INTRODUCTIONSFO’s mission is to provide an exceptional airport in service to its communities. With nearly 58 million guests traveling through the Airport in a typical year, the entire Airport team is focused on providing the best level of passenger service and care. One key Strategic Plan goal for SFO is to “Achieve Zero”, which includes working toward achieving carbon neutrality and reducing greenhouse gas emissions by 50% by 2021 (from 1990 baseline). Post-2021, SFO’s ambition is to achieve net zero carbon emissions in advance of City and State targets. To move toward this aggressive goal, SFO must eliminate natural gas and instead rely on efficient electric systems and appliances.

The Airport has a long history of reducing carbon emissions, from sourcing 100% greenhouse gas free electricity to procuring all-electric shuttle buses, light duty vehicles and operating an all-electric AirTrain system. SFO now must take the next step and move away from natural gas in buildings, one of the last non-renewable fossil fuels used on campus. Eliminating natural gas infrastructure will also aid in the reduction of fugitive methane emissions, which are measurable: “ICF estimated total methane emissions from commercial buildings across California at... 0.24–0.28 percent of total natural gas consumption”.1

Fuel-switching will be challenging, yet presents a tremendous opportunity to curb greenhouse gas emissions and realize co-benefits, such as increased health, comfort, and safety for employees, tenants, and customers alike. The use of natural gas produces air pollution that has been associated with asthma and increased respiratory disease. Young children and people with asthma are especially vulnerable.2 All-electric buildings eliminate this exposure and unnecessary risk.

In 2018, a total of 1.9 billion kBtu of energy was consumed to operate the entire SFO campus. 56% of the energy was attributable to electricity, whereas 44% was attributable to natural gas (See Figure 1).

• More than three-quarters of all natural gas use is in Tenant-occupied spaces.

• Almost two-thirds of all natural gas use is in Non-Terminal buildings.

Campus-wide in 2018, 43 of the 102 buildings at SFO, plus the Mel Leong Treatment Plant (MLTP) and a small number of unmetered loads, used natural gas. This correlates to approximately 70% of the SFO campus square footage (See Figure 4). The Maintenance Operations Center and the Terminal Central Utility Plant use the most natural gas, accounting for approximately 80% of the total.

By eliminating natural gas across the campus, the Airport is doing its share to meet the City and County of San Francisco’s commitment to be carbon neutral by 20503. As a signatory of The Net Zero Carbon Buildings Declaration at the 2018 Global Climate Action Summit, San Francisco pledged to ensure new buildings operate at net zero carbon no later than 2030 and all buildings by 20504. Recent Ordinances passed in 20205,6,7,8 will no longer allow natural gas to be used in most new construction (nor major renovations of municipal buildings). And though no requirement exists yet for existing buildings, in 2019 San Francisco Mayor London Breed directed the convening of a Zero Emission Building Task Force8, in which SFO was an active participant, to draft a Roadmap to guide fuel-switching existing buildings and inform the 2021 update to the City’s Climate Action Plan. SFO’s Electrification Action Plan is a pioneering effort for decarbonization in San Francisco. By transforming the campus’s infrastructure and technology, SFO will demonstrate to the City, aviation industry, and building sector that electrification at multiple scales is both possible and worthwhile.

Participants

This SFO Electrification Action Plan to fuel-switch the campus’s Terminal and Non-Terminal buildings is an outcome of a collaborative engagement process. An SFO Electrification Working Group was convened from May 2020 to February 2021. It included a steering committee comprised of a broad cross-section of key SFO staff, who will also be critical for the successful transition to an all-electric campus:

ProcessThe Electrification Working Group designed five activities, implemented between May 2020 and February 2021, to inform the creation of the Electrification Action Plan (See Figure 2):

1. Discovery: The scope of work was developed, defining the boundary to include SFO-owned and tenant-leased buildings and to exclude mobile and stationary fuels, for which pathways are being defined through the Zero Emissions Vehicles Readiness Study and the Distributed Energy Resources Study. Electrification resources, literature, and studies were collected, distributed, and reviewed to supplement participants’ knowledge. 2. Data Collection and Analysis: Building energy use and equipment datasets were collected and assessed for quality. Natural gas assets, locations, and specifications were indexed for Non-Terminal SFO buildings.

