Mrs. Janet Perry – RCGP (Yorks) HCA Trainer I am the Senior Healthcare assistant at Askern group of practices in Doncaster and its assist in Skin and Carpal tunnel community Surgery. I am also the Quality and Audit lead for minor surgery . I have 34 years of NHS experience. Previous to this I was a police officer in West Yorkshire . I have also trained in palliative care and have provided support to Terminally ill patients in Durham and Darlington. I lecture in the RCGP - Yorkshire surgical training Course for HCA's over 3 years and provide hands on HCA training in cryotherapy.

Mr. Richard Spooner Richard Spooner is founder and CEO of Tollgate Clinic Ltd. His entrepreneurial interests have included developing an IT company and a charity for homeless people & he serves on the board of an insurance company. He believes business skills can help clinician-led community providers greatly improve services for NHS patients.

Dr Anna Lipp I have had a varied medical career, training in anaesthetics in UK and Zimbabwe, working with Afghan refugees in Pakistan managing an immunisation programme and bringing up my family. I settled as a Consultant at the Norfolk and Norwich University Hospital in 2000 and have enjoyed developing the anaesthetic curriculum for the new UEA Medical School, being Clinical lead for Day Surgery and establishing a comprehensive pre-operative assessment service. My regular anaesthetic duties include major urology surgery, community dental anaesthesia for patients with learning difficulties and gynaecology together with emergency work in all specialties. I have been a council member of the British Association of Day Surgery since 2005 and chair of publications 2009-2013, editing 12 booklets on topics of relevance to day surgery practice. I am president-elect and will take on the role of President in June 2014.

Prof. Michel Labrecque Dr. Michel Labrecque is a full-professor from the Department of Family and Emergency Medicine at Laval University, Quebec City, Canada. He has performed over 22 000 NSV (no scalpel vasectomy) since 1992 and about 25000 in his career. He was the first NSV practitioner in Canada. He has taught NSV to over 40 clinicians nationally and internationally, has been invited to speak at many international conferences, and wrote extensively on the topic. He also worked as a consultant for two international NGOs (FHI 360 and EngenderHealth) promoting safe family planning practices in developing world.

Dr. David Buckley Dr David Buckley specializes in dermatology, cutaneous surgery and cryosurgery and has been working as a principle and founding member of The Ashe Street Clinic, a large multi disciplinary Primary Care Centre in Tralee, for the past 23 years. He set up the Solas Dermatology and Laser Clinic in 2005 (www.solasdermatology.ie). He has lectured and written extensively on the area of primary care dermatology and community based dermatology. Dr Buckley is a founding member of the Primary Care Dermatology Society of Ireland and the Primary Care Surgical Association. He is also a member and is on the board of directors of the International Society of Cryosurgery (ICS ). In addition he is a member of the European Academy of Dermatology and Venereology, the British Medical Laser Association, the ICGP and the RCGP .

Mr. Bill Liggins

W J Liggins is a Consultant Podiatric Surgeon who is currently in private practice as podiatric surgeon at The Priory Hospital Birmingham, The BMI Hospital Edgbaston, Birmingham, Parkway Hospital Solihull and the Leicester Nuffield Hospital. NHS ‘Choose and Book’ foot surgery BMI Hospital Edgbaston, Birmingham. He is a Fellow of the College of Podiatric Surgeons and a Fellow of the Royal Society of Medicine. His academic credentials include a BSc(Hons) in Health Science and Fellowship of the Higher Education Academy. He has held two teaching posts in the University of Central England and Anglia Ruskin University and lectures widely across the country on a variety of foot health related subjects. He was recruited as External Clinical Adviser to The Healthcare Commission to 2009.

