About the Office on ViolenceAgainst WomenThe Office on Violence Against Women(OVW), is a component of the U.S.Department of Justice. Created in 1995,OVW implements the Violence AgainstWomen Act (VAWA) and subsequentlegislation and provides nationalleadership against domestic violence,sexual assault, and stalking. Since itsinception, the OVW has launched amultifaceted approach to responding tothese crimes. By forging state, localand tribal partnerships among police,prosecutors, the judiciary, victimadvocates, health care providers, faithleaders, and others, OVW grants helpprovide victims with the protection andservices they need to pursue safe andhealthy lives and enable communities tohold offenders accountable.

Addressing SupervisedVisitation and Safe ExchangeThe Safe Havens: Supervised Visitationand Safe Exchange Grant Program(Supervised Visitation Program)provides an opportunity for communitiesto support the supervised visitation andsafe exchange of children, by andbetween parents, in situations involvingdomestic violence, child abuse, sexualassault, or stalking. Studies have shownthat the risk of violence is often greaterfor victims of domestic violence andtheir children after separation from anabusive situation.1 Even after

separation, batterers often use visitationand exchange of children as anopportunity to inflict additionalemotional, physical, and/orpsychological abuse on victims and theirchildren. Visitation and exchangeservices provided through theSupervised Visitation Program shouldreflect a clear understanding of thedynamics of domestic violence, sexualassault, stalking, the impact of domesticviolence on children, and the importanceof holding offenders accountable fortheir actions.

Availability of FundsFunding to support the SupervisedVisitation Program in Fiscal Year2004 is contingent uponCongressional appropriation offunds. Therefore, awards under thisprogram are subject toCongressional appropriation.

Award PeriodThe award period for these grants willbe 24 months. Budgets must reflect 24months of project activity.

Award AmountsApplicants should carefully consider theresources needed to successfullyimplement the project proposed andpresent a realistic budget that accuratelyreflects project costs. Applicants for theSupervised Visitation Program mayapply for up to $350,000 for localprojects, and up to $750,000 for multi-jurisdictional state projects. Grants maybe made for greater or lesser amountsthan requested. In addition, OVW maynegotiate the scope of work with pp.22-30.

applicants prior to granting an award. Current grantees should note thatcontinuation or supplemental funding isnot guaranteed. All applications will besubject to peer review and internalreview by OVW staff and will be scoredaccording to the criteria set forth in thissolicitation. Applications with thehighest scores will be eligible to receivefunds available for this grant program.

Application Due DatePlease note that final applications aredue by 5:30 pm (EST) March 4, 2004,and will be accepted only through theU.S. Department of Justice’s Office ofJustice Programs online GrantManagement System (GMS). Inaddition, applicants should registeronline with GMS by February 19, 2004.It may take up to one week for you toreceive confirmation that you are eligibleto apply.

Program EligibilityBy statute, grants under the SupervisedVisitation Program may be awarded tostates,2 Indian tribal governments,and units of local government thatpropose to enter into or expand thescope of existing contracts andcooperative agreements with public orprivate nonprofit entities to providesupervised visitation and safe visitation

exchange of children by and betweenparents in situations involving domesticviolence, child abuse, sexual assault, orstalking. All applicants are required toenter into a collaborative workingrelationship with state or local courtsand a nonprofit, nongovernmentaldomestic violence or sexual assaultvictim organization, including faith-basedor community organizations thatrepresent the views and concerns ofdomestic violence and sexual assaultvictims.

