Report: regarding newly created high school intervention and support programs implemented in the 2016-17 school

Action: Adoption of Resolution No. 2874, authorizing the assignment of certificated employees to areas outside their authorized credential during 2017-18 per Education Codes sections 44256(b), 44258.2, 44263, and 44865. 3. Action: The superintendent is recommending approval of submission of variable term waiver to the California

Call to Order

The October 10 regular meeting was called to order by the president, Michael McKibbin, Ed.D.

Roll Call

Recess: Closed Session

The meeting was immediately recessed, with the board convening in closed session for conference with Legal Counsel

regarding student grade/records challenge (Education Code section 49070) and to consider student expulsions in four cases

(Education Code §48918[f]).

Pledge of Allegiance

At 6:30 p.m., four members of the Del Campo High School Air Force Jr. ROTC led the group in the Pledge of Allegiance.

Minutes Approved

It was moved by Mr. Paulo, seconded by Ms. Villescaz, that the minutes of the September 26 regular meeting be approved.

MOTION CARRIED UNANIMOUSLY [McKibbin, Costa, Hernandez, Paulo, Villescaz].

Board/Staff Reports (E-2)

Ms. Villescaz shared her experiences visiting Trajan Elementary School and Casa Roble Fundamental High School and

reported that she and Dr. McKibbin joined Mr. Camarda and Mr. Mitchell for a visit to Camp Winthers.

Ms. Villescaz shared that she attended the Sacramento County School Boards Association Dinner with guest speaker Kevin

Gordon, president of Capital Advisors.

Dr. McKibbin reported on his visit to Camp Winthers with Ms. Villescaz, Mr. Camarda and Mr. Mitchell. Dr. McKibbin

reported that he and Mr. Paulo attended the Aerospace Museum BBQ on the Ramp dinner for STEM programs and noted that

Dr. Steven Robinson, UC Davis professor and former NASA astronaut, presented Sylvan Middle School with the fifth annual

Aerospace Museum of California STEM Education Award. Dr. McKibbin shared that he attended the Sacramento County

School Boards Association Dinner. Dr. McKibbin reported that he and Mr. Kern attended the CALSSD meeting.

District High School Student Council (E-3)

High School Student Council Representatives Natalie Fulton and Julian Gonzalez from Bella Vista High School and Shelby

Jones and Jacob Sullivan from San Juan High School updated the board on the goals, activities and achievements at their

respective schools.

Board-appointed/District Committees (E-4)

Eric Bakke, chair of the Bond Oversight Committee, reported on the activities of the August 1 meeting. Mr. Bakke stated that

the financial advisory firm Capitol Public Finance Group provided the Bond Oversight Committee with its annual bond

program report. The committee visited Dyer-Kelly Elementary School and received a presentation from Lionakis and

Clark/Sullivan Construction. The district will be undertaking a project that will transform this elementary school into one that

will consist of next-generation classrooms offering flexible furniture, writing walls and new technologies. Mr. Bakke

provided an update on the design-build projects at Greer and Del Paso Manor elementary schools, which have recently

completed their bid process and selected their architect and construction teams for each of these projects. Encina Preparatory

and Mira Loma high schools are nearly complete with their designs for outdoor learning spaces. Mr. Bakke reported that in

August, the committee elected Mario Rodriguez as the new chair and Rebecca Kirk as vice chair. The next meeting will be

held on October 17 at Rio Americano High School to tour the recently completed performing arts complex.

Closed Session: Expulsions (E-7)

Dr. McKibbin reported that closed session would resume following the general board meeting.

Consent Calendar Approved (G-1/G-6)

It was moved by Ms. Villescaz, seconded by Ms. Costa, that the consent calendar, items G-1/G-6 be approved. MOTION

CARRIED UNANIMOUSLY [McKibbin, Costa, Hernandez, Paulo, Villescaz].

Memorandum of Understanding with Sacramento County Office of Education (G-5)

Approval of memorandum of understanding (MOU) with Sacramento County Office of Education for 2017-2018.

Disposal of Surplus Property (G-6)

Approval to dispose of surplus property pursuant to Board Policy 3270 and Education Code §17545 and §17546.