3. Categorization: Three subcommittees were formed to explore the unique circumstances for each of the primary building operators: tenants in Terminal buildings, tenants in Non-Terminal buildings, and the Airport Commission in non-terminal buildings. Airport Commission in Terminal buildings are being examined as part of the Central Utility Plant Performance and Technical Study.

4. Barriers and Pathways: The subcommittees each participated in three separate brainstorming sessions to identify barriers, solutions, and specific actions to be taken toward campus-wide electrification. In parallel to the subcommittee sessions, research was conducted on potential funding sources and technology solutions for equipment replacement. (See Resources section below.)

5. Electrification Action Plan: The Electrification Action Plan serves as a reference for Airport staff to use when developing their work plans to phase out natural gas on the SFO campus. The Plan is designed to be concise and actionable, identifying key stakeholders and time-bound tasks so electrification projects can be implemented; monitored for progress; and adapted based on changing regulatory, resource, and financial constraints. The Electrification Action Plan was drafted and reviewed by the Electrification Working Group.

STRATEGIESThis section outlines four areas that the Electrification Working Group determined to be the core components to electrify the SFO campus. It is intended to be used by SFO staff across Divisions to inform implementation and be incorporated into individual work plans. Each Strategy contains Actions (e.g., “A1”) and related Tasks (e.g.,”A1a”) in an organizing framework shown in Figure 3, with an objective to complete most of the work between 2021 and 2025. (See Table 1: Proposed Timeline below for an Electrification Action Plan schedule.)

Implementation Approach

Action A1. Inventory Equipment

The first step toward electrification is for SFO to catalog the natural gas equipment throughout the campus. This activity will clarify the scale of the work necessary and offer a sense of new demands on infrastructure. The three primary building operators at the Airport will need to account for their natural gas equipment use: tenants in Terminal buildings, tenants in Non-Terminal buildings, and the Airport Commission in Non-Terminal buildings.

For tenants in Terminal buildings, an equipment inventory was initiated in 2019 by the San Francisco Department of the Environment (SFE) under a Work Order. SFE staff conducted audits in forty-three food and beverage Terminal locations, representing nearly half of all food and beverage leaseholds on campus. The audits consisted of compiling an appliances inventory, identifying energy and cost saving opportunities, and generating a customized, actionable report.

To round out the existing data, Sustainability and Environmental Policy in partnership with Mechanical Maintenance, Mechanical Engineering and Electrical Engineering, will conduct an all-campus natural gas asset inventory to understand the full scope of data gaps and information needs. Next, audits and site visits will be conducted to collect asset information and backfill any data gaps. (See Figure 4)

o Task A1a. Check the SFO database for existing asset information. S&EP F SFO uses asset management software to manage building equipment. The information about natural gas equipment and buildings already collected in the database can be used as context for evaluating campus equipment trends.

o Task A1b. Partner with AVM/RDM for site contact and access. S&EP AVM RDM Aviation and Parking Management and Revenue Development and Management have deep relationships with airlines and concessionaires, respectively. Coordination with AVM and RDM will be necessary to provide a conduit for tenant communication in support of site access to gather additional information about natural gas equipment.

o Task A1c. Conduct site visits to gather natural gas equipment information. S&EP F In-person site visits will be necessary to verify equipment information and gather site specific location details (e.g., age, model, location) for future retrofits. (See Figure 4)

o Task A1d. Index Terminal Food & Beverage (F&B) Tenant natural gas equipment. S&EP

AVM RDM S&EP SFO has provided 50% of F&B concessionaires and airline lounges with an Energy Audit. Energy Auditing services will be offered to the F&B tenants that have yet to complete the process. This will assist in determining the natural gas equipment that is most common as well as candidates for replacement.

o Task A1e. Link building asset inventories to data visualizations. S&EP Repro Information collected from SFO’s asset management software, audits, and site visits will be translated into graphic representations to highlight insights about campus equipment in an accessible and instructive way.

