Introduction

This document describes a business case to adopt mobile computing devices for the HR business practice.

The business case assumes the full range of processes used as examples in the document. Subsets of those processes could be used to provide a client specific use case.

Mobile devices, such as iPad2 or other tablets, are suitable for displaying data sets but iPhones and other devices may be used to access smaller displays of data.

Not all Human Capital Management systems have the capability to provide mobile applications. Mobile computing requires a different user interface and delivers a

different user experience to conventional HCM systems. HR Cloud Solutions recommend a development platform to support the legacy HCM system. Mobile computing

requires tailored solutions for different business units. Flexibility to add custom fields and modify data sets is a fundamental requirement.

The platform recommended by HR Cloud Solutions is the Force.com platform from Salesforce.com. HR Cloud Solutions provide support for custom development on the

Force.com platform and help set up the mobile data sets and user profiles required to access HR tables.

Before companies commit to hardware purchase and implementing a mobile environment to deliver sections of the HCM there are basic questions that must be answered

and a solid business case established. This document assists companies answer the question from management: “Why do you need a mobile device to access and process

HR information and what specifically are you going to do with it? And, how much will it cost and what are the benefits?”

Executive Summary

HR are seen to be a back office function and not strategic. By empowering the HR team with mobile devices HR will be transformed into a front line operation able to

achieve quantifiable productivity improvement and provide information at their finger tips to support the company’s strategic decision making. HR will assist to transform

the business into a more engaged workforce and be seen as a more efficient processor of information and able to translate face-to-face contact into recorded and

documented action.

The cost of providing mobile devices and providing standard access charges to a typical organization over a two year period is $50,808 plus additional data / operating

costs.

The cost of adding a Force.com platform to the current legacy system using an Enterprise Edition license from HR Cloud Solutions is approximately $54,720 for two years for

57 user licenses.

If the full range of HR activities were applied to the mobile capability of the company’s HCMS (Human Capital Management System) annual benefits of $1,132,586.67 are

expected from improved processes. Over a two year period $2,265,173.34 would be realized in productivity enabled savings.

The fundamental requirement to achieve process improvement through workflow and self service is availability of key resources for response and approval. Mobile devices

ensure 24X7 availability and remote access from anywhere. Without mobile devices technology gains can only be partially achieved.

There are other benefits as well such as company culture, employer branding, etc. that are not quantified in this document and other uses of the mobile that are not HR

specific.

Assumptions and Scope

There are basic assumptions on which this business case is founded:

The business case is based on a hypothetical organization with 1,000 employees.

The transaction volumes and hourly rates are estimates.

There may be some additional HCM functionality required to perform all of the features.

There will be some self service functionality delivered along with mobile computing that was not present in the legacy system.

The intention is to provide clients with a point of comparison to estimate of whether the mobile computing operation is right for them and whether a viable

commercial business case exists to support the operation.

A decision can be made based on potential process savings and estimated costs and infrastructure set up.

The hypothetical organization is represented in the following organization chart. The various layers reflect a typical organization with 1,000 employees. The line units are

not detailed and would obviously vary according to the industry. The boxes in the organization chart represent actors in a Use Case scenario.

The scope of the business case includes 34 typical HR processes. The tasks described in each process and the nature of process improvement would need to be modified to

align with every company’s way of doing things. Some tasks could be eliminated altogether and removed from the process diagram but the approach is to overlay the

mobile icon on the diagram and point to the most obvious tasks.

2. Hourly Rates for Process Participants

The average hourly rate is calculated on employment costs and includes on-costs such as payroll tax, leave provision (sick, annual and long service), company

superannuation provision, overtime, shift penalties, etc. that usually equates to another 40% of actual salary. The average is based upon employees and managers in

business units across the company and not one particular area.

3. Cost of Providing Mobile Device

The full cost of providing a mobile device cannot be assigned to one application. The benefits will flow from other mobile computing uses as well - depending on how the

device is used and the range of communication functions involved.

As a ball park figure the estimate used for determining HR application usage is 50% of the cost of maintaining the device. For a 24 month plan the total minimum cost is

$1,752, including the device and a data allowance of 14GB. For the purposes of this exercise the cost of a mobile device is $876 (50% of the $1,752 cost). Additional data

download charges may not be attributable to HR alone and would be a shared cost with units benefiting from use of the mobile device.

4. Two Year Cost / Benefit Analysis

The cost to provide mobile devices (50% attributed to HCM) using the 24 month 14GB ($1,752) plan is $876

The employee (actors) are assumed to either own their own device or would perform the process in conjunction with an HR person and have not been included in this cost

analysis.

Assuming no devices are currently in use the number of devices required, based on actors involved in all processes is 58. The cost to supply 58 devices at $876 over a two

year period is $50,808.

Nature of Improvements Through Mobile Usage The HR person would be able to access and amend information about any position in the organization that was being discussed. For example the attributes of a position that included skills required or a list of successors. The mobile device would eliminate the need to produce a hard copy report and then make notes to change the attributes later. M1.2a Manage position details - evaluate a position

Nature of Improvements Through Mobile Usage A manager or supervisor reviews positions in their area of responsibility. They decide that a position has changed due to increased accountability, problem solving demands or knowledge required to perform the role described by a position description. The manager requests the position to be evaluated and sends an email to the Compensation (or Remuneration) unit. The position is evaluated and results are made available to the manager online. The manager reviews the results and any comments and then decides if the incumbent employee is entitled to a salary increase. Without a mobile device the manager would rely on hard copy reports and wait for confidential correspondence to arrive before making a decision. The mobile advice enables the decision to be communicated online and the process to increase the person’s salary to begin.

Nature of Improvements Through Mobile Usage The mobile device enables the manager to review any personal information changes almost immediately the change is updated in the HCM system. If there is an entitlement change flowing on from the update then the manager can advise the Compensation area immediately. If the change necessitates a benefit ceasing – for example a car allowance is to cease due to a change in address – then the manager can advise the change to avoid overpayment.

M1.3a Administer employee life-cycle - new hire

Nature of Improvements Through Mobile Usage A person has probably been recruited by a person using a mobile device and may have submitted their application using a mobile device. Once a person is made a job offer the agreed started start date can immediately entered into the system to begin the on-boarding process. The agreement of the start date may be made whilst the recruiter is travelling or even at a coffee shop. The mobile device enables immediate notification to all parties. If the job offer is made to a person and a contract is forwarded for signature that part of the process will probably be done by a mobile device that the recruiter has. The HR person, once aware of the start date, can begin the induction and on-boarding process immediately via the mobile device. For example, if access to the company premises needs to be set up or log in access to the company’s system network needs to be arranged, then that can begin without waiting for the HR person to return to their office.

M1.3b Administer employee termination

Nature of Improvements Through Mobile Usage If a person resigns from the organization the HR person can enter the resignation immediately in the HCM system and the necessary alerts sent out. If the replacement process is critical or security access needs to be closed down then the process can begin as soon as the termination is advised. In the case of dismissal the timing of the system notification is even more critical to begin the exiting process. There will be areas of the company that may need to take immediate action, such as the Payroll unit, and the availability of a mobile device avoids any delays.