Summer Learning Update (I-1)

Assistant Superintendent of Secondary Education Rick Messer, Director of CTE, K-12 Counseling and College and Career

Readiness Brett Wolfe, English Language Arts (ELA) Teacher on Special Assignment (TOSA) Arlynn Goode and Program

Manager for English Learner and Multicultural Education Martha Quadros presented a report on the 2016 summer learning

programs.

Ms. Villescaz stated that she believes there is a need for families to enroll their children in programs like Camp Kinder and

asked if there was a way to increase participation in the program. Staff responded that Camp Kinder was intentionally kept

small this year and staff targeted families of children going into kindergarten with no preschool experience and who could

use the extra help to prepare the child to be successful in kindergarten. Ms. Costa asked what criteria staff used to target

families for enrollment in the Camp Kinder program. Staff responded that registration forms were used and, based on the

registration questionnaire, staff reached out to those families that had children with little or no preschool before going into

kindergarten. The Early Childhood Education department would like to start advertising earlier this year, in January or

February, to grow this program. Also, staff will be following up with the students’ parents and kindergarten teachers to see

how successful the kindergarten year has been. Staff will follow the children to see their growth and progress and also will be

checking their attendance. Ms. Costa would like a board communication at the end of the year reporting on how these fifteen

students progressed in their growth and their attendance as a result of this program.

Mr. Paulo requested staff provide a board communication on data from the high school summer school intersession, showing

how many of the grades (A-D) were passing grades and how many were a D grade. Ms. Costa requested that data on how

many students succeeded in the programs also be included in the board communication.

Dr. McKibbin requested that data related to the number of students enrolled who are then “no shows” be included in the

board communication.

Senior Director of Facilities, Maintenance and Transportation Frank Camarda reported on the capital improvement projects

for Measures J, N and P. Mr. Camarda thanked the board, superintendent and the planning and construction teams for all their

efforts in completing the more than $60 million in projects to provide 21st century facilities for our students, staff and

community. Mr. Camarda introduced a video highlighting the many projects throughout the district.

Visitor Comment:

Robert Matteoli addressed the board regarding the Del Paso Manor remodel and his concern regarding traffic and parking.

Mr. Matteoh requested an ad hoc committee meet with parents to hear their concerns.

Mr. Camarda responded to board members’ questions. The board thanked Mr. Camarda and his team for the work that is

being done and acknowledged the construction partners that are working to complete projects throughout San Juan Unified.

Williams Complaint (I-3) General Counsel Linda Simlick explained that the district must report on the status of Williams-type complaints filed with the

district per Education Code §35186(d), which requires each school district to publicly report, on a quarterly basis,

summarized data on the nature and resolution of all Williams-type complaints. Ms. Simlick stated that during July through

September 2017, there was one Williams-type complaint filed regarding textbook sufficiency and that complaint was

resolved.

Future Agenda (J)

Ms. Villescaz asked that before the close of the regular board meeting that our district recognize in memory of all those in the

Sonoma, Napa, Santa Rosa areas that are affected by the tragic fires.

Closed Session (B continued)

The board returned to closed session to continue conference with legal counsel related to a student grade/records challenge

(Education Code section 49070) and discussion of student expulsions in four cases. (Education Code §48918[f]).

Announcement of Action Taken in Closed Session

Mr. Hernandez reported that the board voted by a 4-1 vote to maintain a student’s grade and course on the student’s

transcript. Mr. Hernandez also reported that the board voted unanimously to accept as written the hearing panel’s

recommendation of the expulsion of a student in case no. S-08, suspended expulsion of a student in case nos. S-09, stipulated

expulsion of a student in case no. S-10 and stipulated suspended expulsion of a student in case no. S-12.

At 9:27 p.m., there being no further announcements or business, the regular meeting was adjourned.

