Success By Six (SB6) is committed to working collaboratively with our community partners to help level the playing eld for all children and ensure that San Marcos children start school ready to learn. Once the initiative is established in San Marcos, it will be expanded to the rest of Hays County. Local control is a unique feature of SB6. Just as with United Way of Hays County, SB6 will be run by a local group of committed Hays County folks, dedicated to research, collaboration and best practices that will be most benecial to our youngest citizens. SB6 will help children be ready to hit the ground running when they enter school, lowering the probability of falling behind at an early age and increasing the likelihood of success in both high school and higher educa-tion. Children who are ready for school before they even get there, are much less likely to feel overwhelmed or confused and stay on grade level as they progress through school.

“We need to get the word out to our Chamber members and their employees to take a few minutes during the month of July and donate a book to the cause,” said Rick Bell, Chair of the San Marcos Chamber of Commerce Education Committee. “Please pass along the word to friends, co-workers and family members. Better yet, forward this email to them. You’ll be glad you did!”

SOAR, which stands for “Seeking Opportunities, Achieving Results,” is a collaboration of San Marcos Educational Partners, includ-ing the San Marcos Chamber of Commerce, Texas State University, San Marcos CISD, the San Marcos Education Foundation, the City of San Marcos, the San Marcos Hispanic Chamber of Commerce, Austin Community College, Gary Job Corp. and United Way of Hays County. For more information about SOAR, please visit our website at www.soarsanmarcos.com.

MEMORANDUM TO SAN MARCOS CHAMBER OF COMMERCE MEMBERS

FROM: Phyllis Snodgrass, President

DATE: July 1, 2009

SUBJECT: Summary of recommended revision to the San Marcos Area Chamber Bylaws

This document summarizes the Board’s recommended revision to the current Bylaws of the San Marcos Area Chamber of Commerce. You may respond by mailing back the ballot below, faxing it to 512-393-5912 or scanning and emailing your vote to [email protected]. Please vote only once.

Current language:

2. DUTIES OF OFFICERS

d. Treasurer. The Treasurer shall be responsible for the safeguarding of all funds kept on deposit in financial institutions, or invested, in a manner approved by the Board of Directors. Checks are to be signed by the Treasurer and the President, or, in the absence of either or both, by any two (2) officers. However, the President shall have the authority to sign checks for items not exceeding $250 except those made payable to the President.

Proposed revision:

However, the President shall have the authority to sign checks for items not exceeding a fixed dollar amount as specified in writing by the Board of Directors from time to time except those made payable to the President.

The proposed revision authorizes the President to issue a check up to the dollar limit to be set by the Board of Directors and periodically reviewed by the Board of Directors. The current limit of $250 is cumbersome and requires a second signature on many monthly routine checks issued by the Chamber. The Board continues to review monthly financials and the financials are subject to audit annually by a certified public accountant. This recommended change was first presented by the Chamber’s auditors during the 2008 audit report to the Chamber’s finance committee, who concurred with the auditor’s recommendation.

If you should have any further questions, please contact Robert Watts, Executive Vice President at [email protected].

_______ YES, I vote FOR the proposed Bylaw revision

_______ NO, I vote AGAINST the proposed Bylaw revision
