This year, we are celebrating our 20th business anniversary. ISPL becomes a Hong Kong Government Approved Building Services Consultant since 2009, Approved Mechanical Services Consultant in 2005.

In 2000, ISPL expanded the divisions of Building Services, Energy, Environmental, Building, and Safety to Mechanical Surveying and offered a comprehensive packaged consultancy service to customers.

We look forward to providing engineering consultancy services to our customers with a high standard of professional knowledge and innovative ideas that serve not only to exceed their expectations but also to build up long-term partnerships.

STORIESof MDI was educated at the Mechanical Engineering Department, Imperial College of Science and Technology London. At that time, the College fee was GBP 3,600 per year. At that time, it was high. But now, it is inexpensive. I was so lucky to obtain a First Class Honours in 1984. Being supported by loan money from the Hong Kong Government, I had to return to Hong Kong to work upon graduation. At that time, the employment and economic climate were unpleasant in Hong Kong. As a fresh graduate, it took me 3 months to fi nd a job. I eventually got a job working at Associated Consulting Engineers (ACE) with HKIE Scheme “A” Training as a graduate trainee in Mechanical Engineering. I reckoned that it was of good prospect. 1984 was the fi rst year for HKIE Scheme “A”. ACE was a big Building Services consultant at that time. My boss Dr. Samuel Wong was an outstanding icon in the engineering industry. I still remembered his laughter and his art of cracking jokes. In ACE, my fi rst new project was the City Polytechnic at Kowloon Tong. Later, its name was changed to City University.

In ACE’s time, I learned a lot in design and administration from various projects. Honestly,I was one of the very few staffs that had a Degree. I had fl uent English and I was assigned with some demanding projects from sophisticated customers. Of course being a young man, I would never mind for challenges. After working hours, I developed my own computer programmes in cooling load calculations, pipe, pump and fan designs. I could quickly pick up responsibility after the 2-year training in 1986. In 1989, I was recommended by my boss to apply for professional Corporate Members.I obtained MIMechE, MCIBSE and Chartered Engineer in 1989. A few months later, I had MHKIE. At that time, it was a “Real Demo Example” in HKIE to obtain Full Membership in the 3rd year after Scheme “A”. Since then, I was assigned with prestigious projects from Swire Properties, Hong Kong Government ASD, Hong Kong Housing Society, Hutchison Whampoa, etc. When I executed the Taikoo Shing Cityplaza 3 & 4 projects in 1991, I could still remember that I had about 8 engineers going to site meetings under my leadership. My days with ACE were smooth, enjoyable and memorable. With this, I worked at ACE for 11 years before I established ISPL in 1995.

Instead of BS, I started business in 1995 beginning with Mechanical Surveying. Why? In 1983, there was an accident killing about 15 people from a builder’s lift at a site. It triggered the Government to implement a new ordinance to have Registered Professional Engineer (RPE) for certifying all lifting appliances and lifting gears on site. At that time, people who knew how to examine the equipment had no formal professional qualifi cation. Ironically, people who had the RPE qualifi cation did not know how to test equipment. Being a RPE, I learned quickly to become competent. At that time, the fee for examination was very high. It was about HK$10,000 for each examination for a tower crane. I was a part-time RPE who had a return of just only HK$3,000. The business market was very big and it allowed me to think of doing the business by my own. In 1995, I drove my old car for test and exam. I started my own business. It was my fi rst bucket of reward! In 1998, I could not put BS aside

as I had so much experience. I then started ISPL’s BS consultancy business together with the mature Mechanical. ISPL has been practicing a unique business model of Engineering Consultancy having (BS + Energy + Mechanical) as its core business. The 3 disciplines are in some ways inter-related and they introduce business to each other. Frankly, you may not fi nd another one in Hong Kong!

IMPERIAL COLLEGE

Regarding my mother University, I have to say that I have a predestined affi nity with Imperial. In 1984, I could enter Imperial. It is the best of the best engineering institute in the world. It was not easy! After graduated for over 20 years, I was elected to be the 8th Chairman of the Imperial College Hong Kong Alumni after the 1st Chairman Dr. SL Chen, 2nd Chairman Mr. Peter Pun and 3rd Chairman Dr. Cheng Hon Kwan. It was my unexpected honours! In 2011, I was recommended by the Rector Sir Keith O’Nions to be a Court Member of Imperial College. I represent students from Hong Kong and Mainland China to refl ect various directions of development to the College. To give a positive feedback to Imperial, I decided to establish a MSc Scholarship for Hong Kong Student studying Engineering. The Scholarship was started in 2014 and I looking forward to encourage more Hong Kong students to study at Imperial to learn the highest technology and contribute to the industry.

About my family, my wife Esther is a Professor (Head of Department) in Marketing and International Business at the Lingnan University. She is a career woman. In 1990, my son Tom was born. It was the time I was running the Cityplaza project. It could be regarded as the peak period of my career under ACE’s employment. During that time, I knew many real good friends whom we still have contacts and meet regularly. Tom is a graduate at HKU and is working as a Structural Engineer. My daughter Emily is still studying Law LLB at HKU in the 3rd year. My family is very well balanced and blessed!

In 2006, I worked hard to establish the Hong Kong Chapter of Association of Energy Engineers (AEE).I brought the Certifi ed Energy Manager (CEM®) and Certifi ed Carbon Audit Professional (CAP) courses from USA to Hong Kong. Since 2009, CAP is a Hong Kong Government recognized course for Qualifi ed Service Providers (QSP) in Carbon Audit. Over the years, 28 courses were held in Hong Kong with over 700 trained professionals. It is a real big success!

In 2011, I was lucky enough to win the “ENERGY ENGINEERS OF THE YEAR” International Award at Chicago. It is very precious and I was told that there were some 20+ competitors in that year. In 2013, I was elected as one of the 10 “Fellow of AEE” which encourages me for further services. I continuously serve AEE and act as the Assistant Director of International Chapter of the South East Asia and Pacifi c Rim since 2012. A close affi nity to AEE!