Units of Local GovernmentFor the purposes of this Program, a unitof local government is any city, county,township, town, borough, parish, village,or other general-purpose politicalsubdivision of a state; an Indian tribethat performs law enforcement functionsas determined by the Secretary of theInterior; or, for the purpose of assistanceeligibility, any agency of the District ofColumbia government or the UnitedStates Government performing lawenforcement functions in and for theDistrict of Columbia or any TrustTerritory of the United States. Localcourts, police departments, pre-trialservice agencies, district or cityattorneys’ offices, sheriffs’ departments,probation and parole departments,shelters, nonprofit, nongovernmentalvictim services agencies, anduniversities are not considered units oflocal government for the purposes ofthis grant program. These agencies ororganizations may administer grantfunds and assume responsibility for thedevelopment and implementation of theproject, but they may not apply directlyto the OVW for funding support.Indian TribesFor the purposes of this Program,

Indian tribe is defined as any tribe,band, nation, or other organizedcommunity, including an Alaska Nativevillage or regional or village corporation(as defined in or established under theAlaska Native Claims Settlement Act, 43U.S.C. §1601 et seq.), which isrecognized as eligible for the specialprograms and services provided by theUnited States to Indians because oftheir status as Indians (25 U.S.C.§450b(e)). Any applicant representing aconsortium of tribal governments and/ororganizations must submit a resolutionfrom the constituent tribal governmentsand/or organizations supporting theapplication.

Eligible ApplicantsIn FY 2004, OVW will only acceptapplications for funding fromgrantees that received a SupervisedVisitation grant award in FY 2002.

FY 2002 grantees may apply forcontinuation or supplemental funding toassist with the initial implementation of asupervised visitation center or toenhance and improve the services of anexisting center. States are eligible toapply for multi-jurisdictional funding.However, multi-jurisdictional stateinitiatives must meet statutory andprogram requirements for eachjurisdiction involved in the project.

Program ScopeThe scope of the Supervised VisitationProgram is defined by the followingstatutory considerations and minimumrequirements. Applicants must addressthese considerations and requirementsin the Program Narrative section of theapplication.

During the OVW internal review,applications that are partially out ofscope will receive up to a 25 pointdeduction. Applications that proposeprojects that are completely outside thescope of the Supervised VisitationProgram statutory considerations will bedisqualified from funding consideration.

Statutory ConsiderationsThe following statutory considerationswill be taken into account whenawarding grants: The number of families to be served

by the proposed visitation programsand services;

The extent to which the proposedsupervised visitation programs and services serve underservedpopulations;3

The extent to which the applicantdemonstrates cooperation andcollaboration with non-profit,nongovernmental entities in the localcommunity served; and

The extent to which the applicantdemonstrates coordination andcollaboration with state and localcourt systems, including

mechanisms for communication andreferral.

By statute, all applicants for theSupervised Visitation Program must: Demonstrate expertise in the area of

family violence, including the areasof domestic violence or sexualabuse, as appropriate;

Ensure that any fees charged toindividuals for use of programs andservices are based on the income ofthose individuals, unless otherwiseprovided by court order;

Demonstrate that adequate securitymeasures, including adequatefacilities, procedures, and personnelcapable of preventing violence, arein place for the operation ofsupervised visitation programs andservices or safe visitation exchange;and

Prescribe standards by whichsupervised visitation or safe visitationexchange will occur.

Grant funds may be used for, but arenot limited to, the following activities: Establishing supervised visitation

and safe exchange services to meeta demonstrated need;

Strengthening and enhancingexisting program operations;

Expanding center services; Funding innovative “pilot programs”; Establishing statewide training and

technical assistance projects; Increasing center staff; Enhancing security; and Developing training for staff and

volunteers.By statute, grant funds may only beused to support project activities whichincrease options for supervised visitationand safe exchange by and between

parents. Therefore, grant funds may notbe used to support supervised visitationand monitored exchanges of children infoster care, kinshipcare, or protective supervision.

Activities that May CompromiseVictim SafetyEnsuring victim safety is the guidingprinciple underlying this Program.Experience has shown that certainpractices compromise victim safetyrather than enhance it. In addition,some responses by the justice systemmay minimize or trivialize the offender’scriminal behavior. Accordingly,consistent with the goals of ensuringvictim safety and holding perpetratorsaccountable for their criminal conduct,applicants are discouraged fromproposing projects that include any ofthe activities listed below: Mediation, alternative dispute

resolution, or family counseling as aresponse to domestic violence,sexual assault, or stalking;

Offering perpetrators the option ofentering pre-trial diversion programs;

Batterer intervention programs thatdo not use the coercive power of thecriminal justice system to holdbatterers accountable for theirbehaviors; and

Provision of services on the conditionthat victims seek protection orders,counseling, or some other course ofaction with which they disagree.

