A “critical milestone” has beenreached in the development ofa new worldwide standard andguidance on occupational healthand safety managementsystem requirements – oneyear before it is due to beintroduced.

The internationally-agreed ISO45001 is now moving to theDraft International Standard(DIS) stage, meaning it is wellon track to meet its anticipatedpublication date of October2016.

The project committee (PC283), on which IOSH hasCategory A Liaison body status,met in Geneva recently, whereit was officially confirmed thestandard can move to the DISstage, once edited andtranslated.

Richard Jones, IOSH Head ofPolicy and Public Affairs, whowas at the Geneva gathering,said:

“IOSH has been delightedto play a full part in all

stages of this collaborativeproject.

“There has been atremendous amount ofinternational cooperationon this, resolvingcomments and issues andimproving the text andguidance and it’s fantasticthat the critical milestone ofDraft InternationalStandard has now beenconfirmed. This keeps thisimportant standard ontrack for publication by theend of 2016.”

Applicable to all organisations,ISO 45001 aims to helpprevent injury and ill health, cutthe estimated worldwide annualtoll of more than2.3 million work-related fatalitiesand proactivelyimproveoccupationalhealth andsafetyperformance.

The draft ISO45001 is similar

to BS OHSAS 18001 (which it isset to replace) but has greateremphasis on leadership, workerinvolvement, context anddocumented information. It alsohas more focus on continualimprovement; hierarchy ofcontrol; risk and opportunities;compliance status; supplychain; and KPIs.

To help reduce confusion andinconsistency and helporganisations with multiplecertifications to integrate theminto their business, ISO 45001will also apply ISO’s newstandard structure, text, termsand definitions (Annex SL).

SILICOSIS MUST BE STOPPED SAYS BOHS, AS HSE RELEASES POWERFUL NEW VIDEO

BOHS has urged theconstruction industry totake decisive action tostop workers beingexposed to silica dust,following the release bythe HSE of powerfulnew video testimonyfrom a silicosissufferer.

During the videofootage, Terry, a formerstone mason who is nowsuffering from thedebilitating lung diseasesilicosis, tells hiscompelling story to DrDavid Fishwick, ChiefMedical Officer at theHealth and SafetyLaboratory.

Terry describes how,despite years of fitnesstraining and involvementin karate at the highestlevel, he has been leftfacing silicosis, withdevastating personaleffects, when he shouldhave been in the primeof his life.

In the video, Terrydescribes “intense” workwith stone dust in asmall area, creating theconditions, in his ownwords, for “disaster”.

Dr Fishwick says it isclear from thedescription of Terry’s

working life that he hasbeen exposed tosignificant amounts ofstone dust, particularlyin the last few years ofhis working life where heworked with sandstonecontaining 90%crystalline silica.

Responding to therelease of the video andin support of its BreatheFreely campaign for theprevention ofoccupational lungdisease in theconstruction industry,BOHS has shared thefollowing key facts andfigures about silicosis:

Recognised since ancienttimes, silicosis is one ofthe oldest, yet mostdebilitating, occupationaldiseases and is causedby exposure to (RCS) -tiny dust particles which

can be breathed into thedeepest regions of thelung where they cancause serious damage.

Today, the diseaserepresents one of themost important healthrisks facing constructionworkers, with the tinyparticles of crystallinesilica produced duringmany commonconstruction activities,such as cutting, blastingor drilling of granite,sandstone, slate, brickor concrete.

Over 500 workers arebelieved to die fromexposure to silica dustevery year in the UKconstruction industry.

It usually takes manyyears of exposure tosilica dust beforesilicosis symptoms startbut regular, repeatedexposure to RCS can

lead to silicosis, as wellas lung cancer andchronic obstructivepulmonary disease(COPD) such asbronchitis andemphysema.