San Juan Unified School District Resolution No. A-370 School Psychology Awareness Week November 13-17, 2017

WHEREAS, School Psychology Awareness Week is November 13-17, 2017; and WHEREAS, the special week honoring school psychologists provides special recognition for school psychologists who deliver a continuum of mental health services and academic supports to schools that lower barriers to learning, enabling teachers to teach students to learn; and WHEREAS, the San Juan Unified School District appreciates and supports school psychologists for providing sound psychological principles which are integral to instruction and learning, social and emotional development, prevention and early intervention, and support culturally diverse student populations. School psychologists facilitate collaboration to help parents and educators to identify and reduce risk factors, promote protective factors, create safe, caring schools and access community resources. POSITION TITLE: Instructional Assistant III

DEFINITION: Under general supervision, assigned to an education program where there is a group of students designated as an emotionally disturbed (ED) class or an autistic autism class, or assigned to a Behaviorist to assist individual students is a class consisting of students who have been expelled, suspended or placed by the court system. Individuals in this classification spend a substantial portion of their time providing intervention to students who exhibit disruptive, aggressive and/or self-injurious behaviors associated with the ED or autistic autism designation, or who have been expelled, suspended or placed by the court system.

QUALIFICATIONS:

Education and Experience:

Minimum of a high school diploma or equivalent (Title I, Chapter I funded positions); previous

experience working with groups of children; higher education desirable including courses in

child development, child psychology, or behavior modification.

Licenses and Certificates:

Valid Class C driver’s license issued by the California Department of Motor Vehicles within

30 days of hire or before driving any vehicle requiring this license

Willingness to be trained in and perform district certification and use non-violent intervention,behavior intervention, and physical restraint techniques

Knowledge, Skills, and Abilities: Competency in basic academic skills such as math, spelling, grammar

Bothman Construction and Verde Design. Pursuant to Education Code section 17250.25, the board also is requested to publicly announce this award, including provide a summary of the basis for the award, identify the successful proposer’s score and price proposal and identify its ranking in relation to the scores of the other proposers within their price proposal. RATIONALE/BACKGROUND: At its meeting on June 27, 2017, the board approved the use of the design-build project delivery method for the Project and the fact that the successful design-builder would be selected based on the proposal that provides the best value to the district for the Project. In accordance with Education Code section 17250 et seq., the facilities department thereafter conducted a solicitation process consisting of a request for qualifications, which included a mandatory prequalification submission, followed by a request for proposals. After completion of the process, staff concluded that Robert A. Bothman Construction and Verde Design submitted a proposal that received the highest score and provides the best value to the district. RESOLUTION NO. 2875

RESOLUTION BEFORE THE SAN JUAN UNIFIED SCHOOL DISTRICT BOARD OF EDUCATION APPROVING THE AWARD OF THE DESIGN-BUILD

CONTRACT TO ROBERT A. BOTHMAN CONSTRUCTION FOR THE OUTDOOR LEARNING – ATHLETIC TRACK AND FIELD RESURFACING AT RIO

AMERICANO HIGH SCHOOL AND SETTING FORTH THE WRITTEN DECISION FOR THIS AWARD

WHEREAS, by Resolution No. 2875, the San Juan Unified School District ("District") (1) found it to be in the best interest of the District to utilize the design-build process for the design and construction of the Outdoor Learning – Athletic Track and Field Resurfacing at Rio Americano High School ("Project"), (2) approved the use of a design-build contract for the Project pursuant to Education Code Title 1, Division 1, Part 10.5, Chapter 2.5, and (3) authorized the District to proceed in accordance with Education Code section 17250.25; and

WHEREAS, thereafter, the District issued Request for Qualifications #18-103, which included a requirement to submit a prequalification questionnaire, for the Project; and WHEREAS, the district received a total of 4 responses from potential design-builders during the RFQ process; WHEREAS, the district determined that two (2) of the four (4) respondents to the RFQ were deemed to be “non-responsive”; and

WHEREAS, two potential design-builders were deemed prequalified and qualified to receive the Request for Proposals #18-104 for the Project; and WHEREAS, during the RFP process, one (1) of the two (2) remaining respondents made material alterations from its Statement of Qualifications by changing the design team it had presented with its Statement of Qualifications, which Statement of Qualifications was the predicate upon which it was permitted to proceed to the RFP stage, and therefore said respondent was determined not qualified to proceed further with the RFP process; and

WHEREAS, thereafter, the District has carefully examined the proposals submitted in response to the Request for Proposals #18-104;

NOW, THEREFORE, pursuant to Education Code section 17250.25, the San Juan Unified School District Board of Education does hereby determine to award the design-build contract for the Project to Robert A. Bothman Construction for the following reasons:

1 The District determined to select its design-builder for the project based on best value, and

Robert A. Bothman Construction has been determined to have submitted a proposal that provides the best value to the District for the Project.

