Saanich Peninsula Local Health Area (LHA) is one of 14 LHAs in Island Healthand is located in Island Health’s South Island Health Service Delivery Area(HSDA). The LHA is located along the western side of the South Island HSDA.It is 167 square kilometres, and includes the communities of Saanich, CentralSaanich, North Saanich, and Sidney. Highway 17 runs through SaanichPeninsula. It is approximately a 20 minute drive from Saanich Peninsula toVictoria. There are more than 15 bus routes in Saanich Peninsula and ahandyDART service. As of 2019, the Saanich Peninsula LHA represents 8.34%(70,356 people) of Island Health’s total population of843,376. According to the 2016 Census, 5.4% of peopleliving in the Saanich Peninsula identified themselves asIndigenous, compared to 7.6% across Island Health and5.9% in BC. Additionally, 9.8% of people living in theSaanich Peninsula area identified themselves as a visibleminority, compared to 9.6% across Island Health and30.3% in BC.

The population of Saanich Peninsula is older than that ofIsland Health and BC, with an average age of 48.8 years.The 75+ age group makes up 14.97% of the population,which is higher than Island Health (10.11%) and BC(7.9%) proportions. The largest population group iscurrently between the ages 45 and 64 years.

The Saanich Peninsula population is expected to increase by 0.65% to 70,810 by the year 2028; this is lower than thegrowth expected for Island Health (8.63%) and BC (11.4%). The greatest growth is expected in the 75+ age group,where the population is expected to increase by 67.1% (from 10,535 to 17,610) over the next 20 years. An overalldecline is expected in most age groups, while the 20-44 year age group is expected to remain relatively stable. Seethe Population and Demographics summary on page 10 for more information.

Access to adequate income, affordable housing, healthy food, education, healthy environments, and recreationalopportunities influence our health and wellbeing. People who are less well-off generally have poorer health andshorter life expectancies than those who are well-off. By working upstream to improve the conditions in which allpeople live, work, and play, we can decrease these gaps and improve the health and wellbeing of our population.

Income and Employment

The median household income for Saanich Peninsula was $83,722 in 2016, higher than the BC median householdincome of $69,979 and Island Health of $65,735 (median income in this report is a before-tax measure, unlessspecified otherwise). The proportion of persons who are members of a low income household is lower across all agegroups, compared to Island Health and BC. The unemployment rate in Saanich Peninsula are lower than IslandHealth and BC (see page 12).

High school completion rates in the Saanich Peninsula arelower than the rates for Island Health and BC. However,according to the 2016 Census, a higher proportion of theSaanich Peninsula adult population have completedpost-secondary education.

Housing

One way to measure affordability of housing is tolook at how much of a household’s income is spenton shelter. The proportion of home owners andrenters spending more than 30% of their incomeon housing is lower in Saanich Peninsula,compared to Island Health and BC. There is alower percentage of crowded family households inSaanich Peninsula compared to BC, but thepercentage is higher than Island Health overall(see page 12). The percentage of households inneed of major repairs (e.g. defective electricalwiring) is lower than the Island Health and BCproportion.

Early Childhood Development andDeterminants of Child and Youth Health

Creating supportive and healthy environments inan equitable way so that all children and youthcan grow and thrive is critical to the health of thepopulation. This includes supporting mothersduring the pre- and post-natal period, supportingfamilies during early development years,supporting children and youth to grow, learn, andtransition into adulthood.

Saanich Peninsula has a lower percentage oflone-parent families than BC and Island Health.Both median household income and lone-parentfamily income for Saanich Peninsula is highercompared to Island Health and BC.

The Early Development Instrument (EDI) is used tomeasure vulnerability in "waves" of kindergarten childrenacross five domains (social, physical, emotional, language,and communication). Increases in the EDI rate are anegative indicator of child health and decreases are apositive indicator. For Island Health overall, vulnerabilityhas increased between 2007/2009 and 2011/2013, butdecreased in the most recent wave. Saanich Peninsula haslower levels of vulnerability for preschool children thanIsland Health and BC and have seen some improvements inthe last few waves overall.

Mothers’ smoking during pregnancy has demonstrated negative effects for both mother and baby. Overall, rates ofsmoking during pregnancy have been decreasing over the past eight years; however, across Island Health rates havebeen much higher than for BC. Rates for Saanich Peninsula are lower than Island Health and comparable toprovincial values.

Rates of children and youth in care have decreased over the past five years; across Island Health overall rates havebeen much higher than for BC. Rates for Saanich Peninsula are lower than Island Health and comparable toprovincial values. See the Determinants of Health summary on page 13 for more information.