The UK has an RCSstandard which requiresthat exposure must bebelow the level of 0.1milligrams of respirabledust per cubic metre,averaged over eighthours, but it is believedthere is widespread non-compliance with thestandard and even thislimit is not "safe” - anestimated 2.5% ofworkers exposed to thisconcentration for only15 years go on todevelop silicosis.

In a statement, theChartered Society forWorker HealthProtection appealed fordecisive action onsilicosis in theconstructionindustry.

1986 HSE starts to enforcetransport of dangerous goodsby road safety

Legislation surrounding theregulation of dangerousgoods has been subject tomany changes since HSEbegan enforcing TheDangerous Substances(Conveyance by Road inPackages) Regulations 1986(PGR).

1987 Control of Asbestos atWork Regulations 1987 – S.I.1987 No. 2115 Theseregulations stipulate that anemployer ‘shall not carry out

any work which exposes or isliable to expose any of hisemployees to asbestos.

1987 Kings Crossunderground station fire (31fatalities)

The London King’s Crossunderground station fireoccurred on 18 November1987. Thirty one people diedand many more wereinjured. The fire startedwhen a lighted match whichwas dropped by a passengeron one of the station’sescalators fell through a gapbetween the treads andskirting boards and set fire togrease and dust that hadbeen allowed to accumulate.

Physio Med CelebratesTop Award

Leeds-based Physio Medhas been recognised ata prestigious awardsceremony alongside itsclient John LewisPartnership (JLP).

JLP was awarded theEmployer’sRehabilitation Initiativeof the Year at theRehabilitation FirstAwards having workedwith Physio Med toincrease productivityand reduce sicknessabsence rates amongstits staff.

JLP employs more than90,000 staff across itsUK sites, including JohnLewis and Waitrosestores, distributioncentres and group sites.Many of the job roles atJLP – from retail sales towarehouse operatives,office workers tosecurity workers – canbe physically demandingand JLP found thatemployees sufferingmusculoskeletaldisorders (MSD) wereoften absent forextended periods or lessproductive at work whilewaiting to access NHSphysiotherapy, whichcan take up to 14weeks.

JLP Partnership HealthServices worked withPhysio Med toimplement itsinnovative, and awardwinning, PAL(Physiotherapy AdviceLine) service, providingfast access to a blended

approach of fast-tracktelephone triage, remotemultimedia self-management and on-siteface-to-facetreatment/advice.

Over a twelve monthperiod, 2,324appropriate referralswere made to PhysioMed. 89% of those offsick at the point ofreferral returned to workfollowing treatment andoverall 96% of all whoused the service weresafely maintained at orreturned to work.

Physio Med’s treatmentresulted in a 24%improvement inproductivity and function– equating to 1.2 daysper person working afive day week. This isestimated to have savedJLP 41,010 working daysin total, deliveringexcellent ROI of 5:1.

Stephanie Denton, headjudge at theRehabilitation FirstAwards, said: “Thisentry stood out as itshowed a good solidcommitment from aprogressive employerusing a simple practicalsolution to aidmusculoskeletaldisorders.”

Don’t Breach Anyones Private Senstive DataRemember that you shouldnot use anyone’s privateinformation of any data thatbelongs to another personwhether it is an employee,customer, friend.  Anyinformation which reveals theidentity of another, or anyinformation that belongs toanother person such aswhere they live, their bankaccount details, their name,age or even shoe size couldamount to a breach of theData Protection Act 1998 andfor which you might be finedand ordered to paycompensation to the datasubject.

CASE STUDY: On 6 August2015 the ICO issued a£180,000 civil monetarypenalty to The Money Shopin response to the loss ofcomputer equipmentcontaining a significantamount of customer details.

Lessons learned = Pleaseensure that you have securesystems in place to protectpersonal data and to ensureno leaks or breaches occur.Your staff and customersmust be confident that yousecurely store their privateinformation.

So remember, social mediaactivity is accountable in lawand can result in public courtjudgments, regulatoryjudgments and even finesbeing ordered against you.
