Society for Automotive Fitness &EnvironmentIn order to achieve advancement of Inspection and Certification (I&C) of vehicles and reduced emission from in-use vehicles as also increased safety on roads, the Society of Indian Automobile Manufacturers (SIAM) has incorporated an independent body, Society for Automotive Fitness & Environment (SAFE).

With memberships from Industry, Government, Testing Agencies, and NGOs, SAFE works to generate awareness among the various stakeholders regarding Inspection & Certification of in-use vehicles which would lead to safe vehicles and cleaner environment.

SAFE organizes Inspection clinics for in-use vehicles and training workshops for emission technicians in various parts of the country. These programmes are aimed to create awareness on the importance of regular maintenance among vehicle owners. It is one of the most effective ways to control emission levels from vehicles in the country. In addition SAFE organizes seminars with State Governments and other stakeholders.

SAFE has also undertaken several initiatives on Road Safety education of students, drivers and public at large. Through Road Safety Awareness Programmes, SAFE tries to apprise the community on traffic rules and also to inculcate correct and responsible attitude towards fellow road users.

SAFE is a catalyst in the automobile industry’s endeavour to fulfil its commitment towards a cleaner and safer environment and will continue to support and enhance the industry’s role as a responsible corporate citizen in the country.

SAFEPresident’s Message

This is my 2nd year as President SAFE. I am thankful to all our members and stakeholders with the help of all we are progressing in our objective of spreading awareness in the area of safety and environment.

We are all aware that area of Road Safety on our roads is very crucial and heart-touching. The people that are lost to road traffic accidents are normally younger people. It’s not just the individuals that suffer but also their families and relatives. Statistics do help to illustrate how widespread and devastating the problem has become. The United Nations system now calls it a global public health and development crisis.

The frequency of traffic collisions in India is amongst the highest in the world. A National Crime Records Bureau (NCRB) report revealed that every year, more than 135,000 traffic collision-related deaths occur in India.

According to WHO, worldwide from road traffic crashes, it works out to an average of 3,400 lives lost in road accidents every day.

The Planning Commission in its 2001–2003 research estimated that traffic collision resulted in an annual monetary loss of $10 billion during the years 1999–2000. In 2012, the International Road Federation (IRF) estimated that traffic collision results in an annual monetary loss of $20 billion (short scale) in India. This figure includes expenses associated with the accident victim, property damage and administration expenses.

For every fatality, many more are left with injuries – between 20 and 50 million cases worldwide, every year – causing temporary or permanent disabilities. That, in turn, leads to a significant loss of productivity and income for families and the economy as a whole.

The vast majority of those affected are younger people in developing countries – struck down in the prime of their lives. For those who are left behind, road traffic crashes lead to a tremendous amount of pain and suffering and in many settings around the world – to economic hardship.

To come out of these situations, following initiatives can help:-we can implement following :

Understanding the complex problem is the first step. Physical and mental health of motorists, their vehicle condition, pedestrians’ behaviour and road conditions all contribute. The five key risk factors, according to researchers, are: a) drinking and driving, b) over-speeding, c) failing to use 2-wheeler helmets, wearing d) seat-belts and e) using child restraints. Having laws covering all these risks, and ensuring their proper enforcement, can help bring down road accident incidents as well as fatalities.

Many studies say laws are already in place in many countries for national speed limits, drunk-driving, motor cycle helmets and seat belts etc, but it also shows some gaps in laws and their enforcement. For example, while 99% of motor cycle riders are said to wear helmets, only 87% of their passengers do. Studies also found that in many countries 79% of drivers now wear seat belts but only 46% of front seat passengers do.

Our roads have a long way to go before they become safer for all users. There is no regular inspection of existing road infrastructure, and no policies encouraging cycling or walking. There is also no policy yet to separate road users to protect the most vulnerable among them.

Similarly, post-crash care is also lacking, even in urban areas. Less than 10% of those seriously injured in road accidents are taken to hospital by ambulance. Emergency medicine training for doctors and nurses is currently lacking.

Action is to be taken on all five ‘pillars’ identified for strengthening during the Decade: road safety management, infrastructure, safe vehicles, road user behaviour, and post-crash care. State, private, academic and civil society groups are being involved.

Less appreciated factors include frequent road damage due to poorly designed roads without pedestrian foot walks, wide shoulders, crossings, adequate lighting, road markings, and traffic signals.