Review ProcessAll applications will be subject to peerreview and internal review by OVW staffand will be scored according to thecriteria set forth in this solicitation. TheOffice will establish panels of expertsand practitioners to review applications.

Tribal applications will be reviewed by apanel of Native American experts onsupervised visitation, domestic violence,child abuse, sexual assault, andstalking. Each panel will review theinformation provided in the applicationagainst the selection criteria for theprogram. Internal review will considerthe geographic distribution of theapplications for a national and statewideperspective, the ratio of population toservices, the existence of under-servedcommunities, and the type of projectsalready funded within an applicant’sstate or community. The total points foran application are 100. The status ofcurrent grant-funded activities andgeographic distribution will be taken intoconsideration as part of the reviewprocess. Applications with the highestcomposite scores will be eligible toreceive funds available for this grantprogram.

Application ContentApplicants must complete each of thefollowing sections as part of theirproposals. For each section listedbelow, please note the correspondingmaximum point value that may beassigned during the review process.All applications must be double-spaced,typed on 8 ½ x 11-inch paper. Marginsmust not be less than one inch, and typeno smaller than 12 point and 12character per inch must be used.

New RequirementBeginning October 1, 2003, a Dun andBradstreet (D&B) Data UniversalNumbering System (DUNS) numbermust be included in every application fora new award or renewal of an award. The DUNS number will be enteredinto GMS by the applicant. The DUNS

number will be required whether anapplicant is submitting an application onpaper, through OJP’s GrantsManagement System, or using thegovernment-wide electronic portal(Grants.gov). An application will notbe considered complete until a validDUNS number is provided by theapplicant. Individuals who wouldpersonally receive a grant orcooperative agreement from the Federalgovernment are exempt from thisrequirement.

Application for Federal Assistance(SF-424): 0 pointsThe SF-424 will be filled out onlinethrough GMS. The Catalog of FederalDomestic Assistance number for thisprogram is 16.527 (block 10). TheFederal cognizant audit agency andfiscal year of the applicant organizationshould be listed in block 11 of the form.Applicants must ensure that theinformation for the authorizing officialand alternate contact are filled outcorrectly. The authorizing official is theindividual authorized to accept grantfunds on behalf of the jurisdiction ornongovernmental private entity applying. If the individual applying online is notthe authorizing official, that individualmust list the authorizing

official’s name and contact informationwhere appropriate.

Summary Data Sheet (not to exceedone page): 3 pointsThe summary data sheet should includethe following information: Legal Name of the applicant; Contact information, including an

email address for the project directoror primary person to be contacted onmatters involving the application; and

Name, address, phone number, andfax number for the visitationcenter(s) involved in the project.

Abstract (not to exceed one page): 5pointsA project abstract when read separatelyfrom the rest of the application, is meantto serve as a succinct and accuratedescription of the proposed project andshould concisely describe the projectgoals and objectives. Abstracts will bereviewed by the peer review panelsaccording to the following criteria: Concise description of the project Accuracy in summarizing the Project

Narrative

Status of the Current Project (not toexceed 5 pages): 15 pointsState what has been accomplished bythe current project, including 1) adescription of the goals and objectivesfrom the prior grant period and thestatus of the existing project; 2) thestatus of any project products; and3) any unanticipated obstacles to projectimplementation. This section should beas clear and succinct as possible.

