Whereas, this office issued provisional appointment orders in favour of 158 (Wait list) candidates as "General/Science-Math/Urdu Teacher" in various District Cadres of Kashmir Division in terms of SR0-202 of 2015 dated 30.06.2015, vide Order No. 822- DSEK of 2019 dated 25/11/2019, pursuant to their selection made by the J &K Services Selection Board;

Whereas, these candidates were supposed to join before the concerned Chief Education Officers within a period of 21 clays, however 32 candidates failed to do so, as report3ed by concerned chief Education Officers vide various communications.

Whereas, a final opportunity was given to them through print and electronic media vide this office Notice No. Estt/III/B-Trs/SSB/Sel/19/8934 dated 15/0 I /2020, however none of them shown willingness to join the Department within the stipulated time period.

Whereas, vide this office Order No. 66-DSEK of 2020 dated 01/02/2020 the provisional appointment orders in respect of these 32 non-joining candidates was cancelled ab-initio.

Whereas, waiting list as against 16 slots stands already operated in full, and recommendation of candidates as against Three (03) slots, has been kept withheld, leaving thereby 13, slots/posts against which appointment of eligible candidates be considered.

Whereas, the Administrative Department vide their communication No. Eclu-I/86/2019 elated 24.10.2019 conveyed approval to operate wait list against 211 slots/vacancies accrued clue to non­ joining of candidates on the posts of "General/Science-Math/Urdu Teacher" in various District Cadres of Kashmir Division in terms of SR0-202 of 2015 dated 30.06.2015 after fulfillment of all formalities;

Whereas, vicle this office letter No. DSEK/Estt/IIl/8-Trs/Non joining/Sel/2019/8262 dated: 01/01/2020, the approval was sought from Administrative Department for operation of waiting list against Seven (07) non-joining slots [Urdu (I), Science Math (02) & General teacher (4)].

Whereas, in response the Administrative Department conveyed authorization for operation of wait list against only four candidates from General Teacher stream vide letter No. Edu-1/86/2019 elated: 10/02/2020;

Whereas, among these Four(4) candidates who now make their place in the selection zone, recommendation in respect of One (01) candidate has been kept with held by SSB.

Now, therefore, sanction is hereby accorded to the Provisional appointment of Sixteen (16) candidates as "Urdu Teacher (02), Science-Math Teacher (1) and General Teacher (13)" as detailed in the annexure to this order, in various Districts of Kashmir Division in the Pay Level 5 (Rs. 29200/-) strictly in terms of SR0-202 of 2015 dated 30.06.2015 against the available slots, which became available due to non-joining of candidates, subject to the final outcome of the cases, if any, pending before any Hon'ble Court.

The appointment of these candidates as "Teacher" is subject to the following conditions:- I. The appointees shall be on probation for a period of five years. II. The appointees shall be governed under New Pension Scheme as per SRO 400 of

2009 dated 24.12.2009. III. In case, at any stage it emerges that the certificates/any relevant document

furnished/produced by the selectee is/are fake/fictitious, the appointment order shall be cancelled ab-initio and criminal proceedings shall be initiated against the candidate and to this effect the provisional appointee shall give an undertaking by way of affidavit duly attested by the I st Class J uclicial Magistrate;

IV. The appointees shall give an undertaking by way of affidavit duly attested by the I st Class Judicial Magistrate to the effect that they will not apply for transfer in any case where he/she have been adjusted/posted.

V. The appointees shall give an undertaking in shape of an affidavit to the effect that in case adverse report about his/her character and antecedents is received from the Additional Director General of Police, CID, Jammu & Kashmir, to whom a reference shall be made by the concerned Chief Education Officer; his/her appointment shall be itself stand cancelled ab-initio and he/she shall have no claim of his/her appointment'

VI. The appointment of the candidates shall be subject to outcome of any writ petition(s), if any, pending in any court of competent jurisdiction.

The appointees shall report to the concerned Chief Education Officers within a period of 21 clays from the date of issuance of this, appointment order for seeking further posting orders on his own risk and responsibility till the verification/authentication of all relevant documents/certificates are received from the concerned issuing authorities. In case of failure to join within stipulated time period, the appointment shall be deemed to have been cancelled ab-initio without any further notice.

The candidates who fail to join within a period of 21 (Twenty one) days from the date of issuance of the appointment order shall forego their right to appointment which shall be deemed to have been cancelled ab-initio without any further notice in light of the circular instructions issued by GAD vide No. 08-JK(GAD) of2019 dated: 04/12/2019.

The Chief Education Officer, concerned shall allow the candidates to join on the posts after observing all the conditions of appointment order as reflected at Para_J_ and after verifying the following certificates (in original):

• Character and antecedents certificate from Additional Director General of Police (CJD) • Qualification certificate viz Degree/Marks • Permanent resident certificate • Physical fitness certificate • Date of birth certificate • Discharge certificate from the Institution attending/ last attended • Certificate from the concerned authority to the effect that no loan under-Self

Employment Scheme has been taken by the concerned candidates. • Category certificates (in case of reserved categories) under SRO 294 of 21/10/2005. • Total Marks/Marks obtained and percentage of the selectee be also got

verified/authenticated front the issuing authority in order to ensure that the qualifications as reflected in the selection list is according to the genuineness marks card /qualification certificate.

The formal appointment order of the candidates shall be issued only after receiving verification reports viz date of birth certificates / qualification/marks certificate/category certificate and other (if any) from the issuing authority through concerned Chief Education Officer and no salary shall be drawn till issuance of confirmation order.

The inter-se seniority of the appointees in the particular grade/service shall be fixed giving due consideration to their inter-se merit in the selection in terms of Rule 24 of CCA Rules, I 956.
