O'Riordan Migani Architects is an architectural and planning practice established in 1986. Joan O'Riordan and Joseph Migani bring over sixty years of combined experience to their primarily institutional and commercial clientele. The firm is a certified Women's Business Enterprise (MBE) in the State of Connecticut.

Our proposed consulting team is comprised of over one hundred professionals dealing with all aspects of design and construction including Museum Planning. O'Riordan Migani Architects is a small Connecticut firm specializing in creative and exceptional architectural design. OMA will serve as team leader and will direct the efforts of multi-disciplinary engineering firms which are Loureiro Engineering Associates, Inc., Civil, Site, Survey, Structural, Mechanical and Electrical Engineering; and Air Water Soil Inc, , for environmental and hazardous materials. In addition, Kluetsch Associates will provide strategic financial planning services and Heritage Resources will serve as Historic Preservation Consultant. The project team is an interconnected network of computerized offices offering comprehensive professional design services under the leadership of the Architect.

OMA has successfully worked with institutional clients throughout New England including state agencies, municipalities, boards of education, housing authorities, religious orders, hospitals, non-profit agencies and private developers. Ninety percent of the firm's current work load is with repeat clientele and from client referrals. The firm is licensed to practice in the States of Connecticut, Massachusetts, and New York.

O’Riordan Migani Architects is currently serving as an Agent to the Borough in creating a special design district for the restoration and adaptive reuse of the General DataComm warehouse in downtown Naugatuck. O'Riordan Migani Architects is an architectural and planning practice established in 1986. Joan O'Riordan and Joseph Migani bring over sixty years of combined experience to their primarily institutional and commercial clientele. The firm is a certified Women's Business Enterprise (MBE) in the State of Connecticut OMA's Mission is to facilitate capital asset development and management within the non-profit housing sector in service of the larger societal goals of providing affordable housing and empowering tenants with the opportunity to determine their own path in life. Our focus is on assisting our clients in achieving these goals in the most efficient and effective way possible. OMA's Approach has been refined over 37 years of service within the public sector to non-profits, housing authorities, municipalities, institutions, and religious organizations. Our focus is to provide timely and accurate advice to clients in pursuit of quality affordable housing. It can best be summarized by examples of projects undertaken by the firm and the result of those efforts. Lockwood House Museum – OMA is working with the City of Norwalk and the Norwalk Historic Commission on the phased rehabilitation and modernization of the City’s Lockwood House Museum. The firm is developing alternative renovation scope and cost scenarios, one of which will be selected for phased implementation over the next four years as funding becomes available. Sterling Community Center - OMA has work with the City of Stratford in creating a phased restoration, modernization and expansion for the National Historic Register Sterling House. The project entailed significant input from community stakeholders in developing consensus around a viable use and implementation plan. 16 Bank Street Apartments - O'Riordan Migani Architects acquired, developed, restored and rehabilitated two historic structures in downtown Seymour, Connecticut in an innovative public/private partnership with the Seymour Housing Authority. The field of dreams project was funded by the Naugatuck Valley Savings and Loan Association, the State DECD and the Federal Home Loan Bank Board of Boston. It consisted of 15,000 sq.ft. including 12 elderly apartments and four retail stores and is serving as a economic development generator in what was a boarded up and vacant downtown center. The project was successfully financed and delivered, has won multiple design awards, and is currently featured on the FHLBB website. Mission/Taylor Work-Force Housing - OMA designed ten units of work force housing in downtown Stamford, Connecticut for New Neighborhoods Initiative, a non-profit housing developer. The project was funded by DECD, CHFA and the City of Stamford and entailed the rehabilitation of a historic building and new construction. The project required exhaustive review and approvals which OMA successfully navigated in record time. It was successfully delivered on time and within budget. Valley Supportive Housing - Twenty units of scattered site housing in five buildings located in two municipalities were developed by the non-profit housing developer, Home Inc, for a social service agency, The Birmingham Group. OMA provided site evaluations, preliminary feasibility studies and cost estimates which allowed the project to be funded and implemented. Gaining approval for the project required successful State and Federal lawsuits against one of the municipalities which illegally tried to block the project. Once authorization to proceed was won, the CHFA funded project was successfully delivered on time and within budget.