Current projects will be rated by OVWusing the following criteria: Whether progress reports submitted

by the applicant, in conjunction withmonitoring conducted by OVW,demonstrate the effectiveness of the

current project, indicating progresstoward meeting project goals andobjectives, and demonstrate that thecurrent project has progressed in atimely manner as outlined in theoriginal proposal;

Whether the grantee hasdemonstrated that past activitiessupported with Supervised Visitationfunds have been limited to programPurpose Areas;

Whether the grantee has compliedwith all special conditions of theirexisting grant award from theDepartment of Justice;

Whether the grantee has adhered toprogrammatic and financial reportingrequirements;

Whether the grantee has completedthe project goals, objectives, andproducts according to the approvedtime line;

Whether the grantee hasdemonstrated a commitment tosustaining the project after federalfunds are no longer available;

Whether the grantee appropriatelyutilized and actively participated inOVW sponsored workshops andother technical assistance eventsrequired as a Special Condition ofthe current award;

Whether the grantee has receivedfinancial clearances on all currentgrants from OVW; and

Whether the grantee has compliedwith the OMB audit requirement.

Applicants who have failed to complywith any or all of the aforementionedcriteria could have as many as 25 pointsdeducted from their application score. In addition, OVW reserves the right todisqualify an application fromconsideration, if an applicant is found to

be substantially out of compliance withthis criteria.

Need for the Project (not to exceed 4pages): 7 pointsThis section should describe theproblem to be addressed and howfunding would alleviate it; identify thetarget population and state how thetarget population would benefit from theproposed project (please use currentand detailed information whendescribing the population to be served);and describe the communities in whichthe project would be implemented,including location, population, anddemographic information.

What Will be Done (not to exceed 5pages): 10 pointsApplicants should provide detailedinformation on the project goals andobjectives, mechanisms for referral, thespecific tasks and activities of eachcollaborative partner, and include a timeline that identifies when the projectactivities will be accomplished.Applicants must also include adescription of services currently offeredby the existing program(s) and howthese services will be enhanced by thesupplemental funding.In addition to the above criteria, thissection will also be rated on thefollowing: The extent to which the application

clearly demonstrates continueddevelopment and/or implementationof a program to increase supervisedvisitation and exchange options forfamilies with a history of domesticviolence, child abuse, sexual assault,or stalking;

The extent to which the applicationaddresses the minimum

requirements of the SupervisedVisitation Program;

The extent to which the applicationclearly describes the community tobe served, including the diverse,traditionally underserved populationsof victims of domestic violence, childabuse, sexual assault, and stalking;

The extent to which the proposedproject activities reflect sounddevelopment and thoughtfulinnovation; and

The planning, development andimplementation strategy,organization, and staff capability,project components, and generaltime line are clearly described.

Program Specifications (not toexceed 5 pages): 15 points:Applicants should submit a detaileddescription of the proposed visitationand exchange center. This descriptionshould include information on thefollowing program specifications: The purpose of the visitation center

and how it reflects an understandingof the impact of domestic violence,child abuse, sexual assault andstalking on families;

Scope of proposed visitation andexchange services;

Types of families to be served by theproject;

Hours of operation; Program Security; Record keeping and confidentiality; Referral process; Intake procedures; Fee protocols; Proposed level of staffing; Job descriptions and resumes for

key staff (this information should beappended to the application);

Training requirements for staff andvolunteers; and

Composition and role of existing orproposed advisory committee.

Who Will Implement the Project (notto exceed two pages): 5 pointsVAWA 2000 requires applicants tocoordinate with state or local courts andnonprofit, nongovernmental domesticviolence and/or sexual assault victimservice programs. Applicants mustidentify the local court and victimservices program(s) partnering on theproposed project and all other projectpartners, and specify their respectiveroles and responsibilities.

Sustainability Plan: 10 pointsBecause this is a competitive,discretionary program, there is noguarantee of continued funding. Applicants are required to include a plandescribing their commitment andcapacity to continue the project ifFederal funding through the SupervisedVisitation Program is no longeravailable.

The plan will be evaluated on whether itproposes feasible strategies to preserveproject activities long-term. Continuedor supplemental funding is notguaranteed and applicants areencouraged to seek additional means ofsupport to sustain their current projects.