Action A2. Gather Contextual Information. It will be necessary to understand the existing electrical infrastructure capacity and new demands to accommodate an all-electric campus. The up- and downstream influences and dependencies related to natural gas equipment replacement will contribute to developing a methodical process for fuel-switching, as well as selecting appropriate tools for finding replacement options. Therefore, partnership and close collaboration with key stakeholders like SFO’s Utilities Department is essential.

o Task A2a. Match nearest Load Center electrical capacity to natural gas equipment. PD&C S&EP F Switching from natural gas to

electricity requires SFO’s existing and future electrical infrastructure to have available capacity to provide power to new electrical equipment. Using results from the Master Utilities Infrastructure Study and Implementation Plan, it is possible to overlay locations of natural gas equipment on a map of load centers and access the available electrical capacity nearby. Additionally, close partnership with the Electrical Capacity Upgrade Study and the San Francisco Public Utilities Commission are needed to ensure sufficient capacity at the substation level.

o Task A2b. Identify available electric equipment alternatives to existing natural gas equipment. S&EP PD&C F Develop a catalogue of possible

electric equipment replacements organized by HVAC category to give Planning, Design and Construction, and Facilities a starting point for selecting replacement equipment during the design stage of retrofit projects.

o Task A2c. Collect dates and work scopes for planned refurbishment projects. PD&C F Account for future capital and operating projects to identify possible synergies with fuel switching replacements. Expanding the scope of work for upcoming planned projects to include electric equipment retrofits will save the airport money in engineering, mobilization, and construction costs.

o Task A2d. Estimate rough order of magnitude replacement costs. PD&C F Consult with SFO staff across Divisions, as well as manufacturers and industry-leading engineers to calculate an approximate financial impact of fuel-switching. Findings can be tracked in the gas equipment inventory dataset, which is already arranged to include this information.

Strategy B. Strengthen Electrification Policy and Process

Objectives

• Understand the requirements and gaps in current policies, standards, and guidelines

• Create a process to improve and/or better implement policies that promote electrification

• Communicate expectations to SFO staff and tenants

Measures of Success

• Completed policy/standards reference guide with annotations to correlate requirements to electrification activities for users of Terminal and Non-Terminal buildings

• Development of Airport electrification standards in alignment with municipal and citywide policies, state goals, and standards

• Defined priorities, process, and support documents for lease renewals related to fuel-switching

Proposed Timeframe FY21/2 Q1 – FY23/4 Q1

Implementation Approach

Action B1. Understand current and needed policies impacting electrification

SFO staff and tenants should have easy access to and knowledge of the requirements impacting their building operations. This awareness sets the stage for successful implementation and enforcement. It also helps to establish policies that align with SFO’s electrification goals. While new construction is already required to be all-electric, renovations will continue to rely on natural gas unless there is straightforward communication about incentives or mandates to electrify.

o Task B1a. Compile an annotated catalog of Airport, municipal, citywide, and state policies and commitments that can influence electrification activities. S&EP PD&C List all relevant codes, airport directives and standards, and city policies and goals.

o Task B1b. Perform scenario mapping. S&EP AVM RDM PD&C F Consider the likely

sequence of events for which these codes and standards may be used - from large capital projects to minor alterations or maintenance efforts - and provide annotated diagram

workflows from the various perspectives of occupants of Terminal and Non-Terminal buildings. This evaluative process should also establish a hierarchy of applicable requirements. The resulting outcome may be integrated into the introduction to Airport Building Regulations, A&E Standards, and Sustainability Guidelines or become a standalone reference document.

o Task B1c. Note conflicting or duplicated references, as well as gaps where new requirements are necessary. S&EP It is likely that there will be some crossover in content among the various codes, airport directives and standards, and city policies and goals, as each item was developed independently. Determine the information relevant to electrification that can be updated, consolidated, or removed to eliminate confusion. Wherever possible, provide references to language already published in other documents, rather than repeating the specifics of the requirement in multiple locations. In addition, maintain a list of policy needs not yet covered by existing requirements - especially related to fuel-switching and smaller renovation, equipment upgrade, or maintenance projects - making note of the preferred placement in future documents and impacted parties.