Brookside Cooperative - O'Riordan Migani prepared a Capital Needs Assessment for the oldest and largest housing cooperative in the State of Connecticut. The CNA has become the basis for a $3,500,000 funding application to DECD for deferred maintenance improvements. Funding and implementation is anticipated in 2012. Hales Court - OMA was brought in on special assignment as a Construction Administration Architect for the $25,000,000 Hales Court Affordable Housing project in Westport. Interpersonal conflicts within the project team had caused the project to complete to a complete standstill only six months into construction. Within six months, the construction was back on schedule. The project was completed on time and within budget without legal claims in the Fall of 2011. Summary Approach - in each of the above representative projects, the OMA Service Approach can be summarized as follows:

• focus on client service - on using expertise to facilitate realization of Client objectives • team player -ability to seamlessly become part of Client's facility management and

development team • planning background - ability to analyze land use alternatives objectively • design talent - ability to generate and evaluate multiple design solution strategies

simultaneously • balanced attitude - good design does not begin or end with only what a building looks like. It

must create a successful place which increases the quality of life within the community. • mastery of state-of-the-art digital delivery systems - ability to develop and present building

designs using real time computer modeling • accurate internal costing of proposed project based upon current 'on the ground'

experience • practical construction experience - deep understanding of how construction material

assemblies are delivered in the field and how they perform over time • forensic experience - demonstrated track record in rescuing distressed projects • ability to think outside the architect box - at various time in their careers, the Principals of

OMA have worked as developer, architect, general contractor, property manager and property owner.

Team Dynamic - O'Riordan Migani Architects project delivery model is a traditional one where the Architect leads an experienced team of Engineers and a Landscape Architect. Engineers include mechanical, electrical, plumbing, structural, fire safety, civil, site, hazmat and survey disciplines. The Architect, as Team Leader, manages and directs the design process with the goal of producing the most effective, durable and cost effective solution possible. The OMA Principle assigned to a project stays with it and has point responsibility for its successful delivery. Every project undertaken by OMA in its history has been successfully delivered.

O'Riordan Migani Architects is a small Connecticut firm specializing in creative and exceptional architectural design. OMA will serve as team leader and will direct the efforts of multi-disciplinary engineering firms which are Loureiro Engineering Associates, Inc., Civil, Site, Survey, Structural, Mechanical and Electrical Engineering; and Fuss & O'Neill EnviroScience LLC, for environmental and hazardous materials. For this project, OMA is also proposing to have the minority firm Integrated Design And Construction of Hamden, Connecticut participate and provide field representation during the construction administrative phase. The project team is an interconnected network of computerized offices offering comprehensive professional design services under the leadership of the Architect and has work together continuously for over fifteen years. We offer full scope services, from initial project planning and budgeting through construction review. Services offered by the project team include the following:

Advantages of Working with OMA BIM - OMA has adopted BIM computer simulation technologies. This technology turns the traditional building design and production process literally on its head. We now construct 100%, three dimensional digital models of our designs which allow us and our clients to visualize and model them accurately during every phase of the design and construction process. The benefits of this process over the traditional is exponential in terms of increased accuracy, production efficiency and cost savings. LEEDS Certified & Sustainable Design- We are also proud to offer LEED Certification services upon request. Members of the project team are LEEDS Certified. In addition, Team Leader Joseph Migani has an advanced professional degree in Architecture in Environmental Design from MIT and his Master's Thesis was on energy conscious design in New England. Carbon Footprint - 'Net Sum Zero' building design services are now offered for clients who desire new or retrofitted facilities which have little or no heating and cooling requirements. Super insulation of the building envelope is coupled with high efficiency energy recovery ventilation (ERV) units to achieve near zero heating and cooling loads. The process utilizes extensive computer modeling to optimize building design and performance. OMA is currently pursuing national certification in this exciting and emerging field.

Demonstrated Expertise In New Codes - Effective 01/01/06, Connecticut adopted new building and fire life safety codes. OCR compliance work affects overall code issues in an existing educational facility. The new codes are extremely complex and the cost implications of their correct interpretation and application are significant. Joan O'Riordan, Principal Architect at OMA, is a code expert who regularly consults with local and State Code Officials. Cost Estimating - is done in-house by the Project Architect for the preliminary design phases. The firm retains the services of a Construction Manager for cost estimating services during the design development and construction document phases. LaRosa Building Group of Meriden is currently providing these services for the Brookside Housing Cooperative Housing rehabilitation project which the firm is currently designing. Value Engineering - - is done in-house by the Project Architect for the preliminary design phases. The firm retains the services of a Construction Manager for value engineering services during the design development and construction document phases. PROJECT SCHEDULE & ABILITY TO PERFORM IN A TIMELY MANNER

