    Executive Overview

We are pleased to present the annual Kelly Singapore Employment Outlook and Salary Guide 2012/13, a comprehensive

reference tool on the salary trends, job titles and employment outlook across industries.

The aim of this Employment Outlook and Salary Guide is to provide an insight to the latest salary ranges for various positionsacross industries in Singapore through a compilation of salaries and job titles. The salary ranges are indicative of actual

transactions between employers and employees and represent a reflection of the marketplace. The compiled findings are

presented in an easy to read format for your reference.

Although Singapores economy grew 4.9% in 2011, the government had maintained a growth forecast of between 1-3% for 2012.

The Singapore employment rate is relatively strong with a total employment growth of 122,600 in the whole of 2011 or 3.9%

higher as compared to 2010. Total employment in 1Q2012 rose by 27,200, lower than the increase of 37,600 in 4Q2011 and

28,300 in 1Q2011. This is most likely due to employees remaining in their current organizations for bonus payouts in Q12011

and not moving for the time being due to the volatility of the global economic situation.

Inflation in 2011 was at a high of 5.2% as compared to 2.8% in 2010. Hiring is still expected to grow despite the economic

situation, inflation and talent shortages. However a longer recruitment cycle is expected and wage pressures will occur. Employers

should expect to increase employee pay rates or find other creative solutions in response to these talent dynamics, if employers

are serious about attracting and retaining critical skill sets within the organization.

Human capital is the most valuable asset in a fiercely competitive globalised world and employers must retain and attract talent

to be able to compete on a regional and global scale. Organizations need to invest in the development of their human capital

and put in place human capital management standards and practices that are on a par with some of the best global companies.

Performance measurement systems with well structured key performance indicator (KPI) frameworks and competitive remuneration

schemes will help the workforce to realise and develop their potential to contribute to the economy.

Whilst, we hope this Employment Outlook and Salary Guide 2012/2013 will serve as a handy reference tool for you, we are

always on hand to assist you with current data and also support you in developing recruiting strategies and programs to suit your

    specific needs.

We trust you find this Singapore Employment Outlook and Salary Guide 2012/2013 from Kelly Services resourceful to your

Banks have been retrenching employees in Europe and America but this has had a less radical impact in Asia due to the fact that we have two

major banking hubs located in Singapore and Hong Kong. Although the banking and financial services industry is relatively stable in Singapore,

we do see some caution in hiring.

Banks are focusing on more business critical positions especially in the area of risk and compliance as regulatory requirements continue to

become more stringent. This said, whilst the investment banking community continues to be somewhat unpredictable, there seems to be a

refocus on consumer wealth-based business lines management professionals in particular. The insurance, asset management and reinsurancesectors are experiencing solid growth creating appetite for skills such as quantitative analysis and actuarial related disciplines.

Call centre and helpdesk employees remain in demand due to their value as the key contact point between businesses and their customers

or even potential customers. Call centre employees no longer only provide a one-stop service to current customers, they also play a dual role

where they are trained to cross-sell products or services like a telemarketer. With this, some organizations do consider call centre employees as

part of their front-line team and are willing to provide them with adequate training so that their call centre employees can be ambassadors of

their organization by projecting a professional image and playing a key role in the generation of revenue for the organization.

Although many organizations prefer the use of shared services and have relocated to countries such as Malaysia, Philippines and India tomanage cost efficiencies, the availability of multi-lingual or native foreign speakers have helped maintain Singapores foothold in the call centre

    industry.

Similar to other industries, most organisations will have a cautious approach in hiring. We see continued hiring in the oil and gas, construction

housing projects and major public works, the construction industry is expected to continue its buoyancy throughout 2012 leading to a strong

HUMAN RESOURCESAs organisations seek to optimise their structures whilst still attracting, developing and retaining talent across the board, HR will continue to come to

the foreground as a critical hire. We see consistent hiring of human resource professionals with a demand focus in areas such as compensation and

benefits, learning and development and talent acquisition and retention. Increasingly we also see companies setting up their own in-house recruitment

teams aimed at reducing their direct costs, creating some demand for core recruitment skills.

Similar to other functional roles, human resource professionals are now expected to play a business partner role, providing commercial advice that

are in line with achieving business objectives. This places much attention on HR professionals who have shifted their expertise demonstrably fromtransactional to strategic.

IT professionals in the middle level space continue to be in demand in banking and financial services, end-user commerce, IT vendor and

consulting sectors. The increase in demand for IT professionals in the banking sector have resulted from an increased awareness of i-banking,

banking security lapses and a higher demand for improved phone-banking security.

Contracting is also expected to pick up in the IT industry where roles such as project managers, technical architects, infrastructure managers and

Organizations have started to hire more office support employees to cut down on administrative or manual processes for employees who directly

generate revenue for the organizations. This is to increase productivity for revenue generators such that they can help sustain and pick up businesses

during such volatile economic situations. It could also be a part of an organisations strategy to retain loyal employees who have stayed with the

organization during the tough times in 2009-2010 and those employees who did not move on to other organisations in 2011.

With organisations keen to hire capable and all-rounded employees who can handle multiple responsibilities such as reception, administrative, basic

accounting and office lease and logistical matters, many are more stringent in their hiring process. Employees who can value-add by multitasking acrossseveral functions are highly desired.

Traditional marketing budgets have been hit by cost cutting measures leading to the hiring of sales and marketing professionals mainly for

replacement, accessing niche specialisations and regional portfolio expansion.

Demand still continues however, in skill sets such as account management, social media optimisation, market/competitor analysis and

corporate communications. This is due to organisations grappling with changing technology and the way consumers and clientele prefer to

purchase goods and services, as well as the borderless nature of their competitive landscape. As ever, we see the continued demand for highly

networked specialist sales professionals with a successful track record of business growth across corporate and consumer sectors.

Overall with the current global economic uncertainty, organisations across industries are expected to be cautious in hiring. There is still a

demand for professionals in the middle to senior level management, but employers are taking their time and are more selective in finding the

    right talent for their companies.
