Dear Patrons,
Month of October has been instrumental to our growth trajectory. The month brought a lot of addition to our ‘Facility Management’ vertical’ and important contribution in the field of Urban Development by partnering with Delhi Development Authority for operationalisation of “Transit Oriented Development”(TOD) policy in Delhi for MRTS. As a part of social responsibility , five Facility Management railway stations by IRSDC, namely, Anand Vihar Terminal, Secunderabad, Chandigarh, Pune and KSR Bengaluru observed Gandhi Jayanti program and also Jan Andolan Campaign on COVID 19. Another key achievement has been the opening up of Coca Cola kiosk at the KSR Bengaluru railway station. This is perhaps the first Coca Cola kiosk in the Indian Railways. One of the other landmark achievements has been the inaugural of five new passenger amenities at Anand Vihar Terminal railway station, New Delhi. The amenities which were made functional are: ATM corner, Nescafe Kiosk (2), Luggage sanitising and wrapping facility, Bottle Crushing Machines (12) & Sanitiser and Mask vending Machine. Also, two new passenger amenities were inaugurated at Chandigarh railway station, namely, Nestle kiosks (2) and Bottle crushing machine (4). In another important development, as reported in the last issue, Delhi Development Authority (DDA) and IRSDC joined hands to formulate a policy for Master Plan of Delhi 2021 to operationalize TOD Policy for MRTS stations in Delhi. A group was formed of all the three agencies dealing with the MRTS i.e., Railways, DMRC and NCRTC under the convenership of MD & CEO,IRSDC, to draw a comprehensive policy for Master Plan for Delhi 2021. Report was discussed on 14th October.via video conference, among all the stake holders and a committee was formed under MD&CEO,IRSDC, to take up 3 stations ,namely Anand Vihar,Bijwasan and Sarai Kale Khan as pilot projects. This issue covers second part of the report with few Indian and International examples ,on railway stations development. During this month ,Planning Vertical sent drawings of 3 stations to Zonal Railway for consultations. One of the construction industry PSU giants, RITES has come on board as the third promoter with 24% equity stake, which will boost strength of IRSDC. The Applications due date of CSMT redevelopment project, Mumbai has been extended to up to 15 December 2020 on request of bidders. IRSDC commemorated 145th birth anniversary of Sardar Vallabhbhai Patel by taking Rashtriya Ekta Diwas pledge on 31st October. Many more stories inside. New Passenger Amenities inaugurated at ANVT, New Delhi.
MD & CEO, IRSDC, Sh. S.K. Lohia inaugurated five new passenger amenities at Anand Vihar Terminal Railway Station (ANVT), on 14 October 2020. ATM corner, Nescafe Kiosk (2), Luggage sanitising and wrapping facility, Bottle Crushing Machines (12) and Sanitiser and Mask vending Machine were inaugurated in the presence of key officials from IRSDC and media. COVID19 regulations issued by the Government of India were strictly adhered during the inauguration ceremony. Bank of Maharashtra ATM has been made operational for passenger ease. This is the 1st ATM at the station since the station became operational and will provide a 24X7 cash withdrawal facility to the passengers. The size of the ATM is 6’X6’ and it is completely air conditioned. With an intent to provide good and hygienic food and beverages to the passengers, 2 ‘Nestle’ kiosks have been made operational. Nestle kiosks will serve popular items like Maggi, Pasta, Tea/Coffee and chocolates. One of the kiosks is located in the circulating area and the other is at Platform no. 2/3. The size of both the kiosks is 6’X5’. The kiosk in the circulating area is the 1st air-conditioned F&B kiosk over Indian Railway. Luggage sanitizing and wrapping facility can now be availed by passengers for safe travel during the COVID19 pandemic. The facility at ANVT is first of its kind across the Northern Railway zone. This facilitates 360 degree sanitization of luggage with the help of UV rays. Wrapping of luggage facility is also available and both the services can be availed at a nominal rate (Sanitisation: Upto 25 kgs- Rs. 10/- and Above 25 Kgs- Rs. 20/-. Luggage Wrapping: Upto 25 kgs- Rs. 50/- and Above 25 Kgs- Rs. 70/-.). Luggage Wrapping charges include Sanitisation cost of the Luggage as well. 12 Bottle Crushing Machines were made operational and are strategically placed across the station. This is in line with the Government’s vision of reducing the use of ‘single use’ plastic. The cost of a machine is about Rs. 2 lakh and installation of 12 machines will save about Rs. 24 lakhs to Railways/IRSDC. In addition to the savings, 12 machines will generate annual earnings of Rs. 2,88,000/- to Railways/IRSDC. A Sanitizer and Mask Vending Machine has also been inaugurated to provide safety essentials to all passengers in view of COVID19 pandemic. As on date, 20 catering/food/milk stalls are operational at ANVT station. In addition to this, passenger amenities which includes many firsts in Indian Railways like Fit India Squat Machine, Health ATM, Battery operated car, Mobile Phone Charging kiosk, philanthropic book stall, Dawaa Dost, Massage kiosk, Waiting Lounge, Digi cloak, Child Helpline kiosk are also available. IRSDC MD said “At ANVT, IRSDC is offering passengers a wholesome commuting experience. We are taking care of all their travelling needs in totality including health and wellness. The new basket of passenger amenities will bring a paradigm shift in the passenger convenience arena.”