2 Robert A. Bothman Construction met all of the prequalification requirements.

3 Robert A. Bothman Construction submitted a Statement of Qualifications fully responsive to

the Request for Qualifications #18-103.

4 Robert A. Bothman Construction was advanced to the RFP phase based on its Statement of

Qualifications, based on, among other factors, the fact the key firms have substantial experience with design-build projects; the key firms have sufficient experienced staff for a definition project; the key firms have previous experience working together on projects that are similar in size, scope and nature; the key firms have a local office and local experience in the Sacramento Valley; key personnel are very experienced with projects of this size, scope and nature; the proposed general contractor has substantial experience with similar K-14 and higher education public school projects in California; the proposed design firm has substantial experience with similar K-14 and higher education public school projects in California, including such projects that were approved by DSA; and they provided a comprehensive discussion of their proposed approach to the Project, including demonstrating how they will complete the Project and within budget.

5 Robert A. Bothman Construction submitted a proposal fully responsive to Request for

Proposals #18-104.

6 Robert A. Bothman Construction received a score of 79 out of a possible 120 on their proposal; which was an indication of their comprehensive knowledge of the type of project and an innovative Quality Assurance practice, yet lacking somewhat in how it was presented.

7 Robert A. Bothman Construction has been determined to provide a highly qualified team with

excellent technical expertise due to their strong resumes and related project experience for both the designers and builders on the team. The team has demonstrated an excellent design approach.

8 Robert A. Bothman Construction Proposal provides for life-cycle costs based on best value for

the project that exceeds district expectations with an enhanced warranty period and grooming equipment.

9 Robert A. Bothman Construction has demonstrated that they satisfy the skilled labor force

availability as defined in Education Code section 17250.10-17250.50 and have demonstrated in their proposal a commitment to maximizing opportunities for local, small and emerging businesses to compete fairly for work associated with the Project and maximizing opportunities for local workers to be employed on the Project.

10 Robert A. Bothman Construction has demonstrated an acceptable safety record as provided by

Education Code section 17250.10-17250.50 and have submitted an excellent project safety plan evidencing an exceptionally comprehensive injury and illness prevention plan, and have a low experience modification factor rating.

11 Robert A. Bothman Construction has submitted a schedule for construction that shows

completion within the scheduled completion time of no later than October 31, 2018.

12 Robert A. Bothman Construction has a high quality design solution with architectural aesthetics and showing design innovation, as well as their overall approach to constructing the project. The design solution is consistent in size and layout as the criteria documents and also includes an in-depth phasing plan for an active school site during modernization.

13 Robert A. Bothman Construction has submitted a high quality project management plan with knowledgeable and skilled key personnel experienced with similar design-build projects. This project management plan includes a logistics plan, quality assurance and quality control measures to be implemented on the project and strategies for interaction between the design-build team, the owners, the owner's representatives and stakeholders.

14 The initial scope of work for the Project includes developing a guaranteed maximum price for

the construction phase services. As requested in the Request for Proposals, Robert A. Bothman Construction has submitted a price proposal consisting of a fixed lump price of $421,215 for design phase services through the Division of the State Architect approval; $67,023 for fixed costs per month in general conditions for construction phase services; 1.5 percent as the costs of bonds and insurance for construction phase services; and 6.0 percent as its construction phase services fee.

15 During its interview, Robert A. Bothman Construction presented design ideas for the Project, demonstrated the skill and experience of its key personnel and key team members, demonstrated creative thinking for the Project and fully and professionally answered all of the questions presented.

The San Juan Unified School District ("District") hereby gives notice of award of the design-build contract for the Outdoor Learning – Athletic Track and Field Resurfacing at Rio Americano High School ("Project") to Robert A. Bothman Construction. As set forth in the District's written findings made on September 30, 2017, Robert A. Bothman Construction has been determined to have submitted a proposal that provides the best value for the project, taking into consideration all criteria set forth in the Request for Proposals #18-104 for the Project, including price, technical expertise, life-cycle costs over 15 years , skilled labor force availability, acceptable safety record, schedule, architectural aesthetics and design innovation, project management plan, and design-build experience with projects similar in size, scope and nature.

