AN OPENING MESSAGE FROM THE SECRETARY/

CHAIRMAN

It is a great honor to write this year's handbook. This league has been running for past 30 years, serving the needs for grass roots cricket for all the communities in Sandwell and the surrounding areas. I would like to formally welcome all of you cricket lovers to the forthcoming season and wish you all the best of luck for the season a head. Cricket is a gentleman game and to be played as such that, at the end of the game, we can hold our heads up high and leave the cricket square with pride and dignity, knowing we have given 101% and attained the respect of all concerned. As you are aware the committee is elected from your midst, job undertaken by them are invaluable. I would urge you all to support the decision made by the committee and make this as successful as all previous seasons. This years rules, regulations and the layout have been comprehensively revised, so please take the time to familiarize yourself with the new rules. The changes to the rules are to eliminate problem encountered in the previous seasons. Finally I cannot reiterate how important discipline and respect for others. I would urge all clubs to exercise restraint and self-discipline, no matter what situation they find themselves in. The committee will act on all instances of indiscipline and will punish offending clubs, no matter who they are.

Last but not least; Cricket is not a matter of life and death, it is just a game so go out there and ENJOY YOUR CRICKET!!!

The Basic Rules of Cricket Cricket is played with two teams of eleven, with two umpires (referees) on an oval shaped field. The size of the field varies, but generally has a diameter of around 200 meters. A cricket bat is oblong shaped with a narrow handle. A full-sized bat is around 90 centimetres in length. A cricket ball is made of cork and covered with leather, and is then stitched up. A ball weighs around 10 ounces. In the middle of the field is what is known as a pitch. A pitch is a hard, flat strip of dry ground around 18 meters long. Two batsmen are at the pitch at a time, both at different ends, with one facing the delivery of the ball from the bowler. The bowler runs up to the pitch where he bowls the ball over arm with a straight arm. Teams score by getting runs. A run is completed when a batsman hits the ball and then runs to the other end of the cricket pitch, getting past the crease. The non striking batsman has to run to the opposite end as well. The batsman can run as many times as they like, but the batsmen can get out if their stumps are hit with the ball by a fielder before the batsman reaches the crease. The stumps are three sticks of equal size measuring around 90 centimetres tall with 5 centi-metres separating them. Bails (small pieces of wood) are balanced on top of the stumps. Other ways runs can be scored are by hitting boundaries. Boundaries are scored when the ball is hit and touches or goes past the outer edge of the field. Four runs are scored when the batsmen hits the ball and the ball hits the ground be-fore reaching the outer edge of the boundary, and six runs are scored when the ball is hit and goes over the boundary without touching the ground. Runs can also be scored in the following ways: No balls, when the bowler oversteps the crease, bowls in a dangerous manner or incorrectly. A no ball is worth one run. A wide is scored when the ball goes outside the line of the pitch before coming in line with the batsman. This is also worth one run. A leg bye is scored when the ball hits the batsman but doesn’t contact his bat and then proceeds to run. A bye is scored when the batsman runs without the ball coming into contact with the batsman or his bat, and then runs. The fielding team can get the batsman out in several ways, by 1) catching him out. This is done when the batsman hits the ball with his bat and a fielder catches the ball on the full (without bouncing). By 2) bowling him out. This hap-pens when the bowler bowls the ball and the ball strikes the batsman’s stumps or bails. By 3) leg before wicket, or LBW. This happens when the bowler bowls it and the stumps being hit by the ball are prevented when the batsman’s leg gets in the way. By 4) stumped, when the batsman comes forward to hit the hit but steps out of his crease, misses the ball and the fielder behind the stumps col-lects the ball hits the stumps before the batsman gets back behind his crease. By 5) run out, when the batsman attempts to score a run but has his stumps hit by the ball before he reaches the other crease. By 6) Hit wicket, when the bats-man hits his own stumps while trying to hit the ball. By 7) retired, when the bats-man voluntarily decides to finish his innings, and 8) timed out, when the next batsman doesn't appear on the pitch within three minutes of the last batsman getting out.