Our proposed consulting team is comprised of over one hundred professionals dealing with all

aspects of design and construction. O'Riordan Migani Architects is a small Connecticut firm

specializing in creative and exceptional architectural design. OMA will serve as team leader and will

direct the efforts of multi-disciplinary engineering firms which are Loureiro Engineering Associates,

Inc., Civil, Site, Survey, Structural, Mechanical and Electrical Engineering; and Air Water Soil Inc., for

environmental and hazardous materials. The project team is an interconnected network of

computerized offices offering comprehensive professional design services under the leadership of the

Architect and has worked together continuously for over twenty five years. We offer full scope

services, from initial project planning and budgeting through construction review.

Our ability to perform can best be illustrated by past performance.

• System Wide 504 Compliance 19 Sites - In the Winter of 2009, OMA , on special

assignment to the Housing Authority of the City of New Haven (HANH), prepared a 504

Compliance Evaluation of 19 Scattered Sites within a six week production window.

Compensation for work was conditional upon completing the approximately 12 weeks work in

half the time in order to meet a HUD compliance deadline. OMA delivered the required report

to HUD and industry standard within the allotted time frame.

• 122 Wilmot Road - In order to meet a tight 'stakeholder' presentation and review process,

OMA developed three alternative schematic design proposals for the proposed 47 senior

housing / mixed use facility within a three week period. The schedule was determined by

HANH and its need to obtain community approval on a fast track basis. The entire project

validation and authorization process was met by the Design Team as required to

accommodate HANH's application, funding and approval process.

• 195 Chatham & 69 Grand Avenue - OMA provided 'fast track' design work as part of

HANH's HUD Application & Project Development Team for two proposed $8,000,000 projects

within a seven day period. Design analysis was required to determine the optimal unit density

and site utilization which could realized as a matter of right of ownership and for which New

Haven's City Plan office would issue a letter of zoning compliance.

OMA has a track record of assisting clients meet their demanding operational and funding timetables.

RELEVANT EXPERIENCE: Historic Restoration

Canton Town Hall - O'Riordan Migani Architect prepared a facility utilization and accessibility study for the national historic register Canton Town Hall. New Milford - O’Riordan Migani Architects has assisted the Town of New Milford on phased masonry restoration improvements to its municipal buildings. Masonry restoration was subsequently implemented at the New Milford Senior Center. West Haven Downtown District – OMA developed design standards for the historic downtown district in West Haven, Connecticut. The project was funded by the Connecticut Main Street Center. Main Street Waterbury– O’Riordan Migani Architects is working with Main Street Waterbury and the Connecticut Main Street Center on the historic restoration and revitalization of four properties in the downtown Waterbury historic district. Our firm has prepared design restoration studies and illustrations for four historic properties.

16 Bank Street LLC – OMA designed the historic rehabilitation and adaptive reuse of two historic properties in Seymour, Connecticut. The properties, which are on the National Historic Register, were restored to their historic use as ground floor retail and upper floor apartments. The 15,000 sq.ft. project has received a grant from the State DECD Housing Trust Fund and the Federal Home Loan Bank of Boston.

Beach's Block - O'Riordan Migani Architects acquired, restored, and modernized four historic structures in downtown Seymour, Connecticut which were slated for the wrecking ball. The complex contains 20,000 sq.ft. of mixed use retail

and office space. The historic buildings, which have been restored and brought up to code, are listed on the National Historic Register. Meriden Town Hall Clock Tower - O'Riordan Migani Architects served as Historical Architect for the restoration of the historic Clock Tower atop City Hall in Meriden, Connecticut. The project was implemented over a six month period at a price of $160,000 and consisted of repair and refabrication of historical building components.

RELEVANT EXPERIENCE 7 Wallingford Railroad Station - O'Riordan Migani Architects designed the restoration and reconstruction of the historic Wallingford Railroad Station for the Town of Wallingford, Connecticut. Perry Homestead - OMA conducted a feasibility utilization analysis for the Perry Homestead in Stratford, Connecticut. The Perry Homestead is the oldest residential structure within the Town and is on the National Register of Historic Places. Working with the Perry House Restoration Committee, OMA developed a master plan for phased improvements which would convert the vacant structure into a Tourist Information Center and Living Museum. OMA oversaw emergency structural remediation to secure the site until such time as funding was obtained.