Budget Detail : 15 pointsEach application must include a detailedbudget and budget narrative for theproject. The budget must be complete,reasonable, and cost-effective in relationto the proposed project. The budgetshould provide the basis for thecomputation of all project-related costs.

It should cover the cost of allcomponents of the project and clearlyidentify costs attributable to the projectevaluation. There must be a clear linkbetween the proposed activities and theproposed budget items. The budgetshould include only activities, products,and resources necessary for projectimplementation and discussed in theproject narrative.

In developing the budget, applicantsshould fairly compensate all projectpartners for their participation in anyproject-related activities, including butnot limited to compensation for time andtravel expenses to attend or provideproject development, training, andimplementation.

Match is not required for this grantprogram, but applicants are encouragedto maximize the impact of Federal grantdollars by contributing to the costs oftheir projects.Supplemental contributions may becash, in-kind services, or a combinationof both. Any supplemental matchcontributions can be discussed in theproject narrative, however, these matchcontributions should not be included inthe budget or budget narrative.Consultant rates in excess of $450 perday require prior approval from theDirector of the Office on ViolenceAgainst Women. All applicants arerequired to allocate funds ($20,000 forlocal and tribal projects, and $30,000 forstatewide projects) to support travelcosts associated with technicalassistance and capacity-buildingactivities (e.g., training institutes, siteconsultations, audio- and video-conferences) sponsored by OJP-designated technical assistance

providers. These funds are to be usedonly for OJP-designated technicalassistance unless otherwise approvedby the OVW.

This required amount of $20,000 or$30,000 should be included in the“travel” category. Please provide anestimated breakdown for this amount(include the number of trips, number oftravelers, airfare or mileage, lodging, perdiem, etc.).

Applicants are also encouraged toinclude funds in their budgets to attendFinancial Management TrainingSeminars sponsored by the OJP’sOffice of the Comptroller. Theseseminars instruct participants in thefinancial administration of OJP formulaand discretionary grant programs. Aschedule listing the financial trainingseminars is available atwww.ojp.usdoj.gov/oc/fmts.htm.

A Sample Budget Detail Worksheet isincluded in this solicitation. The budget,budget summary, and budget narrativeshould be submitted online as oneattachment under “Budget Narrative.”When preparing these items, please usethe Budget Detail Worksheet as a guideand be sure to include all the necessarybudget categories. The budget shouldclearly describe the proposed amountand uses of grant funds for the durationof the grant period and how the amountsof the specific budget items weredetermined.

Memorandum of Understanding(MOU): 15 pointsEach application must include, as anattachment, a current (i.e., signed anddated during the development of the

proposal) MOU created and signed bythe chief executive officer(s) and/ordirector(s) of: relevant criminal justiceagencies participating in projectdevelopment or implementation, (e.g.,law enforcement, prosecutors, thecourts, and probation); nonprofit,nongovernmental domestic violencevictim organizations, including faith-based or community organizations thatrepresent the views and concerns ofdomestic violence victims; and othercommunity agencies or organizationsthat will collaborate to implement theproposed project.

The MOU must do the following: Identify the partners and provide a

brief history of the collaborativerelationship among those partners,including when and under whatcircumstances the relationship beganand when each partner entered intothe relationship;

Identify the representatives of theplanning and development team whowill be responsible for developingand implementing project activitiesand describe how they will worktogether and with project staff;

Demonstrate a commitment on thepart of all project partners to worktogether to achieve stated projectgoals;

Indicate approval of the proposedproject budget by all signing parties;and

Describe the resources each partnerwould contribute to the project, eitherthrough time, in-kind contributions, orgrant funds (e.g., office space,project staff, training).

Letters of support may not be submittedin lieu of the MOU.