Each team has one innings. This innings can last anything from 20 overs (a series of 6 bowls by a bowler) to an unlimited over match. Most one day matches are played with each side having 50 over's (or 300 balls). If 10 of a team's batsman are out, the innings ends there regardless of how many balls are left to be bowled. The team that scores the most runs in their innings is the team that wins.

Cricket is a game that owes much of it’s unique appeal to the fact that it should be played not only within the laws, but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains.

Sandwell & District Cricket League Constitution

1. Name

That the League shell be known as the Sandwell & District Cricket League.

2. Object

The object of this league shall be to promote organized cricket in the

Sandwell Public Parks and Playing Fields and prevail upon the responsible

Authorities the necessity for maintaining facilities for the game to be

played at the highest standard.

3. Membership

a) The League shall be administered by a Management Committee as

provided by this Rule.

b) The Management Committee shall comprise of the following member

Chairman, Vice Chairman, League Secretary/Fixture, Secretary, Treasurer,

Accountant Umpires Representative, Cricket Sub-Committee Chairman and

a Divisional Representative from each division.

c) The management Committee may invite further clubs to be admitted to

membership of the League.

d) Nomination of Management Committee members shall be made by notice in

writing to the League Secretary signed by the Chairman or Secretary of the

nominating Club at least 7 days prior to the general meeting. The

committee member so nominated and elected in accordance with sub-

clause.

e) Hereof shall remain in office for a period of 12 months unless he shall resign

by notice in writing to the League Secretary or the nominating Club with

draws its support.

f) At its first meeting following election the Management Committee may elect

a President for the forthcoming year. The Management Committee also

have the power to co-opt membership as necessary to conduct the league's

affairs.

g) At a meeting of the Management Committee a quorum shall be five. At the

Sub-Committee a quorum shall be three.

h) At every meeting of the Management Committee and Sub-Committee the

Chairman of the meeting shall have a second or casting vote.

4. Membership to the League shall be open to:

(i) Cricket Clubs registered to play cricket on sites under the authority of the

Sandwell Leisure and Amenities Department.

(ii) Cricket Clubs with private facilities within reasonable distance from the

boundary of the West Midlands.

(iii) Qualifying and Qualified Umpires.

NB. NO PROFESSIONAL CRICKET PLAYERS MAY PLAY FOR CLUBS IN

THIS LEAGUE

5. General Meeting

a) Notice of the Annual General Meeting shall be given in writing to all member

clubs by the League Secretary at least 28 days prior to the Annual General

Meeting.

b) The Annual General Meeting shall be held in November each year at a time

and place to be fixed by the Management Committee for the following

purposes:

i) To receive from the Management Committee a general report of the

preceding year's activities.

ii) To receive from the Management Committee a financial statement for the

year to the preceding 30th September.

iii) To fix the membership subscription for the ensuring year.

iv) To elect the Management Committee members for the ensuring year in

accordance with Rule 4.

c) A special General Meeting may also be called upon the requisition of any six

member clubs, in writing to the League Secretary, stating the purpose for

which the meeting is requested. A Special General Meeting may also be

called by the majority of the Management Committee. In either case the

meeting shall take place within 28 days of the requisition and member clubs

shall receive at least 14 days notice of such a meeting and a proposed

agenda.

d) At every General Meeting each Club shall be entitled to be represented by

two persons. All persons so present shall be entitled to speak at a General

Meeting but on any resolution each member Club represented shall only

have one vote.

e) At every General Meeting the Chairman of the management Committee shall

take the Chair, but if he is not present, a Chairman of the Meeting shall be

appointed from amongst the members of the Management Committee in

attendance.

f) During business year (January to December) any Club not represented at a

General League Meeting shall be fined £10.00 for one missed meeting,

£10.00 plus 5 points deducted for a second. In the event of a third missed

meeting that year, the team will be expelled from the League.

g) In case of an equality of votes, the chairman of a General Meeting shall have

a second or casting vote.

h) At every General Meeting the quorum shall be 13 Clubs represented.

