A Principal Investigator is defined as any full-time member of Texas A&M University, The Texas A&M Health ScienceCenter, The Texas Transportation Institute, Texas AgriLife Research or Texas Engineering Experiment Station who is aPI or Co-PI on at least one externally reviewed and funded project or grant within the previous three years. To facilitate the 2009-2010 PI census, each Department/Unit Head is asked to review the attached 2008-2009 PI censuslist for their respective department/unit; update as appropriate; and the updated spreadsheet by close of businesson March 3, 2010.

As CPI Chair, I want to thank each of the nominees who ran for election to the Council of Principal Investigators from theCollege of Geosciences. I also want to thank Drs. Lisa Campbell and Norman Guinasso, who have served as two of thethree representatives from Geosciences on the CPI. Dr. Campbell served the last six years (two consecutive terms) on theCPI and Dr. Guinasso has served the last three years, including serving as the 2008-2009 CPI Chair and 2009-2010 PastChair. Dr. Campbell's and Dr. Guinasso's current CPI term expires on August 31, 2010, both will be eligible for re-electionin 2011.

Graduate Student Support Changes--------------------------------------------------In response to the reduction in FY12 funding for the Division of Research and Graduate Studies, there will be changes to thedistribution of the graduate support funds that are facilitated by the Division. The current university policy mandates that resident state tuition be paid for all graduate assistants. The new generalguidelines for tuition payments for FY12 mandate that resident tuition be paid for up to 5 years (for students admitted without amaster?s degree) and 4 years (for students admitted with a master?s degree) for doctoral GATs and GARs employed by academicdepartments and GANTs supporting teaching. Resident tuition for doctoral graduate assistants funded by external grants and contracts will be paid from those grants andcontracts, where the granting agency permits. Resident tuition for doctoral graduate assistants working in support of teaching[GATs and GANTs (if supporting teaching)] will be paid from a pool of base funds allocated to each college. Colleges will also beallocated a set of flexible tuition funds that can be used strategically by colleges to support competitive tuition and fees efforts forgraduate assistants, such as: tuition for doctoral GARs and GANTs (not supporting teaching) and for tuition for select master?sgraduate assistants. Further each college will receive an additional allocation of strategic support funds that may be used in a variety of ways toenhance graduate programs. BYLAWS

1. Purpose of the Council

The Council of Principal Investigators consists of individuals elected to represent Principal Investigators (PIs) from members of the Texas A&M research community. The Council is committed to the continued improvement of the research environment for students, faculty, and staff. Specifically, the CPI and the PIs it represents, endeavor to work with administration to provide an effective and efficient university organization, to achieve the goal of being nationally recognized and competitive in research and teaching.

The Council meets monthly to address specific issues concerning the research and graduate environments. Appropriate recommendations are discussed with and implemented through the appropriate organizations or administrative offices.

2. Representation

Members of the Council are elected representatives of the Principal Investigators from various units of the Texas A&M research community. As such, it is the responsibility of Council Members to maintain an effective dialogue with their constituents.

A. Definition of Principal Investigator. The Council of Principal Investigators defines a Principal Investigator (PI) as any full-time member of Texas A&M University, The Texas A&M Health Science Center, The Texas Transportation Institute, Texas AgriLife Research or Texas Engineering Experiment Station who is a PI or Co-PI on at least one externally reviewed and funded project or grant within the previous three years.

B. Meetings. Meetings shall be open to all observers, but only Council Members or their Alternates may vote. Meetings will generally be informal, but at the request of the majority of the Council Members present, the operating procedures adopted by the Faculty Senate, or other procedures as agreed upon by those present, will be followed. Minutes of meetings will be kept by the Program Coordinator. Following approval of the Officers, minutes will be approved by the Council and made available to all Principal Investigators and University and System administrators.

C. Quorum. A quorum shall consist of at least 50% of the members of the Council.

D. Elections. Elections to replace Council Members whose terms have expired or to fill other vacancies will be held in the spring semester of each year, after compilation of the census of Principal Investigators. The Chair of the Council shall inform all Principal Investigators in those units that have expired terms or unfilled seats of the need for nominations. The Program Coordinator shall compile the list of nominees and prepare separate ballots for each unit with vacancies, and shall send a ballot to each Investigator on that unit's census list. vacancies exist, the voters shall have as many votes as there are vacancies.. The nominees receiving the most votes will be named Council Members until all vacancies have been filled.

E. Census of Principal Investigators. A census shall be conducted annually by the Program Coordinator to update the list of eligible Investigators for each unit.

F. Allocation of Seats. The Executive Committee will annually review the census data and determine seats by unit based on proportional representatives of the total number of Principal Investigators obtained in the census. Each unit shall hold at least one seat on the council. The total number of Council Members will be maintained between 40-50, as determined by the Executive Committee.

G. Membership Term and Limits. Membership on the Council shall be for a three-year term. No member may be elected to serve more than two consecutive three-year terms. This rule is excepted if the Vice Chair's term on the Council expires during the year that the Member serves as Vice Chair or Chair. In this case, the Vice Chair's term will be extended to the end of the term as Immediate Past Chair.

H. Transfers and Reappointment. Any Council Member who transfers from one unit to another will retain a seat on the Council for the balance of the elected term. If that Council Member was the only representative of a unit, the now unrepresented unit will be entitled to elect a new representative at the next election, and in the interim, the transferring Council Member will be replaced by an Alternate from the unrepresented unit. If the census leads to changes in the number of Principal Investigators such that a unit has too many seated representatives, those Council Members will serve out their terms on the Council.