As requested in the Request for Proposals, Robert A. Bothman Construction has submitted a price proposal consisting of a fixed lump price of $421,215 for design phase services through the Division of the State Architect approval; $67,023 for fixed costs per month in general conditions for construction phase services; 1.5 percent as the costs of bonds and insurance for construction phase services; and 6.0 percent as its construction phase services fee.

Robert A. Bothman Construction received an overall score of 79 on its Proposal. This was the highest and only score received, with the other proposer being disqualified for materially altering its proposal from that of the Statement of Qualifications.

Qualifications, based on, among other factors, the fact the key firms have substantial experience with design-build projects; the key firms have sufficient experienced staff for a definition project; the key firms have previous experience working together on projects that are similar in size, scope and nature; the key firms have a local office and local experience in the Sacramento Valley; key personnel are very experienced with projects of this size, scope and nature; the proposed general contractor has substantial experience with similar K-14 and higher education public school projects in California; the proposed design firm has substantial experience with similar K-14 and higher education public school projects in California, including such projects that were approved by DSA; and they provided a comprehensive discussion of their proposed approach to the Project, including demonstrating how they will complete the Project and within budget.

5 Robert A. Bothman Construction submitted a proposal fully responsive to Request for

Proposals #18-104.

6 Robert A. Bothman Construction received a score of 79 out of a possible 120 on their proposal; which was an indication of their comprehensive knowledge of the type of project and an innovative Quality Assurance practice, yet lacking somewhat in how it was presented.

7 Robert A. Bothman Construction has been determined to provide a highly qualified team with

excellent technical expertise due to their strong resumes and related project experience for both the designers and builders on the team. The team has demonstrated an excellent design approach.

8 Robert A. Bothman Construction Proposal provides for life-cycle costs based on best value for

the project that exceeds district expectations with an enhanced warranty period and grooming equipment.

9 Robert A. Bothman Construction has demonstrated that they satisfy the skilled labor force

availability as defined in Education Code section 17250.10-17250.50 and have demonstrated in their proposal a commitment to maximizing opportunities for local, small and emerging businesses to compete fairly for work associated with the Project and maximizing opportunities for local workers to be employed on the Project.

10 Robert A. Bothman Construction has demonstrated an acceptable safety record as provided by

Education Code section 17250.10-17250.50 and have submitted an excellent project safety plan evidencing an exceptionally comprehensive injury and illness prevention plan, and have a low experience modification factor rating.

11 Robert A. Bothman Construction has submitted a schedule for construction that shows

completion within the scheduled completion time of no later than October 31, 2018.

12 Robert A. Bothman Construction has a high quality design solution with architectural aesthetics and showing design innovation, as well as their overall approach to constructing the project. The design solution is consistent in size and layout as the criteria documents and also includes an in-depth phasing plan for an active school site during modernization.

13 Robert A. Bothman Construction has submitted a high quality project management plan with knowledgeable and skilled key personnel experienced with similar design-build projects. This project management plan includes a logistics plan, quality assurance and quality control measures to be implemented on the project and strategies for interaction between the design-build team, the owners, the owner's representatives and stakeholders.

14 The initial scope of work for the Project includes developing a guaranteed maximum price for

the construction phase services. As requested in the Request for Proposals, Robert A. Bothman Construction has submitted a price proposal consisting of a fixed lump price of $371,228 for design phase services through the Division of the State Architect approval; $66,648 for fixed costs per month in general conditions for construction phase services; 1.5 percent as the costs of bonds and insurance for construction phase services; and 6.0 percent as its construction phase services fee.

15 During its interview, Robert A. Bothman Construction presented design ideas for the Project,

demonstrated the skill and experience of its key personnel and key team members, demonstrated creative thinking for the Project and fully and professionally answered all of the questions presented.