All applicants are required to enter intoformal collaborations with state or localcourts and a nonprofit, nongovernmentalorganization serving victims of domesticviolence and/or sexual assault.Community-based domestic violencevictims and/or advocates must beinvolved in the development andimplementation of the proposed project.Applicants must demonstrate that theyhave consulted and coordinated in ameaningful way with nonprofit,nongovernmental domestic violence,and/or sexual assault victim servicesprograms.

Victim advocacy organizations shouldmeet all of the following criteria: Provide services to victims of

domestic violence, sexual assault,dating violence, or stalking as one oftheir primary purposes;

Reflect an understanding that theviolence perpetrated against victimsis grounded in an abuse of power byoffenders, reinforced throughintimidation and coercion;

Address a demonstrated need intheir communities by providingservices that promote the integrityand self sufficiency of victims,improve their access to resources,and create options for victimsseeking safety from perpetratorviolence; and

Do not engage in activities thatcompromise victim safety.

Planning grantees seeking initialimplementation funding are encouragedto partner with qualified faith-basedagencies to implement the proposedproject.

Assurances (Form 4000/3) andCertifications Regarding Lobbying;Debarment, Suspension, and OtherResponsibility Matters; and Drug-Free Workplace Requirements (Form4061/6)

Review the assurances and certificationforms. You will be agreeing to theseassurances and certifications when yousubmit your application online throughGMS.

NOTE: If the authorizing official is notthe individual submitting the applicationvia GMS, be sure the correctauthorizing official information has beenentered.

Anti-Lobbying ActThe Anti-Lobbying Act, 18 U.S.C. §1913, recently was amended to expandsignificantly the restriction on use ofappropriated funding for lobbying. Thisexpansion also makes the anti-lobbyingrestrictions enforceable via large civilpenalties, with civil fines between$10,000 and $100,000 per eachindividual occurrence of lobbyingactivity. These restrictions are inaddition to the anti-lobbying and

lobbying disclosure restrictionsimposed by 31 U.S.C. § modifications. The Office of Management and Budget(OMB) is currently in the process ofamending the OMB cost circulars andthe common rule (codified at 28 C.F.R.part 69 for DOJ grantees) to reflectthese modifications. However, in theinterest of full disclosure, all applicantsmust understand that no federallyappropriated funding made availableunder this grant program may be used,either directly or indirectly, to support

the enactment, repeal, modification oradoption of any law, regulation, orpolicy, at any level of government,without the express approval by OVW. Additional ProgramRequirements

Technical AssistanceGrant recipients are required to workcollaboratively with staff from OVW, theprimary Supervised Visitation Programtechnical assistance provider, and otherOVW designated technical assistancecontractors. Grant recipients will be

asked to identify advocates from localdomestic violence victim serviceprograms, law enforcement officers,prosecutors, judges, and otherrepresentatives from the criminal justicesystem and the community to participatein technical assistance events. Participation in technical assistanceevents will often involve out-of-statetravel, therefore applicants are requiredto include funds in the project budget tosupport travel costs associated withthese activities.

Advisory CommitteeVisitation programs that serve familieswith a history of domestic violence, childabuse, sexual assault, and stalkingshould develop formal affiliations withorganizations that will be available toprovide services and consultation to theprograms in their work with children andparents. Applicants must establish anadvisory board, which includesexperts in the following fields: childabuse and neglect, mental health,substance abuse, counseling, batterers’intervention, law enforcement, childprotection services, and advocacy forvictims of domestic violence and sexualassault.

Performance Measures andEvaluationThere are two statutory requirementsthat require VAWA grantees to collectand maintain data that measures theeffectiveness of the funded projects. First, the Government Performanceand Results Act of 1993 (GPRA) wasenacted to increase Congressional andAdministrative focus on the results fromgovernment programs and activities. At

its simplest, GPRA asks "What are wegetting for the money that we arespending?” To make GPRA moredirectly relevant for federal officials whomanage grant programs, GPRAexpands this question intothreequestions: What is your programtrying to achieve? How will itseffectiveness be determined? How is itactually doing?