IRSDC takes RITES on-board as third promoter, with 24% equity stake.
Indian Railway Stations Development Corporation Ltd. (IRSDC) has inducted Rail India Technical and Economic Services Ltd. (RITES) as the third promoter with 24% equity stake in the organisation. The enhanced paid-up capital is now held by RLDA, IRCON and RITES in the ratio of 50:26:24. RITES induction has facilitated IRSDC in receiving an additional capital of Rs. 48 crores. The Station Development program of Indian Railways will get an additional boost with four strong industry representatives; RLDA, IRCON, RITES and IRSDC joining hands. RITES is headed by Mr. Rajeev Mehrotra, Chairman & MD. RITES has also appointed a nominee on the IRSDC board, Mr. V.G. Suresh Kumar and he will be serving as a Director. MD & CEO, IRSDC said: “With the induction of RITES in addition to RLDA & IRCON, IRSDC will be benefited from land development experience of RLDA, construction experience of IRCON and consultancy experience of RITES. DELHI DEVELOPMENT AUTHORITY (DDA) AND IRSDC JOIN HANDS TO FORMULATE A POLICY FOR MASTER PLAN OF DELHI 2021 TO OPERATIONALISE TOD POLICY FOR MRTS
STATIONS.(Part II) A group was formed of all the three agencies dealing with the MRTS i.e., Railways, DMRC and NCRTC under the convenership of MD & CEO,IRSDC, to draw a comprehensive policy for Master Plan for Delhi 2021. Report was discussed on 14th October.via video conference, among all the stake holders and a committee was formed under MD&CEO,IRSDC, to take up 3 stations ,namely Anand Vihar,Bijwasan and Sarai Kale Khan as pilot projects. This issue covers second part of the report with few Indian and International examples ,on railway stations development IRSDC has prepared its norms and framework (www.irsdc.in) for its Station Redevelopment projects including Commercial Development (combined development to be known as ‘RAILOPOLIS’) broadly following the National TOD Policy 2017, as well as the “Form Based Codes: Policy Framework and Workbook” issued by MOHUA in 2019. IRSDC codes follow the following hierarchy – Layout plans Property development cards Architectural design Multiple case studies have shown that internationally station area designed on the principles of TOD have higher user comfort possibility for monetization and integration with surrounding areas.

Gandhi Jayanti program was observed across the five Facility Management stations of IRSDC, Secunderabad, KSR Bengaluru, Anand Vihar Terminal, Chandigarh and Pune. The program was conducted as per Railway Board Guidelines and COVID19 regulations.

KSR Bengaluru Railway Station has a new kiosk which is also a first on Indian Railways. Coca Cola kiosk was inaugurated by DRM Bengaluru and can now be visited by the passengers for varied beverage options.
