History Focus on
NARVACAN ILOCOS SURNarvacan was discovered by a Spanish expeditionary force
sent from Vigan by the military officer and navigator, Captain
Juan de Salcedo. The Spanish expeditionary force wasshipwrecked along the town's coast. When they were being
rescued by the natives, the Spaniards asked the natives what
was the name of their place. The resident's leader replied in
an Ilocano dialect by asking the Spaniards "Nalbakan?" (Are
you shipwrecked?). The Spaniards thought this to be the
answer to their question, and from then on the place was
referred to as Narvacan.
Salcedo befriended the small tribe of indigenous valley
peoples that resided in the area while Spanish families
established a township in 1576. As part of the modern
township, a Roman Catholic parish was established by the
Augustinian religious order on April 25, 1587. The Narvacan
parish would become one of the first Roman Catholic parishes
in present-day Ilocos Sur.
Narvacan was organized under the traditions of the royal
government of Spain. The Habsburg royal family served as the
heads of state which in turn appointed Santiago de Vera as
President of the Royal Audiencia — governor over the region
in which Narvacan was situated. In 1589, Governor Vera
appointed Nicolas de Figueroa as the first Encomendero de
Narvacan — principal administrator of the town and its
neighbors in the encomienda system. His role eventually
evolved into the office of alcalde —

Hawaii-based Filipino Disc Jockey and Broadcaster
Israel Pacis Savellano shares what he does best
and what drives this passion.
HOW DID YOUR CAREER AS A DJ AND
BROADCASTER START?
Where do I start? It was unexpected. I called a
radio show to comment on the topic being aired.During the conversation, the radio host, who later
became my mentor, offered me to be a part of the
broadcasting team. I said yes, and not long after, I
found myself hosting my own show BALITOK
BALLASIW TAAW. It was totally far from my
Business Management degree from the Hawaii
Pacific University.
CAN YOU TELL ME MORE ABOUT YOUR SHOW?
I named the show BALITOK BALLASIW TAAW
which loosely translates to golden inheritance. The
title reminds me of the first Filipino migrants who
became farm workers. Braving the uncertainty in a
foreign land, they endured the heat of the sun
cultivating crops like sugarcane and pineapple. The
radio show was formed as a gratitude to them who
took the golden opportunity and scattered the
seeds of a better life for their children. Nowadays,
the fruit of their initiative is evident, with more
and more Filipinos migrating into the United
States. They left a golden inheritance (balitok
ballasiw taaw) to Filipinos living around the world.
The radio show is basically informative as it
updates the listeners on the current trends and
events in the local and international scenes.
Another highlight is to enlighten the audience on
the rich culture, values and foundation of being a
Filipino. It caters to a wide range of listeners,
including the younger generations, to help them
appreciate their Filipino roots.
Of course, the show will not be complete without
a dose of dedications and song requests, mostly
international songs and our much loved pusong
bayans globally, and that is basically what people
here do.
KPHI HAS PAVED ITS WAY TO THE HEARTS OUR
KABABAYANS, WHAT’S IN STORE FOR THEM?
KPHI can be heard over three channels, 101.5FM,
1130AM, and statewide oceanic digital cable
channel 882. Soon, listeners can tune in to thesestations via live streaming on the internet.
Something big is also happening as we celebrate
our 5th anniversary on May 21, 2010. KPHI, former,
known as KORL radio was founded by Emmy
Ortega Anderson with her husband John Anderson
and their children.
BEING A BUSY RADIO GUY, WHAT OTHER THINGS
DO YOU SPIN ON YOUR SCHEDULE?
I’m very well engaged into a couple of things. I’m
the current official Director of Gumil Oahu. I also
act in live drama performances both in theater and
in radio. Promoting is another thing I enjoy doing.
The station successfully promoted concerts and
shows of our Filipino talents like Willie Revillame
and Sarah Geronimo where I rendered one
opening song. Yes, I sing and record my own songs.
In fact, I’m currently preparing my own album, a
fusion of Ilocano, Tagalog and English songs.
Aside from that, I’ll be finishing a degree on
Criminal Justice this year at the University of
Hawaii. I’m actually working for NBI director
Attorney Victor Bessat as a special agent of the
Hawaii based NBI taskforce. I follow job orders of
criminal cases here at Hawaii-based.
IF THERE’S ANY OTHER ACHIEVEMENTS ISMAEL
SAVELLANO WANTS, THAT WOULD BE?
Joining a TV show in Manila is something that I’m
curious on. I would love to entertain a wider
audience, locally and internationally, and is looking
forward to have an agent (laughs).

HOW DOES IT FEEL BEING A PART OF THE FIRST PINOY FM RADIO AT
HAWAII?
Working at KPHI feels very rewarding. As a DJ and Broadcaster of this
first Filipino Fm radio in Honolulu Hawaii, we are committed to