Second, OVW grant recipients arerequired to report on the effectiveness oftheir programs. VAWA 2000 requiresthe Attorney General to report annuallyto Congress on services funded by thisprogram and other related matters.Specifically, OVW is seeking informationthat will illustrate the effectiveness ofgrant supported activities, includingbaseline information and post-projectinformation that can demonstrate thesuccess of the grantee’s efforts toincrease options for supervised visitationand safe exchanges for victims ofdomestic violence, child abuse, sexualassault, and stalking. This informationwill be incorporated into the semi-annualprogress reports described below.

Supervised Visitation grantees mustreport the following data: The number of supervised visits

between parents and their children; The number of individuals served by

visitation and exchange programs; The number of supervised

exchanges between parents andtheir children;

The number of individuals deniedservices by visitation and exchangeprograms;

The number of underservedindividuals served by visitation andexchange programs;

The number of underserved individuals denied services byvisitation and exchange programs;

The number of parental abduction cases in a judicial district served visitation and exchange programs;

The number of security problemsthat occur during supervisedvisitations;

The number of visitation andexchanges ordered by juvenile, civil,criminal, or family courts; and

The process by which children orabused partners are protected duringvisitations and exchanges.

Reporting RequirementsGrantees will be required to submitquarterly Financial Status Reports andsemi-annual Progress Reports. Inaddition, grant recipients who expend$300,000 or more in federal fundsduring their fiscal year are required tosubmit a single organization-wide audit.Additional information on these reportingrequirements will be provided tosuccessful applicants in the awardpackage.

OVW may suspend funding in whole orin part, terminate funding, or imposeanother sanction on a recipient who hasfailed to comply substantially with thefollowing: The requirements of VAWA and

statutory objectives of theSupervised Visitation Program;

Timely submission of quarterlyFinancial Status Reports;

Timely submission of semi-annualProgress Reports;

The regulations and/or guidelinesissued for the Supervised VisitationProgram; or

The application was submitted inaccordance with the provisions ofVAWA and any other applicablefederal Act.

OVW will provide reasonable notice ofits intent to impose sanctions and willattempt to informally resolve theprogram. Hearing and appealprocedures will follow those in theDepartment of Justice regulations in 28CFR Part 18.

Single Point of Contact ReviewExecutive Order 12372 requiresapplicants from State and local units ofgovernment or other organizationsproviding services within a State tosubmit a copy of the application to theState Single Point of Contact (SPOC), ifone exists, and if this program has beenselected for review by the State. Applicants must contact the State SPOCto determine if the program has beenselected for State review. The date thatthe application was sent to the SPOC orthe reason such submission is notrequired should be indicated on theForm SF-424. The list of SPOCs can be

Faith-Based OrganizationsConsistent with President Bush’sExecutive Order 13279, December 12,2002, it is OVW policy that faith-basedand community organizations, thatstatutorily qualify as eligible applicantsunder OVW programs, are invited andencouraged to apply for assistanceawards. Faith-based and communityorganizations will be considered forawards on the same basis as othereligible applicants and, if they receiveassistance awards, will be treated on anequal basis with non faith-based andcommunity organization grantees in theadministration of such awards. SAMPLE MEMORANDUM OF UNDERSTANDING

The County of ____________ is the lead Safe Havens: Supervised Visitation andSafe Exchange Grant Program applicant, and supports the Local SupervisedVisitation Center (LSVC). The County of __________ enters into a Memorandumof Understanding (MOU) with the Community Domestic Violence Agency (CDVA),LSVC and the local court system.

I. History of Relationship

The Local Supervised Visitation Center began collaborating with the CommunityDomestic Violence Agency in 1999. The LSVC and CDVA Directors met regularlyto discuss the provision of visitation services to victims of domestic violence. Throughout this relationship, CDVA provided training for LSVC staff andvolunteers in the following areas: recognizing signs of domestic violence;methods and strategies for working with victims of domestic violence; and,domestic violence=s potential impacts on children and the battered person. LSVCaccepts referrals from CDVA and the local court system for women in need ofsupervised visitation services. Additionally, the LSVC and CDVA Directorscontinue to meet on a monthly basis to develop a comprehensive plan forbuilding a larger collaboration focused on supporting domestic violenceresponse and supervised visitation.