SAN JUAN UNIFIED SCHOOL DISTRICT AGENDA ITEM: __G-8_ BOARD OF EDUCATION MEETING DATE: 10/24/17 SUBJECT: Revised Memorandum of Understanding: CHECK ONE: Sacramento County Office of Education For Discussion: and San Juan Unified School District For Action: Report: DEPARTMENT: Division of Teaching and Learning Workshop: Recognition: Emergency Action: ACTION REQUESTED: The superintendent is recommending that the board approve the revised Memorandum of Understanding (MOU) between San Juan Unified School District and Sacramento County Office of Education (SCOE), fiscal agent for Capital Adult Education Regional Consortium (CAERC). RATIONALE/BACKGROUND: The purpose of this revised MOU is to agree on the new terms of the MOU agreement which goes from July 1, 2016 through June 30, 2019. However, based upon CAERC member approved policies – shared fiscal and budget agreement policy (adopted July 13, 2016 and amended May 10, 2017) the fund B allocation must be expended no later than December 31, 2017. This shared fiscal and budget agreement policy and reallocation of unspent funds policy are attached to addendum #3 and incorporated therein. At the August 9, 2017 CAERC member meeting, officially designated members approved the reallocation of Fund B consortium-level unspent funds. Accordingly, SCOE and the district agree to the provisions regarding the additional Fund B allocation. In exchange for the $86, 811.46 in an additional Fund B allocation the district will comply with the obligations set forth in the MOU sections III and V. All required reports must be submitted prior to the Adult Ed Block Grant (AEBG) due dates. SAN JUAN UNIFIED SCHOOL DISTRICT AGENDA ITEM: __I-1_ BOARD OF EDUCATION MEETING DATE: 10/24/17 SUBJECT: High School Intervention and Support Programs CHECK ONE: For Discussion: For Action: Report: DEPARTMENT: Division of Teaching and Learning Workshop: Recognition: Emergency Action: ACTION REQUESTED: The superintendent is recommending that the board receive an update from the Division of Teaching and Learning regarding newly created high school intervention and support programs implemented in the 2016-17 school year and continuing into this school year. RATIONALE/BACKGROUND: The purpose of this report is to update the board as it relates to the implementation of the multi-tiered systems of support for our nine comprehensive high schools. In the spring of 2016, each high school was given the opportunity to choose the types of support they felt would best support the social/emotional programs already in place at their site. Six high schools had medium to high densities of targeted students and could choose between hiring a social worker, psychologist, behaviorist, or a school community intervention specialist. The three low density high schools were given off-ratio certificated staffing to provide additional interventions and support to students. Along with the added support offered, a number of high schools developed learning support teams at their sites. Casa Roble Fundamental High School, a low density school, and Mesa Verde High School, a high density school, both developed unique intervention and support plans for high risk students and are continuing to follow the same model this year. As we provide academic and social/emotional support for all students to succeed, we will continue to monitor and review our systems for the best models in moving forward. 2016-17 SJUSD High School Intervention Support Program –Casa Roble High School

Intervention Support Program Description Seventy freshmen and sophomores were selected at the beginning of the 2016-2017 school year based upon their prior years’ academic lowest Grade Point Average (GPA) and behavioral performance (minimum of 7 behavioral entries). The intent of the program was to assist the most at-risk freshman and sophomores with the specific goal of keeping students on track to graduate at Casa Roble. Over the course of the first year, these students have received additional support from Cyndi Otero (teacher), Danielle Zezini (counselor) and Philip Clemmer (teacher). Student Participation Information Information about the support was mailed home and the students were interviewed and introduced to Ms. Otero, Ms. Zezini and Mr. Clemmer. During these introductory meetings, along with follow up meetings, students were informed of the program and personal goals were set. Throughout the course of the year, follow up appointments were made with students to inform and update them on their progress and to provide any additional support that may have been identified. The most basic level of intervention was simple grade checks and face-to-face meetings to ensure students were aware of their current grades. As the year progressed, students who required greater support were identified and subject specific after school tutoring was made available. For a minority of students, they were pulled out of class to receive support.