6. Cancellation of Membership

a) A club shall cease to be a member of the League if:

i) It shall terminate its membership by notice in writing signed by its Chairman

or Secretary to the Administrator to be received no later than 30th July

preceding the season end at which the club wishes to resign, or

ii) It shall be expelled from membership by the Management Committee for

gross misconduct.

iii) In the event of closure of the League and cessation of its activities, all

monies remaining after final accounting and taxation will be donated for

charitable purpose at the request of the League.

7. Management Committee

a) The league shall be administered by a management committee as provided

by this Rules.

b) The management committee comprised of the following members- Chair

man, League/Fixture Secretary, Treasurer, Public Relations Officer, Umpire's

Representative as well as Representative from each member Club.

c) The management committee members shall be elected by a majority of those

present at the AGM.

8. Disciplinary Committee

a) For all areas of the League activities, the Disciplinary Committee shall have

full power to inflict such penalties on both Clubs and Players as they

shall see fit. Their decision shall be final and by way of example, and not

definition, such penalties may either be a fine, deduction of points, suspen

sion or expulsion from the League or any combination of them, and the

amount of any fine, the number of points deducted or period of suspension

shall be final.

b) The Player and/or the Secretary of the club against whom any complaint

has been made shall be notified in writing of the complaint and shall be

advised that in the event of the complaint being sustained the Committee

may act in reliance of its power as contained in this rule:-

i) Shall be notified of the date, place and the time when the Committee shall

consider the complaint and shall be entitled to attend and listen to all

evidence given in support of the complaint, to question any person giving

any such evidence, to call evidence on behalf of and to address the

Committee and comment on all points raised. Any team having a complaint

or grievance must notify the League Secretary and the other team

concerned in writing at least seven days prior to the next League meeting,

so that the matter can be discussed and the Committee will decide the

issue.

Any incident/event/occurrence that is not covered in this rule book, Sandwell Cricket league reserves the right to make a ruling in relation to the incident/event/occurrence at any time.

Sandwell District Cricket League Rules

Revised January 2010

League Rules

1) The Manage Committee shall organize and administer a Saturday and

Sunday League.

2) All Teams are required to nominate 2 responsible individuals for the

application for membership form. In the event of the nominated

secretary declining to continue running the team in the future, the

only individuals who will be allowed to “take over” the team will be

nominated on the Application form, in that order.

3) The respective Leagues shall consist of Divisions made up of 6 to 8 Clubs

at the discretion of the Management Committee.

4) Matches will be arranged to be played on a Home and Away fixtures

between each Member Clubs within its respective Divisions.

5) Points will be awarded as follows:

Win: 20 points plus accrued bonus points (see 5c)

Tie: 10 points plus accrued bonus points (see 5a & 5b) Lose: 0 points plus accrued bonus points (see 5a & 5b) Game cancelled: 10 points

5a) Bonus Batting Points: For losing sides 1 batting point will be

awarded for each completed 25 runs over and above 50 runs scored in any

innings. For example:

75 runs 1pts

100 runs 2pts

125 runs 3pts

150 runs 4pts

175 runs 5pts

5b) Bonus Bowling Points: For losing sides 1 bowling point will be awarded

for every 2 wickets taken. For example:

2 wickets 1pts

4 wickets 2pts

6 wickets 3pts

8 wickets 4pts

10 wickets 5pts

In the case of bowling points, where teams batting are below strength, then the

maximum bowling points will be awarded to the side when the other side are all

out.

