C2C Project GoalC2C Project GoalThis project will support:– The deployment of telecommunications systems along the
IH 35 Corridor and in the San Antonio area that will enable the sharing of data and video generated by the ITS equipment with the traffic management centers, emergency response centers and the local media
– The development of center-to-center (C2C) connections between Traffic Management Centers, Emergency Operations Centers, 911 Dispatch Centers
– Enhanced distribution of data and video to incident response agencies, the media and the public

C2C Project Software ReuseC2C Project Software Reuse
FDOT licensed TransGuide ATMS and TxDOT SDI software during their early system development, reciprocal agreement provides TxDOT access to enhanced software at no costFDOT SunGuide software:– SunGuide Web Server (511 Web Site)
• TransGuide will utilize underlying data collection modules/functions to collect data from C2C.
– SunGuide Data Archive SubsystemTransGuide integrated FDOT TSS subsystem several years ago to support RVSD
C2C Project Software ReuseC2C Project Software Reuse
TxDOT SDI software (all be part of the recent LoneStar 2.0 release): – TxDOT Command and Status Distribution (CSD) Version
1.1.3– TxDOT Travel Time Application (TTA) Version 1.0.0– TxDOT Center-to-Center Infrastructure and Test Suite.
Version 4.3.0
Task 1Task 1-- IH 35 Corridor Comm. UpgradeIH 35 Corridor Comm. Upgrade
San Antonio portion of IH 35 project used leased communications (T-1 and cellular) and line of sight Wireless Ethernet Radio Will upgrade communications to full wireless backhaulConstruction of new TxDOT area office in New Braunfels included the installation of a 175 ft. radio towerTower has line of sight to LP 1604/IH 35 fiber hub, northern limit of fiber networkWill be able to provide video to area office and use area officeas point of video sharing with local emergency responders and mediaWill use Motorola PTP 400 and PTP 600 equipment or equivalent
Task 2Task 2-- C2C Integration PlanC2C Integration Plan
Developed Concept of Operations for C2C development:– Review of traffic management systems
• TransGuide ATMS• TRF ATMS• TRF SDI• Existing C2C capabilities
– Reviewed Operational Functionality• Travel times across district boundaries• DMS, CCTV coordination• Enhanced incident management• Amber Alerts
– Developed Operational Scenarios• Coordinated Incident Management• Amber Alerts• After hours support for non-24/7 centers
Task 3Task 3-- C2C Appl. TransGuideC2C Appl. TransGuide
Update TransGuide SRS and TransGuide SDDUpdate existing C2C data feedsCreate new C2C data feedsIntegrate C2C incidents into TransGuide ATMS Configure SDI C2C for use with TransGuideIntegrate SDI travel times
Task 4Task 4-- C2C Appl. Remote CentersC2C Appl. Remote Centers
TRF SDI application will be installed at TransGuideSDI application will initially be a stand-alone application used to provide after hours operation for centers that also use SDI applicationWill develop C2C connection between TransGuide ATMS and SDI applicationsInstallation of SDI ATMS will be first step in upgrade of TransGuide ATMS to SDI software– Will identify additional development needs– Will determine level of effort needed ($)– Will identify funding– No timeline for upgrade
Task 5Task 5-- C2C Appl.C2C Appl.-- Amber AlertsAmber Alerts
TransGuide began coordination of Amber Alerts for TxDOT DMS in February of 2006– The notification process has expanded to include:
• Silver Alerts and Blue Alerts • Hurricane evacuation and other emergency alerts
Began with manual process (notification via phone call)Developed e-mail notification process, with standard attachment formsUse of C2C– Use C2C capabilities to deliver DMS message request to
receiving districts– Use C2C to allow districts to complete after action reports on
line
Standard Alert Notification Attachment
Task 6Task 6-- IH 35 Incident Management PlanIH 35 Incident Management PlanTTI is developing the IH 35 Incident Management Plan, which willdetermine:– All stakeholders
• Identified the 911 centers and emergency responders• Numerous cities, counties, DPS are involved• Discussions with COGs as starting point for identifying all
stakeholders– Current incident management practices and recommended
improvements• Incident management is in place on the corridor• TxDOT districts developed incident management protocol
several years ago• Maintenance offices are contacted by emergency responders
Task 7Task 7-- TransGuide Workstation at EOCTransGuide Workstation at EOC
City of San Antonio and Bexar County EOC opened in the fall of 2007– Becomes Alamo Regional Command Center (ARCC) during
disaster response– Currently the EOC does not have direct access to
TransGuide video• Video access via City Government Access Channel
– Working with City on establishing fiber optic cable connection between TransGuide and EOC
– Have agreed in principle to setting up TransGuide workstation(s) at the EOC, which would allow camera control
– Details not finalized
Task 8Task 8-- Video Teleconferencing SystemVideo Teleconferencing System
City of San Antonio/Bexar County has video teleconferencing system in place at the EOCWill Add up to three nodes at TransGuide on that network:– TransGuide Operations Room– TxDOT EOC at TransGuide– City of San Antonio Traffic Management Center at TransGuide
Task 9Task 9-- IH 35 Video/Data SharingIH 35 Video/Data Sharing
Video and data sharing needs– Goal is to share TxDOT video with law enforcement and
receive incident data from 911 call centers– The development of the incident management plan will
facilitate the development of video sharing agreements with local emergency response agencies along the corridor
– Video sharing agreements with CTECC and TransGuide with local media in Austin and San Antonio, the additional cameras will not require modifications to the agreements
Technical plan for sharing video and data– SwRI working with TTI to identify options for video and data
sharing, including local emergency responders, maintenance offices, and local media
Task 10Task 10-- Enhanced Internet ServicesEnhanced Internet Services
TRF/TSD developing statewide Internet Application using MS Virtual Earth, based on licensed FDOT Internet applicationWill develop interim IH 35 corridor Map PageWill develop Mobile/PDA site
Task 11Task 11-- C2C Data ArchiveC2C Data Archive
This task will provide for the development of the TransGuide Data Archive to support the enhanced sharing of data among agenciesThis task will reuse software licensed from FDOTThis will include – an investigation of the desired data to be stored– development of database organization for data,– modification of the FDOT Data Archive to support all
required functions