Meet the ASPC Council

President – Dr. Laurel Spooner

Dr Spooner, current President of ASPC, is a community surgeon in Colchester, Essex. She performs vasectomy, (over

10,000 to date), carpal tunnel decompression, lumps, bumps, skin surgery and other low risk local anaesthetic

procedures. She works for NHS business partner, http://www.tollgateclinic.com. She trains doctors in vasectomy and

carpal tunnel decompression. Tollgate Clinic now offers an optional Management Package to help set up their services.

Her goal is to see a properly regulated and funded National Community Surgical Service providing best care and

savings for the NHS. If she survives the Brighton Marathon she will greet you warmly at the conference.

Council Member – Mr. Vijay Kumar

Mr. Vijay Kumar is the Vice President of the ASPC AND a Fellow of the Royal College of Surgeons of Edinburgh. He

works in Yorkshire as a GP and Community surgical trainer. He has previous experience of working as a Breast and

Laparoscopic Surgeon .He Provides a community based surgical service locally and assists in commissioning, training

and governance on surgical services being set up and run in the north West of England. He has over 23 years of

Experience in the NHS. He won the Surgical Travelling Fellowship and further trained in Boston, Massachusetts and

San Diego, California. He is passionate about Health care reform and Leadership and has visited and observed

changing healthcare delivery in parts of Europe, South Asia ,China and the Middle East. He is commissioned by the

RCGP’s Yorkshire Faculty to run the Level 1 and Advanced Minor Surgery course and is its current course director. He

is a Member of the Royal College of GP's and the American Academy of Family Practice.

Council Member – Dr. Jonathan Botting

Dr Jonathan Botting works in Barnes SW London as a GP and GP trainer. As well as community based minor surgery

he is a dermatological surgeon at Chelsea & Westminster and Queen Mary’s Hospitals. He created and is the

Programme Director for the Diploma in Minor Surgery run by Rila. He is commissioned by the London Deanery to

teach minor surgery to GP registrars and is the RCGP Clinical Lead for minor surgery having been the Clinical

Champion before that. He is responsible for developing the RCGP/HSCIC Community Based Surgery Audit.

Meet the ASPC Council

Council Member – Dr. Tony Feltbower

Dr. Tony Feltbower has been a GP for 27 years and Chair of BANSV for 3 years. He used to be a GP trainer, but now

just trains others in NSV. He also chairs a large PBC gropup in Coventry and liaises closely with the local PCT on

commissioning services. He has Occupational Health qualifications and experience, as well as the Cardiff University

Expert Witness Certificate, providing medico-legal reports for claimants and defendants.

Co-opted Council Member – Dr. Gareth James

Dr. Gareth James is a full-time lead GP in Daventry. He has undertaken over 1,700 vasectomies during the last twelve

years (8 years using the No-Scalpel technique) with only one known failure. He has been the Lead on Audit for

BANSV’s and now ASPC for the last five years. He was instrumental in setting up standardised questionnaires for

patients following their vasectomies allowing a wealth of data to be collected, and is re-launching online versions for

easier audit collection. His interests include reading, listening to music, and hoping Wales do better than England at the

next Rugby World Cup!

Co-opted Council Member – Dr. Soon Lim

Dr. Soon Lim carries out skin surgery and vasectomies in the community and is director of the RCGP minor surgery

update and assessment programme for the Bedfordshire and Hertfordshire, East Anglia, Thames Valley and central

Educational Events department of the college. He also writes medicolegal reports and advises legal chambers on the

issue of competence in GP minor surgery.

Co-opted Council Member – Mr. Mike Taylor

Mike Taylor, FRCS, is a hand surgeon, member of the board of Tollgate Clinic Ltd and consultant mentor for Tollgate

Clinic's CTS service. He is an enthusiastic supporter of community surgery and of the development of clinical

procedures and clinician training to give better patient outcomes. He works as a consultant orthopaedic and hand

surgeon at Broomfield Hospital, Chelmsford. He is involved with training general practitioners in carpal tunnel surgery,

as well as training junior doctors in orthopaedics and hand surgery. He is a member of the training faculty of AOUK.
