TIMELINE AND PROCESS DETAILS

Application Review (Pass/Fail) This component will consist of an application review and minimum qualifications evaluation. Candidates must complete the application packet, cover letter, resume, and supporting documentation to continue in the process. Candidates will only continue in the process if they meet the minimum requirements and provide all documents requested in the application packet. Physical Ability and Written Examination – December 3, 2016 If candidates pass the application review they will be invited to continue in the evaluation process. These components will be held at Boring Fire District located at 28655 SE Hwy 212; Boring, Oregon 97009. Additional dates may be needed depending on the number of qualified applicants participating in the process.

• Physical Ability (Pass/Fail) – The candidate must pass the physical ability test to be qualified to continue with the process. A document describing the physical ability test is included in the application packet.

• Written Examination (30%) Study guides for the written examination are provided when your application is received.

Email Notification of Results – December 5, 2016 ACLS Skills Evaluation and Panel Interview – December 10, 2016 If candidates pass the physical ability and written examination they will be invited to continue in the evaluation process. The location of this testing will be announced in the email notification of results by December 5th. Additional dates may be needed depending on the number of qualified applicants participating in the process.

GENERAL INFORMATION

DUTIES

Specific duties and responsibilities are outlined in the job description section of the application packet.

SALARY

The salary is determined by collective bargaining for Sandy Fire District No. 72.

• Salary range for a Firefighter/Paramedic is $60,647 to $80,630 per the bargaining unit agreement. • Additional 4 % increase for an Apparatus Operator • Medical, Dental & Vision Insurance • Life and disability Insurance • Generous vacation and sick leave benefits • Participation in PERS/IAP • Deferred compensation program

MINIMUM QUALIFICATIONS

• Minimum 18 years of age • Valid Driver’s License • Candidate must be insurable by the District’s insurance carrier. • Current Oregon Paramedic License or National Registry Paramedic Certification AND proof of reciprocity • Current NFPA Firefighter 1 Certification • Current NFPA Operations Level Responder Certification or equivalent • Current NFPA Fire Apparatus Driver/Operator or equivalent • Must possess the training, physical condition and ability to effectively perform the essential job functions, and any

marginal functions of the position as specified in the job description. • Eligible to work in the United States of America at the time of hire. • Successful completion of the evaluation process with a minimum score of 75%. • Successfully complete a criminal background check, driving record check, psychological evaluation, physical

examination and drug screen at the time of hire • Must successfully obtain an NFPA Apparatus with a Fire Pump Certification within 9 months of

hire date.

CERTIFICATIONS

All certifications must be current and in active status. Lapsed Certifications will NOT be accepted. A lapsed certification is all levels of certification of any fire service professional where the individual has not been utilized as such for more than twelve (12) consecutive months.

PREFERENCE POINTS FOR VETERANS

Per ORS 408.230, Section 5, a person seeking to fill a vacant civil service position may be eligible for Veteran preference points. To receive Veteran preference points, you must submit a copy of DD 214 in your application packet. Veteran preference points will be applied to the final score of candidates that meet the minimum qualifications and achieve a minimum passing score of 75% in the testing process.

PREFERENCE POINTS FOR VOLUNTEER FIREFIGHTERS

The East Clackamas County Unified Civil Service Rules and Regulations Rule VII, Section 12, state that preference shall be given to candidates who are current Volunteers of Sandy Fire District and have served a minimum of three years of uninterrupted service as an active Volunteer Firefighter. Interruption in volunteer service that exceeds 180 days shall constitute a break in service that disqualifies the Volunteer from utilizing this preference. The Volunteer preference points shall be determined using the candidate’s Volunteer status as of the application deadline. Volunteers shall qualify for an increase of five (5) points added to the final score when the Volunteer meets the minimum qualifications and achieves a minimum passing score of 75% in the testing process.

FIREFIGHTER/PARAMEDIC/APPARATUS OPERATOR JOB DESCRIPTION

CLASSIFIED POSITION

NATURE OF WORK This is advanced firefighting work in combating, extinguishing, and preventing fires and responding to emergency medical calls as a Paramedic. Work involves training for and participating in duties of protecting life and property through the performance of firefighting and emergency medical service activities. Employees in this classification are required to learn and participate in the operation of apparatus and the performance of hazardous tasks under emergency conditions, which may require strenuous exertion under such handicaps as smoke, fire, heat and cramped surroundings. Although firefighting and advanced life support emergency medical service work constitutes the primary and most difficult and responsible areas of work, a major portion of assigned work time is spent drilling and studying methods, evolutions, techniques in organization, as well as in routine duties in the custodial care and a wide variety of maintenance of departmental facilities, apparatus and equipment. Work is usually performed in accordance with explicit instructions and well defined procedures; however, performance of the work requires initiative and the exercise of independent judgment. Work is performed under the general supervision of a Lieutenant or Captain. EXAMPLES OF WORK PERFORMED Responds to alarms of fire or other emergencies with an engine company, water tender, brush company or rescue vehicle. Drives apparatus and operates fire pumps and auxiliary equipment. Lays and connects hose. Holds nozzles and directs fog, chemical and water streams. Raises and climbs ladders. Uses chemical extinguishers and a variety of other portable and related equipment. Participates in training sessions and attends classes in firefighting, emergency medical treatment and related subjects. Inspects buildings and premises for compliance with the Uniform Fire Code and other local ordinances for pre-fire planning and familiarization activities, and to check on complaints. Responds to calls for emergency medical services. Performs basic and advanced life saving techniques and other on-site care to victims of accidents, heart attacks, strokes and other traumatic cases. Responds to emergency calls for drowning, various rescue situations, accidents and natural or other catastrophes. Performs a wide variety of general custodial and maintenance work in the upkeep of the departmental apparatus, equipment and station. Cleans and washes walls and floors, washes, hangs and dries hose. Washes, cleans and polishes apparatus.