To address these issues, SAFE alongwith automobile manufacturers have taken initiatives by working in the area of Road Safety and In Use Vehicle Management and tried to spread awareness among citizens of India by following activities carried out in 2013 - 2014 :

• NationalRoadSafetyWeek2014,organised roadsafetyprogramsat4500dealers network across India, more than 75 refresher driver training program conducted, health check up camps for heavy commercial vehicle drivers at different states, and many more drives for students, drivers and citizens

• RefreshertrainingprogramforGovernmentandCorporates’drivers

• ParticipatedinmanyimportantministerialgroupsworkingintheareaofRoadSafety and in-use vehicle management

• AlltheseactivitiesweresuccessfullyimplementedwiththesupportfromSAFEand SIAM members, dealers support and encouraging support from NGOs, Corporates, Ministries, State Transport Department, Traffic Police, Pollution Control Board, Educational Institutions etc.

I would like to thank all the stakeholders who have shown interest in this important issue of saving a single life on road.

Every year SAFE organizes its Annual Convention in a different state of India. This year it is be going to organize at Bengaluru with the theme of “Road Safety: Bringing Policy and Practice Together”.

SAFE Annual Conference will explore how the experience and knowledge of stake holders from across the globe in the road maintenance and safety sectors can support informed decision-making and policy development that improves road safety and efficiency.

With the support of all the stakeholders, knowledge by national & international experts, adoption of new safety policies, awareness activities etc, we can reach to our common goal of bringing down the fatality rate in our country. “Jointly we can make the necessary changes”

SAFE Annual Convention 2013: Road Safety: Scientific Tools and Training on 25th April 2013 at Shimla

Society for Automobile Fitness & Environment (SAFE) – an initiative from Society of Indian Automobile Manufacturers (SIAM), in association with the Ministry of Shipping, Road Transport & Highways and Transport Department, Government of Himachal Pradesh organized its Annual Convention at Hotel Marina in Shimla on April 25th, 2013. The theme for annual convention 2013 was “Road Safety: Scientific Tools and Training.”

The objective to organize SAFE Annual Convention 2013 at Shimla was to spread knowledge on best practices implemented in the area of safety with enforcement and transport corporations, driver training and vehicular safety. Mr Ritesh Chuhan, Transport Commissioner, Government of Himachal Pradesh and Mr Deepak Kapoor, Vice Chairman and Managing Director, MSRTC inaugurated the program in the presence of senior officials from Government, industry and other stakeholders working in the area of safety.

In the inaugural session of the annual convention, there was a welcome address by Mr Venkat Srinivas, Vice, President, SAFE, followed by the speech of Hon’ble Commissioner of Transport, Government of Himachal Pradesh Mr Ritesh Chuhan. Commissioner opined that it is the time when all concerned stakeholders jointly came together to spread awareness about Road Safety. He invited SAFE and its member bodies to work along with Transport Department, Government of Himachal Pradesh in the area of driver training, school education and General mass awareness which will improve safety on our roads.

The convention was attended by over 175 dignitaries from the Government of India, Government of Himachal Pradesh, Traffic Police Department and the automotive industry from India and abroad who shared their expertise in the area of improvement of road safety by adopting best practices and intelligent transport system.

There were three sessions in the convention that dealt with Scientific Tools and Training.

Program had following sessions:

The first session on Scientific Tools for improving Road Safety and Customer Interface by enforcement agencies was addressed by Ms Sussane Ebner, Managing Director, Hubert Ebner, Austria. She explained the administrative framework for Driving Licensing system, Vehicle Certification and on-road enforcement in Austria. Second presentation was presented by Mr Sameer Bhatnagar, Head- R&D, AVL India on Strengthening in-use vehicle pollution enforcement through Online network based system and the third presentation was presented by Mr C T Arjun, Crash Investigator and Team Leader- Crash Reconstructions, J P Research India Pvt Ltd on Scientific analysis of Accident –Requirements and Training needs India Pvt Ltd.

The Second session on Role of Training in improving Road Safety Riding was presented by Indian Automobile Manufacturers. Mr Y S Guleria, Vice President, Sales & Marketing Honda Motorcycle & Scooter India Pvt Ltd shared the Safety Riding activities implemented by Honda Motorcycle across the country.

Driver Training Initiatives by Maruti Suzuki India (IDTR) was presented by Mr Mahesh Rajoria, General Manager, Maruti Suzuki India Ltd and Director, IDTR and third presentation on Two Wheeler Safety Rider Training was presented by Mr Prashant Chopra, Head –Safety, Hero MotoCorp Ltd. In these presentations, members explained about the initiatives taken by Indian Automobile Manufacturers in the area of road safety and training.