5c) Extra Bonus Points: 10 extra Bonus Points will be awarded for any

winning team scoring 200 or more runs in an innings and 5 extra bonus

points will be awarded for any winning team who bowl out the opposition for

50 runs or below. This will be a maximum of 10 extra bonus points in

any one game. This will be in addition to the 20 points given for winning a

match.

Teams batting second can gain an additional 10 bonus points by chasing

any score above 51 , at a rate greater than 6 runs per over.

(See Appendix 4 for further clarification).

PLEASE NOTE: if more than 10 over's are lost in any innings, due to bad

weather, then no bonus points will be given. i.e. any game which is 30

over’s or less in duration will only be played for a maximum of 20 points for

the game.

A maximum of 5 batting points can be obtained for any losing side

A maximum of 5 bowling points can be obtained for any losing side

5d) No ball/Wide—This will be scored as 1 run plus any runs scored. Only the umpire at the bowlers end will be allowed to give no balls for shoulder or waist height. The leg umpire will only judge run-out decisions. He/she will not be able to call a no ball. The only exception to this rule is when there are two official league umpires present, both of whom shall be allowed to call no ball. ALL leg side balls shall be called a wide. 6) At the conclusion of the season the top team for each division shall be promoted to the next highest division. The team at the bottom of each division shall be regulated to the next lowest division. All this shall be done at the discretion of Sandwell Cricket League. In the event of a number of clubs having equal points, the final position of the clubs shall be decided as follows: A: The highest position shall be awarded to the team recording the most league wins in the season. B: If there is still equality the highest position shall be awarded to the team recording the least losses in the season. C: If there is still equality the highest position shall be awarded to the team recording the most points in contests betweens the teams level on points. D: If there is still equality the highest position shall be awarded to the team recording the highest average run rate per wicket for the season. This shall be calculated by adding the total number of runs scored by a team during the season and dividing this figure by the number of wickets lost during the season to give an average run rate per wicket for the season. E: In the event that teams cannot be separated by A-D above lots will be drawn to decide the winner. 7a) Teams shall play all fixtures on the date stated. If any team cannot fulfil a fixture, they must notify the secretary 48 hrs in advance of fixture. In this situation, 30 points will forfeited to the opposition and the defaulting team shall be liable for £100.00 costs to be paid prior to next scheduled game. 7b) Any team which does not fulfil their match obligations for whatever reason, with the exception of rule 7a above, shall be liable for £100.00 costs and shall be subject to a £50.00 fine. In addition, 30 points will be awarded to the opposition team. The same penalties will apply in instances where a team refuses to play, walks off the pitch or refuses to complete a match which has already started. All fees must be settled before next scheduled game.

8a) EVERY FIXTURE MUST HAVE A RESULT ON THE DAY. (Subject to rule 12a). NO games will be re-arranged for any reason Whatsoever. All teams must turn up at ground, no matter what the conditions. Unless you receive a text from the League Secretary stating otherwise. The League Secretary will only make this decision in conjunction with the Parks Manager when playing conditions become a safety concern.

8b) DECLARATIONS ARE NOT PERMITTED. Any team which declares a game shall automatically forfeit the game to the opposition and shall be subject to disciplinary action.

8c) BOTH TEAMS MUST PROVIDE A SCORER FOR BOTH INNINGS. It is the responsibility of both captains to ensure that the official scorers accurately record the scoring. If a team cannot provide a scorer, when it is fielding, then it MUST accept the score recorded by the scorer of the team batting. In the event of a dispute in the score, the score recorded by the team batting shall be deemed as the official score. It is the responsibility of the team bowling to ensure that their scorer is sitting with the batting teams scorer. All clubs must provide boundary markers and make sure the boundary is visible from the batting crease. Failure to do so will result in a deduction of 2 points.