o Task B1d. In the context of Airport capabilities and infrastructure, establish one or more phase out target years for tenants in Terminal buildings, tenants in Non-Terminal buildings, and the Airport Commission in Non-Terminal buildings. S&EP AVM RDM PD&C F SFO staff can set a sequence by activity type and/or location to fuel-switch equipment and systems. Multiple target dates may allow for a more nuanced perspective on work plan impacts, whereas a single year may be viewed as an aspirational goal. In addition to the appropriate sizing of electrical infrastructure, it will be necessary to account for changes to tenant lease agreements and expirations/renewals.

o Task B1e. Share policy updates and phase out target(s) with Airport community. S&EP

AVM RDM Legal PD&C F MarComm DIR Consistent communications with stakeholders will be important for an effort of this magnitude, such as the Airport Operations Bulletin for tenants and Executive Directives for SFO staff.

Action B2. Revise Lease Language

Tenants in Terminal and Non-Terminal buildings occupy many of the buildings using natural gas on the Airport campus. Therefore, the Airport’s ability to electrify will heavily rely on Tenants’ initiative or agreement to fuel-switch equipment and systems. Leases and related documents should be modified to include electrification when the base building is able to accommodate the increased electrical load, or in anticipation of such near-term improvements. A successful outcome will also involve dedicated Airport Staff time to shepherd and ensure improvements are completed in accordance with agreements.

o Task B2a. Categorize lease expirations to prioritize fuel-switching. S&EP AVM RDM Once the natural gas equipment inventory (Action A1) is complete, the existing Tenant contracts should be indexed by expiration date and cross-referenced to location to inform the timeline for building improvements and equipment replacements. By focusing on locations with high instances of leases nearing expiration, lease renewals can be negotiated with electrification in mind and there will be a greater likelihood that an entire building or area can fuel-switch. Conversely, the Airport may choose to focus on a particular Tenant with leases nearing expiration and locations distributed throughout the campus if that better accommodates the available electrical load capacity. Regardless of the selected path to electrification, it will be necessary to allocate sufficient staff time to support these projects.

o Task B2b. Develop mechanisms to support tenant electrification activities. S&EP AVM

RDM There are four typical circumstances when electrification is most ideal for tenants, and the Airport should design expectations and policy to accommodate the unique aspects of each:

• Initial build-out for new tenant;

• Tenant Improvement, either for existing tenant, or new tenant into an existing location (a.k.a. “Active Terminal”);

• Emergency repair (a.k.a. “Active Tenant”); and

• Lease extension.

When creating procedures for electrification of Tenant-occupied locations, consider including simple and streamlined parameters for common

variables, such as timing, first costs, incentives, energy rates, base building type, and ownership structure. Review tenant lease types and end dates to inform opportunities for electrification. The Tenant Lease and Use Agreement, Tenant Work Letter, and Tenant Improvement Guide are three documents that may be useful for recording and communicating information about the procedures.

o Task B2c. Update Lease agreement and attachments. S&EP AVM RDM Assess the entire package of documents that are used to communicate Tenant performance requirements and expectations. At a minimum, consider revising the Airport Building Regulations, Tenant Lease and Use Agreement, Tenant Work Letter, Tenant Improvement Guide and any other references as needed to ensure a consistent message and clear path to success.

Determine a reasonable timeline for compliance that may cross lease periods. Consider that many Tenant leases will expire in 2023, so it would be beneficial for the Airport to complete this Task in anticipation of those renewal conversations.

Strategy C. Educate and Train Airport Tenants and Staff

Objectives

• Refine communication messaging about electrification

• Establish confidence in the use of (unfamiliar) technologies and solutions

• Provide sufficient information to guide necessary action

Measures of Success

• Education for SFO Tenants and Staff explains the broad value of electrification, including environmental, health, and safety co-benefits.

• Publication of simple, yet flexible and useful educational content for a range of audiences.