The third session was on Efficiency of State Transport Undertakings and better fleet management.

Presentation on Best Practices adopted by STUs was addressed by Mr Deepak Kapoor, Vice Chairman & Managing Director, Maharashtra Road Transport Corporation. Second presentation was made on structure and new system approach towards efficient management of STUs by Mr A Koteswara Rao, Executive Director, Andhra Pradesh State Road Transport Corporation. Clean Air Asia, an NGO from Manila presented their project on Green Fleet, Mr Sameera Kumar Anthapur, Transport Researcher, Clean Air Asia explained the importance of Green Fleet management in India. Final presentation on structure and new system approach towards efficient management of STUs was presented by Mr C G Anand, Chief Mechanical Engineer, BMTC.

The event generated a significant participation and with special interest from representatives of the Ministries, Transport, Police, Environment, Auto Components and Automobile Manufacturers, Academicians, Students, NGOs and others working for improvement of Environment and Road Safety.

Roundtable discussion on Future Safety Technologies on 26th April 2013 at Shimla

SAFE organised a roundtable discussion on Future Safety Technologies alongwith SAFE Annual Convention 2013, SAFE in association with Transport Department, Government of Himachal Pradesh.

The Roundtable Discussion was attended by officials from Transport, Police, Automotive Manufacturers and stakeholders working in the area of road safety and automobile technology.

Mr K K Gandhi, Executive Director, SIAM welcomed all the members and briefed the participants about the need of automobile safety technologies for improvement in road safety in our country.

Mr Sandeep Kadam, IAS, Deputy Commissioner, Chamba, Government of Himachal Pradesh chaired the roundtable discussion along with CO Chairman Dr Venkat Srinivas, Vice President, SAFE and Special Director, Ashok Leyland Ltd.

UN Global Road Safety Week from 6th – 12th May 2013

The Second UN Global Road Safety Week was announced to be organized from 12th May 2013. It was dedicated to pedestrian safety. Requested by the UN General Assembly, the week had attention to the urgent need to better protect pedestrians worldwide, generate action on the measures needed to do so, and contribute to achieving the goal of the Decade of Action for Road Safety 2011-2020 to save 5 million lives. Join the international community to ensure a fatality free Week and a significant and long-lasting contribution towards making walking safe for all.

Under one banner road safety activities were under taken by SAFE along with their members and dealers support organised various Road Safety Awareness activities all across India from 6th–12th May 2013.

In New Delhi with the help of Delhi Traffic Police and schools, SIAM organised Road Safety Rallies – Safe Walking with schools students to spread awareness on Safe Walking each day from 6th – 11th May 2013.

SIAM in association with Clean Air Asia, also announced the Safe Walkability Project with more than 150 schools at New Delhi.

World Environment Drive on 5th June 2013

On 5th June, World Environment Day was organised around the world in different ways, including street rallies, bicycle parades, green concerts, essay and poster competitions in schools, tree planting, recycling efforts, clean-up campaigns and much more.

On the occasion of World Environment Day in 2013, SAFE, along with its members, organized 4500 free of cost PUC checkup camps across India.

As a contribution from Automobile Industry, SIAM along with members and members dealer network conducted independently a pollution check camp and issued free certificates to all vehicles reporting on that day.

Under one banner all the dealers organised various activities related to environment awareness all across India.

SIAM – SAFE organized activities during Delhi Police Week 2014

Every year 16th February to 22nd February is celebrated as Delhi Police Week.

On 20th February 2014, Delhi Traffic Police with the support from SIAM-SAFE

and Hero MotoCorp organized Road Safety Painting Competition for School

Students at India Gate, Judges from Jamia Milia Islamia selected the winners of

the day. SIAM sponsored all the prizes of the Painting Competition for the day

and also distributed prizes for the November Painting Competition and Debate

Completion.

SAFE and Delhi Traffic Police Road Safety Rolling Trophy for the best school

working in the area of Road Safety was awarded to Apeejay School, Pitampura,

Delhi by Mr Anil Shukla, Addl. Commissioner of Police - Traffic alongwith Mr

Kapil Dev, a famous Indian cricketer, Mr Rajesh Mukhija, Associate Vice President,

Hero MotoCorp.

National Road Safety Week 2014

Road accidents are increasingly becoming a major killer and a worldwide concern. As per available statistical figures, a person is killed in an accident every three minutes, or more than four hundred people every day in India.