9a) Both teams to decide the choice of innings by a “toss”, which will take place at 2:00pm, providing the minimum number of players present is 8. No team can nominate any substitute players for the purposes of the toss. All players nominated at 2:00pm must have the required identification card present and be wearing whites. It is the responsibility of the opposing captain to verify this. Please note that if there are only 8 players present at the “toss” then only 8 players can take to the field. You will NOT be able to use substitutes as fielders. If you have nominated additional players at the “toss” at 1:45pm and only these players will be allowed to play when they arrive, providing they arrive within 30 minutes of the start of the game. You cannot alter the nomination of players who arrive after 2:00pm. If any player arrives after 30 minutes after the start of play then he/she will not be allowed to play. 9b) All substitute players must be registered club members and must be wearing cricket whites. ID cards must be available for verification by the opposing captain and umpires if required. Substitute fielders are only permitted in the event of an injury during the match. The umpire must verify that the injury has actually occurred before a substitute can enter the field of play. Substitutes will not be allowed for any reason, including rest periods or bathroom breaks.

9c) Whilst batting, if a player leaves the pitch for any reason including injury for a total of more than 5 over's, then they can only return to bat at the fall of the 6th wicket. 10) Play to commence at 2:00pm prompt. Play cannot commence unless at least 8 players in the team are ready to take part at the scheduled start of play. If any team is not ready to take the field by 2:00pm, either as the batting or bowling side, then that team will face a reduction in the number of over's it will face whilst batting. Any team not ready to take the field by 2:15pm shall forfeit the game to the opposing team. 11) The game will be 40 over's per side (the minimum number of over’s necessary for a result to be obtained is 10 over's). No bowler may ball more than 8 over’s in a match. A new SCL approved ball will be used in both innings. Each innings must be completed within 2 hours and 45 minutes of starting. The first innings should be completed by 4:45pm, if the innings started at 2:00pm. Each team should aim to bowl 15 over's per hour. In the event of bad weather or any delay, if the match duration is recalculated, then the two captains must also agree upon a time for when the first innings and second innings will be completed. The onus will be on the bowling side to complete the first innings on time. If the bowling side fails to complete the allotted over's in the specified time, a record will be made of the number of over’s bowled and the batting side will continue their innings to a conclusion. When the second innings commences the batting team will be limited to the number of over's bowled by the team bowling first during the allotted time. The second innings should be Completed by 7:45pm, if the innings started at 5:00pm. (i.e. 2 hours and 45 minutes of the start of the second innings). No second innings should continue beyond this point. If all allotted over's have been bowled within this time, then 2 runs per outstanding ball shall be deducted from the total of the defaulting team and the team will face a fine of £100 plus a deduction of 10 points. 12a) In the event of delayed start caused by bad weather. One over will be deducted for every 4 minutes lost from that innings. (If there is a delay caused by a team for whatever reason than rule 10 will apply and only the defaulting team will lose over's from its innings). In case of bad weather, the following will apply: (table 1)

(i) These innings and duration of the game must be agreed upon by both captains before the start of the game. Once a game duration has been agreed upon, it must be completed. In addition, the completion time for the first innings must also be agreed upon before the start of the game. (ii) If a game is interrupted by bad weather, the number of over’s bowled by any bowler will be taken into account when a recalculation of over’s is made. (iii) 4:45pm is the latest time a game can start, both teams must face a minimum of 10 over's per innings.

