    Educational Empowerment of Minorities in the light of recommendations of Sachar Committee &R N Misra Commission -Abdul Rashid, Former Dy. Secretary, RN Misra Commission

    The Commission discussedin detail the constitutional and ot he r s afe gu ard s g iv en to minorities and backward classesincluding concretesteps forweakers e c t i o n s , S C / S T & OBCs in the field of reservation ineducation and employment and c u l t u r a l , r e l i g i o u s a n d linguistic rights for minorities

    under section 15,16,29,30 and 46.But t he commiss ion poin tedout that a complete legislation isneeded for availing the rightsguaranteed under s ec tion 29 &30.

    The commission analysedthe educational status of religiousand l inguistic minor it ies and found that Muslims are lagging farbehind other communities in thef i e l d o f e du ca t i on a nd employment. On the basis of 2001census the literacy rate ofMuslimsi s o n l y 5 9% a s a g a i n s t

    64.8% at national level. Amongother minorities, i t is 80.3% for Chri sti ans , 69 .8% for Si kh sand 94% for jains. Our literacy rateis only above SCjST. The educa tional l evel o f v ariousreligious communities on the basisof 2001 census is indicated below.