• Demonstrations of lessons learned and success stories that improve and accelerate adoption

Implementation Approach

Action C1. Assess stakeholder needs and update existing industry resources accordingly

There are many approaches to addressing stakeholder needs and expectations. Techniques range from asynchronous (e.g., surveys, independent assessments) to direct (e.g., one-to-one interviews) and highly interactive (workshops, in-person events). The key is to accommodate people’s preferred methods for communicating and availability to ensure that the content provided aligns with their knowledge and experience levels, while still providing the level of detail necessary for them to be successful.

o Task C1a. Identify SFO staff roles that would benefit most from job-specific training on electrification. S&EP PD&C F To develop useful training modules and educational references, Sustainability and Environmental Policy staff will need to understand the experience, circumstances, needs, and goals of the SFO staff who will shoulder a significant amount of the implementation effort for electrification, such as mechanical engineers and maintenance workers. It may be helpful to create a contacts ‘master list’ that includes such relevant information.

o Task C1b. Compile existing industry educational resources to match SFO staff needs. S&EP Reputable organizations have published construction guides, equipment replacement lists, white papers, and other documents that can be used by SFO staff, rather than creating resources from scratch. (See Resources: Technology and Equipment below for a select list.) Conduct a thorough literature review and collect these references, organizing them based on the responsibilities and the expertise held by each Division or individual.

o Task C1c. Identify gaps in existing educational content. S&EP PD&C F There will be circumstances unique to Airports, and to SFO in particular, that will not be addressed in the available literature. In partnership with the individuals receiving the training or other educational content, decide on topics that merit the development of dedicated resources.

o Task C1d. Create new content to address needs. S&EP MarComm Repro Either using in-house

expertise or by hiring consultants, research and publish training and/or educational content that provide the information lacking from the pool of existing resources. These can be circulated internally or shared with the public. Establish a plan for updating material periodically, as electrification is a rapidly evolving sector.

Strategy D. Implement Natural Gas Phase-Out

Objectives

• Define and refine the formal campuswide electrification work plan

• Perform fuel-switching projects

• Communicate ongoing progress to SFO stakeholders

Measures of Success

• Development of a clear and extensive time-bound methodology for replacing natural gas using equipment

• Confirmed financial mechanisms to fund equipment replacement projects

• Some fuel-switching projects have been completed in Terminal and Non-Terminal buildings, by both the Airport Commission and tenants.

Implementation Approach

Action D1. Prioritize Equipment Replacement

Electrification will take time and will happen in a piecemeal fashion. New construction and major renovations that include HVAC equipment replacement are already required to be all electric per the Electrification of Municipal Facilities ordinance. Yet, much of the Airport campus will require some amount of fuel-switching. SFO staff will make use of the equipment inventory and other factors defined in Strategies A and B above to decide which projects to tackle first, and to determine if equipment purchases can be bundled.

o Task D1a. Set evaluation criteria. PD&C S&EP F Determine the characteristics (e.g., cost, age,

location, complexity) for establishing the relative importance of equipment replacement projects, as well as the traits that these projects may have in common. Devise a weighted scoring system for each consideration so results are comparable.

o Task D1b. Group natural gas equipment replacements into viable projects. PD&C F

S&EP Organize the electrification work into discrete activities based on common themes, such as a similar boundary (e.g., building) or equipment type, which may allow for efficiencies and cost savings. Rank these multipronged projects using the scoring criteria to help guide work plans and procurement. Ensure SFO staff can allocate sufficient time to oversee and/or implement projects in alignment with the desired schedule.

Action D2. Replace Equipment

Once all of the previous Tasks described in this Action Plan are complete, the Airport will be well-prepared for removing natural gas using equipment and installing efficient electric counterparts. (See Figure 5)

o Task D2a. Develop a timeline for equipment replacements. PD&C F Use project management software (or similar mechanism) to chart the ranked projects from Task D1b above in chronological order of the start date and delineating research, design, construction, and commissioning phases. Make note of special considerations for each project that may

influence the schedule. It is ideal to maintain a visual representation of the entire effort to gauge feasibility as well as other opportunities for simplifying the overarching plan.

o Task D2b. Leverage external program incentives.