Each and every country is taking steps in reducing the road fatalities. SAFE has been working in the area of Safety for the last 14 years, in spreading messages on Road Safety. We have partnered with states transport departments and other stakeholders and tried to find and implement solutions to their problems by organizing Road safety awareness programmes for school students, teachers, drivers and citizens.

During National Road Safety Week 2014, SAFE with the support from members had taken a lead by organizing Road Safety Drive:

Health Checkup and Drivers Workshop at Seven States

SAFE in association with TCI Foundation organised road safety training and health camps at 10 major Trucker sites across India. The sites where these events were conducted are Haridwar, Rudrapur (Uttrakhand), Sikandara (Uttar Pradesh), Ludhiana, Pathankot (Punjab), Chandigarh (U.T.), Bhiwandi, Vashi, Jalgaon (Maharashtra) and Raipur (Chhattisgarh).

Reputed corporates and community at various levels were involved to make the program a great success. Faculty from Hubert Ebner India was assigned by SAFE at all the locations participated and provided road safety training to truckers. 578 truckers attended the training program on Road Safety and got important information on road safety and health issues. Approx 3000 truckers were exposed to road safety and health messages during the event. Khushi Clinics at site level provided clinical services to 1936 truckers through multi speciality (i.e. Eye, Skin, Dental, STI and General Treatment) health camps. Participatory activities/competitions were organized in the programme with the purpose of gettingmoreinvolvementoftrucker’sandTransporters/Brokers.

SAFE Activities

As a corporate social responsibility Bajaj Auto Ltd, with the support from SAFE and Traffic Department, orgnaised “Swasth Wahan Swasth Chalak” Campaign for Three Wheeler Drivers at Delhi from 29th to 31st March 2013 at Raja Garden DDA ground West Delhi and had 2nd phase of the Camp at Vivek Vihar, East Delhi from 15th to 17th April 2013. Road Safety Activities at Ahmedabad from 10th – 15th October 2013

Road Safety awareness week organised at Divyapath campus, as the Divyapath committed to inculcate life skill along with academic skills in children. All the activities planned were organised in keeping with the objective of giving knowledge which had to contribute to the child’s future personality and needs.

Road Safety Education and Awareness Program’ initiated by Divyapath Campus from 10th – 15th October 2013 was fully supported and guidanced by Ahmedabad Traffic Police, RTO and Misri Road Safety Trainers and Consultants & SAFE. Many programs consist of students, teachers & parents workshop on road safety, Painting Competition, On Road students awareness drives, Parents Photography competition, school bus driver program and display of students paintings and parents photographs on safety were also exhibited. Mr Sanjay Patel, Managing Director, Divyapath Campus, Memnagar, Ahmedabad, Gujarat took the initiative and Mr Amit Khatri trained the participants. Overall the whole event was a grand success.

A small discussion with the participation of automotive industry officials was

organised on 8th February 2014 during the Auto Expo – The Motor Show was

organised at India Expo Mart, Greater Noida, U.P.

Australian Road Safety Program Show Case from 17th – 21st March 2014

Australian Embassy at Chennai organised Road Safety Program Show Case

from 17th – 21st March 2014. The objective of the program was to showcase the

projects and activities organised in various sectors of road safety in Australia to

all the participants from the Indian Government, Private sector and all the other

stake holders working in this area. Various companies working in Engineering,

Education, Emergency care and Infrastructure from Australia participated and

organised interaction with Indian counter parts. SAFE members also participated

and enhanced the knowledge of other participants on the road safety issues by

SAFE.

National & International Meetings on Safety issues

To take the mission forward of spreading awareness on Road Safety, SAFE is

continuously working with Government and other stakeholders.

SAFE as a body set up by SIAM joined hands with Delhi Traffic Police and

Transport Department of various states in India to enhance knowledge on road

safety in all segments of audience e.g. students, teachers, drivers etc.

In this regard SAFE-SIAM had several rounds of meetings with Delhi Traffic

Police, Transport Departments and Ministry of Road Transport & Highways.

IMMA Road Safety Task Force meetings

SIAM-SAFE secretariat attended the IMMA’s Road Safety Task Force meetings

and prepared the Safety booklet for Powered Two Wheeler segment. In this

various country representatives joined and provided with their country’s

information on two wheeler.

Road Safety Activities during Auto Expo–The Motor Show 2014

Auto Expo – The Motor Show, was organised from 5th -11th February 2014 at IEML, Greater Noida. All the vehicle manufacturers had participated and showcased the new technology coming up in automobile sector.
