1. Introduction
The Senate Committee on International Activities (SCIA) is a Standing Committee (ReportingCategory "B") established under the terms of the University Policy on International Activities(GP 23). The terms of reference and Committee composition are attached as AnnexA, and canbe found at: http://www.sfu.ca/senate/senate-committees/scia.html.
In 2011, SCIA met 5 times, with additional special meetings and electronic approvals called asrequired. This Annual Report highlights the issues dealt with by the Committee over the courseof the year. Senators wishing more detailed information concerning SCIA's deliberations and/orthe approved minutes of the meetings may find them at: http://www.sfu.ca/senate/senate-committees/scia.html

5 Student Exchange
As of 2011, outbound smdent exchange term numbers are reported for the Calendar Year(Spring, Summer, Fall) instead of the Academic Year (Fall, Spring, Summer). As a result,the Fall 2010 term is not captured in the 2009/10 academic year, nor the 2011 calendaryear, and so the data is included as an addition to the 2011 report. In the Fall 2010 term,110 smdent exchange terms were completed.
For the 2011 calendar year, SFU International received 331 applications to participate inthe University's bilateral and multilateral exchange programs (an increase of 7% from309 applications in the 2009/10 academic year)
Ofthe 331 applications, 21% (71) were incomplete or were not approved (compared with22% (69) in the 2009/10 academic year). SFU International selected 79% (260 out of the331) to participate (compared with 78% (240 out of309) in the 2009/10 academic year).
Of the applications selected, 83% (216) resulted in completed exchange terms (comparedwith 83% (199 out of240) in the 2009/10 academic year), and 17% (44) cancelled(compared with 13% (41) in the 2009/10 academic year).

The number of applications received in 2011 that resulted in completed exchange termsin the 2011 calendar year decreased by -11.8% over the 2009/10 academic year (245 to216). In addition to the 2011 numbers, 18 students who were nominated for exchangeduring the 2009/10 year (and were already captured in that year's application numbers)continued or deferred their exchange term(s) into the 2011 calendar year. Thus, in total,234 exchange terms were completed in the 2011 calendar year a decrease of-4.5% fromthe 2009/10 academic year (245 to 234). Finally, as noted earlier, in addition to the abovenumbers 110 student exchange terms were completed in the Fall 2010 term.
6. International Co-op Program
SFU students completed 140 co-op work practicums in 27 countries through the Co-opProgram.

The Committee shall meet at least once each semester and at the call of the Chair.
Quorum shall be a simple majority of the voting members.The Committee may strike sub-committees as required.
6.3 Terms of Reference

6.3.1 To ensure that proposals for international activities meet the conditions and criteriaestablished by the University Policy on International Activities, and the University Policyon Service Contracts.
6.3.2 To ensure broad consultation prior to the final approval of any proposal covered bythis policy for which human rights considerations are likely to be a concern.
6.3.3 To advise the President with respect to the desirability of entering into internationalactivities that are proposed to be undertaken by the University on the basis of a contract,contribution agreement, letter of understanding, or similar document.
6.3.4 To maintain an overview and familiarity with international agreements that areentered into by academic or administrative units.
6.3.5 To report annually to Senate.
6.4 Procedures
6.4.1 The Committee shall be provided with copies of international activity proposals andwhatever other information is needed to administer this Policy, based on procedures to bedetermined by the Committee.
6.4.2 Every proposal shall indicate that it has the approval of the appropriate Chair orDirector, and Faculty Dean and shall contain a statement of goals and objectives, a cleardisclosure of the proposed activities and a budget.
6.4.3 Proposals shall be submitted to the Secretary of SCIA for distribution to theCommittee.
6.4.4 The Committee shall review each proposal to ensure compliance with theUniversity Policy on International Activities and shall recommend acceptance,modification or rejection to the President. Where approval of the Senate or the Board ofGovernors is required, the President shall inform the appropriate body(ies) of theCommittee's recommendation.
6.4.5 Where there is concern on the part of SCIA that any international activity whichuses the University's name or resources may be in non-compliance with this Policy, theCommittee shall be entitled to receive further information and shall report to thePresident regarding any violations that may be discovered.
6.4.6 Copies of international activity contracts or other agreements shall be provided toSFU International where they shall be kept on file and be open for inspection bymembers of the University community.
Interpretation
Questions of Policy interpretation or application shall be referred to the President whose decisionshall be final.