Data Collection Of the initial seventy students, 13 students have withdrawn from Casa Roble while 53 (81.4%) finished the academic year. Some have moved, while others have chosen to enroll in an alternate program (Options, El Sereno and etc.) As a point of comparison, 92.6% of all Casa Roble students remained throughout the school year. Twenty-one of the remaining 57 have earned all of their credits and are on track to graduate. For those students who are now credit deficient, 28 students failed multiple classes and 25 failed math which was the most frequently failed class. Seventeen students also struggled to pass English, 16 struggled with science and 19 struggled to pass physical education (PE). Those students who struggled in PE were often cited for dress code violations, which typically resulted from forgetting to bring PE clothes, to bring the correct PE clothes, or refusing to dress. Overall the GPA for 31 students either remained the same or improved from the prior years GPA. For 26 students, their GPA dropped (-0.1 or greater change in GPA). The GPA for the lowest performing students shows a direct correlation to their poor attendance. The average periods missed by the lowest performers was 85 while the highest performers missed an average of 50 periods. Behaviorally, the vast majority of students had fewer disciplinary entries but it must be noted that a comparison between middle school and high school, much less between high schools, is fraught with inconsistencies. For those students who show an increase in disciplinary entries, the increase of discipline seems to revolve around electronic use, dress code in PE and classroom disruption, mostly failure to work. Violent or extreme behavior was the exception to the rule. The implementation of an Intervention period should help with the majority of the general population but those most at risk need additional support during the school day. During the second term, 46.7% of the targeted students maintained or improved their GPA. However, during the 4th term, when intervention had been in place for 2 terms, only 45.6% were able to maintain or grow their GPA. They need directed, small group, or one on one remediation.

Conclusions/Results The limitations of the program design are apparent. First, pulling students out of their classes is problematic. In an attempt to connect with these students, you run the risk of depriving them of critical instructional minutes. A quick check-in meeting would easily run 15 minutes or more. Secondly, the vast range of policies and practices by Casa Roble teachers makes it difficult to assist students. Some teachers accept and encourage students to re-take summative assessments and others do not. Ferreting out these practices takes time and finding the opportunity to assist these students is difficult. Even providing after school tutoring was only moderately successful, as many students need one-on-one assistance. Simply putting them in a room with 10-12 additional struggling students was not beneficial. Also, many students who needed the help the most, simply would not attend. Lastly, parent support and involvement was inconsistent at best. Despite sending letters and emails, very few parents contacted any of the teachers for further information or assistance. When parent conferences were held, little positive impact or increase in involvement was noted.

Next Steps for 2017-18 Providing time for a teacher and counselor to monitor and connect with students is the minimum that should be done to help these students. However, trying to connect with 70 students in any meaningful and consistent manner is daunting particularly when the counselor is split half time. Despite this, Ms. Otero and Ms. Zezini have made a significant impact in many of their student’s academics but perhaps more importantly their social assimilation. They have become the avenue by which many students feel connected to Casa Roble. With the exception of a handful of students, the vast majority wanted to continue with the program. Academically, these students need a dedicated time during the day that would allow them to access academic support without the threat of missing instructional time. As noted previously, familial support is frequently unavailable so requiring students to come in after-school is a non-starter. Therefore, having an impact on their academic success needs to occur at school, during the school day, and in a small group environment. Since standardized test scores are available and the availability of diagnostic data is present, this data needs to be utilized to target specific learning deficiencies. This should be an integral piece of any intervention program. Targeted remediation during the school day without removing students from their classes would be ideal. This would begin to address the requisite skills without impacting their current course work. Student selection for this program needs to be refined. While only a few students were selected incorrectly, this did eliminate slots for struggling learners. Using grades/behavior data to select students is a valuable tool, but coordination and input should be solicited from our feeder middle schools. For students entering Casa Roble once the academic year has begun, a method is needed to identify their needs, to enter the program, and/or to receive some support services.

2016-17 SJUSD High School Intervention Support Program – Mesa Verde High School

Intervention Support Program Description Mesa Verde High School used district funding to hire a full time school social worker. Additionally, an intermediate clerk typist (ICT) and a school community intervention assistant was hired using Local Control Funding Formula (LCFF) supplemental dollars. Throughout the year, Mesa Verde established an intervention and support team that included the principal, vice principals, counselors, school social worker, school community intervention assistant, Intermediate Clerk Typist (ICT), psychologist, and nurse. We held regular meetings on Monday mornings that were led by our school social worker. The meetings were solution-based, driven by data, and student-focused. We also discussed ways we can better support teachers that showed signs of struggling with specific students. Student Participation Information Student participation was based on a student concern form that all staff members have access to through Google Forms. As a pre-referral system, managed by our ICT, teachers were able to express concerns regarding students prior to major issues surfacing that impacted the learning environment. Throughout the year, 175 students (some repeats) were referred using the student concern form. Moving forward, it will become the team’s mission to track the students success upon being referred and taking an active role in providing appropriate supports (they will be compared to students who were referred, but do not agree to the supports provided). Data Collection

as “at risk” for various reasons) - “See attached” (visits represents a student/parent contact and logged into system and the data for each year is set

from the first day of school through May 10th)