(v) If conditions do not permit play to start at 4:45pm both teams will receive 10 points each. The umpire will eligible to receive 50% of his/her fee. 12b) In the event of an innings being interrupted by bad weather, if the first innings is interrupted by bad weather, an over will be deducted for every 4 minutes lost, i.e. If 20 minutes are lost to bad weather, then five over's will be deducted from both innings. In the event of the second innings being interrupted by bad weather the average run rate will be used as the basis to determine the score needed to be obtained by the team batting second. The average run rate shall be calculated by dividing the total number of runs scored in the first innings divided by 40 over’s. For example, if the first innings was 40 over’s and the score was 200, the average run rate would be 5 runs per over. The score in the second innings would be calculated as 5 (runs per over) multiplied by no of over’s, for example, 5 x 35= 175, therefore 175 runs needed to win. No matter how many over’s are played in the first innings, the total runs scored should always be divided by 40 over’s. (or whatever the number of over's to be played agreed by both captains). The minimum number of over's necessary for a result to be obtained is 10 over's. If 10 over’s are not achieved in both innings then 10 points will be shared by both teams. 13) A win is achieved by the side with the greater number of runs scored. If the scores are level at the end of the match, then the result will be tied. In such a scenario, the number of wickets taken or faster run rate will NOT apply. 14) Should any team withdraw or be thrown out of the league at any time, the result of all games played (if any) shall be expunged and the team shall forfeit all monies paid (to date). All fines levied on team should be honoured within 72 hours. Defaulting teams may face immediate expulsion form Sandwell Cricket League. 15) All players must be registered with SCL to a specific team before they can represent the said club in SCL matches. 16) All players must produce their ID cards before the start of any game. Both Captains must exchange ID cards for all players who are playing in the game. It is the responsibility of each Captain to verify the ID of opposition players. If there is any doubt as to the eligibility of a player, or suspicion of card tampering then the card may be held back by a Captain, the umpire should be made aware of this. The card must then be submitted to the League secretary for investigation. This card must be submitted to league within 72 hours of a game along with a complaint form. If evidence of card tampering is discovered, the team shall automatically lose the game by default, have 20 points deducted from its accrued league points total, and be subject to the leagues disciplinary procedures. No team should withhold opposition cards but for this reason.

17) A player maybe transferred from one team to another, on the appropriate form, only one source in a season and may not transfer back to his/her original club. Such a transfer must be ratified by the Secretary of SCL, this may involve compensation to departing team, and any costs associated with admin costs as well as issuing new ID cards. A player may appeal to the league in writing if he/she considers transfer to be unreasonably Withheld. 18) Sandwell Cricket League will endeavour to appoint registered umpires to officiate at each game. Umpire fees are:

Umpires fees shall be payable immediately following the conclusion of the first innings. In the event of a dispute it is the responsibility of the home side to pay the umpire. If the home side does not turn up then the away side will pay the umpire in full and claim the monies back from the league. If any team refuses to pay the umpire on the day will subject to the l league disciplinary procedure. 19) Acceptance of Umpiring Decisions: The umpires decision is FINAL and NON-NEGOTIABLE. No Player is allowed to question an umpires decision. The umpire is authorised to report individual teams who show any form of dissent. Any reported team and/or individual shall be SUSPENDED immediately and the club fined. Both punishments are at the discretion of the league. IT IS THE CAPTAINS RESPONSIBILITY TO MAINTAIN ORDER WITHIN HIS/HER TEAM. In the event of such a situation the umpire is authorised to call off the game and report this to the league committee. 20) All players without cricket whites will not be allowed to participate in the game. All coloured protective gear must be worn underneath the cricket whites. If any team breaches this rule, they will suffer an automatic 10 points deduction and will be subject to league disciplinary.