Preference for healthy behaviours such as healthyeating, exercise, not smoking, reducing alcoholconsumption, and maintaining social connectionscontribute to a healthier life. Many healthybehaviour indicators are available through theCanadian Community Health Survey (CCHS) but thedata is not available at the LHA level. AmongLHA-level available data, substance use in SaanichPeninsula, particularly alcohol consumption percapita, fluctuates near the Island Health level, abovethe BC level of consumption.

Among those who are employed, a lower percentage ofthe population in Saanich Peninsula reports using activemodes of transportation (walking, cycling, and publictransit) to get to work. See the Determinants of Healthsummary on pages 12 and 13 for more information.

The health status of the population is measured with several indicators such as life expectancy, infant mortality,prevalence of chronic disease, mortality, and premature mortality.

Birth Statistics

The overall birth rate for Saanich Peninsula is lower thanBC and Island Health. Compared to Island Health, thereare proportionately more births to older (35 years andover) mothers and fewer births to mothers under the ageof 20 years. The rate of low birth weight and pre-termbirths (those born at less than 37 weeks) is slightlyhigher than Island Health and BC rates.The rate ofcesarean sections sits between Island Health and BCrates.

*It is important to note that caution should be exercisedwhen dealing with a small number of cases as an increase ordecrease may indicate random variation rather than asignificant change in rates.

Mortality Statistics

Mortality rates have decreased steadily over the lastdecade in all areas. The age-standardized all-causemortality rate for Saanich Peninsula is much lower thanIsland Health and BC rates.

Potential years of life lost (PYLL) is a measure ofpremature mortality (an estimate of the average years aperson would have lived if they had not died before theestablished life expectancy of 75 years). The PYLL ishighest in Saanich Peninsula due to influenza andpneumonia and endocrine, nutrional, and metabolicdiseases, but are still lower compared to BC and IslandHealth rates. A complete list of PYLL by cause can befound on page 16.

Life expectancy has been increasing over the last fewdecades, but has decreased in the last few years due tooverdose deaths at younger ages. Saanich Peninsula'spopulation has a higher life expectancy for both malesand females compared to Island Health and BC overall.

Chronic Disease

Chronic disease prevalence rates tend to be lower forSaanich Peninsula in comparison to Island Health, withthe exception of osteoarthritis and hypertension.Compared to BC, there are more conditions that arerelatively more prevalent. See the Health Statussummary on page 15 for more information. 19

Mental Health and Substance Use

Over recent years, many of the LHAs across Island Health have beenworking to address the ongoing opioid public health emergency and todiscuss how to improve mental health and wellbeing. In light of thisongoing health emergency, this page highlights several measures thatare directly or indirectly related to the crisis at hand.

Mental Health Conditions

Although many chronic diseases have a lower prevalence in SaanichPeninsula in comparison to Island Health and BC, conditions related tomental health vary when compared to BC and Island Health rates. Themost notable conditions are schizophrenia and delusional disorders,where Saanich Peninsula prevalence is much lower than BC and IslandHealth overall. Saanich Peninsula prevalence in all of the other mentalhealth conditions sits between BC (lower) and Island Health (higher).

Substance Use

Substance-related death rates in Saanich Peninsula are lower thanIsland Health and BC rates, with significant variation in thealcohol-related deaths since 2008. Death rates from tobacco and illicitdrug toxicity are well below Island Health and BC rates. The indicatorsdirectly below have combined deaths that are partially or entirelyattributed to the substance being measured; for more details visithttp://aodtool.cfar.uvic.ca/aod/about.php. Access to primary care services plays an important rolein the use of emergency department and inpatientservices. The population attached to physicians at thepractice level is calculated by the Ministry of Health andindicates the percentage of the population who have aregular physician or regular physician practice.Compared to Island Health overall, a higher percentageof the Saanich Peninsula population has a physician atthe practice level.

There is a lower rate of home care and home supportclients for the 75+ age group in Saanich Peninsulacompared to Island Health. The Saanich Peninsula ratesof home care visits and home support hours are lowerthan Island Health's rate for the 75+ population. The age standardized hospitalization rate (inpatientadmissions) for the Saanich Peninsula population islower than Island Health and BC, both overall andfor the population aged 75 and over.

The hospital admission rate for Ambulatory CareSensitive Conditions (ACSC) – conditions that can betreated in the community if services are availableand would not necessarily require hospitalization –has been lower in Saanich Peninsula, although therate has been increasing over the last five years.

Emergency/urgent care visit rates are lower forSaanich Peninsula compared to Island Health andBC. However, the percentage of emergency/urgentcare visits that are triaged as highly urgent isslightly higher in Saanich Peninsula compared toIsland Health. Health service usage is based onwhere the user resides, rather than where theservice is provided. See the Health Service Usesummary on page 16 for more information on thesetopics.
