Diversity in Small Contractor Opportunities (DISCO) Program
• The DISCO Program is an umbrella program that provides SANDAG contracting opportunities to Disadvantaged Business Enterprise (DBE) and Small Business (SB) firms.
• Under DISCO, there are multiple areas that we focus on which include the:
• DBE and SB Program
• Bench Programs

What is the SANDAG Bench Program?
• A pool of certified DBE and SB firms for Primes to identify subconsultants willing and able to provide professional services on SANDAG Contracts and Task Orders.
• Developed to fulfill our commitment of creating more opportunities for DBE and SB firms.
• SANDAG has three (3) Bench Programs:
• Architecture and Engineering (A&E) Bench
• Construction Management (CM) Bench
• Planning Bench

Background & History
• In 2011, SANDAG was preparing to execute 15 On-Call Contracts for A&E Services valued at $260 million.
• SANDAG was searching for a way to include more participation from small and disadvantaged firms.
• This led to the development and implementation of the A&E Bench Program to assist certified small and disadvantaged businesses to participate on SANDAG projects.
• Main goal is to help firms foster business partnerships with Prime Consultants so they can grow their emerging businesses.

• Open to all firms providing architecture, engineering and related services
• Able to provide one or more of the 44 identified services
• Certified as a DBE and/or SB firm
Construction Management (CM)
• Open to all firms providing construction management and related services
• Able to provide one or more of the 25 identified services
• Certified as a DBE and/or SB firm
Planning
• Open to all firms providing planning and related services
• Able to provide one or more of the 13 identified services
• Certified as a DBE and/or SB firm

➢Number of Bench firms utilized

• The CM Bench was created to support transportation projects that include heavy rail, light rail, bus rapid transit, freeways, highways, toll roads, local streets and roads, bikeways, and walkways.

Planning Bench
• At the beginning of this year, SANDAG developed a new Planning Bench.
• SANDAG is preparing to execute 12 On-Call Planning Contracts valued at over $40 million.
• To be qualified for the Planning Bench, a firm must provide one or more of the following 13 service qualification categories:

• Approximately $150 - $200 million in DBE & SB participation.