21) There is Strictly no smoking and/or taking of cigarettes and/or drugs on the field of play by any player. Any player reported to the league will face the league disciplinary procedure. 22a) If any team has a legitimate reason for protest, concerning any aspect of the game, complaints must be made in writing with any evidence to the SCL secretary for committee review within 72 hours on incident. b) If any team, which is subject of a complaint, will be notified in writing by the league secretary. Subsequently to lodge a defence against the complaint this must be submitted in writing within 72 hours of being notified. There will be no personal hearings. c) The SCL disciplinary committee will adjudicate on the complaint and will issue a final binding judgement on the matter. There are no grounds for appeal on the judgement. Any issues arising from the judgement will be dealt with solely by the disciplinary committee. d) Any team which is banned or refused entry from the SCL will not be allowed to reform under any circumstances or attempt to circumvent any league decisions. We have details and photographs of all individuals Registered to play for a club and we will take steps to stop teams reform ing. We will only allow no more than 3 individuals from a banned or re fused team to play together in one team. This subject to scrutiny by league . 23) Pitch and outfield cleanliness. All teams are expected to keep the pitch clean. It is responsibility of both teams to dispose of rubbish after the completion of the game. Please use bins at the park or take rubbish with you and dispose off site. Any associated pitch cleanliness costs levied at the league by the city council will be passed onto teams. 24) Professional or semi professional players are not eligible to participate in the Sandwell Cricket League. A professional player is defined as any player who receives remuneration, monetary or otherwise for playing cricket. In the case of any dispute regarding the eligibility of any player to participate in the SCL, it is the responsibility of the complainant to provide proof of the ineligibility or breach of SCL rules. The SCL committee will only act after receipt of proof and will not operate on hearsay. All com plaints must be made using standard league complaints procedures (league rule 22a). Any individual or team found to be making malicious complaints will be subjected to disciplinary procedures. Should any team be found to be playing a professional cricketer (as defined above) then that team shall be liable to a 20 point deduction, for every game where the professional player participated, this is in addition to an unlimited fine to be determined by committee.

The draws will be made from Clubs of both divisions. The team drawn first in each fixture will be the “Home Team”. b) All Clubs will compete for the Cup. Clubs knocked out in the first round will be entered into the Shield Competition. After the second round only the winning Clubs will continue with the competition. c) The League will provide balls, Umpires and Pitches for the each final in the Knockout Cup/Shield Competition free of charge. d) The cup/shield competition is only open to those players who are registered to play in the league via their Clubs. e) All players taking part in the semi-finals of the Cup/Shield must have played in at least one of the prior rounds. f) All players taking part in the finals of the Cup/Shield must have play in two of the two prior rounds. g) Clubs taking part in the finals must submit list of all players to the league for verification against the list of registered players. No players may take part if their identification has not been checked by the League. h) Home teams to provide the wickets for the game. I) A new ball will be used for each innings, provided by the batting side. j) In the event of a delayed start caused by bad weather please refer to table 1 on page 19. A RESULT MUST BE ACHIEVED ON THE DAY. K) The win is achieved by the side with the greater number of runs scored. If the scores are level at the end of the match, then the result will be decided by the following:

The team losing the lesser number of wickets shall be the winner.

If the result still cannot be determined then the winner shall be the team with the higher score after 10 over's, or if still equal after 9 over's, or still equal after the 8th over.

If the result still cannot be determined, then a toss to decide the result will take place. The “home” captain shall toss the coin.

In the event of a game not starting a bowl out should be carried out. Put 3 stumps and bails into the ground. Each team will nominate four bowlers each. The bowler will take his/her run up as usual. The team is allowed “8” balls each, i.e. 2 per bowler. The team which hits the wicket the most wins. If scores are level then “sudden death” should take place. Whoever misses loses. The league reserves the right to choose toss or bowl out.

SANDWELL CHALLENGE CUP

All rules for this format of the game are the same as the league format except for. Teams knocked out of the 1st round of Steve West Cup Competition will automatically be placed into Mushtaqs Shield Competition a) This is a single tie 40 over's knockout competition. Each over will consist of 6 balls. The draws will be made from Clubs of both divisions. The team drawn first in each fixture will be the “Home Team”. b) All Clubs will compete for the Cup. Clubs knocked out in the first round will be entered into the Shield Competition. After the second round only the winning Clubs will continue with the competition. c) The League will provide balls, Umpires and Pitches for the each final in the Knockout Cup/Shield Competition free of charge. d) The cup/shield competition is only open to those players who are registered to play in the league via their Clubs. e) All players taking part in the semi-finals of the Cup/Shield must have played in at least one of the prior rounds. f) All players taking part in the finals of the Cup/Shield must have play in two of the two prior rounds. g) Clubs taking part in the finals must submit list of all players to the league for verification against the list of registered players. SANDWELL SHIELD

