Projects considered inappropriateFunding is not available for:– Ongoing secondary and tertiary education– One-on-one provision of training– Stand alone technical/operational training activities and single issue production management courses unless linked to whole of farm climate change strategy– Specific training activities required to be undertaken to satisfy government regulatory and statutory obligations– Training activities that are cross-subsidised by other government programs or agencies which would provide the opportunity of “double-dipping government funding”– Overseas training activities including conferences, study tours, and workshops– Domestic conferences, study tours, workshops and other similar activities that do not provide structured and interactive learning activities with clearly defined learning outcomes– Purchase of materials, including software, not part of the course cost. Approved e-learning and correspondence learning can be supported if both the developer and deliverer meet training provider requirements– Refresher or similar courses unless they incorporates additional information and research– Courses not approved under the targeted training prior to training taking place– Preparation of business plans for farm businesses or new enterprises– Courses completed after 31 May 2012– Employees of Commonwealth, State and local government departments and agencies involved in primary production, fishing and forestry

Funding EligibilityAt the time of lodging an application for Transitional Income Support:– The value of the applicant’s assets, worked out using the method set out in subsection 10(3) of the Farm Household Support Act 1992, must not exceed the assets value limit mentioned in subsection 10 (4) of the Farm Household Support Act 1992– Assessable income must be below or within the “allowable income limits” used to calculate newstart allowance and does not include any adjusted disability pension paid by the Department of Veterans’ Affairs– Total value of liquid assets (immediate funds) including the applicant’s partner (if any) must be less than or equal to $20,000. For this clause, liquid assets have the same meaning as in section 19B of the Social Security Act 1991

Projects considered inappropriate Transitional Income Support is not payable to an applicant for a period during which the person is qualified for Transitional Income Support if, during that period:– Exceptional Circumstances Relief Payment is payable to the person– Centrelink has not determined that the value of the person’s assets does not exceed the person’s asset value limit has effect– The person is a full time student– Another support payment is being paid to the person– The person is receiving income that is paid by a community or group from funds provided under a Commonwealth fund employment program

Note: Only one taxpayer can claim a deduction for the expenditure incurred in establishing carbon sink forests on a given piece of land

Funding EligibilityThe carbon sink forest tax deduction may only be claimed for the expense of establishing trees that meet certain characteristics including:– The trees occupy a continuous land area in Australia of 0.2 hectares or more– At the time the trees are established it is more likely than not that they will attain a crown cover of 20% or more and will reach a height of at least 2 metres– On 1 January 1990 the area occupied by the trees was clear of other trees with these characteristics– During the period 1 July 2007 to 30 June 2012 a deduction may be claimed for costs incurred in establishing trees in a carbon sink forest in the income year the trees are established, if the trees are established wholly within the income year– The trees in the carbon sink forest meet certain forest characteristics and adhere to certain environmental and natural resource management guidelinesNote: Applicant may also claim a deduction for an income year if they incur expenditure in establishing trees for a carbon sink forest in the income year, or an earlier year, provided that the trees are established within 4 months after the end of that year

Costs that growers are able to deduct under this tax provision may include the costs:– Of acquiring and planting the trees or seeds– Of pots and potting mixtures where the potted plants are being nurtured prior to being established in their long-term growing medium, in the ground, in a permanent way– Incurred in grafting trees and germinating seedlings– Of allowing seeds to germinate (whether by broadcasting, deliberate regeneration or planting seeds directly)– Incurred on preparing to plant the trees or seeds– Incurred in surveying the planted area

Projects considered inappropriateIneligible costs under this tax provision include the costs incurred:– On land purchase and on assets separate from the trees such as fencing, water facilities for the trees, roads within the carbon sink forest and fire breaks– On other plants (e.g. trees for harvesting or horticultural plants) – To drain swamps or low lying land, or on clearing land– On rights that allows access to the land to establish the carbon sink forest or for carbon credits to be traded in the future

The fodder :– Is used to feed livestock permanently residing on their home property– Purchased and on hand does not exceed the minimum amount needed to feed stock for three months after delivery– Is transported from the closest source that is practically available– Is transported by hired carrier, private vehicle, ship or rail

This subsidy applies to the transport of:– Fodder for cattle, sheep, goats, deer, and working and breeding horses, providing they are not normally only hand-fed– Fodder for commercial horse breeders to feed permanent resident horses. This only applies to the proportion of fodder (as determined by Primary Industries and Fisheries) that exceeds the amount that would normally be introduced– Grain, hay, urea, molasses (and other Primary Industries and Fisheries-approved supplements) used to feed drought-affected livestock

Note: A distance restriction of 1000 km exists on all types of fodder (with exception)

Projects considered inappropriateThe subsidy does not apply:– Where livestock have been introduced or agisted on a drought-declared property (with the exception where older core breeding stock have been replaced with weaners)– To transport of fodder for stock on agistment, commercial and opportunity feedlots – To any form of production feeding, including feeding of stud stock at above survival levels. However, fodder used to feed home-bred bulls may be eligible for a 20% freight subsidy– Where stock numbers are considered by the Local Drought Committee (LDC) to be higher than the average stocking rates of similar enterprises in the area– Where fodder is transported between properties under the same ownership. Funding EligibilityEligible projects must relate to stationary energy and must reduce greenhouse gas emissions or have a strong potential to reduce greenhouse gas emissions. Additionally, the projects must be implemented within Western Australia and most project expenditure must be in Western Australia and must involve at least one of the following activities: – Research that assists the development of the wider sustainable energy industry in WA – Assists groups of Western Australian energy consumers or suppliers to increase their use of renewable energy or adoption of energy efficiency– Research and development of a new and innovative sustainable energy technology or individual installationNote: Grants are available for meeting the costs of implementing eligible, sustainable energy activities. These costs may include staff salaries, payments to consultants or contractors and the costs of equipment used in projects.

Without limiting the range of solutions that can be funded, some examples of eligible projects include energy audits, solar hot water systems, heat pump hot water systems or heat exchanges, insulation purchase and installation and solar photovoltaic panels.

The following additional expenses may also be funded under the grant: – Public liability costs that are specific to the project are eligible – Equipment is eligible where it relates to the installation of energy saving devices, or the capital improvement of a community facility

Funding EligibilityRebates may be claimed, subject to meeting the following conditions:– All properties for which owners are seeking rebates must be located within the City of Hobart– Any rebate granted will be payable as a cheque to the payee(s) of the planning, building and plumbing administration fees– Planning, building and plumbing administration fee tax invoice receipts must accompany the rebate application– In order to claim the rebate, provide a copy of the certificate of completion with the application form, along with evidence demonstrating that the rebate qualifying criteria have been met– The new solar or heat pump hot water system should replace an existing electric storage hot water system and be eligible for at least 20 Renewable Energy Certificates (RECs) at the time and place of installation– Installation of products must be completed prior to applying for a rebate and must be done in accordance with Council and plumbing regulations– The solar or heat pump hot water system must be installed by a plumber with current registration and any design work should be done by an experienced designer. An accredited plumber may be able to provide additional advice– All receipts presented as proof of purchase of appliances must be official cash register receipts and include information on the place and date of purchase. Documentation identifying the make and model must also be provided– The applicant must agree to indemnify Council with respect to any dissatisfaction or damage arising from the use of purchased appliances for which the Energy Efficient Development Rebate is being sought

Note: Council accepts no liability for any losses or damages resulting from the installation or use of the products for which the property owner has received the rebate
