Haslington Parish Plan | 22 Safety Working Group Requirements Safety Overview This section of the Parish Plan sets out to highlight the local safety issues raised by the community and to find solutions to tackle those issues within the Parish. Safety Working Group Requirements

Safety Overview This section of the Parish Plan sets out to

highlight the local safety issues raised by

the community and to find solutions to

tackle those issues within the Parish.

The vast majority of the safety issues

relate to traffic on the highways within the

Parish ranging from speeding traffic to

inconsiderate parking. However, the

concerns are not solely related to traffic.

The report also seeks to address issues of

personal safety, such as the perceived

intimidation by youths. It also goes further

and addresses vandalism and issues of

increased community involvement.

In order to tackle these concerns, the

report breaks the safety concerns into 3

Traffic Issues

The opening of the Haslington & Winterley

through the villages. Whilst still seen as a

however, address the issues caused by

Haslington.

Action 48:- To present speeding data to

Cheshire East Highways Department to

determine whether further traffic calming

measures are required. (See ref. 3.6)

Parking The continued use of vehicles puts a strain

on the limited parking provision within the

Parish, especially in Haslington. Whilst the

installation of double yellow lines along

sections of Crewe Road has deterred some

inconsiderate parking by the Village Bakery

and One Stop shop, the problem is a

particular concern at peak times when the

limited parking provision is in high

demand.

This is a major issue at specific pinch

points at both the Dingle & Crewe Road

Primary schools.

Action 49:- Cheshire Constabulary to

work specifically with the Dingle Primary

school to promote more considerate

parking around the Dingle at peak times of

the day. (See ref. 3.4)

Action 50:- Cheshire East Council traffic

wardens to take enforcement action

against parking offenders following

transfer of responsibility from the Cheshire

Constabulary in January 2008. (See ref.

3.4)

Village Bakery

Action 51:- Parish Council to carry out a

feasibility study to consider installation of

footpath barriers along pavement by One

Stop shop. (See ref. 3.4)

Youth Nuisance Issues & Vandalism There is a view that many residents find

the actions of local groups of young people

intimidating and threatening. Whilst

evidence from Cheshire Constabulary does

not necessarily support these perceived

views, there is, however, evidence linking

nuisance behaviour and alcohol within the

Parish. The youth of the Parish also point

to a lack of suitable facilities available for

them. Of particular concern is the

Gutterscroft field and children’s play area

in Haslington which appears to suffer from

petty but unreported criminal damage

resulting in high insurance costs and

repairs funded by Haslington Parish Council

and, therefore, its residents.

We recognise the issue of gating off public

footpaths and rights of way – but highlight

the work done in the centre of Crewe

relating to their Alley Gating Scheme. In

the wider context data supplied from

Cheshire Constabulary shows that the

number of incidents of vandalism are

extremely low within the Parish with just

over 2 per month in Haslington, one every

3 months in Winterley and no reports

whatsoever in Oakhanger.

Action 52:- In order to reduce alcohol

related youth problems, the Parish Council

and Cheshire Constabulary to monitor the

effectiveness of the ‘alcohol free zones’.

(See ref. 3.1 & 3.9)

Gutterscroft Children's Play Area

Action 53:- Local residents living in and

around The Gutterscroft, Haslington to be

encouraged to report incidents of

crime/nuisance to Parish Council or

Cheshire Constabulary. (See ref. 3.2)

Action 54:- Parish Council and Parish Plan

‘Safety’ Working Group to investigate the

gating off of the Gutterscroft children’s

play area, the whole playing field or the

entire length of footpath running alongside

the Gutterscroft playing field to improve

security & reduce nuisance behaviour.

(See ref. 3.10)

Police & Cycle Audits As part of the ongoing commitment to

improve the Parish, the Police act as the

lead agency in arranging Parish walkabouts

(Audits) between local ward Councillors

and other appropriate agencies in order to

address a wide range of environmental

issues.

The recent traffic calming measures in

Haslington & Winterley have incorporated

improved cycle provision. There is a view

from the community that these measures

could go further. However, given the

limited width of the main road through

Haslington, there is little or no scope for

further improvement. Feedback from

Cheshire Constabulary did, however,

highlight concerns over children using the

main footpaths for cycling.

Action 55:- Cheshire Constabulary to

encourage local residents to become

actively involved in Parish walkabouts with

all relevant agencies. (See ref. 3.7)

Business Working Group Requirements

The individuality of the high street has all

but been destroyed by the insurgence of

the huge national giants in the retail trade

but when it comes to Haslington,

Oakhanger and Winterley then we truly do

excel in 'local service provision'.

Action 57:- The remit of the Business

Working Group was to identify businesses

in the parish. (See ref. 4.1)

We were truly amazed, having located

over seventy in Haslington, Oakhanger and

Winterley we found that less than 3% of

these were incorporated with larger

organisations. These are truly local service

providers.

Action 58:- Having amassed all this data

we set out to see if we could improve their

experience and communication here and at

the same time make sure that all the

residents of our parish knew of their

existence. (See ref. 4.2)

We developed a questionnaire to firstly

ascertain their views on exploiting modern

day communication and technology to

advertise their businesses on the Internet.

These were delivered and collected by

hand and so a really good response was

assured. The web Working Group of the

Parish Plan have done amazing work

developing the web site

www.haslington.org.

We in the business group saw an

opportunity to both exploit the great new

site created and to enhance its usefulness

by listing our businesses with address,

contact details and for those who have

their own web site a link directly from the

business listing to their site.

What better way for the inhabitants of our

parish to locate local service providers.

Burst pipe, loose tooth, car playing up,

fridge empty, fence blown down, suddenly

need a lottery ticket, house needs

painting, computer playing up - you name

it, there is someone local who provides the

service you need. Additionally the list will

be available in paper format. Additionally we asked such questions as:

• how do you market your product?

• did you have any problems setting up in

this area? • do you think that a local business forum

could be helpful to you? • would you be prepared to become a

member of the local business forum?

The data collection process is ongoing and

will be published at a later date.

Continuing with our research to identify

businesses, notices were put on village

boards and an article published in the local

press asking for any self employed

businesses in the parish to contact us, as

we felt that we probably had not so far

identified all of these. This provided no

further contacts and so we sought

information from another source, so far

untapped - parents using our local nursery

provision. Some 500 questionnaires

elicited a 17% response. Of these, 90%

wanted information about the village,

historical background, local services and

businesses contact details, local

government information, local events

programme in a paper based form and in

excess of 50% were very positive about

coverage on the village web site.

Additionally, people wished to know about

local clubs/activities, organisations and

events, a village calendar of events was

suggested as were the need for more dog

refuse bins and a plastic bag recycling

point at the Waterloo Road recycling

centre.

Early Responses A positive response to the publishing of a

Parish Plan document and web site with

information about local businesses,

services, was well received when talking to

local businesses.

Lastly, if there is anyone offering a service

within the parish who may not have been

listed on the current website, we did try to

find you early on in our investigations.