All rules for this format of the game are the same as the league format except for: 1) This is a 20 x 6 ball over knockout competition with a bowling limit of 4 over's per bowler. A new ball will be used in each innings. The home team will provide the wickets for the game. 2) FREE HIT— Following a front foot no ball (overstepping the bowling crease only), the next ball shall be a free hit. For this ball, the batsmen can only be given run out. The captain of the fielding side cannot change field settings unless a different batsmen is facing the bowling (for example is a run is taken). 3) League rules 15 & 16 apply in all instances with regards to player registration & ID cards. 4) Where possible there will be 2 matches played in a single day. The first game will start at 12.30pm and the first innings must be completed by 1.50pm. The second innings must start at 2.00pm. The second match will start at 4.00pm and the first innings must be completed by 5.20pm. The second innings must start at 5.30pm and must be completed by 6.50pm. The onus will be on the bowling side to complete the first innings on time. If the bowling side fails to complete the allotted over's in the time specified, a record will be made of the number of over's bowled and the batting side will continue their innings to a conclusion. The second innings will be limited to the number of over's bowled by the team bowling first during the allotted time. All SCL knockout cup competitions rules and costs apply. 5) Both teams to decide the choice of innings by a “toss”, which will take place at 12.15pm (first Match) and 3.45pm (second match), providing he minimum numbers of players are present is 8. No team can nominate any substitute players for the purpose of the toss. All players nominated by start of games must have the required identification card present and be in full white clothing. It is the responsibility of the opposing captain to verify this. Please note if only 8 players present at the toss then only 8 players can take the field, you will not be able to use substitute fielders. 6) The win is achieved by the side with the greater number of runs scored. If the scores are level at the end of the match, then the result will be decided by the following:

1) All umpires must be present at the pitch 30 minutes before the scheduled start of play. Where the team is not ready to take the field 15 minutes before the scheduled start of play the choice of innings shall be awarded to the opposing team. If the umpire arrives at the game once play has commenced at the scheduled start time, then the teams can decide if they allow the umpire to officiate the game. In such a scenario, where the umpire is not allowed to officiate than no fee will be payable to the umpire. 2) If an umpire has cause for complaint, he/she must do so within 72 hours in writing to the League Secretary. Please collect ID Cards for both teams. 3) Umpires must ensure that both scorers sit together. 4) In all games please note the score at the end of first 10 over's and then every 5th over thereafter. 5) Score books must be checked at the end of each innings and score books must be signed by the umpire. Both batting and bowling analysis must be checked. Any mistakes must be put right by the captain in full view of the umpire before the next innings. 6) If at the end of the innings the score books do not agree and there are over's and wickets to spare the umpire must insist that the teams go back out and complete the innings until a result has been reached. 7) Players should be aware that umpires will suspend play if conditions become dangerous, and that they have authority in the laws to do so. 8) An umpire has the power to order a player off the field for gross Misconduct. 9) Where only one official umpire is present it must be understood that whoever becomes square leg umpire is deemed to be an official umpire. The square leg umpire cannot call a no ball for height. The square leg umpire must be nominated player on the day. Spectators cannot stand as square leg umpires. 10) In the event of bad weather, umpires are entitled to full fees, if a result is obtained. Umpires fees are only payable as long as umpire complies with the innings and other league rules, as specified in this handbook. 11) All umpires registered with our association will have official umpire badges.

APPENDIX 1

The SCL Disciplinary Committee will decide the “unlimited” penalties based on the circumstances of each case. The committee also reserves the right to apply any other penalties, as it sees appropriate. All fines listed in “other penalties” must be paid within 72 hours of Notification of committee decision. Defaulting teams may face immediate expulsion from the Association. All other fines must be paid 12 hours prior to start of next match.