Sterling House Community Center - O'Riordan Migani Architects prepared a feasibility utilization and expansion study for Stratford's Sterling House Community Center. The site, which is on the national Register of Historic Places, serves as a multi-generational community center within a historic structure. OMA prepared multiple restoration, reuse and adaptive reuse scenarios which were designed for multi-year phased implementation as funding became available from both the municipal budget and outside sources.

Lockwood House – OMA is working with the City of Norwalk and the Norwalk Historic Commission on the phased rehabilitation and modernization of the City’s Lockwood House Museum. The firm is developing alternative renovation scope and cost scenarios, one of which will be selected for phased implementation over the next four years as funding becomes available.

RELEVANT EXPERIENCE 7 Solomon Goffe House – OMA designed the exterior restoration and reroofing of Meriden’s oldest residential structure, the Solomon Goffe House. The scope of restoration work included structural reconstruction and restoration/replacement of a cedar shake roof.

38 Columbus Street

In November of 2012, OMA successfully obtained zoning approval for a proposed, 24,500 SF, 26 unit, affordable senior housing facility in Seymour, Connecticut. Construction has been funded by DECD/CHFA with construction starting in June of 2015. The project is a downtown economic revitalization initiative. The facility will also house a Community Center and have an emergency backup generator.

OMA has designed, obtained site control and zoning approval for, and is currently in the process of obtaining financing for a proposed, urban infill, affordable elderly housing project in downtown Seymour, Connecticut. Occupancy is scheduled for the Fall of 2016.

RELEVANT EXPERIENCE 7 Roosevelt Drive Factory Housing

In May of 2012, OMA procured successful zoning review for a preliminary housing proposal for a blighted mill complex in Derby, Connecticut. Previous submissions by other applicants for housing had been routinely rejected. The 50,000 SF project featured 5,000 SF of retail space and 30 affordable elderly apartments. Although successfully received by the zoning board, the project was not implemented due to CT DEP 500 year flood plain policies which prohibit use of State financing.

O’Riordan Migani Architects is working with the Borough of Naugatuck on the historic restoration and adaptive reuse of a large 8 acre industrial warehouse in the downtown.

Existing Urban Context & Massing Model Showing Proposed TOD Site - The area proposed for the TOD is comprised of approximately 14 acres

located between downtown Naugatuck and the Naugatuck River. It is identified as three land parcels designated A, B, C & D. Parcels A, B & C are contiguous. D is the site of the historic train station.

Parcel A has an area of approximately 4.4 acres and is improved with a 447,400 SF, four story concrete frame warehouse constructed in 1954. It is the last remaining structure of the former UniRoyal plant which dominated the downtown from approximately 1830 to 1980.

Parcel B has an area of approximately 7 acres which is vacant and in the process of being environmentally remediated of industrial contamination. Parcels A & B are contiguous.

Parcel C has an area of approximately 2.4 acres which is vacant land which has been remediated of industrial contamination. Parcel C is separated from Parcels A & B by Maple Street on the north.

Parcel D is an existing historic train station located on approximately 1.5 acres to the north of Parcel C.

RELEVANT EXPERIENCE 7 Parcel A has been optioned (10/14) to ART LLC for the purpose of adaptively reusing

the 447,450 SF warehouse as a mixed residential/office facility. The proposed building use program is as follows:

Level 1 - Art Galleries, Elevator Lobbies & 97 spaces of in-building parking Level 2 - Corporate Office Space Level 3 - 45 units of work/live artist housing Level 4 - 45 units of work/live artist housing

Level 5 – Roof Garden, Day Care, Community Room, Walking Track ART 6 is envisioned as an Arts & Culture Initiative whose purpose is to create an Artist Collaborative in a work/live environment created within a historic mill building. The goal is to improve the quality of life within the community through promotion of the arts and culture. ART 6 requires approximately 400 parking spaces to accommodate its building population. This will be provided through a combination of in-building parking on Level 1 and surface parking to the north and south of the existing building. A 500 car parking garage may be built in the future should Metro North relocate the train station to the site as planned.

O'Riordan Migani Architects is proposing the development of a new boutique hotel and millennial apartment tower on the historic Derby Green across from the Sterling Opera House. The tower has water views from three sides. The hospitality venue will lease the Opera House from the City, restore it and use it as an event space for the hotel. The project is bold, as were the industrialists in the early 1800's who created world wide markets for the products they invented and manufactured in Derby.
