Key Sector Achievements:
• Ethiopia had the largest reduction
in ODF in the world in MDG Period
(92% -> 29%).
Key Remaining Sanitation Challenges:
• High levels of unimproved sanitation (93%)
• Poor sanitation provision in institutions
• Risk of emergencies undermining sanitation
progress

To Accelerate Sanitation Progress in Ethiopia:
A solid plan is
needed with a
strong
implementation
mechanism
and monitoring
framework
Accordingly MoH with support from
UNICEF started developing the
micro-plans:
• For improving sanitation and
hygiene in Communities,
Schools and Health Facilities
(knowing where we are at the
lowest level of action)
• Costed Plan to leverage
resources
• For monitoring to track
progress periodically
Sanitation Microplans - Methodology
➢ MoH and UNICEF developed templates required to collect information
at micro level. (Kebelle level)
➢ Templates have been presented in each regional initial workshops, agreed and
translated to regional local languages.
➢ Information was collected by HEWs with support from schools.
➢ Unit costs were developed by regional core groups (from the RHB, RWB, REB
and other partners supporting WASH) and are region specific.
➢ The information collected and unit costs developed were validated during
regional validation workshops
➢ Unit costs have been further harmonized and clustered at national level.
➢ Costed plans were developed against the validated information and revised
unit costs

The data is then aggregated from village level to kebele, woreda, zone, region and to the national level.
Key Results
For the first time, a full analysis of the sanitation coverage and the costs needed to achieve the HSTP/GTP2 targets (2020) and the SDG targets (2030) to kebele level
The data include achieving safely managed sanitation at household level, schools and health facilities
The resource requirement to meet SDG and GTPII targets are estimated and fed into the OWNP Phase 2
• Total National Cost Estimate GTP2 = USD 1,089,932,732
• Total National Cost Estimate SDGs = USD 1,838,698,468

• gender segregated sanitation facilities meeting the national standard, water supply facilities with in-premises, functional handwashing stations and MHM facilities.
The information collected shows:
• where we are in terms of the school WASH service ladder
• How close we are to HSTP target
• The resource requirement toachieve the HSTP/GTPII and SDGTargets
Health post / Health centre WASH
– Coverage and CostsWASH information collected onhealth posts and health centres:
• Protected water supply facilitywithin their premises and in thematernity ward
• Standard sanitation facility in thepremises and in the maternityward
• Incinerator, placenta pit andinfectious waste disposal pit
The information collected shows :
• where we are in terms of thehealth facility WASH serviceladder.
• How close we are to HSTP target
• The resource requirement toachieve the HSTP/GTPII and SDGTargets
National Sanitation and Hygiene
GTP II and SDG - Cost EstimationTwo sets of estimated costs were produced:
1. For the HSTP/GTP2 target by 2020
- Community sanitation 82% =USD 400,685,196
- Health centre/health post WASH 60% = USD 92,096,463
- School WASH 80% = USD 609,226,501
Total = USD 1,089,932,732
2. For the SDG Target of universal coverage by 2030
- Community sanitation 100% = USD 736,954,774
- Health centre/health post WASH 100% = USD 273,435,411
- School WASH 100% = USD 828,308,283
Total = USD 1,838,698,468
Note: cost estimation was calculated considering the current coverage as a baseline
Next StepsThis data-set, endorsed by the Ministry of Health, is a living document that will be refined on a regular basis
• Regional Dissemination: Detailed woreda-level data sheets and maps will be disseminated to each region. These will greatly help to target and prioritise areas for investment and follow up
• As standard unit costs have been used, regions can be benchmarked for progress against each other, and also woredas within regions
• At the federal level, a national database is under development; the aim is to have an online sanitation monitoring system that regions can periodically update and track progress.
• Urban sanitation to be added in next level
• The information collected in this sanitation microplanning process will feed into national WASH inventory
