1. Reduce the state use tax and replacewith a local community stabilization shareof the tax for the purpose of modernizingthe tax system to help small businessesgrow and create jobs in Michigan.2. Require Local CommunityStabilization Authority to provide revenueto local governments dedicated for localpurposes, including police safety, fireprotection, and ambulance emergencyservices.3. Increase portion of state use taxdedicated for aid to local school districts.4. Prohibit Authority from increasingtaxes.5. Prohibit total use tax rate fromexceeding existing constitutional 6%limitation.