The partnering organizations= ultimate goal is the protection of domesticviolence victims and their children in all settings. As a result, LSVC and CDVAare striving to develop an expanded collaboration including child abuse andneglect organizations, law enforcement, courts, hospitals, legal advocates,families, and community groups. The LSVC and CDVA Directors have identifiedthe local court system as a partner, and a court representative has begunattending their monthly planning meetings. The group=s immediate goal is todevelop an awareness and understanding among the potential collaborators ofthe unique circumstances surrounding supervised visitation in cases of domesticviolence.

II. Development of Application

Discussions regarding the collaborative effort that is proposed in the applicationand detailed in this Memorandum began in earnest in June, 2000. During theirregular monthly meetings, the agency directors and court representativediscussed the elements of the application and the appropriate roles for eachpartner. The LSVC Director met with center staff to develop a grant applicationresponse. This draft was supplemented with key judicial and CDVA staffrecommendations. The LSVC Director also conducted an independent study ofsimilar supervised visitation programs in other jurisdictions. This informationenhanced the quality of proposed programmatic elements. Additionally, theDirectors discussed the application process and expectations with the potentialmembers of the evolving collaboration. These representatives provided input inthe initial development phase and feedback throughout the process. Recent

III. Roles and Responsibilities

Community Domestic Violence Agency

The CDVA Executive Director will provide co-leadership with the Director of theLSVC for all non-administrative duties related to developing a cross-agencycollaboration among the child abuse and neglect organizations, law enforcement,courts, hospitals, legal advocates and community groups.

The CDVA training staff will provide up to three domestic violence awarenesstraining sessions per year to the LSVC. Additional collaboration members will beinvited to participate in these sessions.

Refer all domestic violence victims with children in need of supervised visitationor exchange services to LSVC and follow-up on the outcome of the referrals.

Promote training/education of local law enforcement agencies and courtrepresentatives regarding domestic violence issues and supervised visitation. The CDVA may enter into agreements with these agencies as to the number oftraining sessions to be provided.

Supervised Visitation Center

Dedicate X number of staff and volunteers to providing supervised visitationservices to families impacted by domestic violence, child abuse, sexual assaultand stalking.

Provide facilities (e.g. rooms, enclosed playground, etc.) for the program serviceobjectives.

The Director will support the growth of the collaborative effort, and supervise allLSVC activities. Additionally, the Director will submit program evaluationinformation to local and national evaluators as required by the grantor.

Submit financial documentation for accounting as needed.

Maintain the confidentiality of individuals and families using the LSVC=s services.

Local Court System

Submit referrals and relevant case information to LSVC, and follow-up on theoutcome of the referrals.Provide training for collaboration partners on the legal system and its role inworking with victims of domestic violence, child abuse, sexual assault andstalking.

Budget Detail Worksheet: Local or Tribal Implementation Grant

Purpose: The Budget Detail Worksheet may be used as a guide to assist you inthe preparation of the budget and budget narrative. You may submit the budgetand budget narrative using this form or in the format of your choice (plain sheets,your own form, or a variation of this form). However, all required information(including the budget narrative) must be provided. Any category of expense notapplicable to your budget may be deleted.

The Project Director will oversee all supervised visitation center(s) activity,provide supervision to the visitation monitors, and conduct case reviews on amonthly basis with project staff. Visitation monitors willbe present during child exchanges and visits between non-custodial parents andchildren. They will record details of the interactions between visiting familymembers, and submit that information to the Project Director.

B. Fringe Benefits - Fringe benefits should be based on actual known costs or anestablished formula. Fringe benefits are for the personnel listed in budgetcategory (A) and only for the percentage of time devoted to the project.
