WP5 - POLICY

The objective of this work package is to bring together policy administrators from institutions across Europe to review current practices and to identify examples of best practice; to build a common understanding of governance and policy implications on the strategic changes associated with the project; and create a centre for excellence in the policy area.



The methodology will be to commence with an audit of current practices. The project partners will be used as the route to obtaining responses to these surveys from within their own institutions and their networks. The objective will be to achieve as broad a coverage of European higher education institutional responses as can be achieved.

The results of the surveys were collated and anlysed.



Activities in this work package will include:- A survey of administrative practices across Europe in respect of the design, development, delivery, assessment and review of academic programmes.- Work package meetings in partner institutions- The identification of examples of BEST PRACTICE (HERE WE ARE !!!).

First SALEIE meeting: YORK UK

- Only few partners participated directly to the meeting dedicated to WP5,

- Individual discussion regarding the organization of the WP5 activities.



After meeting:

- Intense internet dialogue between WP5 leader and main partners for WP5,

- Questionnaire design (many versions).



Second SALEIE meeting: Bordeaux F 18-19 April 2013

- Report regarding WP5 for SALEIE managers and for WP leaders

- Asking help for a future survey analyse question by question



Third SALEIE meeting: CHANIA GR 28-29 MAY 2013

- An important number of partners participated directly to the meeting dedicated to WP5,

- A new form for the WP5 questionnaire.- Two articles regarding SALEIE WP5 were presented

Fourth SALEIE meeting: IASI RO 12-13 DEC 2013

- An important number of partners participated directly to the meeting dedicated to WP5,

- The answers were analyzed question by question,- For each question, taking into consideration the

answers received, an attempt to formulate a conclusion was performed,

- For each conclusion, a degree of trust was evaluated,

- Where was the case, corrections where formulated.





Fifth SALEIE meeting: Malta 27-28.03.2014

- Three participants from Iasi meeting: Dorian, Antoanela and Ernest.- The other colleagues from: Poland (Piotr), Turkey (Bahar), Belgium (Joseph), Slovenia (Marian), Romania (Dorin, Gheorghe), Norway (Carsten), Greece (Giorgios), UK (Donna, Tony), France (Olivier) .- Tony made a useful proposal regarding the students’ exchange policy: to develop a template description of the background agreement starting from an IEEE standard.



We received useful information regarding doctoral studies policies (Thank You Michael!):

- Guiding Principles for German Doctorate in Engineering and Informatics 4ING.- A Sectorial Qualifications Framework for Engineersand Computer Scientists.- The different Engineering PhDs in Europe.

Debate regarding: - The procedure for obtaining the final report regarding best practice examples. - How to measure the results.- The structure of the report.



Decission to split the task concerning the report for best practice examples in three parts corresponding to the following countries:- Hard core of EU,- New members from Central and Eastern Europe,- Like UK teaching system (UK, Ireland and Malta).

The fourth part was add after the meeting:- Non EU members

- The problem of spliting the data base into parts.

- We discussed the principle for the analyse in order to support an uniform procedure for the three groups.

- Two domains of interest: Questions 6-28/33-34/36-40/45-46/ Programmes/Modules Questions 29-32/35/41-44/47-49/

Students





- Three groups:- UK/IE/MT: Ernest+Tony

- New members: Dorian (bachelor), Antonela + Marian + Piotr, (Master), Bahar (doctoral).

- Hard core EU: Joseph + Giorgos (bachelor), Carsten (master), Olivier (doctoral).

After the meeting, we received from Tony Ward useful suggestions and detail about each item:Areas of policy that are important for our project:1. Programme creation2. Programme change3. Partnerships with other academic institutions4. Student placements5. Engagement with industry



Finally we decide togheter (Thank You Ernest!):

- No measurments, no verdicts, no “best example”

- Yes for representative examples, yes for study cases

- Use your own knowleadge, not only the answers from questionnaire.

We had problems in spliting the data base – finaly solved (Thank You Laura and Tony!).



After eliminating false answers, the data base with answers for the WP5 questionnaire contains:

-11 answers from EAST (Split, Ruse, Maribor, Cluj, Kosice, Arad, Iasi, Bratislava, Craiova), 9 answers from HC (Vigo, Zaragoza, DTU, Crete, Mainz, Bordeaux, Telemark, Bergen), 3 answers from LUK (Limerick, York, Malta), 1 answer from OTHER (Izmir).

Master

- 6 answers from EAST (Cracow, Split, Ruse, Bratislava, Craiova), 5 answers from HC (Porto, Mainz, Bordeaux, Vorarlberg, Telemark), 1 answer from LUK (Limerick), 4 answers from OTHER (Turkey).



Doctoral 14 answers from EAST (Split, Ruse, Lublin, Kosice), 1 answer from HC (Vigo), 1 answer from LUK (Limerick), 2 answers from OTHER (Turkey).

LLP1 answer from EAST (Split), 4 answers from HC (Porto, Bordeaux, Toulouse, German Workforce.

Before this meeting I received reports from Bachar Karaoglan, Gheorghe Livint, Ernest Cachia, Antoanela Naaji and Carsten Hhelgesen.

I elaborate my self a study case (Bachelor in Romania) that I sent to the pariticipants to WP5 in Malta – to use it like an example.



Conclusion and Cesme workshop agenda:

- Best Practice Exemplars in administrative policy - Written up case studies of best practice - Month 16 (JANUARY 2014 !!!) – English. - WP5.3 - Translation of best practice case studies - Month 24 (SEPTEMBER) – English, French, Slovakian, Slovenian, Romanian, Bulgarian, Italian, German as a minimum.