REQUIREMENTS OF WORK At least 18 years of age, and a high school diploma or equivalent. Proof of eligibility to work in the United States of America. Three years of structural firefighting experience. Shall hold a current valid Driver’s License and demonstrated a safe insurable driving record. Shall hold and maintain an Oregon Paramedic license. Shall hold and maintain current certifications in Hazardous Materials Operations, NFPA Firefighter 1, and NFPA Apparatus Equipped with Fire Pump. ESSENTIAL PHYSICAL AND MENTAL FUNCTIONS OF POSITION In addition to those physical and mental functions required to perform the duties set forth above, this position requires the following: 1. Ability to carry a ladder weighing approximately 75 pounds, to raise and extend the ladder, to

assist victims down ladders, and to carry fire hose and other heavy equipment up and down ladders or stairs.

2. Ability to move and advance a charged 1-3/4" hose line into a burning building, while standing

or crawling on the floor. Ability to hold flowing hose line and to shut off a flowing line while maintaining control of the hose line.

3. Ability to enter a building under adverse fire conditions which might include smoke, extreme

heat, and no visibility, in full protective clothing, including air pack with face piece. Ability to search for fire victims (sometimes searching by feel only), while walking or crawling, and if victim is found, to drag or carry the victim to safety.

4. Ability to climb ladders and work at considerable heights, in open places and confined spaces. 5. Ability to operate a power saw in positions, such as overhead cutting, cutting on a sloping roof,

and cutting from a ladder. 6. Ability to use a variety of tools to remove walls and ceilings, requiring pulling and pushing

motions with arms extending overhead or to force entry into a building. 7. Ability to perform firefighting and rescue duties while exposed to extreme cold and/or wet

environmental elements. 8. Ability to operate power extrication equipment to assist in patient removals from motor

vehicles. The ability to lift and carry patients over rough or uneven terrain. Ability to bend, strain, stretch, contort, push, pull, twist, carry, walk with weight, or lift to remove a victim from a motor vehicle and place the victim on a stretcher.

9. Ability to drive a large fire apparatus during both the day and night, using depth perception and

peripheral vision in emergency situations involving speeds in excess of posted limits, in congested traffic and in unsafe road conditions caused by factors such as fog, smoke, rain, ice, and snow.

10. Ability to complete firefighter and emergency rescue functions and tasks which are physically

demanding. 11. Ability to respond to an alarm, wake, and go from a sound sleep to full activity and exertion

SANDY FIRE DISTRICT NO. 72 PHYSICAL ABILITY TEST

Held at Boring Fire

Firefighting involves extremely strenuous and skilled physical work, as well as handling emergency and life threatening situations. Demanding physical standards are necessary because of the high level of physical fitness required by the profession. Agility and endurance are necessary to perform these duties. This test is designed to determine an applicant’s physical strength, agility and capability to perform job related tasks. The test consists of six exercises. These simulate actual tasks that are performed on the job. Applicants must complete the tasks as described and shall proceed directly from one task to the next. No rest periods will be allowed during the test. Six minutes is allowed for completion of the entire test. Evaluators will monitor each exercise to insure conformance to the standards. The applicant must pass each individual component of the test to proceed on to the next exercise. Although a time limit is set for the test, no advantage is gained by completing the exercise in less than the time allotted. The time was set to allow completion of the exercise at a safe pace. Please pace yourself and do not to run or race through the exercises. An applicant may be disqualified if he/she fails to follow instructions or does not perform the tasks in a safe manner. PHYSICAL CHARACTERISTICS: Cardiovascular Capability/Aerobic Capacity: The test will measure an above average degree of aerobic capacity and will connect various firefighting simulations in a circuit and may generate pulse rates in excess of 150 beats per minute. Strength and Endurance: The test has been designed to reflect an above average degree of strength and endurance. Many of the activities encountered by a fire fighter require pulling, lifting and climbing, often times with equipment weighing as much as 100 pounds. PREPARING FOR THE TEST: On the day of the physical ability test applicants are advised to restrict caffeine intake prior to their test. In addition, we recommend that you do not eat within approximately two hours of the test. Do not engage in strenuous exercise, strenuous work or other physically taxing activities the day of the test. It is recommended that applicants warm up and stretch before taking their physical ability test. Applicants are encouraged to dress appropriately. Loose fitting clothing and athletic shoes may prove to be helpful. Applicants will not have an opportunity to change clothes or shoes during the physical ability testing process. REQUIREMENTS FOR THE TEST: Some of the pictures shown were taken without an SCBA pack and bottle. Applicants shall wear turnout coat, helmet and SCBA pack with air bottle attached. Six (6) minutes are allowed for completion of the entire test.