Conclusions/Results Throughout the year the following was observed and/or concluded:

1. More positive relationships were secured with adult staff members and our students. 2. Throughout the year it was evident that having three new positions added to the team allowed for more detailed

and meaningful supports for our students. 3. Overall it was evident that students knew who to talk to when they needed someone to support them. 4. Teachers eventually understood the role of the intervention and supports team and by the end of the year they

addressed student concerns with the intervention team so we could begin wrapping our services around them. 5. Provided a much calmer campus as we had more individuals who are student-centered and focused on improving

each student’s academic, attendance, and behavior needs. Strong relationships were formed with some of our most difficult students.

6. More student contacts lead to more supports for students and a much more caring environment. 7. We will need to strengthen our academic supports. 8. Student observations were helpful in providing feedback for students and teachers.

Next Steps for 2017-18 As we move forward, we will be making the following adjustments:

1. We will compare students that are receiving services to those who deny services. 2. We will work to adjust job responsibilities so we are constantly looking at attendance, academic, and social

emotional (behavior) data and making decisions based on the data and best practices. 3. Provide additional teacher/parent outreach and support. Bringing more teachers and parents into the process is

the only way we will make significant growth.

RATIONALE/BACKGROUND: Per the California Education Code sections cited above, a teacher may be authorized by action of the governing board to teach subjects beyond their credential provided they hold a valid credential, have a prerequisite number of college units in the subject area, and agree to the assignment. Several schools have identified teachers who meet the requirements to teach additional subjects (listed on the attachment). The schools and the district see these assignments as beneficial to the instructional program and therefore to student academic success. RESOLUTION NO. 2874

ASSIGNMENT OF TEACHERS UNDER THE LICENSING OF CERTIFICATED PERSONNEL LAW

WHERAS, Education Code Sections 44256(b), 44258.2, 44263, and 44865 adopted by the California Legislature as part of the licensing of certificated personnel provides that the governing board of a school district may annually adopt a resolution authorizing the holder of certain teaching credentials to teach courses assigned which are not listed on his or her base teaching credential provided that the teacher has completed a pre-requisite number of college units at an accredited institution in the subject to which he or she is assigned; and

WHEREAS, many situations arise in which assignment to teach such subject is both necessary and desirable for the efficient operation of the school;

NOW, THEREFORE, BE IT RESOLVED that for the 2017-2018 school year, the superintendent of the San Juan Unified School District, shall be authorized to assign teachers in accordance with the procedures enumerated below and to delegate such authority as deemed appropriate to the Associate Superintendent of Schools and Student Support.

A. A holder of a single/multiple subject teaching credential, standard elementary/secondaryteaching credential, or other teaching credential may be assigned to teach courses otherthan those authorized by subject matter designated on his/her credential.

B. Only the teachers listed with this resolution and those subsequently reported to the Boardof Education during the 2017-2018 school year may be assigned in accordance with theprovision cited.

ACTION REQUESTED: The superintendent is recommending the board approve the submission of a Variable Term Waiver to the California Commission on Teacher Credentialing (CTC) effective 07/31/17 – 06/30/2018 for the individual in the attached document.

RATIONALE/BACKGROUND: A Variable Term Waiver is necessary to provide an authorization for Jeraniqua Shatera Martin with a pupil personnel services school social work credential for the 2017-18 school year.

Jeraniqua has completed all coursework and is currently completing the fieldwork component of her program to obtain a credential recommendation by the end of the 2017-18 school year; we have supporting documentation from the program verifying her status.

Aspects of the waiver application are intentionally left blank (her personal information) and will be completed upon submission to the CTC.

All requests for Variable Term Waivers must be presented for approval to the governing board of the public school district. Every waiver request submitted to the CTC must include verification that a notice of intent to employ the named applicant in the identified position has been made public.