I. Alternates. If a Council Member has an extended time conflict arise (e.g. teaching commitment at the time of Council meetings, sabbatical, extended travel, illness, etc.) such that the Member is unable to attend two or more consecutive meetings, the Member will enlist an Alternate from the Member's unit and notify the Program Coordinator of the conflict and the Alternate. If the Member is unable to enlist an Alternate, the Chair may do so.

J. Failure to Participate. Any Council Member who fails to attend any four meetings in a year, and also fails to enlist an Alternate from the Member's unit, may be replaced by an Alternate from the Member's unit until the next election with approval of the Chair.

3. Council Officers and Committees

A. Officers. Officers of the Council are: Chair, Vice Chair, and Immediate Past Chair.

1) Selection of Officers. The Vice Chair will be elected to a one-year term which coincides with the September-August fiscal year. The Vice Chair will serve a one-year term as Chair, followed by a one-year term as Immediate Past Chair.

Nominations for Vice Chair will be solicited from Council Members after completion of annual CPI elections. The Vice Chair is elected by the Council in the Spring. In the event of a vacancy

in the office of Vice Chair, a special election will be conducted to fill the office with a Council Member for the remainder of the vacated term. The Program Coordinator is a permanent staff position assigned to the Council and is not a voting member.

2) Duties of Officers. The Chair will preside over meetings and serve as liaison between the Council and the University community. The Chair will call the meetings and, in concert with the Executive Committee, establish the agenda. The Chair will insure that the census is conducted and elections held. The Vice Chair shall serve in the Chair's absence and shall assume the Chair if the Chair can no longer serve. The Immediate Past Chair provides historical perspective and continuity between the previous and present year's activities of the Council. The Officers will complete a yearly summary of Council activities.

B. Executive Committee. An Executive Committee will advise the Chair on Council activities. The Executive Committee will be comprised of the Chair, Vice Chair, Immediate Past Chair, and Council Members that are recommended by the Chair and ratified by the Council.

C. Ad hoc Subcommittees. May be created when needed to address issues of importance to the CPI. Composition and supervision of the ad hoc committees will be done under the discretion of the Chair and advisement by the Executive Committee.

4. Changes to the Bylaws

These rules and operating procedures can be changed by majority vote of a quorum at any Council meeting. Recommendations for changes must be presented to the chair one week prior to the Council meeting to be included on the meeting agenda.

COMMUNICATION & OUTREACH

1. Listservs

The CPI uses a listserv to distribute messages and newsletters to the PI community. Listervs are also developed for individual CPI members to report back to their respective constituencies on issues.

The PI community can communicate with one another utilizing a PI-DISCUSS listserv that is not moderated.

Logistics: Two weeks prior to the meeting, an RSVP is sent to CPI members and Guest members with a request for monthly newsletter items.

2. Monthly Newsletter

Two weeks before the monthly CPI meeting, CPI members and guest members are asked to RSVP for the monthly meeting and provide content for the monthly newsletter. The draft newsletter is provided to the Chair the Friday before the CPI meeting for editing. After final edits have been received, the newsletter is distributed to the PI community the 2nd Tuesday of the month. (Sample enclosed)

3. Census

Each spring, a list of the current department/unit heads and assistants is updated. These individuals are sent the previous year’s departmental PI list and asked to review and provide any updates by a COB date. For purposes of the census, a “PI” is defined as any principal investigator or co-principal investigator who has received an externally funded and peer-reviewed award within the last three years. After the census is completed, nominations are then solicited for open CPI seats.

4. Nominations and Elections

The PIs in each unit with open seats on the CPI are sent a “request for nominations” message with the PI census list for their unit. PIs may only nominate individuals from their unit. The number of nominations a PI can submit depends on the number of open seats for the unit. (SAMPLE Nomination Announcement Enclose).

Nominees are sent a message (SAMPLE Enclosed) and asked to provide a statement of why they would want to serve if elected. After the nomination period ends and the nominees are confirmed, an election announcement is distributed to the PIs in each unit with a link to an election portal. The election portal contains the names of all nominees, with a link to their personal web page and the CPI election statement. The election period is held in March or April

for 10-14 days, with two reminder notices to vote before the election period ends. Once the election period ends, the newly elected CPI members are contacted by the CPI Chair or Coordinator and a message is distributed to the Dean, Department/Unit Head and PIs announcing the unit’s new CPI representative(s). Terms are staggered to help maintain a distribution of new and current members and maintain appropriate corporate memory.

A new member orientation lunch with the CPI Officers is held before the new members begin their terms. After elections have concluded, incoming members are then invited to attend CPI meetings as guests until the new CPI term begins on September 1, to experience CPI meetings and become familiar with current issues.

Census and Seat Allocations

Seat Allocations

• Executive committee reviews the census data and determines seats by unit based on proportional representatives of the total number of PIs obtained in the census

• Total membership number maintained between 40‐50

• Every unit, with administrative offices in College Station, hold at least one seat on the Council.   

Nominations & Elections

Nominations

• Held two weeks each spring for units with open seats (newly allocated or vacated)

• Nomination instructions sent to PIs in those unit’s with open seats

• Any PI eligible for nomination in his/her unit; asked to provide “statement of service”

• Nominators remain anonymous

Elections

• Held two weeks after nomination period ends

• Election instructions sent out; Nominee’s “statement of service” and links to web page provided on election portal

• New members serve 3 year terms

• Results announced in memo to PIs, Department/Unit Heads, CPI membership & Aggie Hotline