TEST STATIONS… #1 SHOULDER LOAD CARRY: The applicant will have the hose bundle placed upon their shoulder. Bundle shall consist of 100 feet of 2½’ hose with attached 2½” fog nozzle (or equal amount of weight). This bundle shall weigh 76-77 pounds. Time will start when applicants enters the doorway. The candidate shall carry it to the stairs; climb stairs to fourth floor of the training tower. Hose bundle shall be carried on applicant’s shoulder. Dropping the bundle, letting it slide off your shoulder, dragging the bundle or skipping any stair treads or stopping during the task are grounds for disqualification. Upon reaching the fourth floor, candidate shall set hose bundle down. THE APPLICANT IMMEDIATELY MOVES TO THE NEXT TASK AREA. After completing the Smoke Ejector Hang applicant will pick up the hose load from the ground level, placing it on their shoulder and return down the tower to the starting point.

Purpose: To evaluate the applicant’s endurance and back and leg strength. Related Job Tasks: Carrying loads up and down stairs is a common task on the fire ground. #2 SMOKE EJECTOR LIFT: An electric smoke ejector (weighing 46 lbs) will be placed on the ground with its two hooks ready for use. Directly above the ejector is a simulated hanging beam, with the top of the beam 72” inches from the ground. The applicant shall lift the smoke ejector by grabbing its two hooks with both hands and then hook them onto the beam. The applicant shall remove the smoke ejector from the beam by grabbing each of its hooks and lowering it to the ground. The applicant may not drop the smoke ejector nor raise and lower it in any manner other than using both hooks. After completing the Smoke Ejector Hang applicant will pick up the hose load from the ground level, placing it on their shoulder and return down the tower to the starting point. THE APPLICANT IMMEDIATELY MOVES TO THE NEXT TASK AREA. Purpose: To test the applicant’s upper and lower body strength and coordination. Related Job Tasks: Hanging smoke ejectors and lifting and lowering other firefighting equipment.

#3 LADDER WALK: The applicant is required to walk on the rungs of a 14’ roof ladder. The ladder is flat and supported 4” off the ground by blocks. The applicant shall carry a chain saw. A foot must touch each rung of the ladder. This exercise consists of walking across a ladder to the last rung, stepping off the ladder, turning around, stepping back onto the ladder rung and return run-by-rung to the starting rung. Dropping the saw or slipping off the ladder is a disqualification. THE APPLICANT IMMEDIATELY MOVES TO THE NEXT TASK AREA. Purpose: To test the applicant’s balance during a period of exertion. Related Job Tasks: When cutting ventilation holes in the roof, fire fighters may place a ladder against the roof and walk the rungs carrying various types of equipment. #4 LADDER CLIMB: A 24’ ladder will be placed in a climbing position. The applicant will climb a total of two round trips. The fifth rung below its tip will be marked. On each climb, both of the applicant’s feet must touch this rung before climbing back down to the ground. The applicant must climb the ladder without skipping any rungs, without stopping and by using only the rungs when climbing or descending the ladder. THE APPLICANT IMMEDIATELY MOVES TO NEXT TASK AREA. Purpose: To evaluate applicant’s physical coordination, reaction to heights, leg strength and endurance. Job Related Tasks: Fire fighters must be able to climb ladders and to work at heights effectively.

#5 TIRE DRAG The applicant places a 2½” playpipe nozzle over their shoulder, grabs the nozzle with both hands, and drags the attached 12’ of 2½” hose and tire (weighing 170 lbs.) a total distance of 75’. Area shall be wet for tire drag. THE APPLICANT IMMEDIATELY MOVES TO THE NEXT TASK AREA. Purpose: To test the applicant’s stamina and upper and lower body strength. Related Job Tasks: Extending 150’ of uncharged 2½’ fire hose is customarily a one-person evolution. Firefighters often have to drag hoses long distances. #6 HOSE LIFT: The applicant shall pull a dry section of 4” inch hose (total weight 50 lbs.). A hand-over-hand method shall be used to raise and lower the hose bundle to the fourth floor from the ground level to a height of 30’ and back to the ground one time. Applicant will raise the hose until it touches the bottom of the fourth floor platform, then lower it back to the ground. The rope may not slip or slide through the hands. Allowing the rope to slip or slide or dropping the hose bundle will disqualify the applicant. Time will stop when the hose is on the ground and applicant has finished with all tasks. Purpose: To evaluate the applicant’s hand, arm and shoulder strength and endurance. Related Job Tasks: Hoisting tools, smoke ejectors, and hose bundles are required at fire incidents. Similar strength and endurance is also needed to perform rescue practices in steep angle and water rescue operations.
